Community Facilities Grant Program in Tennessee
USDA: Rural Development (RD)

What does this program do?
This program provides affordable funding to develop essential community facilities in rural areas. An essential community facility is defined as a facility that provides an essential service to the local community for the orderly development of the community in a primarily rural area, and does not include private, commercial or business undertakings.
What is an eligible area?
Rural areas including cities, villages, townships and towns including Federally Recognized Tribal Lands with no more than 20,000 residents according to the latest U.S. Census Data are eligible for this program.
How may funds be used?
Funds can be used to purchase, construct, and / or improve essential community facilities, purchase equipment and pay related project expenses.
Examples of essential community facilities include:
- Health care facilities such as hospitals, medical clinics, dental clinics, nursing homes or assisted living facilities.
- Public facilities such as town halls, courthouses, airport hangars or street improvements.
- Community support services such as child care centers, community centers, fairgrounds or transitional housing.
- Public safety services such as fire departments, police stations, prisons, police vehicles, fire trucks, public works vehicles or equipment.
- Educational services such as museums, libraries or private schools.
- Utility services such as telemedicine or distance learning equipment.
- Local food systems such as community gardens, food pantries, community kitchens, food banks, food hubs or greenhouses.
Grant Approval
Applicant must be eligible for grant assistance, which is provided on a graduated scale with smaller communities with the lowest median household income being eligible for projects with a higher proportion of grant funds. Grant assistance is limited to the following percentages of eligible project costs:
Maximum of 75 percent when the proposed project is:
- Located in a rural community having a population of 5,000 or fewer; and
- The median household income of the proposed service area is below the higher of the poverty line or 60 percent of the State nonmetropolitan median household income.
Maximum of 55 percent when the proposed project is:
- Located in a rural community having a population of 12,000 or fewer; and
- The median household income of the proposed service area is below the higher of the poverty line or 70 percent of the State nonmetropolitan median household income.
Maximum of 35 percent when the proposed project is:
- Located in a rural community having a population of 20,000 or fewer; and
- The median household income of the proposed service area is below the higher of the poverty line or 80 percent of the State nonmetropolitan median household income.
Maximum of 15 percent when the proposed project is:
- Located in a rural community having a population of 20,000 or fewer; and
- The median household income of the proposed service area is below the higher of the poverty line or 90 percent of the State nonmetropolitan median household income. The proposed project must meet both percentage criteria. Grants are further limited.

