Section 1: Purpose and Summary of Services

The Alabama Department of Conservation and Natural Resources (DCNR) - State Parks Division - (PARKS) requests submissions of sealed proposals from qualified marketing and communications firms to provide the services outlined herein as requested by PARKS.

PARKS seeks to implement a comprehensive marketing and communications strategy that promotes public awareness and engagement, organizes special events, increases visitation, and enhances the overall brand identity of Alabama State Parks, with the goal of increasing attendance and bolstering their economic impact to the State of Alabama.

This RFP contains a scope of services and deliverables for a fully-integrated marketing and communications firms)

("Offeror") to assist PARKS in creating and implementing a large-scale and cost-effective program that will engage and inform the general public, stakeholder professionals and organizations, the media, and others. The firm(s) must be registered in the State of Alabama and work closely with PARKS to successfully provide these services statewide.

Victims of Crime Act (VOCA) Victims Assistance - DPS VOCA Administration Unit

Overview/Mission Statement:

Every victim of crime is entitled to safety, healing, justice and restitution. The mission of the Arizona Department of Public Safety's VOCA Administration Unit is to effectively administer VOCA Assistance funds by ensuring appropriate and accessible services are available to crime victims, enhancing the delivery of those services through technical assistance, training opportunities, and promoting a continuum of care for every victim in every community.

Crime Victims Fund

The Department of Justice, Crime Victims Fund was established by the Federal Victims of Crime Act of 1984 (VOCA) and serves as a major funding source for victim services throughout the country. Each year, millions of dollars are deposited into this fund from criminal fines, forfeited bail bonds, penalty fees and special assessments collected by the US Attorney’s Offices, US Courts and the Bureau of Prisons. These dollars all come from offenders convicted of federal crimes.

In 1985, the Arizona Department of Public Safety (DPS) was designated as the administrator of the state’s VOCA Assistance Program. The purpose of this program is to provide funding for governmental and non-profit agencies that provide direct services to crime victims. These funds are not awarded to private individuals.

The purpose of the VOCA funding is to promote efforts that:

• Respond to the emotional, psychological or physical needs of crime victims;
• Assist victims to stabilize their lives after victimization;
• Assist victims to understand and participate in the criminal justice system; or
• Restore a measure of security and safety for the victim.

Arizona Department of Housing

The Arizona Department of Housing is a cabinet-level agency created in 2002 by the State legislature to serve as the State’s primary agency to address housing issues. HOME Owner Occupied Housing Rehabilitation Notice of Funding

The Arizona Department of Housing (“ADOH” or the “Department”) is pleased to announce a Notice of Funding Available (“NOFA”) for approximately $6 million in Home Investment Partnership Program (“HOME”) funding for owner occupied housing rehabilitation (“OOHR”) activities. The FFY2025 HOME OOHR funds will be distributed in one competitive funding round.

2026 Specialty Crop Block Grant Program (SCBGP)

The Alabama Department of Agriculture & Industries (ADAI) receives grant funding from the United States Department of Agriculture (USDA) to enhance the competitiveness of Alabama's specialty crops. ADAI accepts competitive applications for specialty crop grant funds annually.

Emergency Solutions Grant (ESG)

Description

The Emergency Solutions Grants (ESG) program is authorized by subtitle B of title IV of the McKinney-Vento Homeless Assistance Act (42 U.S.C. 11371-11378). The program authorizes the Department of Housing and Urban Development (HUD) to make grants to States, units of general-purpose local government, and territories for the rehabilitation or conversion of buildings to use as emergency shelter for the homeless, for the payment of certain expenses related to operating emergency shelters, for essential services related to emergency shelters and street outreach for the homeless, and for homelessness prevention and rapid re-housing assistance

The Emergency Solutions Grant provides funding to

• Engage homeless individuals and families living on the street.
• Improve the number and quality of emergency shelters for homeless individuals and families.
• Help operate these shelters.
• Provide essential services to shelter residents.
• Rapidly re-house homeless individuals and families.
• Prevent families and individuals from becoming homeless.

