Who We Are

The Wayne County Community Foundation is a nonprofit 501(c)(3) community organization that works to strengthen the community we all share by helping donors make a lasting difference with their philanthropic endeavors – connecting their dreams and passions with causes that matter.

Established in 1978 with a single gift of $1,000, WCCF has become the steward of over 620 separate funds created from bequests and gifts, each with their own philanthropic purpose to support the future of our community now – and for many years to come.

The mission of Wayne County Community Foundation is to provide philanthropic leadership to our community.

Roy S. Bates Scholarship

Roy S. Bates (1916-2004)

Roy Bates was born August 28, 1916, in a farmhouse in Chester Township, Wayne County, Ohio. A breach baby, Roy’s arms and legs were broken during delivery; miraculously, the baby survived and the only permanent impairment was a crooked right arm that couldn’t be raised above the shoulder. Roy was a bright, precocious child who entered Chester High School at age 13 where he played on the varsity basketball and baseball teams and graduated as valedictorian of the Class of 1933.

Bates attended the College of Wooster where he was an outstanding intramural basketball and baseball player. After graduating from Wooster in 1937, Roy accepted a position teaching social studies at Chester High School. He was appointed Chester’s basketball coach in 1938, and he became the baseball coach in 1942. When Chester became a part of Northwestern High School in 1951, Bates was appointed basketball and baseball coach at the new school. When his coaching career ended in 1967, his varsity coaching record stood at 475-52 in baseball and 441-84 in basketball. Bates was the first coach in Ohio history to win state championships in both baseball (1959) and basketball (1965, and he was the first coach to be elected to both the Ohio Coaches Baseball and Basketball Halls of Fame.

A world traveler, Bates led eight senior class trips, 12 basketball team trips and about 40 National Education Association trips to every continent except Antarctica. From 1948 to 2001, Bates conducted more than 14,500 sports shows on Wooster Radio. He also officiated basketball, baseball, and softball games for more than 30 years.

After Bates retired from Northwestern in 1977, he assisted with college basketball programs at Indiana University, Cornell University, the University of Colorado, and the College of Wooster. Through his personal investments, he established the Roy S. Bates Scholarship Fund at Wayne County Community Foundation to help student athletes pursue their dreams of higher education.

Barry Koch & Family Scholarship Fund

A fund supporting scholarships for track and field, or cross country high school student-athletes in Anchorage. The scholarships will be awarded to any region IV or Anchorage area high school seniors who apply to college or technical school.

Brandon C. Reiley Scholarship Fund

Brandon was nothing if not a true adventurer and a friend to all. His laugh was almost always mischievous but also contagious. Brandon was a citizen of the world, living and visiting countless countries and maybe getting into a little trouble along the way. He loved meeting new people and roping them into projects and ideas or connecting them to like minded souls.

This scholarship, established in memory of Brandon C. Reiley, supports Alaskan students pursuing higher education degrees in the fields of science, sustainability, mathematics, education, or aviation. All of these areas were important to Brandon and it is the goal of this scholarship fund to support students with similar interests and goals.

Briggs Memorial Scholarship Fund

The Briggs Memorial Scholarship Fund provides scholarships to residents of Chugiak and Eagle River who demonstrate financial need.

The Briggs’s had a long affiliation with Chugiak High School and its graduates. During the early 1970’s, the Briggs family provided financial assistance to Chugiak graduates who, without their assistance, would not have had an opportunity to earn a college education. The only request attached to the “scholarship” was a Christmas card report on their progress and achievements. The intent of this scholarship is to provide assistance where there is definite financial need.

Cael Askin Memorial Scholarship Fund

The donors establish the Cael Askin Memorial Scholarship in memory of their son, Cael (pronounced Kale) who died at age 25 in 2013 as a result of complications of Epilepsy. Cael was diagnosed with Asperger’s while in school and completed high school with a certified diploma utilizing an Individual Education Plan (IEP) through his time in school. The fund is intended to provide scholarships to Kenai students who have had Individualized Educational Plans (IEP’s).

