The Duluth Superior Area Community Foundation was established in 1983 by visionary community leaders. We are a collection of hundreds of endowed funds established by individuals, families, private foundations, and businesses to enhance the quality of life in our region. Since our inception, we have distributed more than $40 million in grants and scholarships and currently administer over 360 different funds, each with its own charitable purpose. The Duluth Superior Area Community Foundation promotes private giving for the public good.

The Community Opportunity Fund is at the heart of our work at Boreal Waters Community Foundation. It’s how we connect generosity with possibility to support bold ideas, local leadership, and long-term solutions across northeastern Minnesota and northwestern Wisconsin.

Each year, this fund helps nonprofits tackle critical challenges, strengthen communities, and ensure that everyone in our region can thrive.

A Grant Program Rooted in Community and Collective Generosity

As our region’s permanent civic endowment, the Community Opportunity Fund helps nonprofits and community groups respond to challenges, create solutions, and build a better future. In 2023, we restructured the fund to offer larger, more flexible grants—supporting not just programs, but long-term vision and systems change.

We focus on these interconnected areas:

Community Opportunity Fund: Resilience Grant Focus

Projects must enhance the ability of organizations, families, or communities to anticipate, adapt to, and recover from challenges, creating sustainable, long-term solutions that reduce risk and promote resilience.

Examples include:

• Leveraging partnerships and resources to implement scalable, lasting solutions that strengthen community resilience.
• Expanding access to knowledge, training, and tools that improve economic, social, or environmental stability for individuals and families.
• Developing community-driven solutions that address housing stability, food security, workforce resilience, or climate adaptation.
• Applying innovative or proven strategies that increase a community’s ability to prepare for and respond to systemic challenges (e.g., disaster preparedness, economic shifts, public health crises).

What We Fund

We support a wide range of community-driven, equity-centered work. Funding can be used for:

The CoVantage Cares Foundation Grant supports non-profit organizations in Wisconsin, Michigan, and Illinois that address basic needs and enhance community quality of life. With over $4.2M in funding since its inception in 2015, the foundation prioritizes projects with lasting impact, collaboration, and alignment with its mission. It aims to assist those facing financial challenges while promoting financial literacy and community enhancement initiatives.

The Chicago Region Land Conservation Grants, funded by the Gaylord & Dorothy Donnelley Foundation, support diverse organizations in innovative conservation efforts across the Chicago area. This initiative prioritizes climate resilience, inclusive practices, and ecological benefits, aiming to enhance land conservation strategies and policies. Eligible applicants include 501(c)(3) charities and government units focused on natural and working lands. The program fosters collaborations that amplify conservation outcomes while addressing the unique challenges of urban environments.

The Community Foundation of Central Wisconsin offers the Major Projects grant to support impactful community projects in Portage and Waushara counties. Annually, one project is funded with grants ranging from $25,000 to $50,000. Eligible organizations include nonprofit agencies and government entities that are tax-exempt, aiming to benefit the general public. Projects in the areas of Arts, Education, Environment, Helping People, and Wellness are encouraged, while operating expenses and political lobbying are ineligible.

The Joyce Foundation's Education & Economic Mobility Grants aim to close income and race disparities in college and career success. The foundation prioritizes equitable access to high-quality education, supporting policies for effective educators, high school graduation, and affordable college credentials. Focused on racial equity and economic mobility, it addresses the needs of historically underserved young people in the Great Lakes region and invests in research, policy development, and advocacy to help them recover from the COVID-19 pandemic.

The Fred C. & Katherine B. Andersen Foundation Grant focuses on enhancing the quality of life in the St. Croix Valley of Minnesota and Wisconsin. It supports 501(c)(3) nonprofit organizations with priorities in healthcare, education, housing, human services, civic initiatives, and environmental education. While capital requests may be considered, the foundation primarily funds operational and programmatic needs. Organizations outside the geographic area may be considered if they align with the foundation's funding priorities.

The James E. Dutton Foundation provides financial support to organizations dedicated to wildlife, environmental preservation, and outdoor education. With a focus on positively impacting animal life and enhancing human experiences in nature, the foundation honors Jim Dutton's legacy by funding diverse projects. This includes aiding distressed animals, promoting conservation education, and encouraging stewardship of natural resources. The foundation primarily supports initiatives in Wisconsin and the Midwest, aiming for lasting benefits to both wildlife and communities.

