CDBG - Emergency Assistance Program (EAP)

​Program Overview

The Community Development Block Grant -Emergency Assistance Program CDBG-EAP (PDF) is administered by the Wisconsin Department of Administration, Division of Energy, Housing, and Community Resources (DEHCR) under Title I of the Housing and Community Development Act of 1974, as amended. CDBG-EAP funds are used to assist local units of government in addressing emergency housing, public facility, infrastructure, and business assistance needs that occur as a result of natural or manmade disasters.  

The CDBG - Emergency Assistance Program includes funding for: Public Facility/Infrastructure Assistance; Housing Rehabilitation Assistance; and Business Assistance.

Public Facility/Infrastructure Assistance

CDBG-EAP Public Facility Assistance is available to communities where 51% or more of the population is low-to-moderate income (LMI) or where the activity will benefit LMI households. Funds are awarded as a grant, requiring a 25% local match for the total project expense. 

Eligible repair projects include:

• Curbs and gutters
• Water, sewer, and wastewater treatment facilities
• Streets and sidewalks
• Electrical systems

The W.H. & Mary Ellen Cobb Charitable Trust Grant Program aims to support local charities in the Texas Panhandle that focus on children's well-being. Recovery High School Program

The goal of this state-funded continuation grant is to support the implementation of Recovery High School (RHS) Programs, as set forth in Massachusetts General Laws M.G.L. c. 71, § 91 . Operated in partnership with a public school or educational collaborative, Recovery High SchoolRHS programs offer Massachusetts students with a substance use disorder an alternative educational option in which they engage students in a process of growth and development to support their recovery while still working towards their high school diploma. These programs work with students to co-design plans and pathways that are personalized to each student’s needs and goals.

This grant supports the Department of Elementary and Secondary Education's (Department's or DESE's) Educational Vision and priorities by supporting the whole student using culturally responsive practices to meet their academic needs and support their improved and continued attendance in school while preparing them to pursue their post-secondary goals.

The Rockfall Foundation is accepting applications for its 2026 Annual Environmental Grants Program, aimed at non-profit organizations, municipalities, and schools. The Montana Department of Labor & Industry (MTDLI), in compliance with the Workforce Innovation and Opportunity Act (WIOA), is seeking applications from experienced and qualified organizations to execute essential workforce development through the WIOA Title II - Adult Education and Family Literacy Program.

In doing so, the Department is seeking applicants who:

Healthy Living in Rural Delaware: Diabetes Wellness Program

Overview

The State of Delaware Department of Health and Social Services, Division of Public Health, seeks professional services to provide up to 500 rural Delaware residents with diabetes will receive continuous glucose monitoring (CGM) devices, when not otherwise covered by insurance, to support real-time monitoring and timely adjustments in health behaviors and medication use.

The Seneca Foods Foundation Grant supports philanthropic initiatives focused on empowering youth and strengthening communities. Since 1988, it has provided funding for education, community assistance, and internships. The Foundation prioritizes organizations connected to Seneca employees, located near its operational facilities, and those that align with its mission. It requires documented performance results and considers only one request per organization annually, ensuring that grants foster measurable impact within the communities served.

Affordable Housing and Sustainable Communities (AHSC) Program Round 10

The AHSC Program funds projects that implement land-use, housing, transportation, and agricultural land preservation practices that reduce greenhouse gas (GHG) emissions.

The AHSC Program provides grants and/or loans for Projects that achieve GHG Reductions and benefit communities across California, particularly DACs, Low-Income Communities, and Low-Income Households, through increasing accessibility of affordable housing, employment centers, and Key Destinations via low-carbon transportation. These investments result in fewer vehicle miles traveled (VMT) through shortened or reduced vehicle trip length or mode shift to transit, bicycling, or walking.

The purpose of these Program Guidelines is to implement Division 44, Part 1 Chapter 2 of the California Public Resources Code (PRC) (commencing with Section 75200), which establishes the Affordable Housing and Sustainable Communities (AHSC) Program, hereinafter referred to as the AHSC Program. Per the California Public Resources Code, the purpose of the AHSC Program is to reduce greenhouse gas (GHG) emissions through Projects that implement land use, housing, transportation, and Agricultural Land preservation practices to support infill and compact development, and that support related and coordinated public policy objectives, including the following:

• Reducing air pollution;
• Improving conditions in Disadvantaged Communities (DACs);
• Supporting or improving public health and other co-benefits as defined in Section 39712 of the Health and Safety Code;
• Improving connectivity and accessibility to jobs, housing, and services;
• Increasing options for mobility, including the implementation of the Active Transportation Program established pursuant to Section 2380 of the Streets and Highway Code;
• Increasing transit ridership;
• Preserving and developing affordable housing for lower income households, as defined in Section 50079.5 of the Health and Safety Code; and
• Protecting Agricultural Lands to support infill development.

