Community Foundation of the Fox River Valley
The Community Foundation of the Fox River Valley is a collection of individual funds and resources given by local citizens to enhance and support the quality of life in the Fox River Valley of Illinois.
We are a tax-exempt public charity that allows individuals, businesses, and non-profit organizations to establish permanent endowments and temporary funds within the confines of one large foundation.
Foundation funds are used to provide grants to non-profit organizations and scholarships to area students. The Foundation also hosts a Youth Engagement in Philanthropy (YEP) program, which helps high school students learn more about philanthropy and empowers them to make a difference in the community.
The Community Foundation of the Fox River Valley serves the City of Aurora, Kane County, and Kendall County within the State of Illinois.
Shirley M. Hurd Education Scholarship Fund
The Shirley M. Hurd Education Scholarship Fund was created upon receipt of a bequest from the estate of Shirley Miller Hurd.
The fund supports college scholarships for local students. In the awarding of these scholarships, preference is given to students attending Northwestern University.
Mr. Hurd organized and was president of the world famous Sealmaster Softball team. He and his wife traveled throughout the country with the team, which eventually achieved championship status. Mrs. Hurd was a member of St. Peter Catholic Church, where she established a scholarship for students attending St. Peter Catholic School.
The monetary value of each scholarship award varies depending upon the amount available in each individual scholarship fund. The most common scholarship award amount is $1,000 for a single year. Scholarships are designated as non-renewable one-year awards or renewable multi-year awards depending upon the scholarship fund criteria, as established by the donor of the scholarship fund.

Founded in 1991 by Stuart C. Gildred, Sr., the Santa Ynez Valley Foundation proudly supports programs and services that benefit the Santa Ynez Valley and Los Alamos communities. Our mission focuses on grant-making and active collaboration with nonprofits, community leaders, and grassroots projects to strengthen the social fabric of the region.
More than $7.5 million in grants has been awarded to nearly 300 local organizations, and scholarships have been awarded to 578 students pursuing higher education. Santa Ynez Valley Foundation: Arts & Culture / Community Enhancement Grant
The Santa Ynez Valley Foundation (SYVF) awards grants to organizations that are certified as tax-exempt under Section 501(c)(3) of the Internal Revenue Code and provide programs and services to people in the Santa Ynez Valley and Los Alamos.
SYVF supports organizations that do not discriminate in their delivery of programs and services based on race, color, religion, gender, national origin, ancestry, age, medical condition, disability, veteran status, marital status, sexual orientation, or any other characteristic protected by law. SYVF will consider projects from faith-based organizations, provided the projects are secular in nature and open to individuals of all faiths and/or those with no religious affiliation.

Kim Love Sartory Scholarship Fund
About the Fund
Kim was born in Milan, Tenn., and moved to Jupiter in her preschool years when her father accepted a position at Pratt and Whitney. Kim began her banking career at 1st American Bank, later moving on to charter the opening of Admiralty Bank. She left the finance world in 1992 to work with her husband, Larry in the family business. She was dedicated to advancing the careers of women, serving on the board of Executive Women and as an active committee member of the Business Development Board and North Palm Beach Chamber. She passed away unexpectedly, and this scholarship serves to perpetuate her memory and spirit.
Local Efficiency Achievement Program (LEAP)
In 2019, DLGS established the Local Assistance Bureau (LAB) to provide direct support to local government entities in a variety of ways. This includes a key collaboration with the Czars and local governments to identify and implement shared services opportunities across the state.
The Local Efficiency Achievement Program (LEAP) is a natural extension of this mission.
The LEAP affords an unprecedented opportunity to incentivize shared services implementation across New Jersey’s local government entities, advancing the mission of the Shared Services Program. The LEAP facilitates exploring and establishing shared services. The LEAP provides counties, municipalities, school districts, commissions, authorities, and fire districts assistance for the study or implementation of promising shared services projects undertaken pursuant to the Uniform Shared Service and Consolidation Act. The program is available to all New Jersey local government entities.
Challenge Grant (NJ)
Allocates funds to the most compelling projects in potentially each of New Jersey’s twenty-one counties, affording municipalities, authorities, and counties the opportunity to compete for grant funding to support efficiency-generating shared services. This grant program is designed to promote innovation among peer communities and counties across New Jersey, and challenge municipalities and counties to collaborate on more extensive partnerships that produce shared services of greater significance than is customary.

Funding in the amount of $150,000 is available within each New Jersey County. Up to three (3) grants per county may be awarded.

Through a variety of programs, DCA’s Division of Local Government Services (DLGS) works with counties and municipalities to streamline government operations and reduce costs and property taxes. Implementation Grant (NJ)
Allocates funds to help cover costs associated with new shared service implementation. These include one-time reimbursable costs for project completion or transition support which may include, but is not limited to, new technology costs incurred as part of equipping a new shared services program, rebranding costs, equipment and vehicle outlays, professional services, rent for facilities, payroll system conversion costs, and training. Funding is based on the total transition or implementation cost of a project. Transitional costs incurred by participant(s) are filtered through the application lead (applicant).
Funding
Local government entity implementation support shall not exceed $400,000 per project, which may account for up to a maximum of 75% of implementation expenses incurred. The amount awarded for any school consolidation feasibility study may account for up to 100% of study costs, depending upon application quality, project composition and participation, and value provided.

Julian and Eunice S. Cohen Scholarship Fund
About the Fund
Julian and Eunice Cohen believed deeply in the power of giving back. After moving to Palm Beach in the 1970s, they became devoted supporters of the Community Foundation for Palm Beach and Martin Counties, establishing both a Donor Advised Fund and a scholarship fund to help local students achieve their dreams.
