The Newton E. & Hester G. Dilgard Memorial Scholarship, administered by the Ashland County Community Foundation, supports graduating seniors from Ashland County high schools with a minimum GPA of 2.75. This scholarship honors the legacy of Newton E. Dilgard, a self-made business leader and advocate for education, promoting the pursuit of excellence in chosen fields. It aims to assist students in attending accredited colleges or universities, reinforcing the foundation's commitment to community development.

Transportation Research and Policy

Arnold Ventures (AV) is a philanthropy dedicated to improving the lives of all Americans through evidence-based solutions that maximize opportunity and minimize injustice.

The Infrastructure team has been investing in efforts to build better, faster, and lower-cost infrastructure with a focus on housing, energy, and transportation. For transportation, we are investing in policymaking and research that tackles the inefficiencies that make U.S. transportation infrastructure so difficult and expensive to build. 

Purpose

Transportation policy represents an avenue for improving the systems moving people, goods, and services. The Infrastructure team is seeking proposals evaluating the effectiveness and/or benefits of existing transportation or transportation-adjacent policies on outcomes for communities in the United States.

Eligible Projects and Topic Areas of Interest

This Request for Proposals (RFP) aims to bolster the knowledge base of potentially effective policies, programs, and interventions by funding efforts that align with key AV Infrastructure policy areas.

AV is primarily focused on traditional surface transportation — road and public transit — but is open to proposals in aviation, maritime, passenger and freight rail, trucking, and more.

We seek proposals for: 1) research, expanded data sets, or analysis; 2) administrative or legislative policy reforms at the federal, state, or local level; or 3) models of effective implementation including proposals for implementing agencies to partner with researchers or program evaluators to conduct baseline and post-intervention research on implementation effectiveness that will advance the knowledge base and provide illustrative examples within, but not limited to, the following topic areas:

• Transportation Capital Investment Reform. Evaluating how capital funding is prioritized and selected at the federal, state, or regional level, including discretionary grant programs and formula-based funding. What reforms could ensure projects deliver higher public returns?

• Cost Estimation, Oversight, and Accountability. Why do major transportation projects frequently exceed budgets and timelines, and how can we identify strategies to improve transparency, cost realism, and performance oversight?

• Access in Mobility Outcomes. Measuring how current transportation investments affect access to jobs, services, and economic opportunities for workers and families, and what policy changes could improve access.

• Performance-Based Project Selection. How can public agencies shift from current, politically driven allocations to datadriven, performance-based decision-making on capital project selections?

• Institutional Barriers to Reform. What organizational, legal, or procedural hurdles prevent DOTs and MPOs from adopting better practices (e.g., outcome-based planning, integrated land use/transportation policy)?

• Permitting and Permit Reform. How do current local, state, and federal permitting practices affect project cost, quality, timeline, and other concerns?

• Intergovernmental Dynamics. How do federal, state, and local funding structures and requirements enable or constrain effective transportation investment? What governance structures would improve outcomes when it comes to transportation planning and project delivery?

• Data Sets and Root Causes of High Delivery Costs. Expanded data sets on unit costs and/or research illuminating the root causes of why transportation and transit projects cost so much and take so long to deliver. What policy and practice changes could manage project delivery risks and improve the likelihood that projects will be delivered on s chedule and on budget?

• Domestic Content. How do Buy America and domestic content requirements affect the cost, speed, innovation, and effectiveness of transportation infrastructure projects?

• Procurement Process. How do current procurement practices affect project cost, quality, innovation, and accountability — and what policy and regulatory reforms could improve outcomes?

• Other. AV also welcomes innovative proposals on other transportation issues that align with our mission.

These research, policy development, and implementation proposals can be relevant to federal surface transportation reauthorization legislation or federal administrative changes; state reforms to Departments of Transportation; and/or local-level reforms relevant either to regional transportation agencies, transit agencies, or municipal governments.

The Sonny Greenwood Calzaretta Scholarship, offered by the Pride Foundation, supports LGBTQ+ students from rural communities facing isolation and limited access to resources. Established to honor the legacy of Brian M. Day, this scholarship aims to empower students pursuing post-secondary education while addressing systemic barriers. It prioritizes those demonstrating a commitment to justice and who have experienced challenges such as family rejection or economic hardship. The scholarship is part of a broader initiative to uplift diverse voices within the LGBTQ+ community.

The Scientist Development Award from the Rheumatology Research Foundation supports early career professionals in rheumatology research. This award provides funding for salary and research training, aiming to enhance the skills of trainees and ensure a robust workforce in rheumatology. With a maximum of $75,000 per year, this initiative encourages innovative research and mentorship opportunities to improve treatment options for patients with rheumatic diseases.

The Clifford and Rubye Angleton Scholarship Fund, managed by the Central Kansas Community Foundation, supports graduating high school seniors and college students from Butler County, Kansas, pursuing higher education. Scholarships are based on available funds and applicants' merit. Recipients may renew their scholarships for up to three years with satisfactory academic progress. This initiative emphasizes the importance of rural philanthropy and aims to empower local students to achieve their educational goals.

