MN Community Justice Reinvestment Grant Program

In 2016, the Minnesota legislature established the Community Justice Reinvestment Account to provide supportive services to justice-impacted individuals to reduce further involvement in the criminal justice system. This Account is used to create the Community Justice Reinvestment Grant program, which most recently distributed $1,017,474.54 in 2024 to fund:

• Chemical dependency and mental health treatment programs,
• Programs that improve supervision,
• Pretrial and precharge supervision programs,
• Programs to reduce recidivism of controlled substances offenders on probation or supervised release or participating in drug courts,
• Support local participation in drug court initiatives approved by the Judicial Council.

MN Workforce Development Grants

Workforce Development grants assist with education, training and career awareness initiatives that address regional workforce needs and gaps emerging in industries and schools.  

Funding Availability

• Funded at $700,000 for Fiscal Year 2026 from the Board Account.
• The number of grants awarded is variable and dependent upon the amounts awarded to successful applicants.
• 1:1 match per project required.
• Up to one-half of the applicant match may include financial support from a business/industry partner including trainee stipends or wages paid by the business/industry partner. All business match items must be documented as specific support for the project, and not as a general, regular donation made to the institution or organization.
• Project must begin within nine months of a grant award.

Minnesota Department of Transportation

In creating the Department of Transportation in 1976, the Legislature determined that MnDOT would be the principal agency to develop, implement, administer, consolidate and coordinate state transportation policies, plans and programs (Minn. Stat. Ch. 174).

MnDOT makes special efforts to consider the social, economic and environmental effects of its decisions and aggressively promotes the efficient use of energy resources for transportation purposes. It also maintains close working relationships with the many public and private individuals, groups and associations involved in transportation.

Safe Routes to School (SRTS) District Coordinator Grants 

We support coordinator positions in individual schools or districts. Coordinators will help communities with existing SRTS plans or other comprehensive approaches to promote non-infrastructure projects to keep students walking and bicycling to school.

Funding for the coordinators to support three full school years starts in the summer of 2024 and goes through June 2027.

Greater Minnesota Transportation Alternatives Solicitation

The Transportation Alternatives Solicitation is a competitive grant opportunity for local communities and regional agencies to fund projects for pedestrian and bicycle facilities, historic preservation, Safe Routes to School and more. Minnesota will be soliciting projects for approximately $12.5 million in available grant funding across the state where the total is sub-targeted to the seven area transportation partnerships (ATPs).

Greater Minnesota applicants must submit a letter of intent describing the key components of their project. A regional representative will contact applicants to help review the project proposal and the steps necessary for delivering a federally funded project prior to local communities and regional agencies submitting a full grant application. 

Minnesota Pollution Control Agency

The Minnesota Pollution Control Agency (MPCA) is committed to ensuring that every Minnesotan has healthy air, sustainable lands, clean water, and a better climate.

Minnesota GreenCorps

Serving communities for a greener tomorrow

The Minnesota GreenCorps program, coordinated by the MPCA, aims to preserve and protect Minnesota’s environment while training a new generation of environmental professionals.

Each year, the program places AmeriCorps members with host site organizations around the state to build community resilience by:

• reducing air pollutants and improving air quality
• reducing water runoff and improving water and land quality
• preventing waste and increasing recycling
• encouraging eco-friendly behavior

Minnesota GreenCorps members serve full-time at their host site for 11 months, from September to August each year. Members implement environmental projects to build community resilience in one of four topic areas: community readiness and outreach, energy conservation and green transportation, stormwater and forestry, waste reduction and recycling. Sample projects include activities such as coordinating multi-modal transportation events, educating community members and youth, removing invasive species, installing rain gardens, benchmarking energy, conducting waste sorts, and more. 

Host Sites

As a host site, your organization can harness a member's energy and enthusiasm to move your environmental projects forward. Member projects must align with one of four topic areas: community readiness and outreach, energy conservation and green transportation, stormwater and forestry, or waste reduction and recycling. Host sites don't pay a fee to participate in the program but are expected to provide supervision, office space, internet and phone service, training, and any resources necessary for members to accomplish their projects. The MPCA manages the recruitment, application, and selection process for Minnesota GreenCorps members.

The NSF SBIR/STTR programs are launching a pilot emphasis on advancing scientific instrumentation and enabling technologies to drive innovation and economic growth in the U.S. This initiative supports startups and small businesses developing critical scientific equipment and platforms, with funding opportunities up to $2 million for R&D. By prioritizing next-generation instrumentation, NSF aims to enhance the scientific enterprise and foster breakthroughs essential for the future of AI-driven discoveries and broader scientific advancements.

