Eligibility requires organizations to be legally incorporated and based in Minnesota, emphasizing work led by marginalized communities. The Duluth Superior Area Community Foundation was established in 1983 by visionary community leaders. We are a collection of hundreds of endowed funds established by individuals, families, private foundations, and businesses to enhance the quality of life in our region. Since our inception, we have distributed more than $40 million in grants and scholarships and currently administer over 360 different funds, each with its own charitable purpose. The Community Opportunity Fund is at the heart of our work at Boreal Waters Community Foundation. It’s how we connect generosity with possibility to support bold ideas, local leadership, and long-term solutions across northeastern Minnesota and northwestern Wisconsin.

Each year, this fund helps nonprofits tackle critical challenges, strengthen communities, and ensure that everyone in our region can thrive.

A Grant Program Rooted in Community and Collective Generosity

As our region’s permanent civic endowment, the Community Opportunity Fund helps nonprofits and community groups respond to challenges, create solutions, and build a better future. In 2023, we restructured the fund to offer larger, more flexible grants—supporting not just programs, but long-term vision and systems change.

We focus on these interconnected areas:

Community Opportunity Fund: Resilience Grant Focus

Projects must enhance the ability of organizations, families, or communities to anticipate, adapt to, and recover from challenges, creating sustainable, long-term solutions that reduce risk and promote resilience.

Examples include:

• Leveraging partnerships and resources to implement scalable, lasting solutions that strengthen community resilience.
• Expanding access to knowledge, training, and tools that improve economic, social, or environmental stability for individuals and families.
• Developing community-driven solutions that address housing stability, food security, workforce resilience, or climate adaptation.
• Applying innovative or proven strategies that increase a community’s ability to prepare for and respond to systemic challenges (e.g., disaster preparedness, economic shifts, public health crises).

The Target Foundation's Hometown Racial Equity Grant aims to advance racial equity for underserved communities in the Twin Cities. With over a century of commitment to social responsibility, the Foundation addresses systemic barriers by investing in entrepreneurship, workforce development, housing, and asset building. By supporting BIPOC-led organizations, the Foundation seeks to create equitable economic opportunities, ensuring that all families can thrive and contribute to a vibrant community. Grants range from $25,000 to $200,000, focusing on sustainable impact.

The George Family Foundation focuses on Whole-Person Health and Wellbeing, emphasizing the importance of nurturing mind, body, spirit, and community. The foundation seeks to empower individuals and promote healthcare choice by funding community-based initiatives and select medical systems. Their funding priorities include enhancing access to whole-person care for diverse populations and supporting professional training programs for practitioners, particularly those from underrepresented communities.

The Global Awareness Fund, managed by the Boreal Waters Community Foundation, supports initiatives that foster understanding and cooperation among diverse cultures. Focused on issues like peace, justice, and environmental sustainability, the Fund backs projects such as educational programs, media productions, and community dialogues. Eligible applicants include nonprofits, governmental entities, and tribal governments serving specific regions in Wisconsin and Minnesota. This initiative aims to enhance civil society and promote global citizenship.

The Minnesota Department of Employment and Economic Development (DEED) is launching the Small Business Assistance Partnerships Program to provide no-cost development and technical assistance services to entrepreneurs, focusing on underserved populations. This initiative aims to foster job growth and support the economic success of diverse Minnesota communities, including Black, Indigenous, and low-income individuals. Proposals are sought from organizations and coalitions to enhance small business growth and innovation throughout the state.

The CTF: Rooted in Justice Grants program aims to empower youth aged 12 to 20 by funding community-based organizations that engage them in environmental and food justice initiatives. With two-year grants of $25,000 per year, this program prioritizes youth-led urban greening efforts, acknowledging the importance of youth voices in creating equitable communities. Eligible organizations must operate in specific U.S. states and have existing programs that align with social justice principles.

The Lake Region Arts Council (LRAC) offers the Legacy Organizational Grant to enhance arts access, education, and cultural heritage in West Central Minnesota. This grant supports nonprofit arts organizations, local governments, and educational institutions, focusing on projects that foster community engagement and artistic development. Eligible applicants can include arts organizations with a 501(c)(3) status, as well as local governments and cultural heritage groups, provided their projects align with the LRAC's mission.

