Transportation Research and Policy

Arnold Ventures (AV) is a philanthropy dedicated to improving the lives of all Americans through evidence-based solutions that maximize opportunity and minimize injustice.

The Infrastructure team has been investing in efforts to build better, faster, and lower-cost infrastructure with a focus on housing, energy, and transportation. For transportation, we are investing in policymaking and research that tackles the inefficiencies that make U.S. transportation infrastructure so difficult and expensive to build. 

Purpose

Transportation policy represents an avenue for improving the systems moving people, goods, and services. The Infrastructure team is seeking proposals evaluating the effectiveness and/or benefits of existing transportation or transportation-adjacent policies on outcomes for communities in the United States.

Eligible Projects and Topic Areas of Interest

This Request for Proposals (RFP) aims to bolster the knowledge base of potentially effective policies, programs, and interventions by funding efforts that align with key AV Infrastructure policy areas.

AV is primarily focused on traditional surface transportation — road and public transit — but is open to proposals in aviation, maritime, passenger and freight rail, trucking, and more.

We seek proposals for: 1) research, expanded data sets, or analysis; 2) administrative or legislative policy reforms at the federal, state, or local level; or 3) models of effective implementation including proposals for implementing agencies to partner with researchers or program evaluators to conduct baseline and post-intervention research on implementation effectiveness that will advance the knowledge base and provide illustrative examples within, but not limited to, the following topic areas:

• Transportation Capital Investment Reform. Evaluating how capital funding is prioritized and selected at the federal, state, or regional level, including discretionary grant programs and formula-based funding. What reforms could ensure projects deliver higher public returns?

• Cost Estimation, Oversight, and Accountability. Why do major transportation projects frequently exceed budgets and timelines, and how can we identify strategies to improve transparency, cost realism, and performance oversight?

• Access in Mobility Outcomes. Measuring how current transportation investments affect access to jobs, services, and economic opportunities for workers and families, and what policy changes could improve access.

• Performance-Based Project Selection. How can public agencies shift from current, politically driven allocations to datadriven, performance-based decision-making on capital project selections?

• Institutional Barriers to Reform. What organizational, legal, or procedural hurdles prevent DOTs and MPOs from adopting better practices (e.g., outcome-based planning, integrated land use/transportation policy)?

• Permitting and Permit Reform. How do current local, state, and federal permitting practices affect project cost, quality, timeline, and other concerns?

• Intergovernmental Dynamics. How do federal, state, and local funding structures and requirements enable or constrain effective transportation investment? What governance structures would improve outcomes when it comes to transportation planning and project delivery?

• Data Sets and Root Causes of High Delivery Costs. Expanded data sets on unit costs and/or research illuminating the root causes of why transportation and transit projects cost so much and take so long to deliver. What policy and practice changes could manage project delivery risks and improve the likelihood that projects will be delivered on s chedule and on budget?

• Domestic Content. How do Buy America and domestic content requirements affect the cost, speed, innovation, and effectiveness of transportation infrastructure projects?

• Procurement Process. How do current procurement practices affect project cost, quality, innovation, and accountability — and what policy and regulatory reforms could improve outcomes?

• Other. AV also welcomes innovative proposals on other transportation issues that align with our mission.

These research, policy development, and implementation proposals can be relevant to federal surface transportation reauthorization legislation or federal administrative changes; state reforms to Departments of Transportation; and/or local-level reforms relevant either to regional transportation agencies, transit agencies, or municipal governments.

The Heiser Program for Research in Leprosy, established by Dr. Victor G. Heiser, focuses on innovative biomedical research to combat leprosy. Since 1975, it has funded over 200 grants totaling more than $20 million, supporting early-career researchers and significant projects. The program aims to enhance diagnostic tools, improve treatments, and implement effective surveillance strategies. With a dedicated Scientific Advisory Committee, it ensures rigorous proposal reviews and fosters collaboration among grantees, ultimately advancing leprosy elimination efforts.

Nurses Educational Funds

Nurses Educational Funds, Inc. depends solely on donations to advance our only mission, to promote nursing leadership through annual scholarship support for professional nurses seeking masters and doctoral degrees in nursing education, practice, research, and administration.

NEF’s only purpose is to provide nursing scholarship assistance to make graduate level nursing education possible. NEF is one of the largest, national, private, professionally endorsed source of funds for advanced nursing study with over one hundred years of service to and for professional nursing. NEF is a non-profit organization with 501(c) status.