RFP: Provide Consultation Services for the Community First Services and Supports Program

The Minnesota Department of Human Services, through its Disability Services Division (STATE), is seeking Proposals from qualified Responders to provide Consultation Services for the Community First Services and Supports (CFSS) program. The term of any resulting contract is anticipated to be for up to five (5) years. 

The STATE is responsible for administering long-term services and support for people with disabilities and older adults under publicly funded programs. The STATE’s mission is to help people meet their basic needs so they can live in dignity and achieve their highest potential. Currently, such services and support are being administered through Personal Care Assistance (PCA) and Consumer Support Grant programs.  

The PCA program supports people who need help with day-to-day activities by providing personal care assistants to help with activities of daily living, behavior issues or other health related tasks. Such services are available to people with physical disabilities, chronic health conditions, behavioral diagnoses, and mental health illnesses, and allows these individuals to be more independent in their home, place of employment and community. PCA services under Minnesota Health Care Programs (MHCP) are delivered through approximately 600 MHCP enrolled providers. 

RFP: Provide Children’s Mental Health Evidence-Based Practice Workforce Development and Implementation Support

The Minnesota Department of Human Services, through its Behavioral Health Administration (STATE), is seeking Proposals from qualified Responders to provide training, consultation, and implementation support related to a modular, evidence-informed treatment system (such as the Managing and Adapting Practice (MAP) system) or a demonstrably equivalent model for children’s mental health providers across Minnesota. Responders proposing a model other than MAP must clearly demonstrate how their approach is substantially equivalent in structure, function, and outcomes, including incorporation of modular practice elements, dashboards, database, clinical decision-support tools, and measurement based care, and must include published evidence or demonstrated implementation outcomes supporting effectiveness in children’s mental health. The selected responder will support mental health providers and treatment supervisors in developing skills to deliver evidence-based interventions for children and youth experiencing mental health conditions. Activities will focus on workforce development, implementation support, and quality improvement to increase the use of evidence-based mental health practices statewide. For purposes of this RFP, “Mental Health Providers (MHPs)” refers to Mental Health Professionals and Clinical Trainees as defined in Minnesota Statutes, 245I.04, subd. 2 (Mental Health Professional) and subd. 6 (Clinical Trainee). “Supervisor” refers to Treatment Supervision as defined in Minnesota Statutes, 245I.06. The term of any resulting contract is anticipated to be for two (2) years, from July 1, 2026 until June 30, 2028. The STATE may extend the contract up to a total of five (5) years. 

The Goodridge Brothers Scholarship, offered by the Saginaw Community Foundation, supports residents of Saginaw County pursuing careers in technical education, such as welding or auto mechanics. This initiative recognizes the growing demand for skilled tradespeople and aims to alleviate financial barriers for students. Scholarships typically range from $500 to $4,000, promoting educational opportunities in urban and regional planning and enhancing the community's workforce capabilities.

The Ken and Eileen Gross Memorial Scholarship, established by friends of the couple, supports Saginaw County high school seniors pursuing a teaching degree. With a focus on fostering education, this scholarship honors Ken, a dedicated educator, and Eileen, a successful property manager. Eligible students must demonstrate a minimum 3.0 GPA and financial need, ensuring that those committed to teaching can pursue their aspirations. Awards typically range from $500 to $4,000, empowering the next generation of educators.

MN Public Works Grant

Public Works grants support local and Tribal governments with infrastructure funding that provides essential services and promotes economic development. 

FundingAvailability

• Funded at $9,000,000 for Fiscal Year 2026 from the Taconite Environmental Protection Fund.
• The number of grants awarded is variable and dependent upon the amounts awarded to successful applicants.
• 1:1 match per project required.
  • Match requirements may be reduced for publicly-owned projects located in a city or within five miles of a city with an active mine pit or one idled within two years of the application date. Reductions will be considered if financial need is demonstrated and formal preapproval is obtained prior to submitting a full application.
• In-kind materials and/or labor are not eligible towards the project match.
• Architectural and engineering fees in excess of 10% of the total project costs are ineligible for reimbursement.
• No applicant is eligible for more than $1.5 Million for this program per fiscal year. Once that amount is reached additional grant applications for this program will not be eligible.
• Maximum grant amount of $145,000 for grants supporting privately owned buildings or infrastructure.
• Applications should be submitted within nine months of the project construction start date

MN Public Works - Broadband Infrastructure Grant

Broadband Infrastructure grants assist projects that help households and businesses reach the State of Minnesota broadband speed goal. 

