The Duluth Superior Area Community Foundation was established in 1983 by visionary community leaders. We are a collection of hundreds of endowed funds established by individuals, families, private foundations, and businesses to enhance the quality of life in our region. Since our inception, we have distributed more than $40 million in grants and scholarships and currently administer over 360 different funds, each with its own charitable purpose. The Community Opportunity Fund is at the heart of our work at Boreal Waters Community Foundation. It’s how we connect generosity with possibility to support bold ideas, local leadership, and long-term solutions across northeastern Minnesota and northwestern Wisconsin.

Each year, this fund helps nonprofits tackle critical challenges, strengthen communities, and ensure that everyone in our region can thrive.

A Grant Program Rooted in Community and Collective Generosity

As our region’s permanent civic endowment, the Community Opportunity Fund helps nonprofits and community groups respond to challenges, create solutions, and build a better future. In 2023, we restructured the fund to offer larger, more flexible grants—supporting not just programs, but long-term vision and systems change.

Community Opportunity Fund: Resilience Grant Focus

Projects must enhance the ability of organizations, families, or communities to anticipate, adapt to, and recover from challenges, creating sustainable, long-term solutions that reduce risk and promote resilience.

Examples include:

• Leveraging partnerships and resources to implement scalable, lasting solutions that strengthen community resilience.
• Expanding access to knowledge, training, and tools that improve economic, social, or environmental stability for individuals and families.
• Developing community-driven solutions that address housing stability, food security, workforce resilience, or climate adaptation.
• Applying innovative or proven strategies that increase a community’s ability to prepare for and respond to systemic challenges (e.g., disaster preparedness, economic shifts, public health crises).

What We Fund

The Impact Fund provides recoverable grants to legal services nonprofits and small law firms working on social, environmental, and economic justice issues. With over $10 million awarded since 1992, the fund supports impactful litigation addressing systemic injustices. Grants range from $10,000 to $50,000 and prioritize cases directly involving affected communities. Recipients must repay the grant amount with interest if they recover fees or costs, ensuring sustainability for future funding.

The Wisconsin Wetland Conservation Trust (WWCT) provides grants to restore and enhance wetlands across the state. Managed by the Wisconsin Department of Natural Resources, the program allows for mitigation of unavoidable wetland impacts through the purchase of credits. Eligible applicants include public agencies, private landowners, and nonprofit organizations, with a focus on maintaining ecological integrity within local watersheds. Projects must ensure long-term protection of mitigation sites through legal instruments.

The Knowles-Nelson Stewardship Nonprofit Conservation Organization Grant supports nonprofit conservation organizations in Wisconsin to acquire land and conservation easements. Eligible applicants can receive funding from four specific grant subprograms aimed at protecting natural areas, habitat areas, stream banks, and state trails. The grant covers up to 50% of project costs, requiring matching funds from non-state sources. Organizations must demonstrate capacity to finance land purchases and manage the properties for conservation purposes.

The WAB Creation and Presentation Grant provides vital support to established nonprofit arts organizations in Wisconsin that create or present significant arts programming. The Byron L. Walter Family Trust Grant supports charitable, religious, and educational institutions within Brown County, Wisconsin. This private foundation, administered by JPMorgan, exclusively funds nonprofit organizations recognized under section 501(c)(3) of the IRS tax code. It does not accept applications from individuals. The program areas include education, religion, and scientific initiatives, making it a vital resource for community development.

The John T. & Elizabeth C. Adams Arts Fund Grant, established by the Duluth Superior Area Community Foundation, aims to enhance artistic quality in the Duluth-Superior area. The GIG Fund, managed by the Illinois Arts Council Agency, provides grants ranging from $2,000 to $15,000 for nonprofit organizations to support public arts projects in Midwestern communities. This initiative aims to enhance access to arts for underserved audiences, including rural and economically disadvantaged groups. Eligible activities include performances and art festivals, with a focus on engaging professional artists. The funding period extends from December 1, 2025, to June 30, 2026, and requires a 1:1 match.

The GIG Fund: Arts and Wellness offers grants ranging from $2,000 to $15,000 to support projects that blend arts and wellness. Open to non-profit organizations, hospitals, and clinics across the Midwest, this fund aims to enhance community well-being through artistic initiatives. Eligible applicants must engage professional artists and provide activities that promote health and creativity. This funding round supports activities occurring between December 1, 2025, and June 30, 2026, emphasizing the importance of arts in fostering wellness.