ESG Funding Components

Emergency Solution Grant Funding can be used for five program activities: street outreach, emergency shelter, homelessness prevention, rapid re-housing assistance, and HMIS; as well as administrative activities.

Minnesota Department of Transportation (MnDOT)

Safe Routes to School Infrastructure (SRTS) Program Grant Solicitation

The Minnesota Safe Routes to School (SRTS) Infrastructure Program was established by the Minnesota Legislature in 2012 and is defined in Minnesota Statute 174.40. MnDOT State Aid for Local Transportation (SALT) and the Office of Transit and Active Transportation (OTAT) share responsibilities for the administration and oversight of the SRTS program. SALT administers the SRTS infrastructure funds on local roads (county, city, township, and Tribal owned roadways), and OTAT administers the non-infrastructure SRTS funds. Up to $8,500,000.00 in grant funds are available for this 2024 SRTS infrastructure solicitation.

The Minnesota Department of Transportation (MnDOT) State Aid for Local Transportation (SALT) administers the state SRTS infrastructure program with guidance from the Infrastructure Work Group (IWG) of the Active Transportation Advisory Committee (ATAC). The process, criteria, and prioritization for the solicitation are required by statute to establish a geographic equity-based project evaluation and selection process that is competitive, criteria-based, and objective. Projects are selected and approved by the Infrastructure Work Group of the Active Transportation Advisory Committee to provide financial assistance to eligible recipients to construct capital improvement of transportation infrastructure that improves safety and encourages non-motorized transportation to and from schools.

Kansas Housing Resources Corporation (KHRC) is a self-supporting, nonprofit, public corporation that serves as the primary administrator of federal housing programs for the state of Kansas. KHRC delivers solutions to those who are working to end the housing crisis in Kansas. The corporation’s vision can only be achieved when all Kansans have the support and resources they need to achieve their goals, no matter where they are in their housing journey.

CSBG Discretionary Grant

Kansas Housing Resources Corporation (KHRC) establishes guidelines for the awarding of discretionary grants as authorized by the Kansas Community Services Block Grant (CSBG). The primary intended use of the grant funds awarded to Kansas and to subgrantees is “to provide assistance to local communities in Kansas, working through a network of Community Action Agencies and other neighborhood-based organizations, for the reduction of poverty, the revitalization of low-income communities, and the empowerment of low-income families and individuals in rural and urban areas to become fully self-sufficient.”

CSBG Purpose and Goals

• Promoting maximum participation of people and communities with low-income
• Leveraging resources of other anti-poverty programs
• Strengthening community capabilities for planning or coordinating resources for local needs and conditions of poverty
• Using innovative approaches to address causes and conditions of poverty
• Measuring impact to ensure accountability and ongoing data-driven quality improvement 

As outlined with the FFY 2025-2026 CSBG State Plan, this RFP seeks proposals for: 1) Innovative Programs/Activities or 2) Training/Technical Assistance

Applicants are advised that direct services funded by CSBG are restricted to Kansas residents. with household incomes that fall at or below 200 percent of the Federal Poverty Guidelines

Innovative Projects

For the purposes of this funding opportunity, proposals will be considered “innovative” if they:

• Support a project that is new to the agency and/or
• Support a modification to an existing project to make it more effective or efficient and/or
• Address an unmet need of the agency or community and/or
• Support a collaboration that addresses poverty in their communities.

Applicants should describe how the proposed project is an effective approach to ameliorate the causes and effects of poverty. Project descriptions should include the applicant’s plan to sustain the proposed project. CSBG programs often include addressing employment, education, income management, housing, nutrition, emergency services and/or health to combat the central causes of poverty.

