The Texas Education Agency (TEA) will grant funds to establish a single Education Service Center (ESC) tutoring hub. The ESC hub will hold an annual summit focusing on supports for tutoring best practices and implementation as outlined in TEC §28.0211, facilitate a cohort lead by a contracted organization in the fundamental components of outcomes-based contracting (OBC) implementation, and assist in the development of supports that can be used as examples for other school systems in implementation of OBC.

Direct Administrative Costs

TEA limits the amount of direct administrative costs for this grant program to no more than 5% of the total grant award.

Indirect Costs

For this grant program, the grantee may claim a maximum for allowable indirect costs equal to its current approved unrestricted indirect cost rate.

Reducing barriers that limit economic opportunity for working Texans

Texas Mutual seeks to invest in initiatives that stabilize working households so Texans can obtain and sustain employment and participate in economic opportunities. We’re looking for organizations aligned with one of the following focus areas:

• Championing working parents by expanding access to quality early childhood education (ages 0-5) or out-of-school time care for children so that parents can obtain and retain stable employment.
• Prioritizing workforce wellness by ensuring working Texans are physically healthy through increased access to primary care.
• Enabling workforce advancement by facilitating access to essential basic needs so that working Texans can obtain or retain stable employment, building a foundation for long-term economic mobility.

Requests should not exceed 10% of the organization’s current operating budget. Only one Texas Mutual community grant may be awarded per organization per calendar year.

The Cigna Group Foundation is launching the Improving Youth Mental Health Grant, committing $9 million over three years to enhance mental health support for youth aged five to 18. This initiative targets post-pandemic challenges, offering resources to parents, caregivers, and youth service professionals. The 2025-2026 ESC IDEA-B Sensory Impairments program, administered by the Texas Education Agency, aims to enhance support for local educational agencies.
