Overview:

With this RFP, Polk Bros. Foundation is interested in supporting harm-mitigating programs, services, advocacy, and evidence-building for effective solutions that center the reduction of risk related to drug use and overdose.

Need/ Opportunity Statement

Despite overall reductions in overdose deaths since the peak in 2022, a deeper look at the data uncovers continued increases in overdose rates for some Chicago residents, with particular concentrations on the south and west sides of the city.

Reducing harm in drug use prioritizes safety and connection and promotes gradual reduction of risky behaviors by providing support that meets their basic needs without shame or fear of punishment. Harm mitigation approaches have a demonstrated track record of success.

In an effort to expand the demonstrated impact of risk reduction approaches in Chicago and build the evidence base for effective solutions, this RFP will support programs, services, and non-lobbying advocacy efforts that address overdose prevention, drug use, and related challenges including incarceration and housing instability. Grants will prioritize programs that are grounded in justice and human rights, focused on positive change, and work with people without judgment, coercion, or discrimination.

Goals

PBF seeks to support efforts that reduce harm related to drug use in Chicago through activities that:

• Increase the capacity of harm-reduction organizations to expand their reach and service areas and embed strategies in program delivery
• Build inclusive and diversified coalitions that include people with lived experience, advocates, policy-makers, community leaders, and service providers to align policy and advocacy agendas and to collaborate across neighborhoods
• Develop cross-sector partnerships that reduce trauma related to drug use, including trauma resulting from experience with incarceration, exposure to violence, and housing instability
• Support widespread education and outreach about substance use, overdose, and pathways to recovery that promote risk-reducing behaviors in schools, parks, at community events, and other public spaces that foster community connection
• Equip agencies working with people who use drugs to offer prevention and wellness services, including housing, mental health, and reentry supports
• Pursue non-lobbying policy and advocacy strategies centering and resourcing overdose prevention that is at low or no cost, and is broadly accessible.

Grant Amount

One-year (12-month) grants will support programs and operations and range from $50,000 to $150,000.

The New Orleans Jazz & Heritage Foundation is offering Community Partnership Grants to support music, arts, and cultural education programs. Nonprofit organizations in Louisiana can apply for up to $5,000 to cover professional fees for artists and educators. This initiative aims to enrich community engagement through artistic instruction and cultural preservation, reflecting Louisiana's unique heritage. Since 1979, the Foundation has distributed over $13.5 million in grants to foster local arts and culture.

The Columbus Foundation offers the Focused Funds Grants to enhance community well-being through strategic support for 501(c)(3) nonprofits in diverse areas, including environment, health, special populations, and social services. Grants typically range from $1,000 to $10,000, with a maximum of $25,000 available. Applications are accepted biannually in May and October, fostering impactful projects that promote sustainability and improve quality of life in central Ohio.

The Lake Erie Protection Fund Grant provides small grants up to $50,000 for projects aimed at preserving and restoring Lake Erie and its watersheds in Ohio. It emphasizes research and practical initiatives that improve environmental management and economic development. Funded through donations, this grant supports projects that may change annually in focus and funding amount, contributing to the health of Lake Erie.

The Darwin Plus Fund - Local Organisations supports small-scale environmental projects in the UK Overseas Territories, aiming to enhance biodiversity and build resilience to climate change. This initiative is part of the UK government’s broader Darwin Plus fund, which seeks to protect unique ecosystems while contributing to local economies. Note that new funding rounds are currently paused. This program is crucial for fostering local capacity and environmental sustainability.

The Darwin Plus Fund supports local projects in the UK Overseas Territories aimed at enhancing biodiversity and climate resilience. This initiative funds small-scale environmental projects that contribute to local economies and build in-territory capacity. Projects must be completed within 12 months, with funding available starting from April 1, 2025, and all funds to be utilized by March 31, 2026.

The Colorado Water Plan Grants aim to support essential actions outlined in the Colorado Water Plan, focusing on sustainable water management strategies. Funded by the Colorado Department of Natural Resources, these grants facilitate projects related to water storage, sharing agreements, conservation, and educational initiatives. By fostering collaboration among local agencies, the program ensures that Colorado's water resources are conserved and managed effectively for future generations. Eligible projects include technical assistance and innovative water solutions.

The Hind Foundation's Supplemental Grant program supports community-based organizations with essential projects that may not qualify for a Standard Grant. Since its inception in 2006, it has funded diverse initiatives including ecosystem conservation, historical landmark restoration, and the promotion of music and visual arts. This program emphasizes the importance of collaboration among organizations to enhance habitats, preserve history, and foster artistic expression, ultimately benefiting local communities and their cultural heritage.

The ACFM General Support Program provides funding ranging from $2,000 to $20,000 for organizations committed to contemporary American concert music and jazz. It supports performing ensembles, presenters, and music service organizations that enhance public appreciation of these genres. Eligible applicants must have a minimum of two years of programming history and a professional operational level. Activities must occur within the specified support year of September 1, 2026, to August 31, 2027.

Healthy Communities Delaware

Successful applicants will demonstrate their ability to manage the grant effectively, focusing on areas such as transportation, health services, and assistive technology, with projects needing completion within 18 months.

The Proposition 68 Grant Program, led by the California Tahoe Conservancy, allocates $27 million to enhance Lake Tahoe's natural and recreational resources. The program aims to protect communities from wildfire, restore forests and watersheds, and provide public access for outdoor recreation. Additionally, it promotes climate adaptation and diversity in community benefits, with $5 million dedicated to local assistance grants, thereby supporting sustainable development and environmental improvement in the Basin.

