Appalachian Regional Commission (ARC)

The Appalachian Regional Commission (ARC) is a unique federal-state partnership providing social and economic support for a 13-state region stretching along the Appalachian Mountains from southern New York to northern Mississippi, including western North Carolina.

Established by the United States Congress in 1965, when Appalachia was considered "a region apart" from the rest of the nation, ARC has worked to bring Appalachia's 26 million people into America's economic mainstream.

Area Development Program

ARC’s Area Development program relies on a flexible “bottom up” approach to economic development, empowering Appalachian communities to work with their state governments to design impactful investment opportunities supporting our mission and investment priorities.

Within the scope of our Strategic Plan, ARC’s Area Development program makes investments in two general areas: critical infrastructure and business and workforce development. Critical infrastructure investments mainly include water and wastewater systems, transportation networks, broadband, and other projects anchoring regional economic development. Business and workforce investments primarily focus on entrepreneurship, worker training and education, food systems, leadership, and other human capital development.

ARC Strategic Plan

A comprehensive strategic planning process involving federal, state, and local officials and citizens resulted in, Appalachia Envisioned: A New Era of Opportunity – ARC Strategic Plan 2022-2026, which focuses investments under these five general goals:

• Building Appalachian Businesses:
  • Strengthen and diversify the region’s economy through inclusive economic development strategies and investments in entrepreneurship and business development
• Building Appalachia’s Workforce Ecosystem
  • Expand and strengthen community systems (education, healthcare, housing, childcare, and others) that help Appalachians obtain a job, stay on the job, and advance along a financially sustaining career pathway.
• Building Appalachia’s Infrastructure
  • Ensure that the residents and businesses of Appalachia have access to reliable, affordable, resilient, and energy efficient utilities and infrastructure in order to successfully live and work in the region.
• Building Regional Culture and Tourism:
  • Strengthen Appalachia’s community and economic development potential by preserving and investing in the region’s local, cultural heritage, and natural assets.
• Building Community Leaders and Capacity:
  • Invest in the capacity of local leaders, organizations, and communities to address local challenges by providing technical assistance and support to access resources, engage partners, identify strategies and tactics, and conduct effective planning and project execution.

Overview

Capacity Building Grants assist nonprofits in achieving new levels of effectiveness. Our purpose is to strengthen the leadership and management of Frederick County’s nonprofit organizations by helping them build systems and find resources such as consultants to facilitate the organization’s progress in achieving the goals.

Grants may be awarded for:

Planning activities:

e.g., organizational assessments, strategic planning, fund raising assessment & development, program evaluations, communications/ marketing, or business planning. 

Board and leadership development:

May include activities such as leadership training, defining the role of the board, strengthening governance, assistance with an executive transition, succession and search process.May include activities such as leadership training, defining the role of the board, strengthening governance, assistance with executive transition, succession, and search process.

Strategic Relationships:

providing technical assistance / consultant support to help two or more organizations work through collaboration and strategic restructuring; positioning for merger or affiliation; or business planning for social enterprise.

Internal operations:

improvements to financial management, internal controls and chart of accounts, human resource or volunteer management; or facility planning.

Technology Improvements:

IT capacity through upgrades to hardware and software, networking, websites, and staff training to optimize the use of technology.

What We Fund

Children, Youth, & Families

Organizations or programs that provide enrichment and increased opportunity to children and youth as well as organizations or programs that strengthen families. Programs and activities included are scouting, mentorships, youth leadership, youth community service clubs and job training, parent engagement, college access, academic enrichment, and arts activities.

Health & Human Services

Human Services programs and services that provide basic welfare to help individuals, families, and communities to prevent, alleviate, or better cope with crisis, change, and stress. This includes the following sub-categories: crime and delinquency prevention, legal services, employment/jobs, food, housing/shelter, and women’s issues.

Health services include treatment and rehabilitative programs relating to physical and mental health. Programs and services include but are not limited to the following sub-categories: mental health and crisis intervention, diseases, disorders and related medical disciplines, nutrition, and dental care.

Arts & Culture

Organizations or activities that promote enjoyment or understanding of the visual, performing, folk, or media arts; communication organizations (film, video, publishing, journalism, radio, television); and organizations or activities that promote the appreciation or understanding of historical events. Included are organizations which support artists, performers, entertainers, or writers, art and performing art schools, centers, studios, and historical societies and museums.

