Carl D. Perkins Community and Technical Colleges Consolidated Grant

Program Description

The purpose of this Act is to develop more fully the academic, technical, employability, and career and technical skills knowledge of secondary education students and postsecondary education students who elect to enroll in career and technical education (CTE) programs or other areas of study.

There are four parts: Perkins Formula Grant; Perkins Leadership Grant; Perkins Nontraditional Grant; and Perkins Administration Grant

Perkins Formula Grant

Funds made available to eligible recipients under this part shall be used to support career and technical education programs that are of sufficient size, scope, and quality to be effective.

The Texas Higher Education Coordinating Board must distribute 100 percent of the Formula Grant to community and technical colleges to fund career and technical education.

The 2025-2026 Title IV, Part A ESC Capacity Building State Initiative, funded by the Texas Education Agency, aims to enhance educational outcomes across Texas. This grant focuses on providing training and resources to 20 Education Service Centers (ESCs) to improve well-rounded education, promote safe and healthy students, and leverage technology effectively. ​This application process is new, and an external arts committee will select organizations to recommend to the Amarillo Area Foundation board of directors for funding. The requests must fall within the range of $5,000-$50,000.

Originally launched in 2023 to commemorate the company’s 10th anniversary and honor Agnes Robinson’s dedication to the rural library in Waterloo, NE, the program continues to hold special meaning. The focus areas for grant distributions from the Rob-See-Co Rural Library Grant program will assist local libraries with expanding book collections, core educational programs for adults or children, and computer or software upgrades. Examples of this would be new books, expansion of school visits or field trips, digitizing research materials, support for funding traveling exhibits and speakers.

Funding awarded through this grant must be used for costs to administer the Carl D. Perkins State Plan, including:

• Assuring compliance with all applicable federal laws;
• Providing technical assistance; and
• Supporting and developing state data systems relevant to provisions of the Carl D. Perkins Act.
• P.L. 109-270 requires Perkins funds used for state-level administration to be matched dollarfor-dollar with non-federal funds.