Martha Rodriguez Scholarship Fund

Martha Rodriguez Memorial Scholarship was initiated in 2025 by Lisa Ackerman, close friend and then Director of the Columbus Citizens Foundation. Raised in Gary, Indiana and a true New Yorker, Martha died as the result of traumatic head injuries from a tragic accident just outside her NYC apartment. Martha Rodriguez gave in life, working as a nurse helping patients navigate the trauma of breast cancer at Memorial Sloan Kettering Cancer Center. In her death, she was lauded by the President of LiveOnNY, an organization that coordinates and oversees organ donations, for her last selfless act of giving. Martha donated organs that gave life and hope and helped three people lead better lives. Her zest for life was contagious, and her dedication, compassion, and expertise left an indelible mark on the lives of countless MSKCC patients and caregivers. She was a friend and mentor to many. She loved being a nurse at MSKCC and worked for more than 28 years as a nurse practitioner and for the last 15 years of her life dealing with breast cancer patients. This scholarship is awarded to nurses studying in master's or doctoral programs who are dedicated to oncology care, or women’s health, or are Latinx nurses.

The ANCA-Assoc Vasculitis and Granulomatosis with Polyangiitis Fund, established by the HealthWell Foundation, aims to reduce financial barriers for underinsured patients suffering from this rare and serious condition. The fund assists with copays, premiums, and out-of-pocket expenses related to treatment, ensuring that affected individuals have access to necessary medications. With over $1.2 billion in grants awarded since 2004, the foundation has helped over 1.1 million patients access critical healthcare services.

The Jenna’s Rainbow Moving Forward Grant, offered by the Children’s Brain Tumor Foundation, provides crucial financial assistance to adult survivors of brain or spinal cord tumors. Aimed at fostering independence, this grant supports costs associated with job transitions, new living situations, and resources to enhance self-sufficiency. Eligible applicants must be at least 18 years old, diagnosed before 21, and not have received recent funding from CBTF or JRF. This initiative empowers survivors to overcome challenges and move forward in their lives.

The Peaceful World Foundation Grants support nonprofit organizations focused on community peace building through arts and mindful education. Established in 2006, the foundation funds programs that promote global peace, diversity, and ecological sustainability, with grants ranging from $5,000 to $20,000. Organizations in the Bay Area are preferred, and funding is limited to two grants within a five-year period. The foundation aims to encourage innovative approaches to peace-making and well-being across diverse communities.

The Clifford and Rubye Angleton Scholarship Fund, managed by the Central Kansas Community Foundation, supports graduating high school seniors and college students from Butler County, Kansas, pursuing higher education. Scholarships are based on available funds and applicants' merit. Recipients may renew their scholarships for up to three years with satisfactory academic progress. This initiative emphasizes the importance of rural philanthropy and aims to empower local students to achieve their educational goals.

The Colin and Sally Rowell Memorial Scholarship Fund, managed by the Central Kansas Community Foundation, offers financial assistance to graduating seniors from Butler County, KS high schools pursuing higher education or vocational training. This scholarship aims to support students with a demonstrated interest in education or agriculture, emphasizing financial need and potential for success in college. It reflects the foundation's mission to strengthen communities through charitable giving, promoting rural philanthropy in the central Kansas region.

The Amazing Grace Scholarship, established by the Children's Brain Tumor Foundation, honors Grace Fulcher, a brain tumor survivor. This scholarship supports students diagnosed with brain or spinal cord tumors before age 21, who reside in the U.S. and are pursuing higher education. With a $1000 award, the scholarship aims to empower survivors to achieve their educational goals, inspired by Grace's resilience and academic success despite her challenges.

The Lakken’s Legacy Survivor Scholarship, offered by the Children’s Brain Tumor Foundation, awards $1,000 to brain tumor survivors pursuing education beyond high school. This initiative honors Lakken, who faced challenges during her cancer journey yet remained passionate about education. The scholarship aims to support individuals diagnosed with brain or spinal cord tumors before age 21, ensuring they have the opportunity to continue their studies in various educational institutions. It's a commitment to empower survivors and foster their dreams.

