The Homeless Animals Support Network Fund

This fund, entrusted to the foundation in 2023, is the next step in the evolution of the Homeless Animals Support Network - HASN’s mission to meet the needs of homeless animals all over Virginia.

The work began in October of 2012 as a non-profit fundraising organization dedicated to saving lives and advocating for homeless animals in Prince William County. Realizing the need for assistance stretches across the state, HASN expanded to help other small animal rescue organizations throughout Virginia.

The purpose of the fund is to provide support on an as-needed basis for small rescues and shelters throughout the state of Virginia, to aid in the shared goal of a No-Kill VA. Realizing that not all rescues and communities have access to needed resources, the fund will bridge the gap by advocating for and providing grant assistance and resources to underserved and impoverished communities and homeless pets all across Virginia. Small shelters are defined as those with budgets of $300,000 or less.

Program examples include:

  • Foster programs aimed at keeping pets out of animal shelters,
  • Return to Home programs that assist owners through technology, microchipping, and other resources,
  • Shelter Surrender Intervention aimed at assisting pet owners in need or crisis, to prevent them from surrendering their pets to the shelter,
  • Foster programs for victims of domestic violence or those facing temporary traumatic instances,
  • Assisting pets of the homeless and/or low-income pet owners with medical treatments as part of community outreach. For example, Spay/ Neuter programs, vaccines, behavioral assistance, food, and supplies, etc.,

What does this program do?

It provides loans and grants to Microenterprise Development Organizations (MDOs) to:

  • To help microenterprises startup and growth through a Rural Microloan Revolving Fund.
  • Provide training and technical assistance to microloan borrowers and micro entrepreneurs.

Microenterprise Development Organizations must demonstrate experience in managing a Revolving Loan Fund, or:

  • Certify that it or its employees have received education and training from a qualified microenterprise development training entity so that the applicant has the capacity to manage such a revolving loan fund.
  • Demonstrate that it is actively and successfully participating as an intermediary lender in good standing under the U.S. Small Business Administration (SBA) Microloan Program or other similar loan programs as determined by the Administrator.

 What kind of funding is available?

  • Grants are available to provide technical assistance to rural micro-entrepreneurs or microenterprises, up to $205,000 annually.
    • Funding at the requested level is not guaranteed, and at least 15 percent matching funds are required.
  • Loans of $50,000 to $500,000 may be used for establishing a Rural Microloan Revolving Fund managed by the Microenterprise Development Organization.
    • Total aggregate debt is capped at $2.5 million.

What are the loan terms?

  • Maximum term is 20 years.
  • Two-year payment deferral.

Community Business Launch Grant

The Community Business Launch (CBL) is a place-based entrepreneurial development strategy that fills a critical mass of vacant storefronts with expansion or start-up ventures. Local CBL programs train entrepreneurs, creatives, and small business owners about business planning practices. This training culminates in a group of finalists pitching their ideas to a panel of judges, with winners receiving grant funding and support services from the community to kick-start their new venture. While only a limited number of entrepreneurs may win the business competitions, the CBL gives rise to many budding entrepreneurs that have been prepared through the CBL grant to create or expand successful businesses.  

A CBL program generates excitement while educating the community business opportunities for local people. A CBL grant from DHCD leverages other financial and in-kind resources to prepare multiple entrepreneurs to operate successful businesses, whether they win or lose the pitch competition. Additionally, many CBL grantees replicate the CBL strategy repeatedly without DHCD resources to amplify job and business creation. When preceded by thorough market analysis and relentless outreach, then followed by ongoing business retention efforts, a CBL program is a key building block in a coordinated, comprehensive, and sustainable entrepreneurial eco-system of community-based entrepreneurs and small businesses at all stages of life.

Meeting the moment, Truist Foundation and MIT Solve want to hear the ways in which nonprofits headquartered in the Truist operating footprint are providing innovative career pathway programming in the age of AI. Although solutions don’t need to focus on generative AI specifically, teams should demonstrate how their career pathways programming align with the following dimensions:

  • Training and Upskilling Programs – Providing holistic, accessible programming that equips workers with essential skills, industry-validated credentials, and technical literacy for the modern workplace.
  • AI Readiness and Literacy – Offering high-quality training that helps workers understand generative AI and agentic technologies as augmented intelligence tools, helping to build practical skills like effective prompting, domain expertise application, and ethical use.
  • Additional Wraparound Services and Basic Needs Support – Supporting unemployed and underemployed workers on their journey to economic mobility through comprehensive, integrated resources including childcare, transportation support, mentorship, mental health services, benefits navigation, and more.
  • Career Navigation in the AI Economy – Enabling workers to navigate career choices with clarity and confidence by providing accessible information about how AI is reshaping job roles and industries, facilitating informed decisions about high-quality career trajectories that align with individual circumstances, and connecting workers to industry-validated credentials or trainings.

Our history, people and finances

Hampton Roads Community Foundation has a proud history. We began in 1950 as The Norfolk Foundation with total donations of $2,350. Despite the city-focused name, we were always regional -- giving scholarships and grants across southeastern Virginia to ambitious students and essential nonprofits. Over the past 75 years we have put almost $395 million into action through nonprofit grants and student scholarships awards.

We are pleased to introduce an opportunity for our region's small and mid-sized nonprofits to promote their work to our donors.

What is the Giving Together PRogram

The Giving Together program is a crowd-funding opportunity for our donor-advised fundholders within HRCF’s private donor portal. It allows our donor advisors to view submitted projects from a wide range of small to mid-sized nonprofit organizations during the last quarter of the year. Fundholders can make grants in any amount over $250 from their donor-advised funds to support those projects they select. Grants from participating donor-advised funds will be pooled together and distributed to the recipient organization in January. Due to space limitations, we will post 50 projects at a time. HRCF staff will select 50 projects to post initially. If a project is fully funded, it will be removed and a new one selected and posted. Your organization will be notified when your project is posted.