The family of Cael Askin is honored to offer a $1,000 scholarship in his memory to support a graduating high school or home school senior receiving Special Education Services and intends to pursue secondary education or vocational/technical training.

CARTA Scholarship Endowment Fund - Liability

Central Alaska Retired Teachers' Association Scholarship Fund was established to provide financial support for undergraduate and graduate students majoring in education or working towards certifications that will enable them to become teachers or administrators in the public schools.

David E. Knox Memorial Nursing Fellowship Fund

The David E. Knox Memorial Nursing Fellowship was established to support outstanding candidates in the pursuit of registered nursing degrees and service to small Alaskan communities. The fellowship honors the memory of David Knox, who moved to Alaska in 1973 to pursue a career in surgical nursing after serving in the Army as a surgical technician in Vietnam. Starting his work in Sitka in the Public Health Service surgical unit, Knox soon earned his R.N. degree through UAA. After 10 years with PHS, he was hired to coordinate the surgical unit at Sitka Community Hospital. He brought a high level of leadership and expertise to Sitka’s surgical unit, helping it become one of Alaska’s leading rural health units.

The new surgical suite at SCH was dedicated in his honor and a plaque was erected that reads “a beloved husband, father, mentor, and friend who selflessly served his community, patients, family, and friends.”

Ideal fellowship candidates will embody the same nurturing compassion, detailed organization, high technical standards, and devotion to healthcare for which David was known.

Donald Giles Vocational Scholarship Fund

A scholarship fund created by Donald Giles to provide a scholarship to an eligible student residing in Petersburg, Seward or Homer Communities pursuing training, certification or a degree in vocational or trade studies.

Don Giles, the Former CEO of Icicle Seafoods got his start working the summers in Seward in the 1970’s and spent lots of time in Seward, Homer and Petersburg over the years. All three communities were very supportive and instrumental to the success of Icicle over the years. In speaking with Mr. Giles he stated, "I’m glad to be able to give something back to these wonderful communities There is a need and shortage of skilled vocational trade people in Alaska and hopefully this Scholarship will help jump start some young Alaskans into successful jobs and careers that are desperately needed in Alaska."

Dr. John Halligan Scholarship Fund

This is a scholarship fund established for students in pursuit of a medical career.

Dr. John Halligan graduated from The United States Military Academy at West Point in 1985 and the Uniformed Services University of the Health Sciences with an MD. After completing his residency in Radiation Oncology at the University of Washington, Dr. Halligan served in the US Army as a Radiation Oncologist until his retirement as a Colonel in 2008. After retiring from the military, Dr. Halligan fulfilled a decades-long dream and moved to Alaska to become the Medical Director of Radiation Oncology at Providence Alaska Medical Center. He has since expanded state-of-the-art cancer care in Alaska by opening Radiation Oncology Clinics in Soldotna, Juneau, and the MatSu Valley so Alaskans could receive care closer to their homes.

Gary Martin Swim Scholarship Fund

This is a scholarship established in memory of Gary Eugene Martin, and is open to Alaska students entering or enrolled in colleges or trade schools who have been involved in competitive swimming at the high school level in Alaska. 

The Gary Martin Swim Scholarship Fund was established with The Alaska Community Foundation in 2015. Gary Eugene Martin was a longtime resident of Soldotna, Alaska who lifted others up with his positivity and encouraging nature. His list of volunteer activities is long and reflects how much he cared about those he shared a community with. Gary was known to his family as someone who loved animals and spoiled his grandchildren. He showed his passion for helping youth through his involvement in competitive swimming. For years, he served as an official coach and mentor to many young swimmers.

His legacy carries on today through the awarding of the Gary Martin Swim Scholarship.

