Mission

The Utah Department of Health and Human Services will support and serve all individuals and communities throughout Utah. It will do so through effective policy and the operations of an effective and efficient seamless system of services and programs that is centered around the individuals and communities the department serves.

PATH 1.1 Rural Food Infrastructure

The Utah Food Security Grant Program strengthens Utah's food supply chain through strategic investments in agricultural production, processing, storage, distribution, market access, and local food promotion. By supporting grant projects across the food system, from farm to consumer, the program helps expand opportunities for Utah producers, strengthen rural communities, and increase the availability of Utah-grown and Utah-raised food. 

FY27 funding is provided through the Rural Health Transformation Program, opens in a new tab, opens in a new tab in partnership with the Utah Department of Health and Human Services (DHHS) and the Centers for Medicare & Medicaid Services (CMS).

Eligible Projects and Expenses

This grant supports projects that increase the production, processing, storage, distribution, market access, or safe delivery of Utah-grown and Utah-raised food to Utah consumers, with an emphasis in rural Utah. Eligible projects may address needs across the food supply chain. All proposed expenses must directly support an immediate increase in the availability of minimally processed eligible Utah-grown or Utah-raised food in rural Utah. Honey and added-sugar products are not allowable. Below is a non-exhaustive list of eligible projects:

Production

Equipment and infrastructure that increase agricultural production or extend the growing season, including:

• tractors, harvesters, tillers, and other farm implements
• high tunnels, greenhouses, and indoor growing systems
• irrigation improvements
• frost protection equipment and supplies

Processing

Equipment that adds value to agricultural products or increases processing capacity, including:

• washing, peeling, slicing, chopping, shucking, pasteurizing, or other processing equipment
• bottling, bagging, labeling, packaging, and packing equipment
• slaughter and meat processing equipment

Distribution

Equipment and technology that improve the movement of food from producers to markets, including:

• refrigerated trucks, vans, or trailers or renovating existing distribution equipment for cold storage
• cold-storage upgrades for existing delivery vehicles
• inventory management and logistics software
• dock levelers and weather seals
• forklifts, pallet jacks, and other material handling equipment
• logistics software to map the most efficient distribution routes, minimizing fuel costs and reducing the time highly perishable food spends in transit
• inventory tracking systems to track the location and distribution status of pallets or bins as they move from storage to the wholesale or retail destination. If you don’t have this system, you are encouraged to apply for it to report on your outcomes. 

Dry and cold storage

Equipment and non-construction facility improvements that preserve product quality and extend shelf life, including:

• Walk-in coolers, freezers, CoolBots, and cold storage systems
• Humidity, ventilation, and HVAC improvements
• Backup generators for cold storage
• Insulated storage bins and containers

Market access

Equipment, technology, and other investments that help producers reach new customers, access new markets, or expand sales capacity, including:

• e-commerce and online sales platforms
• point-of-sale systems
• inventory management, customer ordering, and sales software
• equipment or technology required to meet buyer requirements or enter new markets
• other equipment or technology that increases market access or sales capacity
• certification and Training - Certifications and training that help businesses meet industry standards, comply with buyer or regulatory requirements, or access new markets, including:
• good Agricultural Practices (GAP)
• hazard Analysis and Critical Control Points (HACCP)
• safe Quality Food (SQF)
• other certifications or training that support food safety, regulatory compliance, market access, or business growth
• cooperative marketing initiatives that promote Utah-grown or Utah-raised products and benefit multiple producers or food businesses 

Food Safety

• Equipment and systems that improve food safety and regulatory compliance, including:
• commercial washing and sanitation equipment
• steam-cleaning and sanitation systems
• temperature and humidity monitoring equipment
• other food safety improvements that support safe handling and storage

Minor construction, defined as building modifications or retrofitting that does not expand the existing building footprint, and upgrades to existing equipment may be funded but are subject to additional restrictions and limited available funding. Applicants should only include these costs when they are necessary to support an eligible equipment purchase or project. New and used equipment purchases are not subject to these restrictions.

About Us

Utah became the first state in the nation to consolidate employment and public assistance programs by creating Utah Department of Workforce Services in 1997. Today, more than 2,200 Workforce Services employees assist individuals in preparing for and finding jobs, meeting workforce needs of Utah businesses, administering temporary assistance, and providing economic data and analysis.

Through a collaborative approach, the department has served millions of Utahns and has become a leader on several statewide initiatives. These include intergenerational poverty, homelessness, affordable housing, supporting refugees, helping rural communities, serving veterans and individuals with disabilities, and getting Utahns trained and back to work.

