T. Mark Schmidt Off-Highway Vehicle Grant Program

The purpose of the T. Mark Schmidt Off-Highway Vehicle Grant Program (hereinafter referred to as the OHV Grant Program) is to provide financial assistance to Applicants as further defined below, to provide or improve off-highway vehicle recreational areas or trails for public use on Public Lands. Through the Off-Highway Vehicle Tilting Program, the state of Florida has been allocated funds for implementing this program. The primary purpose of the OHV Grant Program is to provide and/or improve off-highway riding opportunities on Public Lands by establishing and/or maintaining existing or new riding areas; provide enforcement of applicable regulations to the System and off-highway vehicle activities; provide safety, training and rider education in the operation of off-highway vehicles and if funds are available, acquire lands to be included in the System and manage and rehabilitate such lands. Grant awards are recommended by the Off-Highway Vehicle Recreation Advisory Committee annually, with final approval by the Commissioner of Agriculture, and appropriated by the Florida Legislature.

Grant Categories

There are five grant categories:

  • Pre-Construction – Planning, Design, and Permitting of New OHV Areas, Trails and/or Facilities, or expansion of existing OHV Areas.
  • Construction – Construction of New OHV Areas, Trails and/or Facilities, or expansion of existing riding areas.
  • Maintenance and Monitoring: A) Repair, Maintenance, Rehabilitation of Existing OHV Areas, Trails, or Facilities. B) Monitoring and Protection of Existing OHV Areas, Trails, or Facilities.
  • Education: A) Rider Education, Safety, and Training Program. B) Education Outreach.
  • Acquisition – Acquisition of lands to be included in the System.
  • Trail Creation & Maintenance Outdoor Recreation Automotive Safety

    The Jack's Family Fund is a non-profit charitable organization established to provide emergency financial assistance to members of the communities that Jack’s Family Restaurants (JFR) serve. Fund grants are made to assist those who have temporarily found themselves in need, but under normal circumstances are self-sustaining.

    Our grants assist with:

    • Immediate, short- term needs of individuals who may be victims of disasters or other emergency hardship situations including floods, fires, riots, hurricanes, tornadoes, earthquakes and similar large-scale events, or
    • Emergency hardship caused by illness, death, accident, violent crime or other types of personal injury.
    • Community 501(c)(3) organizations working to respond to these types of needs on a broad scale.

    Types of expenses grants may be awarded for include (but are not limited to):

    • funeral expenses
    • past due utilities (electric, water, natural gas)
    • past due rent/mortgage
    • emergency housing

    Grants from the Fund are not intended to replace personal or homeowners insurance, federal disaster relief or other types of aid, but rather to assist on an immediate and short-term basis when other sources of assistance are not available.

    The Recovery Housing Program (RHP)

    In 2018, the United States Congress passed the SUPPORT for Patients and Communities Act (SUPPORT Act) to address substance use disorder prevention, recovery, and treatment. Section 8071 of the SUPPORT Act authorizes the Recovery Housing Program (RHP). RHP funds are allocated by the United States Department of Housing and Urban Development to allow states to provide stable, transitional housing for individuals in recovery from a substance use disorder. The RHP is a program within federal Community Development Block Grant (CDBG) programs, with rules modified by Federal Register Notice FR-6225-N-01.

    Since 2020, FloridaCommerce has been awarded a total of $4,805,253 in RHP funding. FloridaCommerce's RHP Action Plan will guide the use of the allocation.

    FloridaCommerce has identified a specific need for additional recovery housing and services for the veterans community within the state. The United States Department of Veterans Affairs FFY 2017 population estimates reflect that Florida has the third largest veteran population among all states in the nation.

    To date, Governor DeSantis has awarded $1.6 million to provide transitional housing for Floridians and veterans recovering from substance abuse through RHP. The upcoming application cycle will result in awarding an additional $3.1 million for continued support through RHP.

    The Housing Counseling Services series within FEF supports HUD-approved housing counseling agencies in driving homeownership, such as through pre-purchase counseling. In addition, the program builds agency knowledge on heirs’ property challenges to better equip first-time and low-income homebuying households with the know-how to retain intergenerational wealth.

    In doing so, FEF-HCS aims to help underserved families begin their homeownership journey, with an additional goal of ensuring foresight into the long-term future of their home purchase.

    The FEF-HCS series is funded in partnership with Key Bank and HSBC, and targets communities within the Key Bank and HSBC branch footprints.

    Through these partnerships, $2.5 million in Key Bank geographies and $1.5 million in HSBC geographies has been allocated for the subgrants for direct-to-client housing counseling services that will be awarded in three rounds in the FEF-HCS track.

    Awardee agencies will receive subgrants to support their housing counseling services to clients.

    Knowledge Building

    Awardee agencies will attend a training session on heirs’ property challenges and best practices, hosted by NCRC National Training Academy. Bolstering counselor knowledge on this topic will ensure that your agency is not only serving clients in their personal wealth-building journey now, but also helping them preserve that wealth in generations to come.

    Research Focus

    Applications submitted in response to this Funding Opportunity Announcement (FOA) must be responsive to one of the following areas of focus. 

    • Prevention and Treatment
    • Screening
    • Obesity
    • Treatment-Related Morbidities
    • Technology Transfer Feasibility (TTF)
    • Investigational New Drug or Investigational Device Exemption

    Efforts to foster collaborations among institutions, researchers, and community practitioners should be included, when possible. Preference will be given to applications that address at least one of the cancers listed in the Research Priorities section of this FOA.

    Funding Information

    Applicants must request funding in the preceding grant categories to pursue research in the areas of focus outlined in the Research Focus section of this FOA. Preference will be given to applications that address the priorities listed in the Research Priorities section of this FOA. Specific grant funding amounts are available for each grant category.

    Grant Categories

    Applications in response to this FOA must align to a grant category (depending on the grant program) to pursue an area of focus from the Research Focus section of this FOA. Applications for research infrastructure grants that are reviewed and assigned exceptional scientific merit will be considered for preferential funding.