Access to safe, affordable energy-efficient housing
We provide financial support to assist people in developing stability in their lives through access to safe, sustainable and accessible homes. Examples of grant support include:
- Organizations that preserve, rehabilitate, renovate or construct affordable housing developments for low- and moderate-income families, individuals, seniors, veterans, and special-needs populations
- Organizations that provide transitional housing as a direct stepping stone to permanent housing
- Organizations that focus on veterans housing and homeownership
- Construction of green homes for low- and moderate-income communities
- Clean energy retrofit programs for low- and moderate-income housing developments
- Organizations that provide access to renewable energy
- Improving waste management systems to include recycling and composting programs
Homeownership education
Owning and maintaining a home requires significant financial knowledge, tools and resources. We support programs that assist low- and moderate-income homebuyers and existing homeowners. Examples of grant support include:
- Homebuyer education
- Pre- and post-purchase counseling and coaching
- Homeownership-retention programs designed to provide foreclosure counseling
Work
We know that a strong small business environment and an educated workforce ensure the prosperity of our communities and reduce the expanding wealth gap for communities of color. We provide grant support to programs and organizations that help small businesses thrive, allow people to succeed in the workforce, provide pathways to higher education and gain greater financial literacy.
Investing in the workforce
We fund organizations that provide training for small business development, as well as programs that support individuals across all skill and experience levels, to ensure they have the capability to gain employment that supports individuals and their families. Examples of grant support include:
- Small business technical assistance programs
- Job skills, career readiness training programs with comprehensive placement services for low- and moderate-income individuals entering or reentering the labor force
Providing pathways for educational success
- To address the growing requirements for post-secondary education in securing competitive jobs in the workplace, we support:
- Organizations and programs that help low- and moderate-income and at-risk middle and high school students prepare for post-secondary education at a community college, university, trade or technical school and career readiness
- Programs and initiatives at post-secondary institutions that support access to career and educational opportunities for low- and moderate-income and diverse students
Teaching financial well-being for work and life
Financial well-being is not only critical for financial stability, it’s crucial in helping individuals be successful in the workplace. Examples of grant support include programs that positively impact:
- K-12 and college student financial literacy
- Adult and workforce financial literacy
- Senior financial fraud prevention
- Military service member and veteran financial literacy
Supporting the green economy through workforce development
The green economy is fast becoming an area of opportunity for workforce development programs. Funding support includes:
- Reskilling or retraining for jobs in renewable or clean energy
- Building and maintaining infrastructure to support renewable energy, including EV charging stations and bike/transportation programs
Play
Play brings joy, and it’s just as necessary for adults as it is for kids. But in low-income areas there are often limited spaces for play and fewer people attending arts and cultural events. That’s why we invest in community programming that supports ways for children and adults to play and create.
Access to artistic and cultural programming and arts education
Our investments ensure economic vitality and accessibility to the arts in local communities, as well as support for arts education. Examples of grant support include:
- Programs that provide access to cultural activities, visual and performing arts, zoos and aquariums and botanic gardens for individuals and families living in underserved communities
- Funding for local arts organizations that enhance the economic vitality of the community
- Programs that provide funding for arts-focused nonprofit organizations that bring visual and performing arts programming to low- and moderate-income K-12 schools and youth centers
Supporting learning through play
Many young people across the country do not have the resources or access to enjoy the benefits of active play. Supporting active play-based programs and projects for K-12 students located in or serving low- and moderate-income communities fosters innovation, creativity, and collaboration and impacts the overall vitality of the communities we serve. Funding support includes:
- Support for organizations that build or expand access to active play spaces and places that help K-12 students learn through play and improves the health, safety and unification of neighborhoods in low- and moderate-income communities
- Programs that focus on using active play to help young people develop cognitive, social and emotional learning skills to become vibrant and productive citizens in low- and moderate-income communities
Outdoor places to play
Environmental stewardship enhances and improves the livability of our communities. Supporting efforts to preserve, protect and enhance outdoor spaces is now part of our Play pillar of giving. Funding support includes:
- Cleanup efforts in community spaces, including (but not limited to) beaches, rivers, and streams
- Protecting green spaces within the community, including planting trees, mangroves and seagrass
- Programs that support community, native and/or pollinator gardens, including community composting

