The USDA Rural Development program provides essential loans and grants to improve water and waste disposal services in low-income communities, specifically targeting Colonias recognized before 1989. This initiative aims to alleviate health risks associated with inadequate access to safe drinking water and waste management. Binational Resilience Initiative

The Binational Resilience Initiative (BRI) builds resilience in the Cali-Baja region by supporting binational projects that strengthen the capacity of our communities to adapt to the impacts of our changing climate. A partnership of San Diego Foundation (SDF), International Community Foundation (ICF), Resilient Cities Catalyst (RCC), and the San Diego Regional Climate Collaborative (SDRCC), we are leading an innovative, community-driven process that recognizes the interdependent environmental, economic, and cultural assets in San Diego and northern Baja California and strengthens resilience by addressing climate vulnerabilities through binational collaboration and localized solutions.

Water Grants

In San Diego and Tijuana, water treatment facilities have not been expanded at a pace that matches urban expansion. The BRI Water Grants further advances a water resilience strategy that supports the health of our communities and helps sustain water resources for the future.

Building Water Resilience

The Cali-Baja region’s continuous population growth, coupled with more frequent and extreme weather events, has placed considerable strain on the region’s natural areas and the capacity of municipal agencies to provide waste and recycling services in underserved communities. In San Diego and Tijuana, water treatment facilities have not been expanded at a pace that matches urban expansion. As a result, raw urban discharges are flowing into the river floodplain with sediment, solid waste, and polluted urban effluent being discharged to the Tijuana River, its estuary, and the ocean.

The worsening conditions of the Tijuana River are an emerging environmental threat impacting the health of local communities on both sides of the border. The quality of river flows impacts the quality of life and the health of people living near the impaired river stream, the estuary, and the surrounding coastal areas.

The Funding Opportunity

Through BRI, we are building a coordinated pooled-funding model to invest in watershed-wide binational projects that complement infrastructure investments made by federal governments in the United States and Mexico. BRI can advance water resilience projects through these priority focus areas:

• Tijuana River Restoration (transboundary river)
• Pollution Reduction (binational approach)
• Water Conservation Measures in the Tijuana River region to protect our Colorado River water supply 

The Healthy American Forests Initiative, led by the National Fish and Wildlife Foundation (NFWF), aims to enhance forest health and resilience through targeted funding. This initiative anticipates awarding 10-15 grants ranging from $250,000 to $2 million, supporting projects up to 2 years in duration. A 20% non-federal match is required, and interested applicants are encouraged to collaborate with NFWF and Native Americans in Philanthropy for potential match funding.

The Hazen and Sawyer Scholarship, valued at $10,000, is awarded annually to a graduate-level candidate dedicated to addressing critical challenges in drinking water, water reuse, and water resources. Sponsored by the American Water Works Association (AWWA), this scholarship supports students who are permanent residents of the U.S., Mexico, or Canada. Eligible funds cover tuition, books, and related educational expenses, enhancing the recipient's ability to contribute to the water industry.

The SEARCH Grant provides essential support for very small, financially distressed rural communities by funding predevelopment feasibility studies and technical assistance for water and waste disposal projects. Eligible applicants include state and local governments, nonprofits, and federally recognized tribes. Funds can be used for feasibility studies, design analysis, and technical help in securing financial assistance, ensuring improvements in rural infrastructure and community health.

The W. Wesley Eckenfelder Graduate Research Award, administered by the AEESP Foundation, recognizes outstanding graduate students in environmental engineering and science whose research enhances wastewater management knowledge. This prestigious annual award offers a $1,500 honorarium and a plaque for winners, along with a $500 travel stipend for attending the AAEES awards ceremony. Eligible candidates include both Master’s and Ph.D. students who demonstrate exemplary academic performance and innovative research contributions.

The RNRF Implementation/Collaboration Grants support innovative projects that enhance collaboration among stakeholders to address critical challenges in environmental, social, and economic systems. Offering up to $200,000 for initiatives lasting 12 months or more, these grants aim to implement evidence-based practices and facilitate multidisciplinary teamwork. Eligible applicants must be from 501c3 organizations in the U.S., ensuring alignment with RNRF's mission and focus areas, fostering sustainable and impactful outcomes.

The RNRF Planning and Small Grants program provides funding up to $50,000 to support projects that enhance collaboration among community partners in addressing critical environmental issues. Eligible applicants must be 501c3 organizations in the U.S. and demonstrate multidisciplinary cooperation. Projects should align with RNRF's mission and focus areas, including air quality, biodiversity, and renewable energy. The initiative aims to create sustainable and impactful outcomes by bridging research and practical implementation.

The John Lenard Civil Engineering Scholarship, established in 2008 by John Lenard, P.E., F.ASCE, supports undergraduate students pursuing civil engineering with a focus on water supply or environmental engineering. The scholarship aims to assist deserving students in covering tuition expenses. Awarded annually, it is limited to two recipients who demonstrate commitment to their field. The NFWF's Five Star and Urban Waters Restoration Grant Program aims to enhance community capacity for sustaining local natural resources through financial assistance for diverse partnerships. With approximately $2.5 million available, projects focus on improving water quality, restoring habitats, and engaging underserved communities. By promoting ecological improvements and community outreach, this program seeks to increase access to nature's benefits while addressing environmental hazards. A blend of urban and rural initiatives is expected for effective implementation.

International Paper Grants focus on community engagement, emphasizing education, hunger relief, health & wellness, and disaster relief. They support nonprofit organizations that demonstrate good financial standing and effective management. Eligible organizations must operate in areas where International Paper has facilities. The foundation prioritizes local needs, particularly critical and environmental issues, while encouraging employee involvement. Ineligible entities include private foundations and those without a local presence. Applications are accepted through mid-September in the U.S. and Canada.

The Pacific Power Foundation offers Community Enhancement and Environmental Respect Grants to support nonprofit organizations in the Pacific Power and Rocky Mountain Power service areas. Since 2019, the foundation has contributed over $13 million to promote community resilience, affordable housing, and environmental conservation. Eligible candidates include 501(c)(3) nonprofits and educational institutions. Grants aim to address local needs while ensuring responsible environmental stewardship, enhancing community vitality, and fostering sustainable development.

The Baldwin Hills Conservancy is inviting applications for the year-round Proposition 84 Grant Program, aimed at projects that enhance water quality in the Ballona Creek Watershed and improve access to Baldwin Hills Parklands. With $10 million allocated for such initiatives, eligible applicants include public entities and non-profits. Priority will be given to projects demonstrating urgency, innovation, and community involvement, fostering both environmental protection and public enjoyment of coastal resources.

The Metropolitan Water District of Southern California's Innovative Conservation Program (ICP) has funded innovative water savings projects since 2001, with $250,000 available biannually. The program aims to evaluate and demonstrate the reliability of new water-saving technologies. Nearly 400 proposals have sought $36 million in funding. The ICP, supported by multiple agencies, encourages projects that can benefit Southern California's water efficiency, inviting proposals from outside its service area to enhance regional water management.

The John Ben Snow Memorial Trust Grant supports educational programs and initiatives that assist individuals demonstrating financial need.