Emergency Food (EFN/QEFAF) Grants

The Emergency Food Network (EFN) is a grant program for non-profit 501(c)(3) agencies and local government programs including emergency food pantries, food banks, prepared meal sites, and others whose primary mission is to meet the emergency food needs of low-income Utahns. EFN funds are distributed statewide through the State of Utah, Department of Workforce Services, Housing and Community Development Division, State Community Services Office (SCSO) to eligible entities. EFN funds may be used by eligible entities for costs of providing emergency food services including operations, transportation, supplies (excluding food or other commodities directly distributed to clients), equipment capacity building, technical assistance and staffing.

The Qualified Emergency Food Agency Fund (QEFAF) is also a state-funded competitive grant available to qualified emergency food agencies in Utah. The application to be a qualified emergency food agency is included within the grant application.

Eligible activities under the QEFAF grant include activities related to:

• Warehousing food and food ingredients.
• Distributing food and food ingredients to other agencies and organizations providing food and food ingredients to low-income persons.
• Providing food and food ingredients directly to low-income persons.

The Alpha Gamma Delta Foundation provides grants aimed at combating hunger in the U.S. and Canada, focusing on direct food assistance, food rescue, and nutrition education. Eligible organizations can receive up to $10,000 in funding, with an average grant size of $5,000. Since its inception, the Foundation has awarded over $2 million to support local food programs, ensuring communities have access to essential resources and assistance for those in need.

The Get Schools Cooking Grant supports medium-sized U.S. school districts in transforming their meal programs from processed to scratch-cooked foods. In partnership with the Chef Ann Foundation, it offers a multi-year journey that includes workshops, assessments, and collaborative planning, with a value of nearly $250,000 per district. Eligible districts must demonstrate commitment to fresh, whole foods, leadership support, and self-operated food service.

The J.W. Couch Foundation Grant focuses on supporting Wildlife Conservation nonprofit organizations that align with their mission of community betterment and environmental protection. The foundation seeks partnerships with organizations that promote animal wellbeing, early childhood education, teacher support, and outdoor activities. Eligible applicants must be registered 501(c)3 nonprofits or for-profit entities aligned with their charitable programs. This grant emphasizes collaboration and community engagement to create lasting impacts.

The Ralph J. Torraco Food Bank/Shelter Fund Grant, offered by the UNICO Foundation Inc., aims to combat hunger and provide shelter for the homeless and indigent. Eligible applicants include registered non-profit food pantries, soup kitchens, and shelters in 13 U.S. states. The grant focuses on direct services, ensuring that all funds are used for food and shelter, not for operating expenses, thereby promoting effective community support for vulnerable populations.

The Food Access and Retail Expansion (FARE) Fund Grant, part of America’s Healthy Food Financing Initiative, aims to enhance access to nutritious food in underserved regions. With a budget of $60 million over five years, the initiative supports innovative fresh food retail projects, offering grants and loans to address barriers in food access. This funding is crucial for catalyzing sustainable food enterprises and improving local food systems, ultimately fostering healthier communities.

Ameriprise Community Grants focus on supporting nonprofits that enhance community vitality and meet basic needs. With over 120 years of commitment to philanthropy, Ameriprise Financial engages employees in volunteerism and grantmaking. Key giving areas include hunger relief, housing stability, and community development. Priority is given to organizations with active volunteer engagement from Ameriprise advisors and employees, creating a meaningful impact on financial independence and community resilience.

The Day-End Dough-Nation® Program by Panera Bread exemplifies community generosity through the donation of unsold bakery products to local charities. This impactful initiative supports various organizations that distribute food to those in need, including shelters, health centers, and youth programs. By partnering with thousands of non-profits nationwide, Panera Bread not only reduces food waste but also plays a crucial role in addressing hunger and promoting equality within communities.

A funding opportunity designed to support food security, refugee services, licensed free healthcare clinics and community development organizations in the United States.

Turkey Distribution 2026

IRUSA facilitates annual Turkey Distributions in cities across the United States during Thanksgiving. IRUSA will procure and deliver turkeys to partners that will deliver them onto people in need. Along with turkeys, partner organizations may distribute other Thanksgiving goods to assist individuals and families who may not have access to these food items. The distribution may occur with regular food pantry distribution dates or as its own event. The goal of this event is to not only address food insecurity in local communities but to also embody the season of giving by bringing the holiday festivities to those who would otherwise not be able to enjoy a Thanksgiving meal in their homes.

