Dam Safety and Climate Resilience Local Assistance Program (CA)
The Dam Safety and Climate Resilience Local Assistance Program (DSCR) provides state funding for repairs, rehabilitation, enhancements, and other dam safety projects at existing state-jurisdictional dams and associated facilities that were in service prior to January 1, 2023. Established in 2023, the program has received a new allocation of $464 million in two rounds of funding through Proposition 4 (The Safe Drinking Water, Wildfire Prevention, Drought Preparedness, and Clean Air Bond Act of 2024). As a result of this new funding, the program requires new guidelines and a revised solicitation process..
Program Details
DSCR projects should provide some or all of the following public benefits.
They are listed below in order of priority:
DSCR projects eligible to receive funding under the program include the following:
21st Century California School Leadership Academy, Cohort 3
California Education Code Section 44690(c)(1) directs the California Department of Education (CDE), the State Board of Education (SBE) and the California Collaborative for Educational Excellence (CCEE) to select providers of professional learning for administrators and other school leaders. The professional learning through the 21CSLA will be free of charge to local educational agencies that receive federal Title II funds.
Description:
The CDE, SBE, and CCEE will select one awardee to serve as the 21CSLA Center and up to seven awardees to serve as 21CSLA Regional Academies. Please note that the Center application is a renewal. Only the current 21CSLA Center may apply. Awardees, supported by the CDE, CCEE, and SBE, will work collaboratively within the Statewide System of Support (SOS) to build the capacity of educational leaders statewide through professional learning aligned to the California Professional Standards for Education Leaders (CPSEL) and the Quality Professional Learning Standards (QPLS). A goal of this program is to have a Regional Academy located in each of the seven Geographic Lead Agency boundaries.
Improvements to Modeling Climate Data in Demand Forecasting
To meet California’s energy goals and produce a forecast which accounts for climate change, there is an urgent need to incorporate improved climate data, downscaled projections, and advanced modeling techniques into electricity demand forecasting, system planning tools, and resilience analyses. This solicitation seeks a contractor to provide technical expertise, climate-data processing, and modeling support aligned with ongoing interagency research efforts to continue the work on improving methods for preparing global climate model (GCM) data inputs for use in the CA energy demand forecast. In the 2024 IEPR cycle, CEC staff supported the development of downscaled, bias-corrected projections over California at a 3-kilometer by 3-kilometer spatial resolution and translating the projections into inputs to be used in the forecast to calculate impacts on annual and hourly demand. While the 2023 forecast used hourly output from four Weather Research and Forecasting (WRF) models localized to specific weather stations used within the CEC’s forecast models, four additional WRF model runs became available during the 2024 cycle. Staff provided a comparison between the two vintages of model run, and the potential impacts of using the new model results which suggest a significantly warmer climate. These findings result in higher loads if used in the forecast. The 2024 and 2025 IEPR cycles have continued to use the initial WRF run data, but work has continued to understand potential ways to incorporate the new WRF model data. This includes analyzing impacts on peak demand, and average level of heating degree days (HDD) and cooling degree days (CDD) from the initial and new WRF runs.
The Energy Commission seeks a contractor to assist in the following activities:
There is $400,000 available for the contract resulting from this RFP. This is an hourly rate plus cost reimbursement contract and the award will be made to the responsible Bidder receiving the highest points.
