Sexual violence is any sexual activity where consent is not freely given. Sexual violence affects millions of people each year in the United States and can lead to serious health consequences, including mental health conditions, injury, and chronic physical health problems.
The National Intimate Partner and Sexual Violence Survey (NISVS, 2016–2017) reports:
- More than 1 in 2 women (over 54%) and nearly 1 in 3 men (about 31%) have experienced contact sexual violence—including rape, being made to penetrate someone, sexual coercion, or unwanted sexual contact—at some point in their lives.
- Nearly 1 in 4 women (about 27%) have experienced completed or attempted rape in their lifetimes.
- About 1 in 26 men (3.8%) have experienced completed or attempted rape, and more than 1 in 10 men (10.7%) have been made to penetrate someone during their lifetime.
The South Dakota Rape Prevention Education (RPE) program is funded by the Centers for Disease Control and Prevention. This funding is authorized through the Violence Against Women Act.
The goal of the RPE program is to strengthen sexual violence prevention efforts by focusing on primary prevention: preventing sexual violence before it occurs. It operates in all 50 states, the District of Columbia, Puerto Rico, and six U.S. territories. The CDC provides tools, training, and technical assistance to the RPE program to prevent sexual violence, reduce risk factors, enhance protective factors, promote best practices, analyze data and evaluate prevention efforts.
With the RPE program, South Dakota hopes to lower sexual violence rates against everyone, but especially the target audiences of children, teens, young adults, and Native Americans.

Why the Wings Foundation
An unwavering commitment to family, community and stronger tomorrows was the flag under which the Young Women’s Christian Association (aka the YWCA) of Huron stood for over 100 years. During those decades, hundreds of thousands of young lives were touched by the programs and assistance offered through this organization.
As much as the YWCA evolved over the year to keep up with the evolution of women and continued to strive to be an asset to the community, the last decade brought many questions as to the value, in light of the cost. The governing board of directors soon found the aging service organization asset heavy and cash poor with a dwindling list of programs.
In lieu of giving up, the team made plans to ‘reinvent’ the YWCA, beginning with the essence of the original mission and a focus on keeping the value of the assets tied to Huron and the surrounding area. the WINGS Foundation was established as part of the South Dakota Community Foundation. The earnings from this sizable foundation are now being distributed back to Huron and the surrounding communities through the grant application process of the Huron Community Foundation, as well as direct requests. Approved funds must align with the Mission Statement below.
WINGS Foundation Grant
Mission Statement: Funding is designated to achieve the successful establishment or continuation of new or existing family services and community infrastructure in Huron and surrounding areas. Preference will be granted to those requests that provide support for the growth, protection, and overall benefit of women and children to fortify the community and strengthen the family unit.
