Sustainable Solutions for Housing Stability – Addressing Critical Needs Grant

Background

At The Chicago Community Trust, we believe that people are our region’s greatest asset. Central to our Critical Needs strategy is the recognition that access to stable, healthy and secure housing is fundamental in paving the way toward economic stability for individuals and families. Understanding the Chicago region’s formidable homelessness challenges, the Trust is offering this funding opportunity aimed at bolstering direct service organizations that provide housing and homeless prevention services. Through a human-centered approach, we are dedicated to ensuring that communities experiencing homelessness or unstable housing receive the support and resources necessary to achieve and maintain stable housing.

Need/Opportunity Statement

The Chicago Coalition to End Homelessness estimates that 58,625 people experienced homelessness in 2024 – nearly three times higher than the 18,836 individuals counted in the city’s annual Point-in-Time survey. Unlike the Point-in-Time count, this estimate includes people who are doubled-up or living in overcrowded and unstable housing, revealing the broader reality of housing insecurity across Chicago.

Both reports show that homelessness is widespread and disproportionately impacts Black and Latine communities. Black residents make up about 30 percent of Chicago’s population but account for more than 50 percent of those experiencing homelessness. Latine residents also represent about 30 percent of the population and over 90 percent of those living doubled-up.

While Illinois and the City of Chicago have multi-year plans to address homelessness, philanthropic support remains essential. The Chicago Community Trust is committed to providing flexible, multi-year funding to help make homelessness rare, brief and non-recurring.

Priority Strategies & Activities

The Sustainable Solutions for Housing Stability RFP will fund programs that support individuals and families experiencing homelessness or housing instability.

Grants will support initiatives in two primary categories:

Prevention:

• Emergency rental assistance and subsidies to help people stay in their homes
• Legal support for individuals and families facing eviction

Housing:

• Safe emergency shelter that provides healthy meals, healthcare access, and case management to help people move into stable housing
• Transitional housing with wraparound support, giving residents time to pursue education, job training, and employment
• Permanent supportive housing for individuals with chronic illnesses or disabilities
• Housing navigation services to reduce barriers and offer culturally and linguistically responsive support
• Specialized housing programs tailored to the unique needs of vulnerable communities, including returning residents, youth, LGBTQIA+ individuals, and survivors of gender-based violence

The ultimate goal is to foster sustainable solutions that promote housing stability and address the root causes of homelessness within the Chicago region.

Goals & Outcomes

The Sustainable Solutions for Housing Stability RFP supports the Trust’s 10-year goal of increasing the number of households meeting their basic needs. Progress measures focus on tracking how housing programs help people move from homelessness to stable housing and stay housed, while also capturing the impact of prevention efforts that keep people in their homes.

Grant Amounts Available & Grant Term

These multi-year, general operating grants will span three years. Yearly grant amounts will be between $75,000 and $125,000. The Trust estimates it will make between 20 and 25 grant awards.

The IDHS Homeless Youth program provides essential services for youth aged 14-23 facing homelessness, including emergency shelter, case management, and transitional living support. Focused on safety and independence, the program aims to meet immediate needs while fostering self-sufficiency through education and vocational training. Providers must ensure culturally appropriate services for marginalized youth, promoting partnerships with community organizations. This holistic approach helps youth transition from crisis to stability, ensuring that basic needs are met and pathways to successful living are established.

The Illinois Family Planning Program aims to enhance maternal and infant health by providing comprehensive family planning services. It focuses on education to reduce unintended pregnancies and STDs while promoting client-centered, culturally appropriate care. The program accepts funding requests ranging from $20,000 to $2,000,000, targeting healthcare providers with experience in family planning and education. Eligible applicants include government, nonprofit, and for-profit organizations, excluding certain federal-funded sites.

The Wellness on Wheels (WOW) initiative aims to address health disparities in Illinois by providing culturally competent, accessible preventive health services in underserved communities. Funded by the Illinois Department of Public Health, the program focuses on immediate outreach adjustments based on community needs, ensuring screenings for HIV, Hepatitis C, and other health issues. Established partnerships will facilitate comprehensive care and support, promoting health equity across diverse populations.

The Big Ten Academic Alliance Smithsonian Fellowship offers unique research opportunities for graduate students from member universities. Eligible candidates can conduct research at the Smithsonian in diverse fields such as anthropology, ecology, and history of science. The fellowship provides a stipend of $45,000 per year, with additional research allowances, and supports both U.S. and international students. This initiative fosters collaboration among leading academic institutions to advance knowledge and innovation.

The Dudley T. Dougherty Foundation Grant supports nonprofit charitable organizations recognized under section 501(c)(3) of the IRS Revenue Code. Established in 2002, the foundation aims to empower groups committed to positive change, fostering respect for life and the environment. Their vision emphasizes collaboration for a better future, encouraging applicants to embody these values in their initiatives. With a focus on impactful projects, this grant is an opportunity for organizations striving to make a critical difference in our world.

The TJX Foundation Grants support nonprofit organizations located within 15 miles of a TJX store that align with their community mission. Eligible areas include basic needs, education for at-risk youth, workforce training, and safety from domestic violence. Organizations must be a registered 501(c)(3) for at least 12 months and have a nondiscrimination policy. Applications are invited through a Letter of Inquiry, with funding decisions based on community impact.

The Dr. Scholl Foundation offers grants annually to IRS 501(c)(3) organizations, primarily focusing on U.S. applicants. The foundation supports projects in education, social services, healthcare, civic and cultural initiatives, and environmental efforts. While the grant cycle runs from October 1 to March 1, it encourages innovative solutions to global challenges. Only one application per organization is accepted each year, and funding is limited to one year. Unqualified organizations, including political entities, are ineligible.
