Request For Proposals: General Support for Program Evaluation and Related Services

Purpose

Enterprise Community Partners, Inc. (Enterprise) has initiated a Request for Proposals (RFP) process to select one or more qualified consultants who can provide a range of evaluation-related supports to its in-house Impact and Evaluation department on an as-needed basis.

Enterprise seeks to select contractor(s) who can:

• Conduct quantitative data analysis, using primary and secondary data sources
• Conduct qualitative data collection and analysis
• Provide evaluation-related training and technical assistance
• Prepare reports, presentations, white papers, blog posts, landscape analyses, literature reviews, etc., for a wide range of audiences and purposes

RFP proposals may address all service areas or only one or two. Proposals may also address only a subset of capabilities within a particular service. We do not expect that all proposals will address all competencies and capabilities. Enterprise may select individual consultants, and/or small and large firms, to meet the variety of evaluation-related activities for which we may need support. Preference will be given to those consultants who have experience in the housing and community development fields. 

The U.S. Department of Housing and Urban Development (HUD) is inviting eligible organizations to submit unsolicited research proposals targeting key areas like housing affordability and homelessness. This initiative aims to foster high-quality research that informs housing policies and programs. Projects must secure matching funds of at least 50% of the total cost and align with HUD's research priorities to qualify for cooperative agreements, ensuring ongoing collaboration throughout the research process.

The Family Unification Program (FUP) aims to assist families and youth at risk of homelessness by providing Housing Choice Voucher (HCV) assistance. It targets families facing housing issues that could lead to out-of-home placement for children and youth aged 18-24 who have aged out of foster care. The program offers flexible voucher durations, with extensions available under specific conditions, ensuring support for those in need of stable housing.

Affordable Housing Development Program – Notice of Funding Opportunity

The Department of Public Works and Planning’s (PWP) Community Development Division (Division), on behalf of the County of Fresno (County), is pleased to announce funding opportunities for the new development or preservation of affordable housing. Restrictions on Project Location apply.

This NOFO is intended to streamline four affordable housing development programs (each with slightly different underlying regulations) to align eligibility criteria, ranking, and release of funds, allowing for a coordinated single application and reservation process.

This information is specific to the Department of Public Works and Planning Community Development Division and is not inclusive of funding administered by other County departments.

Funding is anticipated to be available for affordable housing development projects under the following programs:

• Permanent Local Housing Allocation (PLHA) (Funds 100% Reserved, New Funds Pending )
• A State Department of Housing and Community Development (HCD) funding source.
• HOME Investment Partnerships Program (HOME) (Funds Available, BABA Applies)
• A Federal Department of Housing and Urban Development (HUD) funding source.

• A Federal HUD HOME funding source, reserved for County-certified CHDO-eligible projects.
• HOME – American Rescue Plan (HOME-ARP) (Funds 100% Reserved)

The Mickey Flacks Social Housing Fund, named after a revered community activist, supports organizations in Santa Barbara County that advocate for social housing justice. This fund aims to empower grassroots efforts in cooperative housing, tenant organizing, and innovative housing initiatives. The maximum grant request is $5,000, with a funding period of 12 months. The fund prioritizes projects addressing systemic social issues and promoting affordable housing solutions for marginalized communities.

The American Electric Power Foundation provides grants to 501(c)(3) organizations focused on educational improvement, particularly in STEM fields, and basic human services such as hunger and housing. Organizations must operate within AEP's service territory or have a broader beneficial purpose. The Foundation also supports social justice initiatives and environmental protection efforts. Eligible applicants must affirm compliance with anti-discrimination policies and demonstrate commitment to diversity and inclusion.

The TruStage Foundation focuses on fostering economic mobility through education and housing initiatives. By supporting K-12 literacy, mentoring, and affordable housing projects, the foundation aims to uplift marginalized communities. With a commitment to addressing racial and socioeconomic disparities, TruStage seeks to empower individuals and families to build a brighter future. Their funding is directed towards impactful programs that align with their mission, while avoiding causes that do not meet their criteria for economic mobility.