• Community-Based Interventions — Understanding community-level work/management; designing an effective approach, effective strategies, and relevant measures of success.
• Identifying and Sharing Best Practices — Innovative projects/programs using CSBG resources; leveraging other public/private resources; more effective use of economic development dollars; the bundling of services
• Serving Underserved Areas — Strategies for working in rural areas or communities with limited community services
• Multigenerational Approaches for Addressing Poverty — Coordinated approaches to collaborating with parents, other caregivers, and children.
• Relationship Building/Partnering — Among State CSBG offices and other State Agencies and Programs to share data and resources.
• Board Governance — Ongoing training to support active community input through Tripartite Boards including families of low-income.
• Leveraging Public/Private Resources — Coordinating multiple resources to support community services and strategies
• Leadership Development — Succession planning and mentoring, leadership academies 

The Public Health Preparedness Program, led by the New Jersey Department of Health, is a critical initiative aimed at enhancing the state's public health response capabilities. Funded by the CDC, this program focuses on strengthening all-hazards preparedness, fostering community resilience, and ensuring effective emergency response. By collaborating with healthcare coalitions and local health departments, it aims to improve the public health system's readiness and capacity to prevent illness and save lives during emergencies.

The Local Public Health Infrastructure Grant Program, administered by the New Jersey Department of Health, aims to enhance public health services across the state. This initiative supports local health departments in their critical roles of responding to public health challenges, ensuring community health, and maintaining essential services. With an emphasis on workforce development, foundational capabilities, and data modernization, the program seeks to strengthen public health infrastructures and improve health outcomes for over nine million New Jersey residents.

The Local Preservation Partners Grant, offered by the Connecticut Department of Economic and Community Development, aims to enhance collaboration among historic preservation organizations and local partners. This initiative supports activities like municipal planning, coalition building, and public outreach to protect cultural heritage and historic resources. Funded through the Community Investment Act, the program fosters community engagement and long-term preservation planning, contributing significantly to the state's commitment to economic growth and revitalization.

The Havens of Opportunity, Peace and Empowerment (HOPE) initiative by the New York State Division of Criminal Justice Services aims to develop and expand programs in neighborhoods severely affected by gun violence. This initiative focuses on creating safe, healing-centered environments that foster youth well-being and interrupt cycles of violence. By investing in community-driven solutions and supporting local organizations, HOPE seeks to enhance public safety and resilience in New York's most vulnerable communities.

The Indiana Court Alcohol & Drug Grant Program, administered by the Indiana Office of Court Services, aims to enhance the effectiveness of Court-Administered Alcohol and Drug Programs throughout Indiana. With grants up to $2,500, this initiative focuses on activities such as curriculum development and technology upgrades. Applicants must contribute at least 20% of the project cost. This program reflects the Indiana Judicial Branch's commitment to improving justice and public safety through innovative and accessible solutions.

The Court Alcohol & Drug Scholarship Program, managed by the Indiana Judicial Branch, aims to enhance the professional skills of judges and staff involved in court-administered treatment programs. By funding up to 80% of eligible expenses for seminars and training not covered by standard budgets, this initiative supports the effective delivery of alcohol and drug services. With a maximum award of $1,000, the program seeks to improve knowledge and efficiency within Indiana's judicial framework.

The Coal Mine Methane Capture & Utilization Program, administered by the Virginia Department of Energy, aims to mitigate methane emissions from coal mines in Southwest Virginia. With $79.5 million in funding from the EPA's Climate Pollution Reduction Grant program, this initiative supports projects that capture and utilize fugitive methane, enhancing mine safety and promoting cleaner energy. It is open to entities working collaboratively with coal mine owners through September 2029, prioritizing environmental and economic benefits.

The Illinois Schoolyard Habitat Action Grant Program- Option Three, managed by the Illinois Department of Natural Resources, funds projects that engage students in creating educational wildlife habitats on school grounds. This initiative targets schools in Chicago and East St. Louis lacking soil for planting, promoting environmental education through the development of native species container gardens. Projects must be publicly accessible, maintained for at least five years, and adhere to specific program guidelines.

