Clean Water Programs

VHCB administers two separate funding programs to support a healthy and clean Lake Memphremagog Basin—the Memphremagog Clean Water Service Provider, funded through the Vermont Department of Environmental Conservation, and the Leahy Memphremagog Clean Water Program, funded through the Great Lakes Fishery Commission.

Leahy Memphremagog Clean Water Program

The Vermont Housing & Conservation Board (VHCB) has grants available on a competitive basis for aquatic habitat improvement work in the Memphremagog Basin. These grants are designed to improve fisheries habitat, enhance water quality and aquatic ecosystem health, and support capacity among organizations supporting watershed health in the Memphremagog Watershed. 

Goals of this Grant Program

We have received funding from the Great Lakes Fisheries Commission to fund capacity building, land acquisition, and on-the-ground projects and infrastructure that have a positive impact on fisheries habitat, water quality, and aquatic ecosystem health. The priority behind this grant is to help fill gaps that exist in fisheries habitat and surface water quality improvement work in the region and fund proposals for which other sources would be impractical, insufficient, and/or unsuitable.

Capacity Grants

Awards will be used to close organizational and programmatic funding gaps that currently exist in the Memphremagog Watershed. Funding can be used to increase the capacity and coordination of partners working in the region to support public education and research and improve water quality and watershed functions. Funding may also be used to support capacity funded by a previous VHCB grant under this program. Another priority for funding is supporting collaboration between U.S. and Canadian organizations, and we encourage projects that propose to enhance these collaborations.

The South Lake Champlain Fund, established by the Vermont Community Foundation, supports initiatives that enhance the environmental health and cultural heritage of the southern Lake Champlain area. This includes educational projects for youth, innovative research, and community engagement efforts. Grants typically range from $1,000 to $7,500, with applications welcomed from tax-exempt organizations in Vermont. The fund encourages projects involving local experts and public dissemination of findings to foster community involvement.

The Vermont Community Foundation's Spark Connecting Community Grant supports grassroots projects that enhance social capital and community connections in Vermont. With grants ranging from $500 to $5,000, it prioritizes initiatives from under-represented counties, fostering collaboration among local champions. The program seeks innovative projects that promote civic engagement, health, and resilience, while encouraging first-time grant seekers and organizations with smaller budgets to apply for funding.

Fanny Holt Ames and Edna Louise Holt Fund

Improving community health outcomes in Grafton, Vermont and surrounding towns.

The Fanny Holt Ames and Edna Louise Holt Fund (the Holt Fund) was created in 2000 by Edna Louise Holt’s instructions, with Bank of America as the Trustee. Miss Holt and her sister were long-term residents of Grafton, Vermont, and held a deep and abiding concern for the health and well-being of the residents in the communities where they lived. The Fund’s objective is to meet the health and medical needs of Grafton and surrounding towns with primary consideration given to Grace Cottage Hospital, as well as priority for those with limited access to health resources.

To date, the Holt Fund has invested more than $21 million in programs to improve community health outcomes.

As guiding principles, the Holt Fund:

• Awards grants on a competitive basis to nonprofit 501(c)3 public charities as defined by the Internal Revenue Service Code
• Makes grant decisions based upon the needs of the communities, recognizing that needs evolve over time.
• Focuses its resources on programs and organizations that will have a positive and lasting impact on the largest number of people.

The Trustee has contracted with Health Resources in Action to support the charitable purpose of the Holt Fund. 

The VCF: Hills Fund Grant offers financial support ranging from $1,501 to $7,500 for projects that enhance educational opportunities and foster community sustainability in Poultney, Vermont. Eligible applicants include schools, municipal entities, and nonprofit organizations. The Hills Fund prioritizes initiatives that engage local residents and leverage additional community resources. Applications are accepted annually from January 1 to November 1, with a commitment to inclusivity and accessibility for all participants.

The VCF: Hollows Fund Grant, established by the Vermont Community Foundation, supports educational opportunities and community sustainability in Poultney. Grants range from $250 to $1,500, aimed at schools and nonprofits addressing children's needs and fostering engagement. Eligible organizations must be tax-exempt and provide ADA-accessible programs. The fund prioritizes collaborative projects that enhance community connections and respond to local challenges, promoting a vibrant and inclusive environment for all residents.

The VCF Special and Urgent Needs Grant (SUN) supports Vermont nonprofits facing unexpected expenses that hinder their mission. Grants, typically up to $5,000, are available for emergencies or unanticipated opportunities. Eligible organizations must serve Vermont residents and basic human needs. The program prioritizes those with budgets under $500,000. Applications are accepted on a rolling basis until November 14, 2025, with decisions made within 20 business days. Reopening is scheduled for February 2026.