The National Park Service (NPS) invites applications for Master Cooperative Agreements from participants in the Cooperative Ecosystem Studies Units (CESU) network across various regions. This initiative fosters collaboration among federal agencies, tribes, academic institutions, and conservation organizations to enhance resource stewardship. With 390 non-federal partners and 15 federal agencies, the CESU network supports interdisciplinary projects addressing diverse environmental and cultural heritage issues. Applications are continually accepted until the announcement's closing date.

The Black Men Building Resources Scholarship, offered by the Grand Rapids Community Foundation, supports African-American undergraduates from Kent County. This scholarship aims to empower students pursuing college or career training by removing barriers to academic success. With awards ranging from $2,000 to $5,000, the program prioritizes applicants with high financial need, ensuring that opportunities are accessible to those who strive for educational advancement in West Michigan.

The KLA-Tencor Foundation's Education Opportunity Fund aims to enhance educational access, promote emotional well-being, and improve educational systems, particularly for under-resourced K-12 students. Grants between $50,000 and $250,000 are available for innovative projects that eliminate barriers to education and foster sustainable partnerships. Applicants must be nonprofit organizations with a significant impact in communities served by KLA, focusing on systemic change rather than direct student assistance.

Mary Joan Keeney Scholarship

The Mary Joan Keeney Scholarship was established in 2017 to honor the memory of Joan Keeney and her dedication to continuing education. In 1992, at the age of fifty-nine, she attended Denver Seminary in Denver, Colorado and completed a life-long dream of earning a Master’s in Counseling. Upon graduation, she volunteered as a grief and bereavement counselor at The First Presbyterian Church in Boulder, Colorado. Her life passion was helping others heal and return to love.

The purpose of this scholarship is to provide non-traditional, female students interested in nursing and mental health careers access to funds to help further their education and/or certification. In 2026, two one-time scholarship awards of $5,000 each will be offered.

The Lou Moneymaker Legacy Scholarship for the Blind & Visually Impaired, established by the Bosma Visionary Opportunities Foundation, aims to support Indiana residents pursuing education at accredited institutions. This scholarship prioritizes blind or visually impaired applicants and requires demonstration of financial need or barriers to obtaining a post-secondary credential. Eligible expenses include tuition, fees, room, board, and books, facilitating educational opportunities for deserving students.

The Colin and Sally Rowell Memorial Scholarship Fund, managed by the Central Kansas Community Foundation, offers financial assistance to graduating seniors from Butler County, KS high schools pursuing higher education or vocational training. This scholarship aims to support students with a demonstrated interest in education or agriculture, emphasizing financial need and potential for success in college. It reflects the foundation's mission to strengthen communities through charitable giving, promoting rural philanthropy in the central Kansas region.

The AISES RISE Scholarship offers $2,000 annually to support Indigenous students pursuing careers in STEM, particularly in the casino gaming industry. This initiative, powered by Aristocrat Gaming, aims to empower Indigenous talent through exposure, resources, and programming. Eligible applicants must be full-time students and current AISES members, demonstrating a commitment to their education and community. The scholarship seeks to enhance diversity in STEM fields by providing critical financial support to deserving students.

The Judith Halama Ebert Scholarship aims to support graduating seniors from Ashland County high schools with a GPA of 3.0 or higher, pursuing Education, particularly in Special Education. Established by Judy Ebert, a passionate advocate for education, the scholarship reflects her commitment to assist students demonstrating leadership and community engagement. This initiative not only honors Judy's educational legacy but also fosters future educators who will positively impact the community.

The Career Development Bridge Funding Award from the Rheumatology Research Foundation aims to support early and mid-career researchers facing funding challenges. This program provides $200,000 over two years to help investigators refine their NIH or equivalent grant applications while pursuing innovative research in rheumatic diseases. By fostering the next generation of rheumatologists, the foundation seeks to enhance patient care and advance treatment options for those affected by these conditions.

The Rod's Tire and Service Scholarship Fund, managed by the Central Kansas Community Foundation, offers $2,500 to assist graduating Marion County high school seniors pursuing higher education or vocational training. The foundation, established in 1994, focuses on enhancing community welfare through charitable giving and emphasizes support for students majoring in agricultural fields. This scholarship aims to empower local youth and strengthen the community by investing in their educational futures.

The Municipal Workforce Learning Lab, initiated by the National League of Cities in partnership with the American Institutes for Research, aims to tackle workforce challenges faced by city governments. The program seeks three cities to engage in an 8-month action planning process focused on recruiting, training, and retaining skilled workers. Participants will receive free coaching and technical assistance, helping them enhance their workforce policies and potentially serve as national models for effective local government employment strategies.

