Technology & Innovation

Summary: Modernize rural health care delivery through technology that improves access, coordination, and efficiency. This initiative supports telehealth, health information exchange, digital health tools, electronic medical record modernization, and the responsible adoption of emerging technologies such as artificial intelligence.

Maine RHTP Technology and Innovation Strategies

A statewide initiative facilitated by MCD Global Health to bring digital health, augmented intelligence, and modern infrastructure to the rural communities that make Maine, Maine.

MCD Global Health is leading the Innovation and Technology pillar—bringing tested digital health tools, augmented intelligence (AI), and electronic health record modernization to clinicians, schools, skilled nursing facilities, and the people they serve.

Three Strategies One Goal

  • Digital Health Projects
  • Rural Health AI Hub
  • EMR Modernization

Each initiative addresses a specific gap in rural Maine's healthcare ecosystem. From the technology that connects providers to patients to the data systems that keep records moving with people across settings of care.

Digital Health Projects

MCD Global Health (MCD) was selected as a subawardee to support the implementation of Maine’s technology and innovation initiatives in close collaboration with Maine DHHS and statewide partners. This includes supporting the implementation of a variety of digital health solutions and modalities, including telehealth, remote-patient monitoring, provider-to-provider consultations, and digital therapeutics deployed across partner sites, with a focus on reducing distance as a barrier to specialty care, behavioral health, and chronic disease management.

Digital Health Projects: Provider-to-Provider Specialty Consultations - Synchronous and Asynchronous Solutions (Primary Care Organizations)

Telehealth Expansion: Provider-to-Provider

Objective

Enable rural primary care organizations and ACO partners to adopt standardized statewide real-time synchronous and asynchronous provider-to-provider specialty consultation workflows, improving timely access to specialists, clinical decision-making, care coordination, local management of appropriate conditions, and reducing unnecessary referrals, delays, and patient travel.

Project Type / Funding Tracks

Three tracks: Track A; Terack B and Track C

The primary distinction between tracks is the consultation modality. Applicants should select the track(s) that best aligns with their organizational need and capacity to support P2P specialty consultation services.

Track B

Asynchronous Specialty Consultations (e-Consults)

The Maine Rural Health Transformation Program (RHTP) is implementing a statewide asynchronous provider-to-provider electronic consultation (e-Consult) program that enables rural primary care providers to securely submit patient-specific clinical questions to specialists for review and recommendations without requiring a live appointment.

This store-and-forward model improves access to specialty expertise, supports clinical decision-making, and expands specialty access while allowing patients to remain under the care of their local providers whenever appropriate.

Who We're Serving

This project supports Maine-based:

  • Rural primary care providers in Maine,
  • Rural hospitals in Maine,
  • Critical Access Hospitals,
  • Community health centers,
  • Federally Qualified Health Centers (FQHCs), and
  • Other rural healthcare organizations.

Patients across rural Maine benefit through faster access to specialty recommendations without the need for immediate in-person specialty appointments. The model is particularly valuable for communities facing provider shortages, geographic isolation, and long specialty wait times.

Purpose: Support integration and utilization of eConsults to expand timely access to specialty expertise.

Key Responsibilities: Provider engagement, eConsult workflow integration, utilization and adoption.

Request for Proposals: Launchpad Funds

Background

Coefficient Giving is increasing its giving, primarily to prepare for the billions of dollars in new philanthropic capital that may become available in the coming years. Our increased giving in global health and wellbeing is a temporary surge, with two objectives: to smooth funding and pull forward initiatives we expect to be cost-effective, and to help create an ecosystem of regrantors and implementers with the capacity to allocate this new money as cost-effectively as possible. Additional context on our scaling is provided in this blog post.

With new potential capital on the way, we want to increase the supply of actionable and fundable plans to address some of the world’s hardest problems. We’re looking for specific, credible strategies to convert funding into measurable progress. Our ideal funds are:

However, we are also open to funds that are thematic and don’t have a quantified goal — for example, a fund organized around a promising type of intervention. Such funds still need to be led by a single, identifiable person who is accountable for the fund’s direction.

Through this request for EOIs, we aim to seed or scale Launchpad Funds that can grow to $100m+ over the next few years. We don’t seek scale for its own sake; it is a proxy for the ambition of the fund, and a signal that the problem is large and tractable enough to justify deploying significantly more capital over time.

What we will fund

  • We expect to support established ideas that have either not yet secured anchor support or could significantly scale beyond their existing level of funding.
  • This funding can cover operating expenses, but we expect most of it to be used for activities that make progress on the fund’s goals — whether through regranting or direct implementation.
  • For exceptional proposals, we may consider funding levels beyond $50m. We anticipate higher funding levels will involve more thought partnership from our team.
  • While we don’t expect to make grants longer than 36 months, funded proposals may later be considered for additional funding beyond the initial period.
