The Rural Maryland Council

The Rural Maryland Council (RMC) brings together citizens, community-based organizations, federal, state, county and municipal government officials as well as representatives of the for-profit and nonprofit sectors to collectively address the needs of Rural Maryland communities. We provide a venue for members of agriculture and natural resource-based industries, health care facilities, educational institutions, economic and community development organizations, for-profit and nonprofit corporations, and government agencies to cross traditional boundaries, share information, and address in a more holistic way the special needs and opportunities in Rural Maryland.

Our goals are to:

• Encourage healthy, connected communities throughout Rural Maryland through convening of stakeholders, education, public relations, and advocacy.
• Support the development and growth of vibrant economies in Rural Maryland.
• Foster stewardship of Maryland’s natural resources.
• Maximize RMC outreach, resources and mission through financial and organizational development.

As a collaborative partnership, the RMC operates in a nonpartisan and nondiscriminatory manner. Policy-makers and managers from stakeholder agencies and organizations at all levels of government and the private sector are valued participants. Where practical, the decision-making undertaken by the RMC is made by reaching consensus.

RMC’s vision is a future where all of Rural Maryland is prosperous with thriving resources, vibrant economies, and healthy, connected communities.

Maryland Rural Health Transformation Program (RHTP)

Purpose:

To support initiatives that improve access to healthy, locally sourced food across rural communities. The program will support projects that expand post-harvest infrastructure for small farms, enhance food distribution through food hubs and mobile markets, and increase procurement of local foods by institutions such as schools, hospitals, and community organizations. Additional priorities include advancing nutrition education and supporting regional coordination to address food insecurity in rural “hot spot” communities.

The Public Schools Opportunities Enhancement Professional Learning Grant Program, offered by the Maryland State Department of Education, aims to support the professional development of teachers in public schools. It provides funding for a non-profit organization to enhance educational programming during the school day, focusing on the recruitment, training, and continuous learning of new educators. This initiative specifically targets local education agencies with over 50% of students qualifying for free lunch, promoting equity in education.

Maryland Community Development Block Grant (CDBG)

Community Development Block Grant Program funds help strengthen Maryland’s communities by expanding affordable housing opportunities, creating jobs, stabilizing neighborhoods and improving the overall quality of life.​

The Maryland Agricultural Education and Rural Development Assistance Fund (MAERDAF) Grant supports rural-serving nonprofits and community colleges in enhancing agricultural education, economic development, and community initiatives. The fund aims to strengthen their capacity to tackle rural challenges and foster partnerships that leverage additional funding. Key focus areas include agriculture, energy efficiency, broadband expansion, youth leadership, and community development, ensuring targeted assistance for sustainable growth and innovation in rural Maryland.

The Rural Maryland Prosperity Investment Fund (RMPIF) aims to elevate living standards in rural areas by 2030, preserving cultural heritage while fostering economic growth. It supports targeted investments in community development, entrepreneurial activities, and infrastructure improvements, including broadband and housing. By promoting intergovernmental cooperation and leveraging additional resources, RMPIF seeks to enhance the overall welfare and opportunities for residents across rural Maryland.

The Partnerships for Opportunity and Workforce and Economic Revitalization (POWER) Initiative aims to revitalize communities impacted by coal industry transitions. This initiative provides funding for projects that diversify local economies, enhance job training, and create new employment opportunities. By fostering collaboration among various stakeholders, the POWER Initiative supports strategic investments that align with regional economic development plans, ensuring a more resilient future for coal-affected areas.

The ARISE Grants, offered by the Appalachian Regional Commission, aim to drive regional economic transformation across 13 Appalachian states. With funding of up to $63.5 million for implementation grants and $10 million maximum awards, the initiative supports collaborative projects that enhance community capacity and economic growth. The program encourages innovative partnerships to strengthen local economies and achieve socioeconomic parity, benefiting over 26 million residents in the Appalachian Region.

The Maryland Forest Legacy Program aims to protect vital forest areas from conversion to non-forest uses through conservation easements. This federal initiative collaborates with state efforts to identify and preserve environmentally significant forests, with funding support where the federal government covers up to 75% of costs. Eligible areas must be designated Forest Legacy Areas, ensuring that at least 75% of the land remains forested. This program not only benefits wildlife but also supports local economies and water quality.

The RMPIF MD Rural Health Care Grant aims to elevate living standards in rural Maryland by 2030, focusing on healthcare access and economic development. It supports initiatives that enhance health services, promote intergovernmental cooperation, and encourage entrepreneurship. The grant also addresses critical healthcare provider shortages and improves transportation for medical access, ensuring comprehensive support for rural health and community well-being.

The OSI Northeast Resilient Landscapes Initiative Fund supports conservation projects in New England, the mid-Atlantic, and Central Appalachians aimed at preserving biodiversity amidst climate change. This fund provides grants and loans to nonprofits for acquiring climate-resilient lands, enhancing ecological connectivity. Projects must meet specific criteria regarding landscape resilience and stewardship to be eligible. By focusing on high-priority areas, the initiative ensures effective use of resources to safeguard vital habitats and species.

The Central Appalachia Habitat Stewardship Program aims to restore and sustain healthy forests, rivers, and streams to support diverse native bird and aquatic species. Funded by major organizations including the Richard King Mellon Foundation, this initiative focuses on improving forest management and stream health to enhance wildlife populations. Strategies include engaging landowners through education and financial assistance, targeting species like the golden-winged warbler and brook trout to ensure ecological balance and habitat connectivity.

The Rural Maryland Prosperity Investment Fund (RMPIF) aims to enhance the quality of life in rural Maryland by 2030 through strategic investments in economic and community development. The RMPIF MD Rural Agricultural Development Grant supports agriculture, which is vital to Maryland's economy, contributing $16.5 billion and over 73,000 jobs. This initiative fosters sustainable development while preserving the cultural heritage of rural areas, ensuring that local organizations can leverage additional resources for continued agricultural growth and agritourism.

The M&T Charitable Foundation Grants provide essential support to a variety of organizations focused on enhancing community well-being. With a mission rooted in corporate responsibility, the foundation prioritizes partnerships with 501(c)(3) organizations in sectors such as arts, health, education, and human services. By investing in local initiatives, the foundation aims to create healthier communities and improve the quality of life for all stakeholders involved.

The Comcast NBCUniversal Foundation offers Local Impact Grants to nonprofit organizations in 11 markets, providing $225,000 to support local programs addressing community issues. Eligible organizations must be 501(c)(3) nonprofits with a revenue exceeding $100,000 and must operate in one of the specified television markets. The grants aim to empower youth through education, promote diverse storytelling, and enhance community engagement. This initiative underscores Comcast's commitment to fostering inclusion and equitable opportunities for underserved communities.

The FirstEnergy Foundation Grant supports nonprofit organizations within FirstEnergy's service areas, aiming to enhance community quality of life, workforce development, and safety initiatives. However, the Foundation does not fund individuals, political activities, or certain organizations, ensuring support is focused on broad community benefits. The Marion I. and Henry J. Knott Foundation offers grants to support various program areas, including Arts & Humanities, Catholic Activities, Education, Health Care, and Human Services. With a commitment to enhancing community well-being, the foundation provides funding opportunities primarily for organizations serving the Archdiocese of Baltimore. Typical grant amounts are under $100,000, with discretionary grants available on a rolling basis.
