The Community Capital Fund
The Klarman Family Foundation is committed to expanding access to critical services and enrichment opportunities that help make Massachusetts communities stronger, healthier, and more vibrant. We recognize that community-based organizations of all sizes and across a variety of mission areas play crucial roles in strengthening the fabric of neighborhoods.
Community-based organizations often struggle to raise funds to support critical investments in physical assets (e.g., facilities and open space). These investments are necessary so they may deliver and sustain high-quality operations and advance their vision and mission.
The Foundation believes that investments in physical assets help create a permanence that benefits the broader community. The Community Capital Fund (CCF) provides funding to support the development, improvement, or ownership of physical assets. This funding initiative aims to counter disparities in access to funding across Massachusetts and prioritizes organizations operating in the Boston neighborhoods of Dorchester, East Boston, Mattapan, and Roxbury, as well as the cities of Brockton, Lawrence, Lynn, New Bedford, and Springfield.
The Community Capital Fund supports facilities or land acquisition; construction; renovation; repair; preservation and major equipment. In some cases, funding will also support technical assistance to help organizations develop or assess the feasibility of a project, or engage expertise necessary to execute the project successfully.
Through this funding initiative, The Klarman Family Foundation hopes community-based organizations will be better positioned to make their space and neighborhoods more vibrant, welcoming, and inclusive. At the same time, The Klarman Family Foundation seeks to deepen and expand its relationships within, and knowledge of more communities throughout Boston and Massachusetts. We know we do not have all the answers and expect our funding approach to evolve over time based on what we learn.
Our work in this area is guided by the following principles:

Promoting Appanoose & Centerville Together (PACT) Iowa
Every thriving community has a strong foundation, and for Centerville and Appanoose County, that foundation got a huge boost in January 2021 with the formation of PACT. We’re proud to be the result of a thoughtful merger between three cornerstones of our community: the Centerville Chamber of Commerce, the Appanoose Economic Development Corporation, and Main Street Centerville. This powerful combination means we now have a streamlined, focused approach to uplift our unique Southern Iowa community, nestled invitingly near the tranquil waters of Lake Rathbun.
Our core purpose is clear: to be a proactive, volunteer-driven organization. We work tirelessly to help businesses stay, grow, and settle here, creating new jobs across Appanoose County and revitalizing downtown Centerville. We’re also committed to preserving our local treasures and fostering an environment where every business can flourish.
PACT Iowa Upper Story Housing Grant
The CDBG Upper Story Housing Conversion Program provides significant financial assistance to property owners looking to transform vacant or unoccupiable upper-story downtown spaces into new residential units.

Grant funding can provide up to $100,000 per housing unit, with projects eligible for up to $400,000 total, making it one of the most impactful housing development tools available to downtown property owners.
Beyond creating much-needed housing, upper-story conversions bring new life to downtown buildings, support local businesses, increase foot traffic, and help preserve the historic character that makes our community unique. Successful projects turn underutilized space into quality apartments while contributing to long-term community growth and economic vitality.

Kowzan / Sandrock Grant Fund
It’s been twenty years since the North Lee Community Foundation founders dreamed of what could happen if they pooled their resources and worked with others to resolve their community’s challenges and build on their strengths. The mission they embraced was to give back to Lee County, create leaders, and promote nonprofit organizations. The Sandrock Trust and Joe Kowzan were instrumental in spreading that mission. To honor both Joe Kowzan and Sandrock, the North Lee Community Foundation renamed its grant fund the Kowzan/Sandrock Grant Fund in 2025.
All projects should serve the charitable fields of arts and culture, community betterment, education, health care and human services.