George & Stephanie Suddock Foundation Scholarship Fund

The purpose of the George & Stephanie Suddock Foundation Scholarship Fund is to provide graduating Alaskan high school students with the opportunity to pursue a bachelor’s degree from an accredited university in the United States. The George & Stephanie Suddock Foundation prefer for the student to intend to return to Alaska if pursuing higher education out of state.

Awards will be given to a cohort of five (5) students from across the state of Alaska to ensure statewide representation.

Harry H. Hirshik Scholarship Fund

A scholarship fund focused on automobile mechanic education.

The Harry H. Hirshik Scholarship supports Alaskan students pursuing education or training in the field of automotive mechanics. Harry H. Hirshik was military-civil employee-mechanic. He lived in Eagle River and loved Alaska.

Holly Dick Scholarship Fund

This scholarship fund was created by Holly Dick who learned from her own life experiences how education can change lives.

The Holly Dick Scholarship will provide eligible students with an educational scholarship to support the pursuit of post-high school education, including vocational training that will give them a future career. Scholarships will be awarded based on academic performance, community activities, letters of reference, and leadership activities with a preference for Chinese American students who are the first generation in their family to attend college or Chinese Alaskan students. Students must be enrolled full-time to qualify for a scholarship.

Holly WaiHung Dick left mainland China with her family in 1947 for a better life in Hong Kong. Her life experiences taught her that education changes lives. After completing school in China, Holly was hired by Japan Airlines, where she met her future husband, an American, Mike Dick. Holly and Mike lived in Anchorage, where they loved to fish and enjoy friends, family, and their Alaskan life. Holly loved to help others along their path in life. She volunteered as a translator for immigrants and helped children in daycare settings. 

This scholarship is her legacy fulfilling her hope to help Chinese students increase their experience and skills with education so they can find a job and a career to support their future.

Lucile Hope Special Education Scholarship Fund

The Lucile Hope Special Education Scholarship was generously established in honor of Lucy Hope upon her retirement from the Mat-Su School District where she taught special education for many years and guided the administration of the special education program. It supports Alaskan students seeking post-secondary education in K-12 education with an endorsement in special education. The scholarship is open to students enrolled in an accredited university or college and who have completed at least their sophomore year pursuing a degree or endorsement in post-secondary education.

Ron and Terri Davis Trades Scholarship Fund

This scholarship is established to help deserving students with financial need to complete a certificate or degree in the trades, including an applied Associates Degree leading to employment in the trades.

THS Patricia Roppel Memorial Scholarship Fund

The THS Patricia Roppel Memorial Scholarship is a $5,000 award made annually to an undergraduate or graduate student who is either enrolled or intends to enroll at an accredited college and majoring in history, pursuing the study of Alaska. 

The Tongass Historical Society is a private, non-profit corporation whose purpose is to discover, preserve, and disseminate knowledge of the history of Ketchikan and Southeast Alaska for present and future generations. Established in 1961, the Society brings together people of all ages who share an interest in Ketchikan’s rich and colorful heritage. The Tongass Historical Society is actively pursuing the preservation of the information and items intimate with our unique part of Alaska.

This scholarship is in memory of Patricia “Pat” Roppel– author, historian, and Alaskan. Pat moved to Alaska in 1959, where she and her husband Frank grew to love Southeastern Alaska. Her numerous published works about Southeast Alaska spanned various topics ranging from business to salmon hatcheries in the area.

Pat is remembered as someone who was open and loved to share her love and knowledge with others. Her legacy is remembered in the awarding of this scholarship.

Tim Akers Memorial Scholarship Fund

A scholarship fund in memory of Tim Akers to support post-secondary education opportunities for Alaska Native students in the field of technology, education, or engineering.

