Who is OCJS

The Ohio Office of Criminal Justice Services (OCJS) is a division of the Ohio Department of Public Safety. By statute, OCJS is the lead justice planning and assistance office for Ohio, administering millions of dollars in state and federal criminal justice funding every year. OCJS also evaluates programs and products, develops training, resources, and best practices for criminal justice professionals and communities. OCJS has been designated by Governor Mike DeWine to administer the FY 2025, Residential Substance Abuse Treatment Program for State Prisoners (RSAT). The RSAT funds are used to support treatment services in addition to the services the prison or jail is already required to provide.

Residential Substance Use Disorder Treatment Grant Program Request For Proposals

The goal of the RSAT Program is to prepare individuals for reintegration into communities by delivering community-based treatment and other broad-based aftercare services. RSAT assists states and units of local government in developing and implementing residential substance abuse treatment programs within state correctional facilities, local correctional, detention facilities, and juvenile detention centers where inmates are incarcerated for a period of time sufficient to permit substance abuse treatment. OCJS recommends applicants target high-risk offenders as program participants. RSAT funds may be used to implement four types of programs: residential, jail-based, aftercare, and jail-based pretrial SUD treatment programs. A minimum of 10 percent of Ohio’s RSAT allocation must be available for local correctional and detention facilities for any of the three following program areas:

Residential Substance Use Disorder Treatment

• Engage participants for a period between six (6) and 12 months.
• Establish a therapeutic community (i.e., program participants are set apart from the general population). Therapeutic Communities are residential treatment facilities that are set apart from the general correctional population in either a separate facility or a dedicated housing unit that is used exclusively for RSAT and/or other SUD treatment programs.
• Focus on the inmate’s substance use diagnosis and addiction-related needs.
• Develop the inmate’s cognitive, behavioral, social, vocational, and other skills necessary to solve the substance use and related problems.
• Require urinalysis and/or other proven reliable forms of drug and alcohol testing for program participants, including both periodic and random testing, and for former participants while they remain in the custody of the state or local government.
• Prepare participants for successful community reintegration, including post-release referral to appropriate
• evidence-based aftercare treatment and service providers that support the use of medication-assisted treatment.

Jail-Based Substance Use Disorder Treatment

• Engage participants for at least three (3) months.
• Focus on inmate’s substance use diagnosis and addiction-related needs.
• Develop the inmate’s cognitive, behavioral, social, vocational, and other skills to solve the substance use and related problems.
• Require urinalysis and/or other proven reliable forms of drug and alcohol testing for program participants, including both periodic and random testing, and for former participants while they remain in the custody of the state or local government.
• Prepare participants for successful community reintegration, including post-release referral to appropriate evidence-based aftercare treatment and service providers that support the use of medication-assisted treatment.
• Jails that do not have the capacity to establish a therapeutic community are encouraged to group RSAT program participants within the general correction setting.

Aftercare

• Projects must provide aftercare services. These services must involve coordination between the correctional treatment program and other social service and rehabilitation programs, such as education and job training, parole supervision, halfway houses, self-help, and peer group programs. To qualify as an aftercare program, the head of the substance abuse treatment program must work in conjunction with state and local authorities and organizations involved in substance abuse treatment to assist in the placement of program participants into community substance abuse treatment facilities on release
• Jail-based pretrial SUD treatment programs
• Projects that initiate or continue evidence-based SUD treatment programs, including medication-assisted treatment, in pretrial populations during their confinement and/or foster connections to SUD treatment in the community upon pretrial release. Programs supporting pre-trial populations do not need to meet above criteria for jail-based residential SUD treatment programs.

Innovation in Religion and Spirituality Seed Grants Call for Proposals

The Religion and the Public Sphere program at the Social Science Research Council aims to foster research on the wider implications of new forms of religious and spiritual life. This program is offered with the support of the Luce Foundation, the John Templeton Foundation, and the Templeton World Charity Foundation.

Overview

In recent years, scholars have noted that religious and spiritual life is being substantively reshaped. “Innovation” is one way of framing these changes, but it remains a partial and contested analytic lens, and is popularly associated with the sudden emergence of a “new” element introduced into an otherwise static tradition. Scholarship on religion and spirituality, however, points to a more complex set of processes. The essays in an ongoing forum for The Immanent Frame have set out some initial parameters of these dynamics: rather than invention ex nihilio, what we often see is the strategic recombination of existing elements within a broader context of social, political, and cultural change.

Research Themes

This request invites proposals that examine the dynamics of religious and spiritual change that fall within the frame of “innovation.” Possible topics include, but are not limited to: 

• Explorations of innovations within transnational or diasporic religious and/or spiritual communities within the United States, particularly related to the circulation of ideas and culture from or to the Global South.   
• Gendered knowledge of innovation. 
• Studies of the process by which an innovation attains—or does not attain—legitimacy, relevance, or authority within a given community or institution. 
• The relationship between contemporary economic conditions—poverty, economic insecurity, and competitive pressures for time and money—and innovations in religion and spirituality. 
• Historical studies of innovations in religion and spirituality; the creation, reception, transformation, and longevity of an innovation over time.  
• Civic participation and the social mobilization of new or innovative religious identities, as well as the reinterpretation of religious or spiritual traditions or ideas in the service of particular political or ideological projects.