Although full applications are due on the deadlines above, potential grantees’ discussions with the foundation about their application should begin well before that date. The foundation requests notification of intent to apply and the nature of the request. Discussion before the due date can address potential issues and can help develop the clearest proposal. This requires time and must be started before the deadline.
New applicants and those that have not received Briggs funding in the past ten years must arrange for a site visit or telephone conference with the Foundation’s executive director well before the deadlines above.
Thomas W. Briggs Foundation
The Thomas W. Briggs Foundation focuses its support on organizations whose mission aligns with one of the following Briggs focus areas:
Arts – Efforts that offer enriching cultural experiences throughout the city and position Memphis as a community of broad, uplifting artistic amenities
Civic – Efforts that build on the uniqueness of Memphis, enhance the quality of life and provide opportunities for all people to interact
Education – Efforts in local primary and secondary schools that improve the quality of teaching and assist students, especially the disadvantaged, in succeeding in the classroom and in the job market; and efforts of local higher education institutions that encourage and ensure excellence
Social Services – Efforts that address local issues and concerns that improve the quality of life for individuals in need and empower them to become contributing members of our community
Youth – Efforts that prepare our young people for academic success and responsible citizenship.
The effort for which funding is requested must be consistent with the applicant organization’s overall mission.
Briggs Does…
- Seek to leverage its gifts while participating in community efforts which have wide support and generate measurable differences
- Fund seed money, capital support, multi-year gifts, entrepreneurial/innovative efforts, and annual operating activities helping an existing effort to scale
- Award of about $750,000 a year in two funding cycles including prior and new commitments
- Fund biennially, after an application, an organization must wait 2 years before inquiring
- Fund primarily in the city of Memphis and not beyond Shelby County, Tennessee
- Review about 12 proposals per cycle- preference given to organizations whose missions best fit with a Briggs Focus Areas and/or organizations that have successfully worked with Briggs in the past
- Welcome new organizations
Rural Microentrepreneur Assistance Program - Tennessee
United States Department of Agriculture (USDA)
What does this program do?
It provides loans and grants to Microenterprise Development Organizations (MDOs) to:
- To help microenterprises startup and growth through a Rural Microloan Revolving Fund.
- Provide training and technical assistance to microloan borrowers and micro entrepreneurs.
What kind of funding is available?
Grants are available to provide technical assistance to rural micro-entrepreneurs or microenterprises, up to $205,000 annually. Funding at the requested level is not guaranteed, and at least 15 percent matching funds are required.
Loans of $50,000 to $500,000 may be used for establishing a Rural Microloan Revolving Fund managed by the Microenterprise Development Organization. Total aggregate debt is capped at $2.5 million.
Are there other requirements?
Microenterprise Development Organizations must demonstrate experience in managing a Revolving Loan Fund, or:
- Certify that it or its employees have received education and training from a qualified microenterprise development training entity so that the applicant has the capacity to manage such a revolving loan fund.
- Demonstrate that it is actively and successfully participating as an intermediary lender in good standing under the U.S. Small Business Administration (SBA) Microloan Program or other similar loan programs as determined by the Administrator.
What are the loan terms?
- Maximum term is 20 years.
- Two-year payment deferral.
- Must establish a loan loss reserve fund.
What terms are required on loans to ultimate recipients?
- Up to $50,000.
- Fixed interest rate.
- Limited to 75 percent of project cost.
How may the funds be used?
Microlenders may make microloans for qualified business activities and expenses including, but not limited to:
- Working capital.
- Debt refinancing.
- Purchasing equipment and supplies.
- Improving real estate.
TAC Arts Education Teacher Training Grant
Tennessee Arts Commission
Purpose:
Support for providing intensive professional development in arts education.
Opportunities include hands-on, immersion-style curriculum planning sessions for participants. Applicants must be nonprofit arts organizations, art councils, schools or school districts, or institutions of higher learning. Applications must have a single project focus. Applicants may not apply for funds for the same project in another Tennessee Arts Commission grant category in the same fiscal year.
Funds support outstanding professional development activities that promote curriculum-based arts education and/or arts integration which correlate with state and/or national standards. Activities may involve visual, performing, traditional folk, and/or literary arts. Teacher Training grant-funded projects are intended for immersion-style professional development opportunities with in-depth hands-on involvement and curriculum planning sessions for participants. Lecture-oriented workshops, clinics, or conferences with minimal immersion activities will not be funded under this category.
This category provides two tiers of funds:
Tier One: For curriculum-based arts education or arts integration professional development with a minimum of two, one-day intensive professional development workshops or institutes, but the days do not need to be consecutive. The subsequent workshop must be a continuation of the first workshop to deepen or extend learning by participants. Additionally, the majority of participants should attend both one-day workshops.
Tier One Requirements:
- Professional development trainees should include classroom teachers, arts specialists, curriculum coordinators, teaching artists, principals, and/or administrators.
- Training must be participatory and hands-on but not limited to “make it and take it” workshops.
- Projects must have a strong instructional component that includes collaborative planning and lesson plan development and implementation in curriculum-based arts education or arts integration instruction. The instructional component should detail the content of the project: how subject matter will be taught and reinforced, the goals of the project, collaborative lesson planning, hands-on activities, etc. When linking content to state and/or national standards, do not simply list the standards. Explain how the standards will be incorporated as part of the instruction and how they relate to the project outcomes being evaluated.
- Clinicians must be highly trained and recognized professionals in the field of arts integration and/or education. Applicants may be asked to provide resumes of clinicians.
- Include a method of evaluation that effectively measures the professional development activity. Applicant organizations seeking to train teachers are expected to demonstrate a thorough and effective evaluation plan for the proposed project. Evaluations should effectively measure the goals and objectives of professional development activity. Recently funded continuing projects must demonstrate to what extent outcomes were met.
- Training must be for teams of educators (minimum 2 from each school) and be inclusive of any combination of classroom teachers, arts specialists, curriculum coordinators, teaching artists, principals, and/or administrators.
- Institutes for professional development training must be based on national models.
- Include a Monitoring Plan – The Commission is interested in programs that provide ongoing assistance and communication with educators after the training activity. Provide a brief explanation (limit one page) of how the applicant organization will provide assistance and communication after the project concludes.
Rural Business Development Grants in Tennessee

