Clean Water Programs

VHCB administers two separate funding programs to support a healthy and clean Lake Memphremagog Basin—the Memphremagog Clean Water Service Provider, funded through the Vermont Department of Environmental Conservation, and the Leahy Memphremagog Clean Water Program, funded through the Great Lakes Fishery Commission.

Leahy Memphremagog Clean Water Program

The Vermont Housing & Conservation Board (VHCB) has grants available on a competitive basis for aquatic habitat improvement work in the Memphremagog Basin. These grants are designed to improve fisheries habitat, enhance water quality and aquatic ecosystem health, and support capacity among organizations supporting watershed health in the Memphremagog Watershed. 

Goals of this Grant Program

We have received funding from the Great Lakes Fisheries Commission to fund capacity building, land acquisition, and on-the-ground projects and infrastructure that have a positive impact on fisheries habitat, water quality, and aquatic ecosystem health. The priority behind this grant is to help fill gaps that exist in fisheries habitat and surface water quality improvement work in the region and fund proposals for which other sources would be impractical, insufficient, and/or unsuitable.

Project and Acquisition Grants

Existing state clean water investments in the Memphremagog watershed focus on phosphorus reduction, which, although important to watershed health, is not the only priority for the community of clean water stakeholders. This program will complement existing grant programs and invest in projects that improve fisheries habitat and water quality, and enhance aquatic ecosystem health. Examples of eligible projects include (but are not limited to) land acquisitions, infrastructure, surface water habitat restoration, aquatic and riparian invasive species control, and aquatic organism passage improvement projects. Projects which include co-benefits for climate resilience, community vitality, and environmental justice goals will be favorably viewed.

The New England Grassroots Fund offers SEED Grants to support community-driven projects in New England, particularly those initiated by groups with limited resources and experience. These grants aim to empower organizations that represent diverse voices in their communities and focus on local environmental issues. Eligible applicants include grassroots organizations without formal tax status, emphasizing the fund's commitment to accessible funding for innovative, grassroots solutions.

The New England Grassroots Environment Fund's Grow Grant supports community-based initiatives in CT, ME, MA, NH, RI, and VT. This grant is designed for groups with local grassroots projects, prioritizing those with diverse voices and limited access to other funding sources. Eligible groups may not need formal tax status, but must maintain a checking account. This funding aims to enhance community engagement and empower local decision-making.

The Haymarket People's Fund offers Urgent Response Grants of up to $5,000 for grassroots organizations in New England to address unforeseen crises or opportunities. These grants support both urban and rural social justice efforts and do not require 501(c)3 status. Priority is given to organizations led by people of color that incorporate anti-racism values. Applications are accepted on a rolling basis after a preliminary conversation with Haymarket staff.

The RALI Grant, offered by the Vermont Community Foundation, is an invitation-only program aimed at fostering regional and local impact through community-driven projects. Grants typically range from $15,000 to $25,000 annually, supporting initiatives that address economic equity, education, climate, health, and community leadership. Successful proposals will demonstrate collaboration, readiness, and measurable impact, ensuring they effectively tackle barriers to opportunity for Vermonters. Interested organizations must complete the Nonprofit Connection Form to be considered.

The Abelard Foundation, established in 1958, supports progressive social change projects located east of the Mississippi River. With an average grant size of $12,000, they prioritize new initiatives with budgets under $350,000. The foundation emphasizes community organizing, civil rights, and empowering marginalized groups. Eligible applicants must be associated with a nonprofit organization and demonstrate a commitment to local leadership and broader policy connections. The board meets biannually to decide on approximately 15 grants per year, focusing mainly on general support.

The TD Charitable Foundation has been dedicated to improving community quality of life since 2002, contributing over $254 million to non-profit organizations. They fund initiatives aligned with their corporate citizenship goals, focusing on Better Health, Connected Communities, Financial Security, and Vibrant Planet. Special consideration is given to programs that support inclusivity for diverse and historically underserved communities. Their commitment to enhancing lives through targeted grants reflects their core values and social responsibility.

The Grand Rapids Community Foundation's Fund for Community Good supports projects that promote equity and justice across various sectors, including education, health, and economic prosperity. This unrestricted fund invites partnerships with 501(c)(3) nonprofits and government entities, primarily focusing on Kent County, Michigan. The foundation prioritizes initiatives that dismantle systemic racism and foster inclusive opportunities, ensuring all community members can thrive. Eligible applicants can submit pre-applications year-round for potential funding.