The Tim Akers Memorial Scholarship supports outstanding Alaskan students in the pursuit of technology education and/or training. Tim Akers played an influential role in the development and production of the Prudhoe Bay Oilfield. Mr. Akers served as a mentor and role model for many young Alaskans with little or no experience working on the North Slope. His guidance helped to establish a solid core of exceptional Alaskan talent in the Prudhoe Bay workforce. Mr. Akers also served as President of the Chuloonawick Native Corporation.

Toby Gamble and Janet Helen Tolan Gamble Educational Fund

Scholarship to benefit students graduating from an Anchorage high school who are interested in vocational studies, pre-med, law, theology, sports or other areas specified in the scholarship guidelines.

The Toby Gamble and Janet Helen Tolan Gamble Educational Scholarship was established at The Alaska Community Foundation in 2015, with the inaugural scholarship cycle beginning in the spring of 2018. The Gambles wanted to support the post-secondary goals of students in Anchorage, a place they made their home for nearly sixty years.

Washington County Community Foundation

The Washington County Community Foundation seeks to improve the quality of life in Washington County by promoting and facilitating philanthropy. We accomplish this by assuming four philanthropic roles of Grantmaker, Donor Service Organization, Fundraiser, and Community Leader. Fostering philanthropy by offering charitable gifting opportunities to donors on an individualized basis and at reasonable fees, we make charitable giving easier, more satisfying, and more effective. 

The Foundation is a tax-exempt, 501(c)(3) not-for-profit corporation organized under the laws of Pennsylvania, which is registered with the Pennsylvania Charities Bureau and annually files the Federal Form 990.

Scholarships for Post-Secondary (Undergraduate) School

The Foundation provides both need-based and merit-based scholarships to students in Washington County, with a few scholarships also available to students in Greene County. All scholarships are made payable to the educational institution the student is attending. 

Carol L. Berthold Scholarship Fund for Dance

For a current year graduating senior who is pursuing a degree in dance at an accredited post-secondary educational institution and demonstrates both financial need and academic excellence. The award is renewable annually, provided the recipient remains enrolled in the dance program and in good academic standing (as defined by the institution).

Washington County Community Foundation

The Washington County Community Foundation seeks to improve the quality of life in Washington County by promoting and facilitating philanthropy. We accomplish this by assuming four philanthropic roles of Grantmaker, Donor Service Organization, Fundraiser, and Community Leader. Scholarships for Post-Secondary (Undergraduate) School

The Foundation provides both need-based and merit-based scholarships to students in Washington County, with a few scholarships also available to students in Greene County. All scholarships are made payable to the educational institution the student is attending. 

CAS/Dr. Kim Stacher Scholarship Fund

For a student who resides within the boundaries of any Washington County or Greene County school district, demonstrates financial need, and who plans to enroll in a certificate, associate, or bachelor’s degree program. Qualified applicants who participated in the Headstart program will be given special consideration.

The Washington County Community Foundation seeks to improve the quality of life in Washington County by promoting and facilitating philanthropy. We accomplish this by assuming four philanthropic roles of Grantmaker, Donor Service Organization, Fundraiser, and Community Leader. Fostering philanthropy by offering charitable gifting opportunities to donors on an individualized basis and at reasonable fees, we make charitable giving easier, more satisfying, and more effective.

Chapman Family Scholarship Fund

For current year graduating seniors of any Washington County or Greene County high school who demonstrate financial need. Preference will be given to certificate, trade, or technical school applicants. Awardees may be eligible for up to three subsequent-year scholarships, provided they maintain eligibility.

For a current year graduating senior from Burgettstown High School, Avella High School, or Fort Cherry High School, who demonstrates financial need and is pursuing post-secondary education in electronics, mechanics, mechatronics, machine tool technology or a related field.

John & Sophie Choratch Scholarship Fund

For current year graduating seniors of any Washington County high school, whose parent or guardian is employed as, or who volunteers as, a first responder (e.g., fire, emergency/rescue, police). Special consideration will be given to those students whose parent or guardian has been killed in the line of duty or who have otherwise been affected by local tragedy.