The Lakken’s Legacy Sibling Scholarship, established by the Children’s Brain Tumor Foundation, honors Lakken Burzynski's courage and resilience in her battle with cancer. This $1,000 scholarship is designed for siblings of children diagnosed with brain tumors, emphasizing support for families impacted by such challenges. Eligible applicants must be 21 or younger at diagnosis and reside in the U.S. This initiative promotes positivity and hope, continuing Lakken's legacy of strength and family support.

The Herbek Humanitarian Award honors a CAP member pathologist for significant contributions to the See, Test & Treat® program, which offers free cancer screenings to underserved women. Established in 2011, it commemorates Gene N. Herbek, MD, FCAP, who pioneered this initiative for Native Americans. Nominees must have led or significantly contributed to the program, with submissions due by May 3, 2024. Self-nominations or incomplete entries will not be accepted, ensuring high standards in recognition.

The Sacramento-Shasta Chapter of The Wildlife Society offers a Professional Research Grant aimed at supporting professionals involved in wildlife research within specific counties. This initiative promotes academic excellence in wildlife biology and aligns with the organization's mission to enhance wildlife conservation efforts. Applicants are encouraged to demonstrate how their research aligns with the chapter's objectives, ensuring the funding contributes positively to local wildlife issues and academic development.

The Carson Bailey Memorial Scholarship for Siblings, established by the Children’s Brain Tumor Foundation, honors the memory of Carson Bailey. This scholarship aims to support brain tumor survivors pursuing their educational goals. Eligible applicants must have been diagnosed with a brain or spinal cord tumor before age 21, reside in the U.S., maintain a GPA of 2.0 or higher, and be at least a senior in high school. A $1000 scholarship is available for those attending various educational institutions.

The Rod's Tire and Service Scholarship Fund, managed by the Central Kansas Community Foundation, offers $2,500 to assist graduating Marion County high school seniors pursuing higher education or vocational training. The foundation, established in 1994, focuses on enhancing community welfare through charitable giving and emphasizes support for students majoring in agricultural fields. This scholarship aims to empower local youth and strengthen the community by investing in their educational futures.

National Community Care Corps Grant

Community Care Corps encourages organizations across the country to apply for 18-month grants ($30,000–$200,000) to develop and scale innovative volunteer programs that provide nonmedical assistance to older adults, adults age 18 and older with disabilities and family caregivers.

Projects funded through this initiative will increase the number of community-based volunteer programs available to provide nonmedical assistance while decreasing the number of older adults, adults with disabilities, and family caregivers who need assistance in maintaining independence in the community but are unable to obtain help. In doing so, the initiative will strengthen community-based supports that help people maintain independence, reduce unmet needs, and improve overall well-being.

Focus Areas

Proposals must include one or more of the following focus areas:

• Integrate principles of the National Strategy to Support Family Caregivers
• Support grandparent/kinship-led households
• Use off-the-shelf materials. Off-the-shelf materials are products, components, or resources that are readily available for purchase and immediate use, without the need for custom development, modification, or special ordering
• Engage college students/interns for intergenerational connections
• Expand virtual or low-tech access
• Provide volunteer chaperone programs for non-emergency medical appointments
• Increase access to respite programs
• Build opportunities for volunteer skill-building

The Carson Bailey Memorial Scholarship, established by the Children's Brain Tumor Foundation, honors the memory of Carson Bailey, a dedicated student and beloved family member. This scholarship is aimed at brain tumor survivors who have been diagnosed before the age of 21 and seek to pursue higher education. It provides $1000 to eligible applicants, supporting their educational aspirations while promoting inclusiveness and respect for all backgrounds within the brain tumor community.

The Charles B. Decker Memorial Scholarship, established in 1991, supports college and graduate students from the Tri-Lakes area pursuing journalism careers. This scholarship emphasizes the importance of education in the Adirondack region by providing essential financial assistance to students dedicated to journalism. Candidates are evaluated based on financial need, demonstrated commitment to journalism, and academic achievements, ensuring that the scholarship aligns with the foundation's mission to invest in educational opportunities.

Cures Within Reach

Cures Within Reach is the philanthropic leader in drug, device and nutraceutical repurposing research, which has the potential to transform the lives of patients with unsolved diseases by delivering treatments that can be used in the near-term. Our focus: we find and fund proof-of-concept clinical trials that, once successful, de-risk and catalyze follow-on funding, building the clinical evidence required for regulatory approval or to support off-label use by patients everywhere.