Patagonia supports environmental organisations with bold, direct-action agendas and a commitment to long-term change.

We support innovative work that addresses the root causes of the environmental crisis and seeks to protect both the environment and affected communities. We focus on places where we’ve built connections through outdoor recreation and through our network of retail stores, nationally and internationally.

We believe local battles to protect a specific stand of forest, a stretch of river, an indigenous wild species or a community from a polluting refinery build public support and confront larger, more complex issues like climate change, biodiversity loss and environmental justice.

We encourage work that brings underrepresented communities to the forefront of the environmental movement and defends communities whose health and livelihoods are threatened by environmental exploitation.

We support multipronged campaigns that push for greater environmental protections and force the government to abide by its own laws.

We fund work that:

Community Action Fund

A grant for Indigenous frontline organizations, groups, and individuals for direct action initiatives.

The Community Action Fund (CAF) grants support non-violent direct actions and organizing efforts that are often urgent and time sensitive. CAF prioritizes frontline, grassroots and community-based efforts that defend Indigenous peoples rights, communities and Nations.

Community Action Fund Intent

This grant supports Indigenous frontline, grassroots, community-based groups and organizations, Tribes, communities and villages, and individuals leading non-violent direct action or movement-building work in their effort to DEFEND Indigenous People’s rights, and protect their land, air, water, and natural resources.

The NACD Technical Assistance Grants program, in partnership with NRCS, has been enhancing conservation district support since 2018. By funding staff hires, it aims to improve service for agricultural producers and address conservation workload challenges. The initiative focuses on outreach, education, and civic engagement to empower local communities, promote sustainability, and support historically underserved producers in implementing conservation practices, thereby fostering both individual and community resilience.

The Impact100 Global Veterans Awards empower women to make a significant difference by awarding grants up to $100,000 to nonprofits that serve veterans. Focus areas include art and culture, education, health and wellness, environment, and family initiatives, promoting the well-being and support of veterans across the United States. Eligible organizations must meet specific criteria, including tax-exempt status, and are encouraged to submit proposals that utilize funds effectively within two years.

The Puffin Foundation's Environmental Artistic Activism Grant Program supports artists addressing environmental issues through diverse artistic genres such as film, music, and theater. Grants, typically around $1,750, fund projects that prioritize sustainability and innovative solutions to the climate crisis. Eligible applicants include U.S. citizens, permanent residents, and current DACA recipients. Over the past 25 years, the awards have celebrated over 100 emerging leaders dedicated to making a difference in their communities.

The John Goddard Prize offers microgrants to empower youth-led environmental initiatives across the nation. This competitive cash prize supports ambitious young leaders seeking funding for innovative projects that promote environmental sustainability. Applications are welcomed from young people dedicated to making a positive impact on the planet. By fostering creativity and action, the prize aims to inspire the next generation of environmental stewards.

The Bloomberg Green Docs Contest invites filmmakers to create impactful short documentaries addressing climate change. Competing for a grand prize of $25,000, participants are encouraged to showcase urgent narratives about our climate future. The films should be under 10 minutes, including credits, and highlight both restoration efforts and the challenges posed by climate extremes. Winners will be revealed at the Bloomberg Green Docs Film Festival, making this a pivotal opportunity for storytellers passionate about environmental issues.

The success of this program relies on having the right organizational leaders at the table. Each organization must commit two senior staff members who are equipped to make key decisions, drive implementation, and stay closely involved throughout the 18-month engagement. These leaders must:

• Have clear decision-making authority and/or strong backing from the Executive Director or CEO
• Be directly involved in the project or challenge the organization is addressing
• Be able to commit time, energy, and focus to move the work forward

There will also be opportunities to include additional staff members in operational projects, as needed, to ensure the right voices and expertise are present. 

Who this might include: Executive Director and Finance Director, Business Development Manager and Operations Lead, or Marketing Manager and Development Director, depending on the nature of your project.

With over $200,000 distributed annually in $4,000 grants, the program aims to address mining-related environmental and health issues. Priority is given to proposals that demonstrate a direct impact on affected communities, particularly Indigenous-led initiatives, ensuring that financial assistance is directed where it is most needed.