Summer Food Service Program (SUN) program 2026

The Summer Food Service Program (SUN), created and funded by the United States Department of Agriculture (USDA), currently provides organizations with limited funding opportunities to purchase and provide meals to their local communities in the form of reimbursements. Starting in 2011, IRUSA began to supplement and support the USDA in this effort. SUN recipient, organizations are able to start a USDA-approved site, increase the capacity of their current USDA-approved site(s) or develop their role as the meal-providing sponsor to subgrantees. Grants are provided to further enable and encourage wider participation in this program as well as increase food access and support to food-insecure children throughout the summer months.

The Save Mart Companies CARES Foundation

In 2000, we established The Save Mart Companies CARES Foundation, our philanthropic, non-profit organization, supporting programs and organizations that provide vital resources for children and families in the communities we serve. The CARES Foundation focuses on building stronger communities through fresh foods, accessibility, and programs that support youth and helping them to thrive. Annually, The CARES Foundation contributes approximately $500,000 in small grants to support community-based, non-profit organizations.

The Save Mart Companies CARES Foundation Grant

The CARES Foundation’s focus is building stronger communities through fresh foods, access to food, and programs that support youth and helping them thrive.

The CARES Foundation will review, on a quarterly basis, among other things, the breadth of the audience served; the likely impact in the community; the importance of the need to be addressed in the community; and the community reputation, service history, and financial stability of the group or program seeking funds. No one of these or other factors will necessarily be weighted more heavily than another. Instead, each group or program will be measured against all groups and 2 programs seeking funding at the time. For example, a program serving a small segment of the community but that addresses an especially important community need, and thus has the potential for a strong and meaningful impact, would be favored over a group serving a wider clientele but that fills a less important community need. Requests for Grants should be a minimum of $500.00 up to $10,000.00. Programs and organizations requesting smaller grants should contact the Store Manager of the nearest Save Mart Companies’ store location for request consideration.

Recipients that receive grants for more than one year must demonstrate meaningful outcomes for the previous investment made by The CARES Foundation.

The FDC Foundation, established in 2008, is a private non-profit dedicated to providing grants to 501(c)(3) public charities across three main areas: Health & Nutrition, Education, and Housing. The foundation supports initiatives that improve nutrition, assist diabetic individuals, enhance early childhood development, and promote housing opportunities for those in need. However, it does not fund for-profit entities or international organizations, nor does it provide grants for specific excluded purposes.

Joseph G Markoly Foundation Inc

When Joseph Markoly originally established the foundation more than thirty years ago, its focus was on Alzheimer’s and heart disease support, funded through a number of the larger national disease-related organizations. Over time the focus has shifted to helping small to mid-size organizations in our local communities which support children and seniors in a variety of effective ways. 

Markoly Foundation was established in honor of Joseph G. Markoly, an entrepreneur and philanthropist who wanted to make a positive impact in people’s lives. Joseph’s family was affected directly by both Alzheimer’s and heart disease having lost a family member to each condition. For that reason, the foundation dedicates a majority of their resources to providing grants to organizations that focus on the treatment of each of these diseases. In addition, Markoly Foundation supports a variety of programs dedicated to helping children and seniors by providing services, supplies, programs and research in areas impacting these demographics.

Joseph G. Markoly Foundation Grant Support for Elder Organizations

The Markoly Foundation takes pride in supporting local organizations that provide services for elders in our community. Seniors face a number of challenges that come with aging, especially when they don’t have loved ones who are able to assist them with their needs. We provide grants for a variety of senior-related programs from Caregiver Education and Support to Emergency Meal Delivery and Transportation Services.

We are dedicated to providing funding for local nonprofit programs that improve the quality of life for all, but particularly for the children and elders in our community.

The Cold Chain Grants for Emergency Food Assistance, funded by the Agricultural Marketing Service, aim to support eligible organizations in enhancing cold storage capabilities within the food supply chain. This initiative focuses on providing essential nutrition assistance to low-income individuals through subawards to food banks and nonprofit organizations. By investing in cold storage equipment, the program seeks to improve the management and distribution of food resources, ensuring that vulnerable populations receive adequate support.

The Little Giraffe Foundation, a national non-profit based in Chicago, provides NICU Support Grants ranging from $100 to $1,000. Since 2011, they have positively impacted countless families by delivering over 32,000 gift bags and funding essential research. These grants aim to enhance the experience for parents and patients in neonatal intensive care units, supporting initiatives like holiday gift bags and resources for bonding with babies. Applications are welcomed from eligible U.S.-based institutions.