The 2026-2027 SSI Community Partnerships Workshops, funded by the Texas Education Agency, aim to enhance educational outcomes in struggling neighborhoods. This initiative targets school systems with high percentages of underperforming students, providing training and support through workshops. By fostering community involvement and leveraging resources, the program seeks to improve student performance and create supportive educational environments. The workshops will guide school systems in implementing comprehensive support programs, ultimately helping families access high-quality educational and social services.

The 2026-2027 SSI Community Partnerships C4 Continuation Grant, administered by the Texas Education Agency, aims to enhance educational outcomes for students in struggling neighborhoods. This initiative focuses on schools with low performance on state assessments, providing comprehensive support to help students achieve grade-level proficiency. By fostering partnerships among academic, community, and governmental entities, the grant seeks to ensure that children and youth from distressed backgrounds gain access to quality education and support systems essential for their success.

Wernick Jam Camp Scholarship

The IBMA Foundation is pleased to announce that Bluegrass Hall of Famer Pete “Dr. Banjo” Wernick is offering a scholarship to his Silver Bay Bluegrass Camp August 23-28, 2026, as a donation to the Foundation. In its thirteenth year, the Wernick Jam Camp is “a full five days on a great campus right on beautiful Lake George, north of Albany, New York,” Wernick said. 

The program features a Level 2 camp for experienced musicians and a new Level 3 high-challenge section.

Tuition value is $525, and the winning student would cover his or her own lodging/meal expenses at the Silver Bay YMCA Conference Center.

Grants from our Scholarship Fund are available for any instrument in either camp, and especially for bass players in the Level 2 camp. Partial or full tuition grants may be given. 

The Minnesota Humanities Center (MHC) is honored to be entrusted with funds to keep the humanities strong and vital in the state of Minnesota. We take this responsibility very seriously and relish the opportunity to award and administer grants to develop and support exemplary humanities programming within the state.

Tourism Legislative Event Grants

In the FY2026 Budget, $2,730,000 was allocated to the Alabama Tourism Department for grants to promote local and state economies. Grants shall be reflective of the geographical diversity of the state. Each grant shall be awarded following the recommendation of members of the Legislature or legislative delegations. No House of Representatives district shall receive more than five grants at $2,600 per grant awarded, and no Senate District shall receive more than ten grants at $3,900 per grant awarded. The Alabama Tourism Department is proud to work with the Alabama Legislature to administer these grants. 

William L. & Mary Ann Brown STEM Endowment Scholarship Program

The William L. & Mary Ann Brown STEM Endowed Scholarship Program was established by William L. and Mary Ann Brown to provide need-based scholarship support to seniors graduating from a high school in Mecklenburg County, North Carolina, enrolled at a UNCF member institution, four-year HBCUs, and four-year institutions.

Successful applicants must be graduating high school seniors entering their first year of college, pursuing a STEM degree, including, but not limited to, fields in physical sciences, mathematics, the biological sciences, the chemical sciences, computer sciences, and engineering. Applicants must be enrolled or planning to enroll as a full-time student.

ADECA Highway Traffic Safety Program

The Highway Traffic Safety area of the division administers grant funding focused on behavioral programs to reduce traffic-related injuries and fatalities. Grants helps fund enforcement campaigns that focus on speed, impaired driving and promote the use of seat belts and proper child restraints. Funding is also available for State Traffic Safety Information System Improvements for integrated data collection across multiple state agencies.

ADECA partners with many entities to promote highway traffic safety around the state. The website www.SafeHomeAlabama.gov compiles data and information from many sources to give an overview of traffic safety in Alabama. The National Highway Traffic Safety Administration has posted a “High Visibility Enforcement Toolkit” designed to assist law enforcement agencies, communities and states in implementing and enhancing their enforcement efforts.