What does this program do?
This program is designed to provide technical assistance and training for small rural businesses. Small means that the business has fewer than 50 new workers and less than $1 million in gross revenue.
What kind of funding is available?
There is no maximum grant amount; however, smaller requests are given higher priority. There is no cost sharing requirement. There are two types of RBDG projects, Opportunity grants and Enterprise grants.
- Opportunity type grants are limited to up to 10 percent of the total Rural Business Development Grant annual funding.
- Enterprise type grants must be used on projects to benefit small and emerging businesses in rural areas as specified in the grant application.

Enterprise grants must be used on projects to benefit small and emerging businesses in rural areas as specified in the grant application. Uses may include:

- Pollution control and abatement.
- The capitalization of revolving loan funds, including funds that will make loans for start-ups and working capital.
- Rural distance learning for job training and advancement for adult students.

South Arts recognizes that as our communities continue to change, the arts play an incomparable role in addressing many of our communal and individual challenges and strengths. Further, the value of partnership and working together across sectors brings new opportunities, increased effectiveness, and greater depth to our collective work. Through this program, South Arts seeks to provide significant support to projects developed by partners that harness the power of “Arts & …”.
South Arts is committed to diversity, equity, inclusion, and accessibility. Cross-Sector Impact Grants are open to all art forms, for partnership projects taking place in South Arts’ nine-state region. Eligible projects will continue to feature “Arts & …”, for example, arts and the military, arts and equity, arts and aging, arts and community revitalization. Applicants may be organizations, units of government, higher educational institutions, or artists.
For applicants new to this program that did not receive a Cross-Sector Impact Grant in FY20, FY21 or FY22, matching grants of up to $15,000 will be awarded. For these projects, South Arts encourages applications for new projects. However, projects that deepen and expand existing partnerships may also apply. For applicants/projects that did receive funding through this program in FY20, FY21, or FY22 matching grants of up to $10,000 will be awarded in order to continue or advance the project. South Arts anticipates that this grant program will be highly competitive and that successful applications will be fully funded.
South Arts’ mission is advancing Southern vitality through the arts. This program addresses two of South Arts’ strategic goals:
- Connect artists and arts professionals in the South to resources that will increase opportunities for success within and outside the region
- Advance impactful arts-based programs that recognize and address trends and evolving needs of a wide range of communities in the South
Project Requirements
South Arts welcomes proposals from partnering entities working together on a project that addresses arts and community impact through cross-sector partnership. Projects must utilize the arts as a tool in creative approaches to address and advance an issue that is of importance in their community. Projects should also establish or advance relationships across at least two different sectors, one being in the arts.
Arts disciplines may include, but are not limited to:
- Performing arts, including dance, music, theater, musical theater, and opera;
- Literary arts, including fiction, creative non-fiction, poetry;
- Visual arts, including craft, drawing, experimental, painting, photography, sculpture, mixed media;
- Film or media;
- Traditional and folk arts, including music, craft, storytelling, dance; or
- Multidisciplinary and interdisciplinary artforms.
Community impact areas may include, but are not limited to:
- Education, including literacy, youth development;
- Environment, including sustainability, weather impact;
- Health and human services, including aging, prisons and rehabilitation, military;
- Infrastructure, including housing, community revitalization, food and nutrition; or
- Social justice, including immigration, community activation, equity and accessibility.
Matching Requirements
For applicants/projects that are new to this program, the minimum grant request for this program is $5,000; the maximum request is $15,000. For applicants/projects that did receive funding in FY20, FY21 and/or FY22, the minimum grant request for this program is $5,000; the maximum request is $10,000.
A match of at least 1:2 is required, meaning for each grant-funded dollar, the grantee must provide $.50 towards the project.
Up to half of the match may be comprised of in-kind contributions such as donated materials, donated services, or other contributed non-cash assets or staff time diverted to this project. At least half of the match must be cash and cannot include salaried staff time allocated to this project. However, contracted services specifically for this project may be included in the cash match.