The New England Regional Consortium Fellowships, supported by Harvard University, offer approximately 24 research grants annually across diverse fields such as history, literature, and sociology. These fellowships encourage collaborative projects utilizing resources from multiple cultural agencies. Applicants must be U.S. citizens or foreign nationals with the proper documentation, and itineraries require a minimum of eight weeks, involving at least three member institutions with two weeks spent at each.

The Avila Beach Community Foundation is offering a $8,500 Community Impact Grant to foster innovative projects that benefit the Avila Beach community. Applications are accepted annually from July to early September, with a focus on initiatives that enhance social, cultural, and physical well-being. Special consideration will be given to proposals utilizing the grant as seed money or matching funds. This grant aims to unite community members in achieving shared goals and improving local quality of life.

The Avila Beach Community Foundation Grants support projects that enhance the Avila Beach community, funded by an endowment from the UNOCAL beach clean-up settlement. Annual funding applications are accepted from July to early September, with a focus on minor and major projects. The Foundation aims to improve the physical, cultural, and social well-being of residents and visitors by financing enhancements that reflect the community's history and culture.

The Black Hills Charitable Giving Program supports community growth by providing sponsorships and donations to eligible organizations. Focused on thriving communities, conservation, and nurturing future leaders, it invites applications from 501(c)(3) organizations and schools. Funding priorities include critical needs like food security and education, while requests benefiting individuals or political causes are generally not funded. Applications are accepted year-round, with decisions made within 120 days.

The Lake Mills Area Community Foundation provides grants aimed at enhancing community life through charitable, educational, and cultural projects. Established in 1996, it supports innovative initiatives that address local needs. Applicants must be not-for-profit organizations that serve a public purpose. The Foundation prioritizes projects that can be completed within a year and typically does not fund ongoing operational expenses, salaries, or endowments. Grants can be requested at any time, with specific deadlines before board meetings.

The Kossuth County Community Foundation (KCCF) supports initiatives that enhance life in Kossuth County, Iowa. By providing grants, KCCF aims to foster community development and improve rural living conditions. Eligible organizations, including 501(c)(3) nonprofits and government entities, can apply for funding that prioritizes community needs and sustainability. The Mimi Washington Starrett Foundation, inspired by its namesake's legacy of generosity, focuses on supporting nonprofit organizations in Morris County, NJ. With a commitment to community well-being, the Foundation offers grants that address critical issues such as health, education, and environmental preservation. It operates through distinct grant cycles, allowing organizations to apply annually while fostering meaningful relationships. By prioritizing 501(c)(3) organizations, the Foundation ensures that its funding aligns with its mission of impactful community service.

The Avina Stiftung Grant supports sustainable change in the food system by focusing on healthy nutrition through research, public knowledge transfer, and innovative products. The foundation prioritizes initiatives in Switzerland and cross-border projects, while also considering Swiss initiatives in Latin America. However, it does not fund art, social projects, or development aid, and re-submissions are not accepted. This grant aims to foster sustainability and integrity in various nutrition-related endeavors.

The Sylvania Franciscan Foundation Fund offers grants to support initiatives aimed at combating human trafficking, assisting immigrants and refugees, and promoting social justice. The fund also aligns with Pope Francis’ Laudato Si’ call for environmental stewardship. Eligible projects may include survivor support services, community engagement, and ecological education. Notably, faith-based organizations that limit service to their members or engage in lobbying are ineligible for funding. This foundation prioritizes systemic solutions that foster dignity and opportunity for underserved communities.

The HPM Foundation offers substantial financial support, granting $100,000 annually to local 501(c)(3) nonprofit organizations. This initiative aims to empower and uplift communities by funding various projects and services. Recent beneficiaries include organizations such as the American Heart Association, Habitat for Humanity, and the Hawaii Island Food Basket. Through these contributions, the foundation fosters collaboration and strengthens the local nonprofit sector, ensuring vital resources are available to those in need.

Approximately 1,000 Kansans contributed ideas, insights and feedback. This process resulted in the creation of a Blueprint for Upward Mobility—a focused set of strategies to address the key barriers preventing Kansans from getting ahead.KHF is seeking bold, scalable ideas to accelerate the Blueprint. Funded projects will: 

• Advance one of the eleven Blueprint strategies 
• Operate at a regional or statewide level, or clearly serve communities experiencing concentrated economic hardship (*)   
• Launch within one year of receiving funding 
• Catalyze new approaches, strengthen cross-sector collaboration, and unlock additional resources. Rather than funding disconnected projects, KHF intends for these grants to contribute to a broader, coordinated movement advancing Upward Mobility across Kansas. 

The Byrne Family Foundation Trust (BFFT) launched the Fast Track Grants Program to address urgent community needs in Dallas, Texas, and Park City, Utah. Initiated in 2022, this program enables organizations to apply for quick funding without reporting requirements, ensuring funds are distributed within the same month. BFFT focuses on educational and animal welfare projects, prioritizing initiatives that enhance educational opportunities and support domestic animals, thereby promoting equity and community wellbeing.
