The Duluth Superior Area Community Foundation was established in 1983 by visionary community leaders. We are a collection of hundreds of endowed funds established by individuals, families, private foundations, and businesses to enhance the quality of life in our region. Since our inception, we have distributed more than $40 million in grants and scholarships and currently administer over 360 different funds, each with its own charitable purpose. The Community Opportunity Fund is at the heart of our work at Boreal Waters Community Foundation. It’s how we connect generosity with possibility to support bold ideas, local leadership, and long-term solutions across northeastern Minnesota and northwestern Wisconsin.

Each year, this fund helps nonprofits tackle critical challenges, strengthen communities, and ensure that everyone in our region can thrive.

A Grant Program Rooted in Community and Collective Generosity

As our region’s permanent civic endowment, the Community Opportunity Fund helps nonprofits and community groups respond to challenges, create solutions, and build a better future. In 2023, we restructured the fund to offer larger, more flexible grants—supporting not just programs, but long-term vision and systems change.

Community Opportunity Fund: Resilience Grant Focus

Projects must enhance the ability of organizations, families, or communities to anticipate, adapt to, and recover from challenges, creating sustainable, long-term solutions that reduce risk and promote resilience.

Examples include:

• Leveraging partnerships and resources to implement scalable, lasting solutions that strengthen community resilience.
• Expanding access to knowledge, training, and tools that improve economic, social, or environmental stability for individuals and families.
• Developing community-driven solutions that address housing stability, food security, workforce resilience, or climate adaptation.
• Applying innovative or proven strategies that increase a community’s ability to prepare for and respond to systemic challenges (e.g., disaster preparedness, economic shifts, public health crises).

What We Fund

We support a wide range of community-driven, equity-centered work. Funding can be used for:

• Program or Project Support: To launch, expand, or sustain work in Opportunity, Resilience, or Belonging
• General Operating Support: To build strength and stability
• Capacity Building: To grow organizational effectiveness or leadership
• Community-Led Solutions: Especially those involving lived experience and cross-sector collaboration
• Systems Change and Upstream Impact: Projects that address root causes—not just symptoms

Nonprofit and fiscally sponsored 501(c)(3) organizations doing biodiversity conservation work in Cook County, Minnesota can seek US $5,000 - US $50,000 for one-year projects. The Biodiversity Fund small grants support habitat preservation and restoration, vulnerable species and ecosystem protection, community-based research, climate adaptation planning, and locally rooted environmental education in the Duluth-Superior region.

The Animal Assisted Therapy Fund, in memory of Cordelia Anne Brinton, supports animal-assisted therapy to aid individuals facing mental and emotional challenges. By prioritizing the well-being of animals in therapeutic settings, this fund promotes programs that enhance emotional growth through animal interactions. Eligible organizations include those providing mental health services and animal therapy programs, particularly within specified regions in Wisconsin and Minnesota. Examples of supported organizations range from local therapy centers to animal rescue initiatives.

The Lupa Animal Wellness Fund, managed by the Duluth Superior Area Community Foundation, offers grants to support programs for dogs and cats, focusing on issues like cruelty, emergency care, and pet overpopulation. Grants are available to 501(c)(3) organizations, schools, and government entities providing services within the Boreal Waters Community Foundation area. Priority is given to organizations demonstrating financial need, contributing to animal welfare and care initiatives.

Catholic Extension provides essential funding to support the construction, expansion, or renovation of churches and community facilities. This initiative aims to meet the facility needs of under-resourced Catholic dioceses across the U.S. By focusing on active projects, Catholic Extension ensures that communities can enhance their worship spaces and support local ministries, ultimately fostering a stronger church community. Funding is available for both minor and major requests, with an emphasis on urgent needs and robust funding strategies.

The Lloyd K. Johnson Foundation, established in 1975, provides grants under $3,500 to nonprofit organizations and public entities in the North Shore region. Focused on areas like social welfare, arts and culture, education, community development, and environmental protection, the Foundation has awarded over $18 million in grants. It aims to enhance opportunities for local residents, particularly those in low-income situations, and supports initiatives that foster long-term positive impacts.

The Lloyd K. Johnson Foundation offers grants over $3,500 to nonprofits and public entities aiming to enhance community welfare, arts, education, economic development, and environmental stewardship. Operating since 1975, the foundation prioritizes projects that benefit residents in Cook, Lake, and Southern St. Louis Counties. Eligible applicants must have a 501(c)(3) designation or work with a fiscal sponsor. The foundation does not fund private foundations or projects for election campaigns or direct religious purposes.

Northland Foundation

The Northland Foundation is a place-based, publicly supported foundation working within seven Northeast Minnesota counties and all or parts of five Native nations.

Mission: Our mission is to support Northeast Minnesota people and communities working toward a future where everyone feels they belong and can thrive.

Otto Bremer Community Responsive Fund

The Northland Foundation is serving as an intermediary for the Otto Bremer Trust (OBT) Community Responsive Fund with up to $600,000 available for re-granting within northeast Minnesota according to the priorities and guidelines of the OBT.

Focus Areas that OBT Grants Will Support

Grants may support operations, programming, and/or capital projects for eligible 501(c)(3) organizations operating within northeast Minnesota. Grant proposals must be for work in one or more of the following OBT focus areas.