The Samuel F. Atkins and Barbara H. Atkins Memorial Fund Grant, managed by the Duluth Superior Area Community Foundation, supports projects that assist low-income individuals and address animal welfare. Eligible organizations include 501(c)(3) nonprofits, governmental entities, and tribal governments located in specific counties in Wisconsin and Minnesota. The fund prioritizes projects demonstrating financial need, including emergency services and training programs for the physically disabled. This grant exemplifies the foundation's commitment to enhancing community welfare.

The Darlington Excellence in Education (EIE) Fund, established in 2003, inspires teachers and students in the Darlington area by promoting innovative educational programs and recognizing outstanding achievements. With nearly $107,000 returned to the community, the fund supports both public and private schools, emphasizing quality education through community involvement and charitable resources. Grants are awarded annually for projects outside the school district's operating budget, fostering creativity and excellence in education.

The Lawrence Foundation is a private family foundation established in 2000, dedicated to granting funds for environmental and human services causes. Eligible organizations include 501(c)(3) nonprofits and public schools, with grants typically ranging from $5,000 to $10,000. The foundation supports unrestricted grants for various projects, including disaster relief and environmental programs, but does not fund individuals or for-profit entities. Applications are evaluated based on alignment with the foundation's priorities.

The Walter & Jessie Francisco Charitable Foundation Grant provides funding to nonprofit organizations serving Janesville and Rock County, Wisconsin. Grants focus on areas such as arts and culture, education, human and social services, religious initiatives, and scientific endeavors. Eligible applicants must be 501(c)(3) organizations, while individuals are not permitted to apply. This grant aims to support community development and enhance the quality of life for local residents.

Regional Conservation Partnership Program - Wisconsin

Benefits

RCPP encourages partners to join in efforts with producers to increase the restoration and sustainable use of soil, water, wildlife and related natural resources on regional or watershed scales. Through RCPP, NRCS and its partners help producers install and maintain conservation activities in selected project areas. Partners leverage RCPP funding in project areas and report on the benefits achieved. The Secretary of Agriculture may also designate up to eight critical conservation areas to focus RCPP assistance.

Funding

Funding for RCPP is allocated evenly to projects in two different categories, state/multi-state and critical conservation areas. Conservation program contracts and easement agreements are implemented through the Agricultural Conservation Easement Program (ACEP), Environmental Quality Incentives Program (EQIP), Conservation Stewardship Program (CSP) or the Healthy Forests Reserve Program (HFRP). NRCS may also utilize the authorities under the Watershed and Flood Prevention Program, other than the Watershed Rehabilitation Program, in the designated critical conservation areas.

The Regional Conservation Partnership Program brings together a wide array of local and national partners, including Indian tribes, nonprofit organizations, state and local governments, private industry, conservation districts, water districts, universities and many others. So far, more than 2,000 partners are engaged in locally-led conservation efforts through RCPP.

The most successful RCPP projects share four common characteristics: they innovate, leverage additional contributions, offer impactful solutions and engage more participants.

The Burmester Charitable Trust Grant supports charitable organizations primarily in Wisconsin, with a focus on various program areas including animal welfare, arts and culture, civic activities, and education. Funded by a private foundation, it specifically supports nonprofits recognized under section 501(c)(3) of the IRS tax code. Individual applications are not accepted, ensuring that grants are directed towards established charitable entities.

The Roger W. and Mary C. Lyons Memorial Trust Grant supports charitable organizations dedicated to aiding underprivileged children in Wisconsin. This grant focuses on health and medical research, as well as human and social services. To be eligible, organizations must be classified as 501(c)(3) nonprofits by the IRS. Notably, individuals cannot apply for this grant, ensuring that funding is directed solely towards established charitable entities.

Treatment Alternative Program

Overview

The Division of Care and Treatment Services is seeking applications for funding to implement a Treatment Alternative Program for people in the criminal justice system with substance use concerns. This program is designed to enhance community safety by providing focused treatment interventions for participants as a voluntary alternative to conviction while fostering recovery and accountability. It targets the underlying causes or unmet needs that lead to criminal justice system involvement.

Program requirements

A Treatment Alternative Program must follow all the standards in Wis. Admin. Code ch. DHS 66. The standards include identifying and providing resources for people in the criminal justice system eligible for services under Wis. Admin. Code § DHS 66.06 that meet the individual's needs specific to their offense and risk level while minimizing risk of re-arrest.

A majority of granted funding (at least 75%) must be used to provide treatment services as outlined in Wis. Stat. § 46.65.