Funding Availability

• Funded at $1,000,000 for Fiscal Year 2026 from the Taconite Environmental Protection Fund.
• The number of grants awarded is variable and dependent upon the amounts awarded to successful
• applicants.
• 1:1 match per project required.
• In-kind materials and/or labor are not eligible towards the project match.
• Consideration will be given to projects that leverage greater amounts of funding for a project from other sources.
• Architectural and engineering fees in excess of 10% of the total project costs are ineligible for reimbursement.
• Applications should be submitted within nine months of the project construction start date.

MN Nonprofit security grant program (NSGP)

The Nonprofit Security Grant Program (NSGP) provides funding for physical security enhancements and other security-related activities to nonprofit organizations that are at high risk of a terrorist or other extremist attack. The NSGP also seeks to integrate the preparedness activities of nonprofit organizations with broader state and local preparedness efforts.

Funding

• Organizations within the Twin Cities Urban Area are applying on a competitive basis with organizations from designated urban areas nationwide
• The Target Allocation assigned to Minnesota for statewide/outstate funding is $2,400,000
• Organizations outside of the urban area are designated to apply for the target allocation funding
• NSGP Applicants may apply for up to $200,000 per site
• Applicants with multiple sites may apply for up to 

MN Mineland Reclamation Grants

Mineland Reclamation grants assist with highly visible development and restoration of mining-impacted land. 

Funding Availability

• Funded at $350,000 for Fiscal Year 2026 from the Taconite Environmental Protection Fund.
• The number of grants awarded is variable and dependent upon the amount awarded to successful applicants.
• 1:1 match per project required.
• In-kind may be eligible toward the project match with pre-approval.
• Applications should be submitted within nine months of the project start date.

Projects that reclaim or repurpose former mining-impacted lands not otherwise provided by state law or that sustain current and future mining. Examples include stockpile reclamation and vegetative enhancements, master planning, recreational and mine pit development and improvements.

MN Housing Grants

Housing grants assist projects or programs that result in the creation of new housing units or the rehabilitation of existing housing units. The program will support housing solutions that align with local priorities and regional employer’s needs.

Examples include, but are not limited to, infrastructure, site work, new construction, rehabilitation of existing housing stock, repurposing existing structures for residential use, housing trust funds, and other projects or programming that positively impact the value or number of housing units. Projects or programs are subject to prevailing wage and certified payroll requirements. 

Funding Availability

• Funded at $6,000,000 for Fiscal Year 2026 from the Douglas J. Johnson Corpus Fund.
• The number of grants awarded is variable and dependent upon the amounts awarded to successful applicants.
• 1:1 match per project required.
  • Match requirements may be reduced for publicly-owned projects in a city or within five miles of a city with an active mine pit or one idled within two years of the application date. Reductions will be considered if financial need is demonstrated and formal preapproval is obtained prior to submitting a full application.
  • Match can include, but is not limited to: cash contributions, land contribution, in-kind, and other approved funds. Future income is not considered a match.
    • In-kind may be eligible toward project match with preapproval.
• Applications should be submitted nine months prior to the project construction start date.

MN Drilling Incentive Grants (DIG)

Drilling Incentive grants (DIG) are designed to stimulate exploration for new minerals, gas resources and/or new deposits of these resources. The data and information acquired during the drilling and analyses phases will eventually become housed at the state's Drill Core Library for future analysis.  

Funding Availability

• Funded at $100,000 for Fiscal Year 2026 from the Taconite Environmental Protection Fund.
• The agency will match up to 40% of direct drilling costs not to exceed $20,000 per drill hole.
• Funding can only be used for exploratory drilling.
• Project must begin within 12 months of a grant award.
• Multi-organization collaboration is welcomed

MN Residential Redevelopment Grants

Residential Redevelopment grants assist with demolishing residential structures or full deconstruction of homes for reuse of materials. Projects must eliminate blight, improve property maintenance, promote health and safety, reduce waste or encourage economic development. 

Funding Availability

• Funded at $225,000 for Fiscal Year 2026 from the Taconite Environmental Protection Fund.
• The number of grants awarded is variable and dependent upon the amounts awarded to successful applicants.
• A maximum of $4 per building square foot, or 75% of demolition costs including basements, whichever is less.
• A maximum of up to $5,000 for deconstruction.
• Multi-organization collaboration is welcomed.