The Missouri State Parks Foundation, a 501(c)(3) organization, manages the Land and Water Conservation Fund (LWCF) grants to enhance outdoor recreation throughout Missouri. Since 1965, over $87 million has been allocated for various projects statewide. These grants, available to local governments and public schools, require a 50% match and ensure projects are maintained for public use for at least 25 years. The initiative aims to create a legacy of quality recreational areas and facilities.

The Luce/ACLS Early Career Fellowships in China Studies – Long-Term program supports emerging scholars in the humanities and interpretive social sciences. Funded by the Henry Luce Foundation, this fellowship enables recent PhDs to conduct research and writing in China studies for four to nine months. Eligible applicants must have a PhD conferred no earlier than January 1, 2016, and demonstrate a working knowledge of Chinese. California Rural Health Transformation (CalRHT) Program – California’s Implementation

The California Rural Health Transformation (CalRHT) program is California’s approach to the federal Rural Health Transformation Program (RHTP), led by the Department of Health Care Access and Information, with Centers for Medicare & Medicaid Services (CMS) oversight. CalRHT is designed to strengthen health care delivery in rural communities where access challenges, workforce shortages, and infrastructure gaps create unique barriers to care.

CalRHT Workforce Development Recruitment and Retention Program

Background and Mission

The Workforce Development Recruitment and Retention Program (WDRR), established under Initiative 2: Workforce Development of the California Rural Health Transformation (CalRHT) Program, aims to strengthen and sustain the rural healthcare workforce by improving recruitment, retention, and training for Health Professionals. WDRR funds eligible organizations to retain Health Professionals already practicing in rural communities and to recruit eligible Health Professionals to qualifying rural sites.

WDRR is an organizational grant program. HCAI awards grants to eligible rural-serving organizations who will provide bonuses to Health Professionals at their qualifying rural sites. Every bonus to Health Professionals carries a uniform five-year service obligation. 

The Competitive Donor-Advised Funds program by the Greater Cedar Rapids Community Foundation offers grants aimed at enhancing community welfare in Linn County, Iowa. This initiative encourages local corporations and family foundations to support diverse causes, including programmatic support, capital projects, event sponsorships, and more. With a focus on children's needs, these grants typically provide funding for up to 12 months, with average awards around $3,000, ensuring a significant impact on the community.

The F26AS00083 Aquatic Invasive Species Grants are part of the Great Lakes Restoration Initiative for Fiscal Year 2026. These grants, administered by the U.S. Fish and Wildlife Service, aim to support state-level management plans to combat aquatic invasive species in the Great Lakes region. Eligible applicants include Great Lakes states and their designees, with funding awarded through a competitive selection process.

The Yale Appliance Foundation Grant supports 501c3 nonprofits focused on aiding veterans, the elderly, minors, and the homeless in the Boston area. Grants of up to $10,000 are available for capital projects and program purchases that directly benefit these vulnerable groups. Organizations receiving $2,000 or more must submit a detailed report on fund usage. Applications are reviewed quarterly, emphasizing local charities making a significant impact.

The Urban and Community Forestry - Inflation Reduction Act Grant aims to enhance urban forest management in Florida, promoting the retention and expansion of community tree canopies. This initiative emphasizes the importance of trees in urban settings, highlighting their benefits such as increased property values, improved mental and physical health, and reduced environmental issues. By educating communities on proper tree care and green infrastructure, the program strives to optimize the ecological and social advantages of urban forestry.

Community Action Fund

A grant for Indigenous frontline organizations, groups, and individuals for direct action initiatives.

The Community Action Fund (CAF) grants support non-violent direct actions and organizing efforts that are often urgent and time sensitive. CAF prioritizes frontline, grassroots and community-based efforts that defend Indigenous peoples rights, communities and Nations.

Community Action Fund Intent

This grant supports Indigenous frontline, grassroots, community-based groups and organizations, Tribes, communities and villages, and individuals leading non-violent direct action or movement-building work in their effort to DEFEND Indigenous People’s rights, and protect their land, air, water, and natural resources.

The Fox Cares Foundation Grant, administered by the Community Foundation for the Fox Valley Region, supports nonprofits addressing homelessness, hunger, and arts engagement. It provides funding for emergency shelter programs, innovative food security solutions, and arts initiatives that engage under-represented populations. Eligible organizations must be public charities serving specific counties in Wisconsin. Grants are not typically awarded to private foundations or for general operating support. This rolling application process enables impactful community support throughout the year.

Women, Infants and Children (WIC) Administration Continuation Solicitation

Up to 74 grants may be awarded for a total amount of $58,129,373. The maximum funding that will be awarded to each designated service area listed in the FY2027 Local Project Funding and Caseload Plan, Appendix B, in the FY27 Total NOA column. Federal WIC funding may not cover all costs incurred by a Local Agency to administer or operate the WIC Program.

No grant award will be issued for less than $30,000. The minimum amount is exclusive of any required matching amounts and represents only ODH funds granted. Applications submitted for less than the minimum amount will not be considered for review.

The SAFER program aims to provide safe and affordable drinking water to over one million Californians currently without access. Established by Senate Bill 200 (SB200) in 2019, it allocates $130 million annually to help small water systems achieve compliance with drinking water standards. By offering funding for operational costs and system consolidation, SAFER is essential for ensuring sustainable access to clean water, thus supporting public health and equity in California.
