Our Approach

The Community Foundation, in collaboration with donors and community-based organizations, facilitates effective and impactful grant making, philanthropy, scholarships, and other forms of non-monetary support while being responsive to the ever-changing needs of our region.

Party Parade Fund

Grants to organizations for projects in the Charlottesville-Albemarle area, and surrounding counties, for innovative and continuing projects designed to meet the needs of children or adults in the community.

Virginia Department of Emergency Management

In July 1973, Virginia took measures to ensure that the Commonwealth and its residents would be protected from the effects of disasters, both natural and human-caused. Just 13 months after Hurricane Agnes caused record-breaking flooding, the Virginia Office of Emergency Services was created. The office was renamed the Virginia Department of Emergency Management (VDEM) in 2000 (Va. Code Ann. § 44-146.18). Today, VDEM works with with local, state, tribal, and federal agencies and voluntary organizations to provide crucial resources during all hazard disasters.

Nonprofit Security Grant Program (NSGP)

The Nonprofit Security Grant Program (NSGP) provides funding support for target hardening and other physical security enhancements and activities to nonprofit organizations that are at high risk of terrorist attack. The intent is to integrate nonprofit preparedness activities with broader state and local preparedness efforts. It is also designed to promote coordination and collaboration in emergency preparedness activities among public and private community representatives, as well as state and local government agencies.

The NGSP, via State Administrative Agencies (SAA), provides funds to nonprofit organizations that are at high risk of terrorist or other extremist attack to meet the following three objectives throughout the period of performance:

• Enhance equipment and conduct security-related activities to improve the security posture of nonprofit organizations that are at high risk of a terrorist or other extremist attack.
• Address and close capability gaps that are identified in individual nonprofit organization Vulnerability Assessments via funding spent on Planning, Equipment, and Training and Exercises that aim to enhance the protection of soft targets and crowded places.
• Strengthen relationships across non-profit organization, state, local, and territorial homeland security agencies for a whole community approach to preparedness.

Given the evolving threat landscape, it is incumbent upon DHS/FEMA to continuously evaluate the national risk profile and set priorities that help ensure appropriate allocation of scarce security dollars. In assessing the national risk profile, the following National Priority Areas (NPAs) shape current and future guidance:

• Enhancing the protection of soft targets/crowded places.
• Supporting Homeland Security Task Forces and Fusion Centers
• Enhancing Cybersecurity
• Enhancing Election Security
• Supporting Border Crisis Response and Enforcement

Likewise, there are several enduring security needs that crosscut the homeland security enterprise. The following are second-tier priorities that help recipients implement a comprehensive approach to securing communities:

• Effective planning;
• Training and awareness campaigns; and
• Exercises

Effective August 13, 2020, FEMA recipients and subrecipients may not use any FEMA funds under open or new awards to:

• Procure or obtain any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology of any system;
• Enter into, extend, or renew a contract to procure or obtain any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology of any system; or
• Enter into, extend, or renew contracts with entities that use covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system.

Virginia Applicants

Up to $3,381,162 will be available for Virginia applicants in 2025. Of that amount, funding will be split across two applicant groups: NSGP-Urban Areas (NSGP-UA), and NSGP-State (NSGP-S).

NSGP-State (NSGP-S)

Up to $2,400,000 will be available for applicants not located in a designated Urban Area by DHS. Individual awards may be up to $200,000.

Enrichment Alliance of Virginia – Positive Behavioral Support

The Enrichment Alliance of Virginia, a committee-advised fund, is accepting proposals for funding up to $2,500 for trainings and other services to strengthen out-of-school time programs’ abilities to support positive behavior and safely de-escalate disruptive behaviors.

The purpose of this grant is to improve the programs’ capacity to include children with behavioral challenges while making sure that ALL children have positive camp or after-school experiences.

Chesapeake Watershed Investments for Landscape Defense (WILD) Program

The Chesapeake Watershed Investments for Landscape Defense (WILD) Grants Program delivered in partnership with the U.S. Fish and Wildlife Service supports efforts to improve the condition and connectivity of habitats for at risk and federally listed species.

The National Fish and Wildlife Foundation (NFWF) is committed to operating in full compliance with all applicable laws, regulations, and Executive Orders. We continuously monitor legal and regulatory developments to ensure our policies, procedures, and operations align with current federal directives. We encourage all applicants to do the same.  

The ability and extent to which NFWF is able to make awards is contingent upon receipt of funds from federal agencies and/or other funding partners. Final funding decisions will be made based on the applications received and the level and timing of funding received by NFWF.

The WILD Program Pillars are:

• Pillar 1: Restore, conserve, and connect fish and wildlife habitat
• Pillar 2: Improve water quality for fish, wildlife and people
• Pillar 3: Align the power of nature to adapt to changing landscapes
• Pillar 4: Expand access to nature and outdoor recreation for all Americans
• Pillar 5: Build partnership capacity to collaborate and coordinate actions

The Chesapeake WILD Grants Program has three distinct tracks:

• Collaborative Conservation
  • Grants of up to $200,000 will be awarded for projects that support and enhance the capacity of partnerships, networks, and other collaborative models working collaboratively to advance place-based, landscape-scale, and crossjurisdictional habitat restoration, conservation, and connectivity outcomes.
• Planning and Technical Assistance
• Implementation

Scholarships are available to graduating high school seniors. Applications are accepted from mid-November until mid-March. Scholarship award recipients will be announced at the high school awards ceremony. 

Michelle Hawley TEACH THE CHILDREN Scholarship

Established by the family and friends of Michelle Hawley to provide college tuition assistance to a Blue Ridge, Elk Lake, Forest City, Montrose, Mountain View or Susquehanna Community High School graduate who will major in Elementary Education.

