Community Development Block Grant Neighborhood Revitalization Program (CDBG-NR)

The Community Development Block Grant Neighborhood Revitalization Program (CDBG-NR) will offer a non-entitlement municipality or county the opportunity to tailor a project to meet the housing and community development needs specific and most critical to their locality. The CDBG Neighborhood Revitalization Program incorporates several previous Rural Economic Development Division (REDD) Community Development Block Grant (CDBG) programs and activities such as Scattered Site Housing and Supportive Housing.

The CDBG Neighborhood Revitalization Program will support the three livability principles that help guide sustainability and resiliency throughout areas that receive funding. Regardless of the program activity or activities local governments pursue, CDBG Neighborhood Revitalization Program projects must incorporate at least one of the following three livability principles as an area of focus:

• Promote equitable, affordable housing. Expand location and energy-efficient housing choices for people of all ages, incomes, races, and ethnicities to increase mobility and lower the combined cost of housing and transportation.

• Support existing communities. Target federal funding toward existing communities - through strategies like transit-oriented, mixed-use development, and land recycling - to increase community revitalization and the efficiency of public works investments and safeguard rural landscapes.

• Value communities and neighborhoods. Enhance the unique characteristics of all communities by investing in healthy, safe, and walkable neighborhoods - rural, urban, or suburban.

The Women's Fund of North Carolina, a program of the North Carolina Community Foundation, aims to enhance the lives of women and girls across the state through grants ranging from $2,500 to $5,000. This fund prioritizes organizations that address diverse needs and challenges faced by women, especially those led by marginalized populations. Grant decisions are made by a committee, and applicants are notified within 90 days after the application deadline.

Avery County, North Carolina students pursuing dental auxiliary careers such as dental assisting, hygiene, or lab technology can access funding through the North Carolina Community Foundation’s Gene L. Reese Scholarship Endowment. High school students and graduates from Ashe, Avery, Mitchell, and Watauga counties may receive more than US $1,000 to support their postsecondary dental training in the U.S.

The Bright Ideas Education Grants program, supported by North Carolina’s Electric Cooperatives, empowers K-12 teachers to implement innovative projects in classrooms. With applications open from April to September, educators can seek funding for creative learning initiatives. Annually, around 600 grants are awarded, enhancing educational experiences across diverse disciplines. This initiative not only enriches classroom instruction but also strengthens community ties, demonstrating the cooperatives' commitment to improving quality of life for local students.

The ZSRF Community Progress Fund Grant supports local organizations in North Carolina's rural counties by providing short-term funding to address community needs, enhance projects, and foster innovative ideas. The grant aims to empower groups such as food banks and shelters, emphasizing community-driven solutions and inclusivity. With funding between $20,000 and $30,000 annually for one or two years, it encourages applicants to demonstrate existing momentum and align with the foundation's core values.

The Women for Women Grant aims to enhance the lives of women and girls in Western North Carolina through collective giving. With over $5 million invested since 2006, the grant supports programs focused on self-sufficiency for economically disadvantaged women, including workforce training, mentorship, and childcare access. Organizations can receive funding ranging from $15,000 to $125,000 based on project needs, fostering equity and dismantling discriminatory systems in the community.

The In These Mountains: Infrastructure Grants, offered by South Arts, aim to preserve and promote the folk arts and traditional culture of Central Appalachia. This initiative supports non-profit organizations in Kentucky, North Carolina, and Tennessee, focusing on enhancing the resources necessary for sustaining and advancing traditional arts. Grants of up to $30,000 are available to address non-programming expenses, ensuring the continuity of cultural practices while prioritizing inclusivity and accessibility.

Municipalities and tribal governments in Avery County that already meet Tree City USA standards can seek funding to advance urban and community forestry management. Focused on forestry, the North Carolina Forest Service invites eligible communities to apply for Hurricane Helene Recovery support, with US $2,200,000 available across Consolidated Program Grant RFAs.

Nonprofit 501(c)(3) organizations and government entities in Avery County, North Carolina can seek funding for community impact projects, including workforce development, K-12 energy education, climate resiliency, and opportunity and inclusion programs. Eligible applicants include 501(c)(3) nonprofits, public schools, and local government entities located within 30 miles of GP manufacturing sites.

Spectrum Digital Education Grants support nonprofit organizations in educating communities about broadband benefits and usage. These grants aim to bridge the digital divide, particularly for seniors and those with disabilities or ethnically diverse backgrounds. Applicants must demonstrate community partnership, address specific needs, and provide measurable impact metrics. With a focus on financial feasibility and meaningful outcomes, this initiative ensures that underrepresented urban and rural communities gain access to essential digital resources, fostering long-term improvement in their lives.

The Glass Foundation Grant supports initiatives that enhance the quality of life in Western North Carolina. Established in 2000, the foundation provides funding for capital campaigns, construction, and program supplies, focusing on environmental education and youth development. Eligible applicants include 501(c)(3) organizations operating in specified WNC counties. The foundation prioritizes projects that foster educational and cultural opportunities while preserving natural resources, aiming to create a thriving community.

Nonprofit 501(c)(3) organizations in Avery County, North Carolina needing physical security and preparedness upgrades can seek funding for target hardening projects such as security equipment, planning, training, and exercises. North Carolina Emergency Management administers this DHS/FEMA Nonprofit Security Grant Program, offering up to US $200,000 per site for high-risk organizations outside the Charlotte UASI area.

