Theresa Alessandra Russo Foundation Inc
The Theresa Foundation honors the memory of Theresa Alessandra Russo by touching the lives of children with special needs and their families. The Foundation fosters each child’s unique abilities by supporting programs focusing on art, music, dance, drama, and recreation.
The Theresa Foundation has a vision of the world where artistic expression and physical recreation are just as important to adults as they are to children. We believe in a world where every child, regardless of ability or challenging conditions, is free to communicate through and participate in every art or recreational activity. A society without art is a society without soul. Art enables us to express our inner thoughts, fears, joys, and sadness.
The Theresa Foundation Grant Program
The Theresa Foundation Grant Program is committed to providing financial support for programs in art, music, dance, drama, or recreation that are designed specifically for children with special needs in order to ensure that no one is excluded from these activities.
We believe that every individual should have the opportunity to participate in art, music, dance, drama or recreation if they so choose. Our grant program works to provide direct funding for the success of these activities, while also promoting an environment of acceptance and inclusiveness where all can take part without judgment or fear.
As of 2026, the Theresa Foundation has provided over $3,300,000 in grant funding for over 200 programs in 29 states throughout the country and 4 international grants. With your help we can continue to make a difference in the lives of those with special needs by providing them access to enriching experiences that would otherwise be out of reach.

Reducing Industrial Sector Emissions in Pennsylvania (RISE PA)
Lowering Emissions
RISE PA is a $396 million statewide industrial decarbonization grant program funded through the U.S. Environmental Protection Agency’s (EPA) Climate Pollution Reduction Grants under the Inflation Reduction Act of 2022. The purpose of this program is to offer grants for small-, medium-, and large-scale decarbonization projects at industrial facilities to reduce greenhouse gas (GHG) and co-pollutant emissions. RISE PA is focused on reducing emissions from Pennsylvania’s industrial sector, which is the highest-emitting sector statewide and accounts for just over 30% of Pennsylvania’s total GHG emissions.
Award Tracks
All projects will fall within the following Award Tracks: Small-scale, Medium-scale, and Large-scale.
Funding Type
RISE PA is a reimbursement grant program. This means a Grantee will pay all project costs and submit proof that project costs, including cost share, have been paid, as well as proof of project work completion, to invoice for reimbursement from RISE PA.
Small-scale Award Track
The Small-scale Award Track (SAT) will be administered by PennTAP and will only be available to Small- or Medium-sized Manufacturers (SMMs). A minimum GHG emission reduction threshold for Small-scale projects is not prescribed, but the amount of GHG reductions from the project will be considered during the evaluation process.
All awards issued under RISE PA will include a Base Grant Award (BGA) that is a portion of the Total Project Costs (TPC), requiring the Grantee to provide the additional project cost share.
Eligible projects submitted to the SAT are anticipated to receive grant awards which represent 50% of the total eligible TPC, and the applicant contributing a 50% cost share.
The SAT has three award tiers (Tier 1, Tier 2 and Tier 3).