The Great Lakes Safety Training Center Scholarship, established by local contractors and businesses, aims to support residents of Gratiot or Saginaw County pursuing careers in trades or construction with a focus on safety. This scholarship is available to individuals enrolled in degree or certification programs at accredited institutions in Michigan, emphasizing the importance of safety in skilled trades. With awards typically ranging from $500 to $4,000, this initiative addresses the growing demand for skilled workers in the community.

The Department of Children, Youth, and Families was established to bring together programs to better serve children, youth, and families. 

RFP to Provide Supplemental Nutrition Assistance Program Employment and Training

The Minnesota Department of Children, Youth, and Families, through its Economic Assistance and Employment Supports Division, is seeking proposals from qualified responders to provide Supplemental Nutrition Assistance Program Employment and Training (SNAP E&T) services. 

The state develops a SNAP E&T State Plan each year stipulating details on the operation of service in Minnesota.

Minnesota’s SNAP E&T program is intended for Minnesotans with low incomes to have clear pathways in developing marketable and in-demand skills, leading to career advancement and self-sufficiency. Through strong partnerships, the mission is to help Minnesotans fully utilize their SNAP benefits, gain the essential skills needed for gainful employment and successfully transition off public assistance. Minnesotans can receive SNAP E&T services if they meet all of the following:

• Receive federal food assistance
• Are age 16 or older (there are additional requirements to serve 16-17 year olds)
• Report that they intend to work at least part-time; clients reporting a disability may participate in SNAP E&T if they state they will be able to work with appropriate supports and/or training
• And are referred to SNAP E&T by an eligibility worker. 

Responders are expected to/will provide services to both Time-limited (TLR) and non-TLR SNAP recipients. Responders must have the ability to fully fund their SNAP E&T program with non-federal funding and request fifty percent (50%) reimbursement.

Albert Smith Conservation Scholarship

Albert A. Smith was born in Omer, Mich., in 1913. He began his education in a one room schoolhouse near Omer and successfully completed his first three grades in the first year of school. Upon graduation from Flint Northern High School at age 15, he went on to receive an undergraduate degree from the University of Michigan and thereafter a law degree in 1939. In the mid-1950s, he opened a law office in Saginaw that later became the law firm of Smith Bovill, P.C.

Mr. Smith’s love of the law was matched by his interest in the outdoors, and in particular his beloved Ruffed Grouse. He used his rolling farm and woods to entertain his friends, clients and courtroom adversaries. He was a consummate host to anyone who shared his love for the hunt.

Al was generous with his time and resources. He supported and served on the boards of his favorite charities and civic groups, including the Salvation Army, the Ruffed Grouse Society where he served as national president, the Samaritan Center and First Congregational Church. In 1976, he was recognized for his outstanding conservation work when he received the Wildlife Conservationist of the Year Award from the Michigan United Conservation Clubs.

Additionally, a variety of grants are available to local units of government, education institutions, and nonprofits that promote workforce development and sustainable communities.

Regional Trails Grants

Regional Trails grants assist with the design, engineering and construction of various types of trails.

Please note: Funding for Regional Trails grant programming is only available to entities that reside within the Taconite Assistance Area as defined by Minnesota Statute 273.1341.

The applicant or collaboration partners must be the current or intended property owner with control of the property. Multi-organization collaboration is welcomed. 1:1 match per project required.

Clifford H. Spicer Memorial Scholarship

Clifford Spicer, founder of Spicer Engineering, was a registered professional engineer and professional land surveyor. A member and past president of the Michigan Society of Professional Engineers, Michigan Society of Land Surveyors, Michigan Waterworks Association and Michigan Water Pollution Control Federation, he served also on the Board of Appeals on Zoning for the City of Saginaw for 21 years.

At Spicer Engineering’s 50th Anniversary celebration in 1994, Mr. Spicer was honored by community leaders, including Governor John Engler and employees of Spicer Engineering. Former Saginaw Township Manager Frank Jones remarked, “Clifford Spicer … instilled in all employees his own extremely high professional work ethic. A finer gentlemen and engineer I have yet to meet.” Mr. Spicer died in 1997 at the age of 94.

The FY26 Autism Research Program Career Development Award aims to support early-career investigators in conducting innovative research that can significantly impact autism. It encourages applications addressing specific areas of interest and mandates community collaboration for projects involving pilot clinical trials. Proposals must include partnerships with community members for effective planning and implementation, ensuring that the research is grounded in the needs of the autism community.
