The Texas Education Agency is the state agency that oversees primary and secondary public education. It is headed by the commissioner of education. The Texas Education Agency (TEA) administers federal and state grant awards to its subgrantees to carry out a program. Such entities include primarily school systems (referred to as local educational agencies [LEAs] in statutes), including independent school districts and charter schools; education service centers (ESCs); and, to a lesser degree, institutions of higher education (IHEs), nonprofit organizations (NPOs), and other statutorily allowable organizations.

Perkins V: Strengthening Career and Technical Education for the 21st Century - Institutions

Program Description

The purpose of the career and technical education (CTE) program is to develop more fully the academic knowledge, technical, and employability skills of students who enroll in CTE programs and programs of study.

The Texas Department of Housing and Community Affairs (the Department) announces a NOFA in HOME funds for Single-Family housing programs under the Persons with Disabilities (PWD) set-aside under a Reservation System. These funds will be made available to HOME Reservation System Participants with a current Reservation System Participation (RSP) Agreement. The following activity types are eligible uses of HOME funds awarded under this NOFA: (1) Homeowner Reconstruction Assistance (HRA) and (2) Tenant-Based Rental Assistance (TBRA).

Texas State Library and Archives Commission

The Texas State Library and Archives Commission has been serving the people of Texas for more than a century. Since 1909, when the state founded the agency, we have been supporting the reading, learning, and historical preservation needs of Texas and its people.

TSLAC Special Projects Grant

Goals and Purposes

This grant program provides funds for efforts that will significantly expand library services to include all members of the library’s community, particularly community members who experience barriers when accessing the library and its resources. It enables libraries to develop programs for populations with special needs or those having difficulty using the library. Programs that focus on community engagement or that involve collaboration with other community organizations are strongly encouraged. Programs must emphasize improved services by the library to its patrons.

The proposed program must meet the following LSTA goals as identified in the 2023-2027 LSTA 5- Year Plan (https://www.tsl.texas.gov/ld/pubs/lstaplan/5yearplan):

Goals

• Through Texas libraries, Texans will have access to digital resources and services needed to help them navigate the digital information landscape successfully.
• Texans will have access to library materials and services that support literacy and educational attainment, especially early childhood and family literacy, workforce readiness, and lifelong learning.
• Texans will receive library services from trained library staff that effectively respond to community needs.

The purpose of this grant program is not for collection development or other activities primarily focused on the acquisition of library materials or resources, or digitization projects.

The Amy Young Barrier Removal Program provides one-time grants to Persons with Disabilities in a Household qualified as Low-Income. Grants are for home modifications that increase accessibility and eliminate life-threatening hazards, and correct substandard conditions. 

The grant funds will support enhancements to module preparation, expansion of accessibility supports, and the design and development of American Sign Language instruction and professional networking opportunities. Funding also will be used to strengthen recruitment efforts for the next cohort with a target enrollment of up to 15 students.

2026-2027 Special Education Specialized Support (SESS)

Program Description

The purpose of this program is to support the dissemination and implementation of state-level technical assistance, professional development, and project support (e.g., pass-through funds) in the following areas of special education: services to students, ages birth through 21 years of age, who are deaf or hard of hearing (DHH), deafblind (DB), blind and visually impaired (BVI), as well as students receiving compensatory services and related services resulting from the closure of a charter school. A robust ecosystem of resources and trainings in these areas was developed from 2019-2024; this grant will support the targeted implementation of these resources and trainings to scale their usage across the state. The audience for the technical assistance and professional development provided through this grant primarily includes school system administrators, educators, and support staff with the ultimate goal of improving special educator practice and outcomes for students with disabilities. TEA and the grantee will be supported in their endeavors with the help of ESC staff from all 20 regions in Texas.

The Hoblitzelle Foundation Grant, established in 1942, supports nonprofit organizations in Texas, particularly in the Dallas area, with funding for capital projects such as construction and technology. The foundation prioritizes initiatives in arts, education, medical, and social services, investing over $252 million in various sectors. Eligible applicants must have a 501(c)(3) classification, and grants are not awarded for religious purposes or to individuals. This grant is a valuable resource for enhancing community impact.

2026-2027 ESC IDEA-B Special Education Leadership

Program Description

IDEA-B discretionary funds must be used for activities that are directly related to the provision of technical assistance and support for school systems to improve student performance and program and service effectiveness for students with disabilities, ages 3 through 21.