The Drive for 5 - Industry Sector Training Competitive Grant, offered by the Minnesota Department of Employment and Economic Development, aims to enhance workforce training opportunities for adults facing employment barriers. It seeks proposals for programs that provide essential workforce development services and job placement assistance. This initiative focuses on eliminating racial disparities and improving access to high-wage jobs, thereby supporting Minnesotans in achieving long-term career success.

The Floyd and Harriet Miller Endowment Fund Grant, managed by West Central Initiative, aims to enhance the quality of life in the Fergus Falls area. This private fund supports nonprofit organizations dedicated to community improvement through funding, programs, and technical assistance. The Millers established this grant to honor the kindness they experienced, ensuring a lasting positive impact in their community. The goal is to foster neighborliness, generosity, and empowerment among residents.

The Lake Minnetonka Excelsior Rotary Club offers grants for international projects that create positive impacts in communities, focusing on human health, education, economic development, and clean water. Preference is given to projects completed by June 30, 2026, and organizations based in the U.S., especially Minnesota. These grants are designed to support non-profits that collaborate with local Rotary clubs, ensuring meaningful contributions to both local and international causes.

The Wirtanen Family Fund supports initiatives aimed at fostering community awareness of global interdependence, promoting social justice, and increasing democratic participation. It prioritizes projects addressing contemporary issues with regional impact, such as health care access and environmental preservation. Eligible organizations include those classified as charitable under IRS codes and serving specific counties in Minnesota and Wisconsin. The fund encourages co-sponsorship and highlights the importance of understanding diverse cultures and social systems.

The Boston Scientific Foundation aims to enhance health and educational opportunities for economically disadvantaged individuals, particularly in STEM fields. Their grant program focuses on K-12 students, requiring at least 50% of participants to be at or below 185% of the poverty line. The foundation seeks evidence-based proposals that can measure improvements in STEM learning, and it prioritizes applications serving communities near Boston Scientific locations, ensuring inclusivity and non-discrimination in service.

The Building Better Lives Grant, offered by the Northwest Minnesota Foundation, aims to empower local leaders and communities through innovative, community-led solutions. By prioritizing engagement, collaboration, equity, and sustainability, the grant supports projects that strengthen families, promote health and wellness, cultivate welcoming communities, enhance economic mobility, and build nonprofit capacity. Together, these efforts contribute to a more resilient and thriving region.

The United Way Grant Application for Beltrami County Non-Profits aims to support organizations that enhance education, financial stability, and health in the community. Eligible applicants must be 501(c)(3) tax-exempt organizations actively providing services. Funding preferences include programs that address current community needs, while ineligible uses include capital projects and funding for athletic or political organizations. This initiative strives to create long-lasting improvements for residents in Beltrami County.

The Willis C. Helm Charitable Trust, established in 1954, focuses on supporting organizations that work on juvenile delinquency and the development of boys from broken homes. It provides annual grants averaging between $5,000 and $15,000, with a total giving of around $60,000 for five grants each year. Eligible organizations must be 501(c)(3) exempt and preferably located in Minnesota. Applications are accepted year-round, with a deadline of March 31 for annual review.

The Women’s Fund of Greater La Crosse offers annual grants to support innovative projects that empower women and girls. Since 1998, over $1 million has been awarded, focusing on education, transportation, and housing to foster economic independence. Eligible organizations include 501(c)3 entities and public agencies serving designated counties. Grants range from $1,500 to $15,000. Priority is given to programs that address critical needs and promote inclusivity across all races, ethnicities, and religions.

The Good Relatives Collaborative Grants, funded by the Bush Foundation, aim to empower grassroots and Native-led organizations across Minnesota, North Dakota, South Dakota, and the 23 Native nations. This initiative provides responsive grants of $50,000 and $100,000 to support community leadership, healing, and cultural revitalization. By fostering collaboration and innovation, the program seeks to address the unique needs of Native communities while promoting accessible philanthropy and sustainable growth.