• Food. Organizations and programs that directly operate meal sites and food pantries to meet basic daily needs (large, region- and state-wide food bank activities are NOT included).
• Shelter. Organizations and programs that provide short-term and emergency shelter beds for people who are housing insecure or facing homelessness.
• Low-income healthcare clinics. Organizations and programs that primarily provide affordable medical, dental, and mental health services to people with limited financial resources or who are uninsured/under-insured.
• Disability services. Organizations and programs that support people with physical/cognitive disabilities.
• School-based mental health. Organizations and programs that have established school-based mental health services.

Nonprofit 501(c)(3) organizations providing housing, homelessness prevention, or emergency support services in Cook County, Minnesota can apply for funding to assist homeless individuals, children, and families. With a mission to support and improve the lives of those experiencing homelessness, Edina Realty Foundation offers grants for housing, shelter, programs, education, emergency services, and financial assistance.

The Bernick's Beverages and Vending Fund Grants aim to support organizations that align with the Bernick family's values, offering up to $150,000 in funding for 8-10 eligible groups. Focus areas include youth education and fitness initiatives, with grants ranging from $5,000 to $40,000. Nonprofit and fiscally sponsored 501(c)(3) organizations serving Cook County, Minnesota and nearby tribal communities can apply for Boreal Waters Community Foundation’s Anishinabe Fund, awarding US $5,000 - US $10,000 for projects rooted in Anishinabe knowledge and culture. Programs that respectfully center Anishinabe people in community improvement efforts may be eligible.

Nonprofits, public entities, Tribal governments, churches, and fiscally sponsored projects in Cook County, Minnesota can apply for Boreal Waters Community Foundation’s Wirtanen Family Fund, awarding up to US $4,000 for social justice and community awareness initiatives. Funding can support anti-discrimination work, peace and justice education, cross-cultural exchanges, and efforts addressing hunger, homelessness, and emergency aid locally.

The Great Lakes Fisheries Trust offers grants for ecological and biological research aimed at enhancing ecosystem health and sustainable fish populations. These grants support competitive fisheries research, focusing on resilience, sustainability, and stakeholder value. The next funding cycle will open with a request for proposals in late 2026 for the 2027 program year, promoting innovative research and capacity-building efforts within the fisheries sector.

The RCU Foundation Grant supports capital projects in the arts, education, and health sectors, having awarded over $10 million since 2012. Prioritizing community benefit and sustainability, it evaluates requests based on demonstrated need and organizational capacity. The foundation focuses on areas served by Royal, ensuring a significant impact on local communities in Western Wisconsin and Eastern Minnesota. It does not fund direct grants to individuals or certain operational expenses, encouraging diverse financial support for projects.

The Sandbulte Family Higher Education Endowment Fund, supported by the Boreal Waters Community Foundation, aims to bridge the Opportunity Gap through innovative proposals in science, engineering, and business education. This fund focuses on enhancing student support systems, improving transitions from high school to higher education, and fostering partnerships between educational institutions and the workforce. Eligible organizations include the College of St. Scholastica, Lake Superior College, and the University of Minnesota Duluth.

The Michigan Botanical Foundation Grant supports research and educational initiatives that enhance the understanding and preservation of Michigan's flora. Grants are available for projects involving rare species, environmental awareness, and educational programs. The John T. & Elizabeth C. Adams Arts Fund Grant, established by the Duluth Superior Area Community Foundation, aims to enhance artistic quality in the Duluth-Superior area. It supports programs that enrich performances and artistic services, promoting cultural growth. Eligible organizations include 501(c)(3) nonprofits and governmental entities in the region, which encompasses parts of Wisconsin and Minnesota, as well as specific tribal nations. The fund is committed to fostering community through the arts.

The AGRI Urban Agriculture Grant Program, managed by the Minnesota Department of Agriculture, promotes urban youth agricultural education and community development in urban areas. With a total funding of $1.87 million available this fiscal year, grants ranging from $5,000 to $100,000 can help organizations obtain necessary resources. Eligible projects must support urban agriculture initiatives and can be located in cities with populations over 5,000 or on tribal lands, fostering resilience in local agricultural economies.

The Farmers Market Grant Program by Compeer Financial supports farmers by enhancing their marketing and technology capabilities. Grants can be utilized for branding, website creation, and payment technologies, as well as essential equipment like scales and tents. This initiative aims to promote direct consumer engagement and strengthen local food systems, ensuring fresh produce accessibility while fostering economic growth in rural communities. Eligible applicants must be Compeer clients actively participating in verified farmers markets.

Rural volunteer fire, rescue, and ambulance departments collaborating in adjacent Cook County, Minnesota jurisdictions can seek funding for specialized emergency response equipment. With a mission to support rural communities, Compeer Financial provides up to US $7,500 toward items like chest compression systems, fit testing machines, hydraulic extrication tools, or oxygen tank refill equipment.

The Fund for Women and Girls, established by the Duluth Superior Area Community Foundation, aims to empower women and girls to lead fulfilling and safe lives. It supports organizations that provide educational and financial assistance, advocate for gender equity, and ensure safety from violence. Eligible projects include building repairs, legal services, and career development programs. Priority is given to services in Duluth and Superior, fostering community development and support for women and girls.