The Spark Good: Strengthening Community Local Grants program by the Wal-Mart Foundation empowers local organizations through grants ranging from $250 to $5000. This initiative aims to enhance community welfare by supporting diverse projects, including animal shelters and educational programs. Eligible organizations must have a verified Spark Good account, ensuring funds are allocated effectively to meet local needs and foster community development. Together, we can create lasting impacts through small yet significant actions.

The Labcorp Charitable Foundation, a private 501(c)(3) entity, aims to enhance healthcare access and education for all. With grant opportunities focusing on food programs, healthcare services for underserved populations, and STEM initiatives, it seeks to support community health and well-being. Organizations eligible for funding must be U.S.-based and hold tax-exempt status. Requests are reviewed biannually, in March and September, to foster impactful community projects.

The O'Reilly Automotive Foundation Grant focuses on enhancing community welfare through philanthropic initiatives that support economic stability, workforce development, health services, and disaster relief. Established in 2020, the Foundation seeks to empower underrepresented individuals and organizations in the U.S. by addressing vital community needs. It particularly aims to provide assistance to nonprofits that foster positive change and improve quality of life for those in need, ensuring a lasting impact in local communities.

The Robinson Foundation Grant, established in 2016, aims to alleviate hardships faced by individuals and communities, demonstrating God's love through charitable contributions. As a family-operated foundation, it focuses on creating meaningful, long-term impacts in various areas including animal welfare, education, and disaster relief. Organizations eligible for funding must be 501(c)(3) public charities. The foundation prioritizes fiscally responsible projects with the potential for tangible results, while not supporting capital projects.

The Bank of America Foundation Sponsorship Program aims to enhance economic mobility and social progress in low- and moderate-income communities through partnerships with nonprofit organizations. This initiative focuses on critical areas such as workforce education, basic needs like food and housing, and community development. The Foundation invested $350 million last year and encourages employee volunteerism and giving, supporting nonprofits in various sectors, including arts, culture, and diversity initiatives.

The Mutual of America Foundation Community Partnership Award honors exemplary nonprofit organizations in the U.S. that foster collaborative partnerships across sectors. Annually, a national competition showcases numerous organizations demonstrating impactful community partnerships. Six organizations receive recognition, including the Thomas J. Moran Award, which offers $100,000, and the Frances R. Hesselbein Award, granting $75,000. Since 1996, the award has acknowledged 262 partnerships, emphasizing Mutual of America's commitment to societal improvement through collaboration.

The Zero Hunger | Zero Waste Foundation Grant supports nonprofit organizations focused on ending hunger and reducing food waste. Since its inception, the foundation has allocated over $59 million to enhance food security through innovative programs and community engagement. Eligible applicants include 501(c)(3) nonprofits addressing critical needs such as food access, nutrition education, and support for vulnerable populations. This initiative aims to create equitable food systems and ensure that no one goes hungry.

The Semnani Family Foundation, established in 1993, is dedicated to supporting marginalized communities worldwide through health, education, and disaster relief initiatives. Founded by Khosrow and Ghazaleh Semnani, it began by funding an orphanage in Romania. The foundation also operates locally, providing free healthcare through the Maliheh Free Clinic in Utah. Its commitment to human welfare drives impactful partnerships in countries such as Afghanistan, India, and South Africa, focusing on the most vulnerable populations.

The Trans Justice Funding Project (TJFP) provides grants to grassroots trans-led organizations in the U.S. and territories, focusing on those with budgets under $250,000. TJFP supports initiatives that address varying needs within trans communities, including health, legal aid, and mutual aid projects. The organization prioritizes groups led by trans people of color and emphasizes the importance of centering marginalized voices in the fight for trans justice.

State Farm's Good Neighbor Citizenship Company Grants aim to enhance community safety, development, and education. Focused on long-term impact, they support initiatives in auto and home safety, disaster preparedness, affordable housing, and educational programs. Eligible recipients include nonprofits, educational institutions, and government entities. However, funding is not available for individuals, religious programs, or organizations outside the U.S. By addressing critical community needs, these grants foster safer and more resilient neighborhoods.

The Nordstrom Community Grant focuses on supporting youth and families by providing over $1 million in grants annually. It aims to assist grassroots organizations that address essential community needs such as food, shelter, and clothing, as well as creating opportunities for economic mobility through mentorship and workforce development. Eligible organizations must be 501(c)(3) nonprofits located in areas where Nordstrom operates. Applications are encouraged for those meeting these criteria.