The CFHC: Perry N. Rudnick Grants support 501(c)(3) nonprofits in Henderson County, promoting collaboration and enhancing community impact. The Harry W. Clarke Award honors the legacy of Harry Wilson Clarke, a pivotal figure in educational advancement in Western North Carolina. Established in 1987, this scholarship supports graduating seniors from 29 counties, including the Qualla Boundary, who aspire to attend a four-year college in North Carolina. With a commitment to fostering local talent, the Community Foundation of Western North Carolina has awarded over $456 million in scholarships, reflecting its dedication to educational opportunities in the region.

N.C. Forest Service - Urban and Community Forestry Financial Assistance Program

The goal of the North Carolina Urban and Community Forestry (U&CF) Program is to help municipalities reach a level of sustainable U&CF management that matches their goals and capacity. We define urban and community forestry as follows:

Urban forestry is defined as the management of the planting, maintenance and protection of tree populations in urban settings to enhance the economic and ecosystem services trees provide to the community.

Community forestry is a branch of forestry that engages the community in the completion of urban forestry practices in support of local government, serves broader community needs and works for positive change.

When municipalities and partners accomplish urban and community forestry practices and activities in an ordered manner, they enhance the level of management in the community, leading to sustainable program success. 

We use the accomplishment of six specific standards to measure and classify the development status of a community’s U&CF program into one of four management classifications. This helps a community measure its progress, celebrate accomplishments, and allows us to best serve each community’s individual needs.

The Urban and Community Forestry Project Financial Assistance Program is designed to help communities climb this sustainable management hierarchy. The program accomplishes this by providing financial assistance and guidance in the development and completion of U&CF projects comprised of urban and community forestry practices and activities. A Request for Applications (RFA) process is offered several times a year to help you plan and apply for these assistance opportunities. Financial Assistance Program Packages

Climb to Tree City USA Package

This assistance package is designed to help municipalities that have not met all the Tree City USA standards complete select urban forestry practices and community forestry activities that are foundational in the management of public trees and to achieve Tree City USA designation. The RFA opens in January each year.

Funding Program Options

Hurricane Helene Recovery (HHR)

• Tribal government or a municipality located in Alleghany, Ashe, Avery, Buncombe, Caldwell, Henderson, Madison, Mitchell, Polk, Rutherford, Transylvania or Yancey counties.
• Cost share %: Reimbursement of 100% of eligible purchased goods and services.
• Indirect administration – 15% de minimis/total purchased goods and services.
• $2.2 million in assistance is available for award of all HHR funded RFAs.

Avery County, North Carolina public school districts needing K–12 facility construction, additions, repairs, or renovations can access funding through the Needs-Based Public School Capital Fund. Administered by the North Carolina Department of Public Instruction and funded by the NC Education Lottery, this program offers US $30,000,000 - US $50,000,000 for eligible county school capital projects requiring a local match.

The Learning Links Grants provide up to $800 for public schools in Western North Carolina to implement hands-on creative learning projects. Funded by the Ben W. and Dixie Glenn Farthing Charitable Endowment Fund, these grants aim to enhance student engagement and educational outcomes. Successful applications should clearly outline project plans, budgets, and expected impact on students. This initiative encourages community involvement and aims to foster a love for learning, ultimately supporting students through to graduation.

The Avery Community Foundation Grant Program provides annual funding to support local nonprofit organizations in Avery County. Grants range from $500 to $1,000, with a total limit of $4,000. Eligible applicants include tax-exempt public charities and local government units, with a focus on community needs. Organizations must operate without discrimination and may apply for specific projects or general operating support, fostering community development and access to resources.

The CALT Black Appalachian Storytellers Fellowship, supported by the Mid Atlantic Arts Foundation, celebrates and preserves the rich traditions of Black Appalachian storytelling. This fellowship honors those who embody the history and culture of African Americans in the region. Each year, fellows are recognized at the National Black Storytelling Festival and Conference, receiving awards crafted by Dr. Dena Jennings. The program fosters a deeper understanding of these traditions and invites fellows to share their stories at future events.

The Rural Arts Initiative Grant Program, established by the Laura Jane Musser Fund, aims to support nonprofit arts organizations in rural communities. The program encourages access to the arts through scholarships, community engagement, and innovative activities. Priority is given to organizations located in areas with populations under 20,000, ensuring that artistic opportunities are available to both adults and children. Applications are accepted for one year of funding, with potential for up to three consecutive years.

With a mission to strengthen urban and community forestry, North Carolina Forest Service provides Avery County 501(c)(3) nonprofits, tribal governments, and municipalities with funding to deliver Tree City USA services for hurricane recovery. Eligible grantees manage or subcontract technical urban forestry work under this two-year, US $2,200,000 Hurricane Helene Recovery package.

The Melvin R. Lane Fund, managed by The Community Foundation of Western North Carolina, aims to empower nonprofit organizations that provide essential services to individuals in need. Grants ranging from $90,000 to $180,000 are available over three years to help improve operations, develop partnerships, and ensure financial stability. Eligible organizations must be 501(c)(3) entities with at least three years of operation, located in specific WNC counties, and have an operating budget of over $100,000.

The Ferguson Cares Grant is an essential aspect of Ferguson's Sustainability strategy, focusing on social challenges and community wellbeing. This grant supports nonprofit organizations in the U.S. dedicated to affordable housing, skilled trades workforce development, clean water access, and enhancing local economic quality of life. Ferguson aims to create lasting partnerships that drive positive impact within their operational regions, reflecting their commitment to social responsibility and community support.