Beckley Area Foundation

Beckley Area Foundation was established in January 1985 by ten community-minded citizens. It began with a gift of $1.1 million from the Dr. Thomas Walker Memorial Health Foundation as “seed” money for this Raleigh County project. BAF assets have grown to over $70 million with over 500 different funds managed by our three trustee banks. Today, Beckley Area Foundation is one of West Virginia’s largest community foundations.

Since its inception, BAF has distributed over $23 million to charities and other worthy projects in the fields of education, public recreation, health & human services, the arts, animal services and beautification.

Scholarships

The Beckley Area Foundation proudly manages scholarship funds established by individuals, businesses, and organizations dedicated to helping students pursue higher education. Many of these scholarships are tailored for specific schools, fields of study, or graduates from local high schools, while others offer broader opportunities. No matter the path, our scholarships aim to support students from our region as they work toward achieving their educational goals.

Most of these scholarships must be awarded to students from our geographic area or at least preference given to such students. While the majority of scholarships benefit Raleigh County applicants there are others designated for Fayette, Summers, Webster, and Wyoming students. 

Ernest V. Bowman Memorial Scholarship Fund for Virginia Polytechnic Institute and State University

Graduates of Raleigh, Fayette, Summers, Mercer or Wyoming counties of West Virginia attending VA Tech; College upperclassmen (sophomores, juniors, and seniors) as well as graduating seniors; Engineering field of study; “B” average or better; Need based.

This scholarship is renewable.

Hackett Family Scholarship

Open to students of color who identify as female, are graduates of any Grand Rapids Public Schools, Grandville, Godfrey Lee, Godwin, Kelloggsville, East Kentwood, or Wyoming high schools, with a minimum 2.0 GPA and who will enroll full time.

Scholarships are available to graduating high school seniors. Applications are accepted from mid-November until mid-March. Scholarship award recipients will be announced at the high school awards ceremony. 

Meshoppen Creek Scholarship

Established by Reverend Paul Carlson and his wife Myrtle to provide assistance to a graduating high school Senior from Susquehanna County, Pennsylvania who exhibits exceptional promise for their future and who writes a winning essay about their greatest accomplishment in life so far.

Ross C. Todd Scholarship

Merit based award open to West Virginia blind students. Both graduating high school seniors and college upperclassmen, which at the time of application have achieved and maintained a 3.0 grade point average or better, are eligible to apply; All other considerations being equal, the two recipients having attained and maintained the highest grade point average within the applicant pool shall be named as recipients; West Virginia residents who are matriculating seniors or students already enrolled in a college/university.

This scholarship is renewable.

Scholarships are available to graduating high school seniors. Applications are accepted from mid-November until mid-March. Scholarship award recipients will be announced at the high school awards ceremony.

Adam Liepinis Memorial Scholarship

Established by the family of the late Adam Liepinis to provide tuition assistance to a graduating senior from Susquehanna or Wyoming counties, who will attend a post-secondary degree program with priority given to a student majoring in welding or automotive technology.

Grand Rapids Combined Theatre Scholarships

Open to full-time theatre arts majors at an accredited college/university in the U.S., who also have current or previous involvement in Grand Rapids community theater (Civic, Circle, Actors, Jewish, Heritage, Master Arts theaters), or with the theater program at Aquinas, Calvin, GRCC, or GVSU. Four scholarships are awarded annually, three of those are in honor of Norma Brinks, David and Emma Nicollette and Paul Dreher.

We are honored to be the stewards of over 90 scholarship funds established by philanthropically-minded individuals in our community. Generous donors entrust us to connect them to dynamic students to provide financial resources for their education through scholarships. Our donors establish scholarship funds with criteria they wish to be met by applicants. Our scholarship committee considers the criteria, evaluates the submitted applications, and chooses the best candidates for each scholarship.

The Paramo Foundation Scholarship Award

The Paramo Foundation Scholarship Award is awarded annually to low income students attending a college or university focused on the trades, including but not limited to, cosmetology programs. The scholarship will provide a full scholarship for one year at a trades school.

WWHS Class of 1952 – Jo Lee Daniels Scholarship

The Jo Lee Daniels Scholarship is to be awarded to an individual demonstrating the qualities of a “Jo Lee like personality” exemplified in a poetic reflection about her. This includes such characteristics as intelligence, unquestionable integrity, a leader of other students, remarkable wit and sense of humor, hospitable nature, sympathy for others, patience with trying people and situations, a strong work ethic, warm heartedness, and FRIENDLY. The recipient may be male or female.

This scholarship is not renewable.

Scholarships are available to graduating high school seniors. Applications are accepted from mid-November until mid-March. Scholarship award recipients will be announced at the high school awards ceremony. 

Maurice D. Taylor Memorial Music Scholarship

Established by the family of Mr. Taylor who was originally from Montrose and became a nationally recognized music and band instructor. The scholarship will benefit a student from Montrose or Elk Lake who will attend a post-secondary degree program to major in music.

The File Girls Cystic Fibrosis Scholarship

Weighted for educational merit, personal achievement and financial need; West Virginia high school matriculating senior with a confirmed diagnosis of Cystic Fibrosis. Recipient will provide physician’s letter affirming a diagnosis of Cystic Fibrosis as part of the application process; The scholarship is to be awarded for post-secondary education through college, vocational or technical schools.

This scholarship is renewable.

Scholarships are available to graduating high school seniors. Applications are accepted from mid-November until mid-March. Scholarship award recipients will be announced at the high school awards ceremony. 

Matthew VanFleet Memorial Automotive Scholarship

Established by Matthew’s parents and his sister in memory of Matt who passed away in an automobile accident. The scholarship provides assistance to a student who will study automotive technology. The scholarship is available to students from all the school districts in Susquehanna and Wyoming Counties.