The Old National Bank Foundation offers grants to nonprofit organizations for community impact initiatives across Indiana, Illinois, Kentucky, Tennessee, Michigan, Minnesota, Iowa, and Wisconsin. Focused on four key areas—Affordable Housing, Workforce Development, Economic Development, and Financial Empowerment—the foundation prioritizes programs that support underrepresented communities. Organizations must have 501(c)(3) status and align with the foundation’s funding priorities to qualify for grants, which can be applied for every two years.

The Wisconsin Public Service Foundation Grant supports local communities through charitable contributions, focusing on areas such as arts, education, and human services. Funded by shareholders, not utility customers, the foundation awards nearly $1.4 million annually to nonprofit organizations that enhance community quality of life. Eligible projects must align with specific funding areas and be located within the service area. The foundation encourages innovative projects that foster community engagement and development.

The Wisconsin Public Service Foundation offers Local Community Grants to support initiatives that enhance community development, health, arts, education, and the environment. Nonprofit organizations in the service areas are eligible for funding. The foundation emphasizes partnerships that promote educational opportunities and community improvement. With a history of providing financial support since 1964, the foundation encourages projects that engage local residents and foster collaboration among diverse groups. Preference is given to specific programs or projects that align with their mission.

The AnnMarie Foundation Grant supports non-profit organizations in Wisconsin that were home to Phillips Plastics Corporation employees. It prioritizes educational, humanitarian, cultural, and recreational activities, providing monetary awards and scholarships. Eligible applicants must demonstrate 501(c)(3) status or have a fiscal agent. The foundation favors projects that engage students in STEM and prefers requests for durable items. Funding excludes consumables, ongoing fees, and political or religious purposes.

The River Falls Community Foundation Big Idea Grants aim to enhance the quality of life in River Falls, Wisconsin. With grants up to $25,000, this program seeks innovative projects that support community pride, assist underserved citizens, and address environmental concerns. Open to qualified non-profit organizations, the initiative is driven by a volunteer board dedicated to ensuring that donations effectively improve the community's future well-being. Applications are accepted every other year.

The Wausau Marathon County Impact Grants support innovative projects that enhance the quality of life in the greater Wausau area and Marathon County. Funded by the Community Foundation of North Central Wisconsin, these grants focus on the arts, education, health and human services, and resource preservation. They aim to provide long-term, tangible benefits to the community, encouraging nonprofits to propose impactful solutions to pressing needs.

The WAB Creation and Presentation Grant provides vital support to established nonprofit arts organizations in Wisconsin that create or present significant arts programming. This grant emphasizes community impact and artistic quality, requiring applicants to demonstrate a history of consistent artistic activities and community engagement. Eligible organizations must be incorporated in Wisconsin, hold 501(c)(3) status, and provide a dollar-for-dollar match of funding. This multi-year grant program facilitates ongoing artistic development while ensuring accountability.

The LCCF Mini Grants program, offered by the La Crosse Community Foundation, provides funding between $1,000 and $15,000 to nonprofit organizations in La Crosse County. With a total allocation of $100,000 for the year, the program seeks to support result-oriented projects that address community needs. Eligible organizations must be 501(c)(3) charities or have a fiscal sponsor and serve the local community, promoting engagement and social capital.

The Rhinelander Community Foundation Grants aim to strengthen community organizations in the Rhinelander area by providing financial support for innovative projects. Grants are available for charitable organizations, educational institutions, and local units that benefit the public. The Foundation prioritizes initiatives that enhance the quality of life for residents and visitors, fostering collaboration and partnership. With grants up to $5,000, the Foundation is committed to sustaining the vibrancy of the Rhinelander community through philanthropy.

The Herzfeld Foundation's Arts Awareness Grant aims to enhance awareness of visual and performing arts in metro Milwaukee. Grants, up to $100,000, support strategies that expand or innovate coverage of the arts through various media. Eligible applicants include 501(c)(3) organizations focused on sustaining journalistic endeavors that address challenges faced by artists. The foundation prioritizes collaborative efforts and innovative reporting, continuing Richard and Ethel Herzfeld's legacy of enriching the cultural landscape of the greater Milwaukee area.

The Monroe Fund Grant Program, established in 1996, acts as a permanent endowment fund managed by the Community Foundation of Southern Wisconsin. It provides annual grants to non-profit organizations, local schools, and government agencies, enhancing community quality of life. Supporters of Monroe can align their philanthropic efforts with community needs through this fund. Notably, grants are awarded once per year, and individuals are not eligible to apply.