Clinical Repurposing Research to Impact US Veterans/Military

This Request for Proposals (RFP) from Cures Within Reach (CWR) is seeking clinical repurposing trials from US-based research institutions using already approved treatments to address unmet and high-priority medical needs of US veterans and/or active US military, such as mental health, post-traumatic stress disorder (PTSD) and brain injuries. Our strongest preference is for proof of concept, pivotal, Phase I or Phase IIA clinical repurposing trials. Eligible trials may be conducted at accredited US-based academic, nonprofit and governmental research institutions and/or health systems involved with medical research, including Veterans Administration (VA) health systems and hospitals. 

Repurposed therapies must be approved and/or generally recognized as safe for human use by some regulatory agency, such as the US Food and Drug Administration, European Medicines Agency, Health Canada or Japan’s Pharmaceuticals and Medical Devices Agency, and may include drugs, devices, nutraceuticals or diagnostics, as well as combination therapies. These repurposed therapies must be tested in a new indication for which they are not already approved or used widely in clinical practice as standard of care. Repurposed therapies also may be added to current standard of care to improve patient outcomes and/or quality of life.

The Hyperoxaluria Fund, managed by the HealthWell Foundation, aims to alleviate financial burdens for underinsured patients suffering from hyperoxaluria, a condition characterized by excessive oxalate in urine. This fund assists with prescription drug copays and insurance premiums, providing vital support for treatments. In 2024 alone, HealthWell allocated over $1.2 billion in grants, ensuring access to essential medications for those in need. The organization is committed to improving healthcare access and reducing disparities for affected individuals.

The Annunziata Sanguinetti Foundation Grant provides year-round support for organizations focused on the care, treatment, rehabilitation, or education of children with physical or mental handicaps in San Francisco, California. Eligible entities must be 501(c)(3) organizations dedicated to serving children ages 21 and under. The program emphasizes educational, health, and human services, ensuring a better quality of life for affected youth, while excluding specific entities like Shriners Hospitals.

The William F. Mann Scholarship, established in 2018, supports Albuquerque High School students pursuing full-time college education. It aims to assist students in achieving their educational goals while encouraging community service and good citizenship. Scholarships of up to $2,000 are awarded annually, with recipients expected to maintain a minimum GPA of 3.0 for renewal eligibility. Preference is given to those with a strong community service background, fostering mentorship among peers for future success.

The Woodcock Family Education Scholarship Program, established in 1993 by C.E. (Woody) Woodcock and Dixie, offers merit-based scholarships of up to $10,000 for Albuquerque metro area high school seniors excelling in science and math. With a strong belief in the importance of education, the program aims to support students with a minimum GPA of 3.8 who demonstrate exceptional promise and commitment to these fields. Scholarships are renewable for up to four years.

The Women in Rhetoric and Logic Scholarship, established by the Sandia Foundation, supports female students from Albuquerque Academy pursuing higher education in the U.S. This one-time, non-renewable award of up to $3,000 aims to empower young women by alleviating financial burdens associated with college. Applicants must present a high school transcript, a résumé, a personal essay detailing their college aspirations, and a letter of reference. Preference is given to those with debate team experience.

Generally the Community Foundation's scholarships are awarded to applicants who have high financial need. Applicants with household income exceeding $100,000 are less likely to be awarded, but applying will allow you to be considered for targeted scholarships.

Llewellyn L. Cayvan String Instrument Scholarship

Open to students studying music with concentration in viola, violin, violincello, or bass viol.

The Allison Adams Wieczorek Scholarship supports graduate nurses pursuing degrees in maternal-infant and pediatric nursing. Established through the Nurses Educational Funds, Inc., this scholarship honors the contributions of Allison Adams Wieczorek, a dedicated board member with extensive experience in financial services. Applicants must have at least two semesters of study remaining and meet specific eligibility criteria, including holding a current RN license and maintaining a minimum GPA of 3.6. This initiative fosters nursing leadership and education.

A. Wlock and E. Woodruff Scholarship

The A. Wlock and E. Woodruff Scholarship was created by Emilee Woodruff and Autumn Wlock’s family and the W2 Foundation in loving memory of Emilee and Autumn. Emilee and Autumn passed away in February 2020 when a fire destroyed their home. Emilee was diagnosed with epilepsy as a preteen. Autumn was Emilee’s first child and love of her life. Emilee was a great mother and Autumn was a happy baby. This scholarship is aimed to help students attend college that have been affected by a fire or who have been diagnosed with epilepsy.