Each Regional Education Service Center (ESC) will provide leadership, training, coaching, and technical assistance aligned to TEA developed materials in the area of special education for students with disabilities in accordance with TEA’s focus on increasing student achievement and Texas Education Code (TEC) §8.051(d)(2) and (5) and will assist TEA in the implementation of IDEA 2004.

ESCs will work with TEA and participate with agency staff to promote and implement leadership and information dissemination activities.

Additionally, each ESC will participate in activities associated with and resulting from the State Performance Plan (SPP), the Statewide Initiatives Implementation Plan (SIIP), the TEA Review and Support Division’s identified Focus Areas of Compliance, the Special Education Continuous Improvement Plan (SECIP), and other TEA statewide initiatives. To ensure effective communication and information dissemination among the state, regions, and school systems, each ESC will designate specific staff members who will be responsible for tracking/reporting activities related to these areas.

The Robert and Joan Dircks Foundation Grant Program supports non-profit organizations in New Jersey that provide opportunities for disadvantaged individuals. With grants ranging from $1,000 to $15,000, the foundation focuses on innovative programs that solve critical issues rather than operational needs. Eligible organizations must be tax-exempt under section 501(c)(3) of the Internal Revenue Code. The foundation does not fund political activities, cultural projects, or operating budgets, ensuring resources directly benefit those in need.

The JSF People with Disabilities Grant supports organizations that empower students with disabilities through education and employment opportunities. With a focus on scholarships and mentorship, the Foundation addresses barriers that hinder access to higher education. It has established partnerships with universities and schools, including Gallaudet University, to create impactful programs. The Dermody Properties Foundation Grant focuses on enhancing community well-being through support for the arts, education, and families, particularly children and the elderly. Established in 1988, the foundation has provided over $3.65 million in donations to various nonprofits, including grants and scholarships. Eligible organizations must have IRS 501(c)(3) status and be located within 30 miles of Dermody's projects. Grants typically range from $500 to $3,000, reflecting a commitment to corporate philanthropy.

The Betty Stieren Kelso Foundation Grant aims to enhance the quality of life in San Antonio and Bexar County through support for arts, education, health and wellness, animal welfare, and wildlife conservation. The foundation prioritizes initiatives that empower youth, promote health, and protect animal welfare, reflecting Mrs. Kelso's commitment to community enrichment. Organizations eligible for funding are primarily 501(c)(3) nonprofits, dedicated to making a positive impact in these focus areas.

West Pharmaceutical Services, Inc. offers the WPS Community Support Grants & Sponsorships, emphasizing a culture of giving and community involvement. The Numotion Foundation Grants aim to enhance the lives of individuals with mobility disabilities by supporting IRS-designated 501(c)(3) nonprofit organizations. By fostering partnerships with various charities, including national and local organizations, the foundation raises awareness and funds for necessary research and support services. This initiative aims to develop collaborative strategies that recruit, train, and support specialized adoptive families. It focuses on ensuring stability and permanency for children facing behavioral, medical, or emotional challenges. Through rigorous evaluation and community partnerships, the program seeks effective solutions for these vulnerable youth, including those in foster care.

The Jack H. & William M. Light Charitable Trust Grant focuses on enhancing the welfare of children, particularly in Harris County, Texas. It provides financial support to 501(C)(3) organizations dedicated to improving children's health, mental health, and education. The trust distributes funds semiannually, aiming to create a significant positive impact in the community by addressing the needs of children comprehensively.

The Mitsubishi Electric America Foundation (MEAF) National Grant funds innovative projects that empower youth with disabilities, enhancing their leadership and employment skills. Grants typically range from $10K to $100K per year for one to two years. MEAF seeks proposals that break down employment barriers, support U.S. youth with disabilities, and promote inclusive practices. Projects should demonstrate a plan for national dissemination and measurable outcomes, particularly benefiting young veterans transitioning to civilian life.

The Brinker International Charitable Giving Program focuses on giving back to communities through support for kids, hunger, and education. Organizations eligible for funding must be 501c(3) non-profits and submit requests at least six weeks prior to events. The program does not support individuals, political or religious organizations, or explicit discrimination policies. Funding is provided through monetary donations or in-kind contributions like dining certificates.

The Gilbert W. Mead III Memorial Scholarship, managed by the Community Foundation of Eastern Connecticut, supports students from Southeastern Connecticut who show talent in the Arts and have financial need.