Program Terms 

The program offers research support over a period of up to 6 months. The grant funds will be up to $10,000 per award.

The NIA Genetics of Alzheimer’s Disease Data Storage Site (NIAGADS) aims to create a secure, scalable cloud platform for genetic data related to Alzheimer’s disease. This initiative will enhance data accessibility, promote interoperability, and support rigorous research practices. By facilitating collaboration and providing robust analytical tools, the platform will maximize the scientific impact of AD/ADRD research, aligning with NIH goals for transparent and reproducible science, while addressing recommendations for broad access to high-value datasets.

The Community Development Block Grant Program for Indian Tribes and Alaska Native Villages aims to foster viable communities by providing funding for decent housing, suitable living environments, and economic opportunities for low- and moderate-income individuals. Notably, the program also includes Imminent Threat Grants to address urgent public health or safety issues. These competitive grants are essential for enhancing community welfare and addressing immediate challenges faced by tribal residents.

The Saginaw Area Health Care Administrators Scholarship was established in 1987 to help advance health care for the elderly and ill elderly. The scholarship provides cash awards to assist employees of association members in meeting educational expenses. Each year, employees in the areas of administration, nursing, dietary, maintenance, and other health-related occupations are invited to apply for scholarships.

Terrance Lavell Winters Memorial Scholarship

The Terrance Lavell Winters Memorial Scholarship was established to honor the life and legacy of a loving son, father, brother and uncle – Terrance Lavell Winters. He was born October 7, 1983 to his parents Barbara Ezell and Ray Henderson. Terrance had one son, Trevontae Lavell Winters, whom he considered his true love.

Sometimes shy, Terrance was loved by his smile. He enjoyed buying cars, repairing them and then selling the vehicles. He was known by his family as “Mr. R.P.M.”

Since Terrance’s passing on April 26, 2005, his mother Barbara has promised to keep his memory alive. To honor her son, Barbara created the Grandma Barb’s World-Class Students program. She bought and filled book bags for nearly 300 students for nine years. Barbara also organized a successful rally, prayer vigil and march to remember and honor her son in April 2015. By establishing this scholarship, Barbara hopes to keep the memories of Terrance alive.

Purpose

Enterprise Community Partners, Inc. (Enterprise) has initiated a Request for Proposals (RFP) process to select one or more qualified consultants who can provide a range of evaluation-related supports to its in-house Impact and Evaluation department on an as-needed basis.

Enterprise seeks to select contractor(s) who can:

• Conduct quantitative data analysis, using primary and secondary data sources
• Conduct qualitative data collection and analysis
• Provide evaluation-related training and technical assistance
• Prepare reports, presentations, white papers, blog posts, landscape analyses, literature reviews, etc., for a wide range of audiences and purposes

RFP proposals may address all service areas or only one or two. Proposals may also address only a subset of capabilities within a particular service. We do not expect that all proposals will address all competencies and capabilities. Preference will be given to those consultants who have experience in the housing and community development fields.

4-H Kelly Hale Memorial Award

This award is open to 4-H members in all Maryland Counties who are participants in the State Poultry Judging contest at the Maryland State fair. Kelly Hale, BA, MBA, CPA and her father Glenn Haines coached the Carroll County Poultry Judging Team for 17 years. She also attended the National Poultry and Egg Conference in Kentucky, when she was in 4-H. Kelly graduated from Francis Scott Key High School in 1998, Bridgewater College in 2002, and she received her Master’s Degree from Mt. St. Mary’s University. She was employed by Rager, Lehman & Houck, Carroll Hospital Center, and Legal & General America. She served on the Board of Directors of the Carroll County Community Media Center. Kelly died in 2014 leaving a husband and two young sons. This award is established in her honor.

Bee a Rae of Sunshine Foundation 4-H Scholarship

A 4-H scholarship from the Bee A Rae of Sunshine Foundation for a graduating high school senior or continuing college student who is active in 4-H in Carroll County, MD. College major must be in the agricultural sciences or other ag-related field. 2.0 GPA or higher required. A 500 word essay on the importance of ag programs in the community is also required. This scholarship is on the 4-H portal.

Carroll County Food Services Association Scholarship

The purpose of this Fund is to provide scholarships to seniors graduating from any public high school in Carroll County, Maryland. The Carroll County Food Services Association Scholarship will be awarded one or more students who have successfully completed high school; been accepted at an accredited college, university or culinary arts school; and met the criteria established for this award.

Bring Back the Trades Tool Grant Program 

Across the country, vocational programs are often forced to teach with outdated, broken, or consumer-grade equipment. The Bring Back the Trades Grant Program changes the narrative by putting “Nothing But Heavy Duty” technology into the hands of students. By providing professional tools, we show students that their education—and their future career—is worth the highest standard of equipment.