The Stockton Housing Innovation Fund (SHIF) is a community-driven initiative designed to address housing insecurity in Stockton. It provides funding for projects that support low to moderate-income residents, focusing on enhancing affordable housing capacity, innovative solutions to housing challenges, and addressing racial disparities. With $350,000 available, SHIF invites eligible organizations to apply for grants up to $75,000, aiming to foster impactful local solutions and improve overall housing access and outcomes.

The Community Development Block Grant (CDBG) is a federal program administered by the City of San Diego to enhance urban communities through housing, economic opportunities, and public services. This grant primarily targets low- and moderate-income individuals, ensuring their needs are met while also addressing issues like slums and blight. Organizations can apply annually through a structured process to secure funding that supports vital community projects.

The Buck Family Fund, part of the Marin Community Foundation, supports community-led initiatives for marginalized residents in Marin County. Funding is available for nonprofits and organizations that align with the fund's goals, focusing on housing, resilience, and community empowerment. The fund addresses critical issues like affordable housing shortages and the impacts of climate change while fostering local nonprofit efforts that uplift and transform the community. The Grand Rapids Community Foundation's Fund for Community Good supports projects that promote equity and justice across various sectors, including education, health, and economic prosperity. This unrestricted fund invites partnerships with 501(c)(3) nonprofits and government entities, primarily focusing on Kent County, Michigan. The Community Progress Makers Fund, an initiative by the Citi Foundation, aims to empower local organizations by providing $50 million in unrestricted funding. This program, established in 2015, will support 50 selected community organizations over three years with grants of $1 million each, alongside technical assistance and opportunities for collaboration. However, funding is not available for individuals, religious programs, or organizations outside the U.S. By addressing critical community needs, these grants foster safer and more resilient neighborhoods.

The Sorenson Legacy Foundation Grant aims to improve lives through support for education, health care, community development, and innovation. Established by James and Beverley Sorenson, the foundation focuses on enhancing art education, medical technologies, and community assistance in Utah. It prioritizes projects that foster artistic growth, promote innovative solutions, and address health care challenges while aiding vulnerable populations. The foundation's commitment to enriching lives reflects a deep-rooted belief in the power of education and community engagement.

The Entergy Charitable Foundation Grant focuses on supporting initiatives that foster thriving communities through education, poverty solutions, and environmental programs. The foundation prioritizes funding for 501(c)(3) organizations and similar entities. Key areas include education development, innovative poverty solutions, and environmental restoration efforts, such as coastal wetland preservation. Organizations are encouraged to apply at least three months before funding is needed, ensuring timely support for impactful community projects.

The S. H. Cowell Foundation Grant focuses on supporting public and nonprofit organizations in Northern and Central California that address acute poverty and promote racial equity. The foundation prioritizes place-based strategies to fund initiatives that foster child development, family empowerment, and youth leadership. Eligible applicants must have 501(c)3 status, a strong operational history, and a commitment to enhancing local quality of life. The PNC Foundation aims to enhance the lives of individuals in local communities through partnerships with nonprofit organizations. Their focus includes promoting educational opportunities, particularly for early childhood education, and supporting economic development initiatives. Grants are available for organizations that benefit low- to moderate-income families and enhance community growth. The foundation prioritizes programs that foster sustainability and diversity, ensuring a lasting impact on the communities they serve.

The Caesars Foundation supports community-focused organizations through monetary and in-kind donations, prioritizing strategic areas like social equity, climate action, and mental health. Eligible applicants include IRS-recognized nonprofits and educational institutions operating within the U.S. Requests must align with these focus areas to enhance community impact. Organizations that discriminate or operate outside the U.S. are ineligible. By fostering collaboration, the foundation aims to uplift vulnerable populations and promote sustainable practices.

The Pacific Power Foundation offers Community Enhancement and Environmental Respect Grants to support nonprofit organizations in the Pacific Power and Rocky Mountain Power service areas. Since 2019, the foundation has contributed over $13 million to promote community resilience, affordable housing, and environmental conservation. Eligible candidates include 501(c)(3) nonprofits and educational institutions. The Bank of Marin's Annual Grant Program focuses on enhancing community welfare through support for nonprofits that promote social and economic vitality, education, and wellness. With a commitment to collaborative efforts since 1990, the bank has invested millions into local initiatives. It prioritizes funding for basic needs, educational programs, and arts access, and has been recognized as a leading corporate philanthropist in Northern California.