Napa Valley Community Foundation

There are more than 800 Community Foundations in the US, each devoted to a specific region. And to make our communities stronger and more successful by doing these two things.

Ted Kohler Music Scholarship

The Ted Kohler Music Scholarship benefits Calistoga students who are committed to music and wish to advance their musical development. The scholarship can be used to pay for activities such as music lessons or summer camp, or for college tuition (where the student demonstrates their desire to continue their musical education). The Ted Kohler Scholarship was established in 1997 to promote musical participation and aspirations in honor of Ted, who upon retirement from San Francisco State University, became a full-time musician and leader of the Napa Valley Jazz Band. He encouraged people of all ages to express themselves musically.

The Pediatric Rheumatology Fellow Research Award, offered by the Rheumatology Research Foundation, recognizes exemplary scientific abstracts from pediatric rheumatology fellows at ACR Convergence. With a $1,500 award and an additional $1,000 for travel expenses, this initiative aims to promote innovative research and enhance educational opportunities for future rheumatologists. The program underscores the importance of developing a skilled workforce to improve access to specialized care for patients with rheumatic diseases.

The Edward P. Suchecki Family Scholarship, established by the Grand Haven Area Community Foundation, supports local high school senior athletes pursuing a business career. Named after Ed Suchecki, a dedicated coach and businessman who valued education, this scholarship prioritizes financial need and favors football and golf players. Applicants must submit their transcripts and other required documents. This initiative aims to empower young athletes to achieve their educational goals.

The Judith Heavenrich Memorial Scholarship, established in memory of Judith Heavenrich, aims to support single, low-income mothers in Saginaw County as they pursue higher education or vocational training. Judith, a lifelong advocate for education and environmental issues, faced numerous challenges in her life but remained dedicated to her community. This scholarship reflects her spirit and commitment to empowering women to achieve their educational goals, with awards typically ranging from $500 to $4,000.

The Robert B. Taylor Fund, managed by the San Antonio Area Foundation, supports students pursuing higher education in vocational fields or those seeking associate degrees. Available to high school seniors, college students, and adult learners, it emphasizes financial need and academic performance, specifically a minimum GPA of 2.5. Preference is given to Black or African American students and those enrolled in Alamo Community Colleges. This fund aims to enhance educational opportunities and community growth.

Through the incredible generosity of our donors, the Community Foundation of South Puget Sound manages 26 scholarship funds that offer a wide range of scholarship awards and encourage students of all backgrounds and educational interests to apply. Learning Seed Foundation Scholarship

The Learning Seed Foundation Scholarship Fund was established by the Learning Seed Foundation to assist graduating high school seniors in Thurston and Pierce counties in obtaining a higher education. This scholarship is designed to benefit primarily students of color who have overcome significant obstacles and demonstrate a commitment to others. The scholarship has the potential to be renewed for up to an additional 3 years of undergraduate education. Reapplication each year is required.

The Charles B. Decker Memorial Scholarship, established in 1991, supports college and graduate students from the Tri-Lakes area pursuing journalism careers. This scholarship emphasizes the importance of education in the Adirondack region by providing essential financial assistance to students dedicated to journalism. Candidates are evaluated based on financial need, demonstrated commitment to journalism, and academic achievements, ensuring that the scholarship aligns with the foundation's mission to invest in educational opportunities.

The Mantle Cell Lymphoma Fund, managed by the HealthWell Foundation, provides financial assistance to underinsured patients diagnosed with Mantle Cell Lymphoma. The fund covers prescription drug copays and Medicare Part B premiums, with a maximum award of $8,500. Eligible patients must have insurance that covers their medication and meet specific income guidelines. The foundation aims to reduce financial barriers to essential treatments, ensuring that patients receive necessary care without undue financial strain.

The Metabolic Dysfunction-Associated Steatohepatitis Fund, established by the HealthWell Foundation, aims to alleviate financial burdens for underinsured patients facing chronic illnesses. It provides critical support for expenses related to prescription copays, insurance premiums, and transportation for treatment. With a maximum award of $8,000, the fund ensures that individuals can access necessary healthcare services without financial strain. This initiative emphasizes the commitment to improving health outcomes for those affected by metabolic dysfunction-associated steatohepatitis.

The Public Health Nursing initiative aims to enhance the health and wellness of American Indian and Alaska Native men by implementing a culturally sensitive case management model. Through this program, Public Health Nurses will provide preventive health services, facilitate access to care, and encourage healthy lifestyle choices. By promoting early identification and management of health issues, the initiative strives to improve overall community health outcomes through targeted, collaborative interventions.

The Carson Bailey Memorial Scholarship, established by the Children's Brain Tumor Foundation, honors the memory of Carson Bailey, a dedicated student and beloved family member. This scholarship is aimed at brain tumor survivors who have been diagnosed before the age of 21 and seek to pursue higher education. It provides $1000 to eligible applicants, supporting their educational aspirations while promoting inclusiveness and respect for all backgrounds within the brain tumor community.