Thanks to numerous schools and programs letting us know they need help supporting future tradespeople, we have made a commitment to grant $1,500 in tools monthly to a public school or nonprofit. Milwaukee Tool committed to supporting the program through 2026, so the awards in 2026 will be shipped directly to winning organization by Milwaukee Tool!

Objective: To equip public schools and community nonprofits with professional-grade Milwaukee Tool kits, fostering a culture of craftsmanship, safety, and respect for the tools of the trade.

Application Deadline: Rolling. A winner will be chosen each month from applications received over the previous six months. The winner will be notified via phone or email. The winner will receive the tools requested (based on availability and up to $1,500 in retail value). Tools and equipment/supplies will be shipped only to the address on the application. Applicants that have not been chosen as a winner of the grant may reapply after six months. Schools/organizations may win no more than once in a 3-year time period.

The East High School STEM Scholarship is established to honor Sandra and Kenji Kusano.

The Bettye Davis East High School STEM Scholarship was established to honor Sandra and Kenji Kusano. Like many others, Sandy and Kenji Kusano followed their dreams to Alaska. Sandy's first job at ARCO turned into a 51-year career in the same building. Kenji started a Japanese restaurant, Yamato Ya, which they owned for 26 years. This scholarship honors their inspiring work ethic and dedication to providing opportunities for others.

Bettye Davis East High School STEM Scholarship supports a graduating high school senior from Bettye Davis East Anchorage High School pursuing a bachelor degree in STEM.

Christopher H Knorr Memorial Scholarship

In July of 2022, Chris Knorr unexpectedly passed away. Chris Knorr was a loving father, baseball/softball/basketball coach in the area, an active member of his church, and a friendly face to all in the community. Chris always believed everyone should follow their heart and make an impact in any way possible. Our goal is to raise money for scholarships for South Carroll, Century and Liberty High School that goes to 1 or 2 seniors at each school who is involved in the community and made an impact, and to continue on his legacy.

WHS Student Senate James Barnes Memorial Scholarship Fund

The purpose of the WHS Student Senate James Barnes Memorial Scholarship is to provide a yearly scholarship(s) for a college- bound WHS senior(s) who will attend an accredited college or university. Applicants must demonstrate community involvement through volunteer work in a club, religious, and/or civic organization. School involvement would be demonstrated through work in school-sanctioned clubs, sport teams, or other recognized school extra-curricular activities. Leadership must be demonstrated by holding a position of authority within the school and/or community. (i.e., Student Senate, school-sanctioned club or community/civic organization, etc.) Although academics are an important component of this scholarship, the primary emphasis for recipient determination deals with how active a student’s participation is in his or her school and community.

WHS Class of 1930/ E. Rita Kolb Nursing Scholarship

This scholarship was established in 1981 by the Westminster High School Class of 1930 to provide scholarships for graduating seniors of the Carroll County Career & Technology Center in the Nursing program. It is open to ALL students in the Nursing program.

Eugene Curfman Foundation Scholarship

The purpose of the Eugene Curfman Foundation Scholarship is to give scholarships to two graduating seniors from either Francis Scott Key High School or a home school program in the Taneytown, Union Bridge, New Windsor areas for college and/or trade school assistance in concentration fields of Accounting; Emergency Service; Cyber Security, and Trades (ie. electrical; plumbing; masonry; HVAC; vehicle mechanics; and building construction). The scholarship will be offered to recipients for additional years based on meeting specified criteria. The scholarship has been established as his way of paying forward his success that was enabled by having received scholarships to attend college.

The money shall be transmitted by the Community Foundation of Carroll County directly to the desired college or university and applied directly to the student's tuition and books. The monies shall not be remitted to the FUND winner.

This scholarship will be offered to recipients on a continuing basis for up to three additional consecutive years (or the completion of the student’s training program, whichever is less) based on maintaining a minimum GPA of 3.0 and providing an official transcript to the selection committee.

The Ryan Legacy Scholarship

Melanie Ryan was an incredible mother, wife, friend, and nurse for almost 30 years. Her kindness, generosity, and compassion will be remembered forever by those who had the honor to know and love her. She passed away from Metastatic Triple Negative Breast Cancer in June of 2024. Her husband Tom was the love of her life and also and incredibly kind and caring husband, father, manager and friend. He passed away from Hodgkins Lymphoma in November of 2022. This scholarship remembers this beautiful couple by assisting graduating high school seniors and current college students in pursuing a college degree. Preference will be given to student athletes in memory of Tom’s love of sports and students pursuing a healthcare related degree in memory of Melanie’s incredible nursing skills and heart.

The Margaret Taylor Kiracofe Memorial Scholarship

The Margaret T. Kiracofe Scholarship Fund was created to honor Mrs. Kiracofe, an outstanding teacher. The majority of her career was spent in elementary schools. She had the ability to excite and inspire learning by engaging students in creative projects. As someone who worked to put herself through college, Margy’s friends and colleagues felt a scholarship would be the best way to honor her legacy.