Public/Society Benefit

Organizations or programs that contribute to the public good and benefit society including, but not limited to, the following sub-categories: Beautifying public spaces, civic organizations and institutions, community/neighborhood development and improvement, and philanthropy, volunteerism, and grantmaking foundations.

Comis Foundation supports programs and policy work that drive improvements in educational outcomes for children and youth. We are interested in programs that support the community as well as children and youth directly. Comis Foundation Grant

Pilot and Proof of Concept: $5,000 – $25,000

• New programs within existing organizations, standalone new organizations just getting off the ground, or testing new approaches within a current scope
• Smaller-scale research or data collecting project or other similar short-duration investigations
• Timeframe is single-year; multi-year research or evaluation projects will not be considered under this program

Capacity Building and Innovation: $25,000 up to $75,000 per year

• Capacity building for organizations, including but not limited to staff professional development, strategic planning, leadership development, and supplemental expertise (e.g., communications)
• General operating support for innovative organizations. We consider the concept of innovation broadly: organizations that create opportunity for children to explore, learn and thrive are by definition innovative until all children can engage with the world through the same set of opportunities.
• Multi-year research or evaluation projects will be considered under this program, particularly as a pre-cursor to scaling innovative programs
• Multi-year grants will be considered under this program at $25,000 – $75,000 per year

Through our Building Exelon’s Future Workforce focus area, Exelon funds organizations, institutions, and programs that offer Science, Technology, Math, and Engineering (STEM) education and enrichment opportunities for students; scholarship and mentoring support to increase the number of students graduating with college degrees in STEM fields, STEM career and technical education, occupational skills training programs for older youth and adults, and assistance to remove barriers to employment. The following list includes a selection of strategies that Exelon and its operating companies support to build Exelon’s future workforce:

• Out-of-school education & enrichment programs such as summer or after school STEM programs and clubs,
• STEM career exposure opportunities for students such as career fairs and field site visits,

Through our Energy Empowerment in Our Communities focus area, Exelon funds organizations and programs that improve the quality of our environment; promote environmental education, conservation, and preservation; develop cleaner sources of energy; protect endangered species; and beautify neighborhoods. Examples of programs that Exelon and its operating companies support through Energy Empowerment grants include, but are not limited to, the following strategies:

• Alternative energy development, installation, and education,  
• Vehicle electrification,
• Climate resilience or adaptation initiatives and education,
• Endangered species protection, wildlife conservation, promotion of biodiversity,
• Landscape and watershed conservation, restoration, and preservation,

Through our Enrichment through Local Vitality focus area, Exelon funds a broad range of organizations and institutions that create local employment opportunities, support families, foster resilience, and strengthen communities. Examples of ways in which Exelon and its operating companies support Enrichment through Local Vitality include, but are not limited to, the following strategies:

• Anchor institutions such as universities, colleges, hospitals, and other organizations that provide employment opportunities, economic benefit, and enrichment in communities,
• The establishment and promotion of business districts,
• Projects carried out through community development corporations,
• Community-based programs and nonprofit organizations,
• Emergency preparedness programs, resiliency hubs, and resources that promote public safety,
• Programs that increase local economic investment and employment opportunities, and
• Local Chambers of Commerce.

Through our Equal Access to Arts and Culture focus area, Exelon funds cultural institutions with broad public exposure and programs designed to make arts and culture more accessible to a wider and more diverse audience. Exelon and its operating companies support a broad range of programs that promote Equal Access to Arts and Culture, including, but not limited to, the following strategies:

• Arts education and enrichment for all ages carried out through schools, community programs, arts institutions, and other organizations,

• The acquisition and exhibition of culturally and locally relevant arts content, and

The Founder

The Cowles Charitable Trust was first established in 1948 by Gardner “Mike” Cowles, Jr. (1903-1985). Born into the Cowles publishing family of Des Moines, Iowa, Mike was the youngest of Gardner Cowles and Florence Call Cowles’ six children. A newspaper editor and publisher by trade, he was committed to his family’s traditions of responsible, public-spirited, and innovative journalism as well as philanthropy. 

The Cowles Charitable Trust supports the arts, education, the advancement of ethical journalism, medical and climate research.

Maryland State Arts Council

The Maryland State Arts Council (MSAC) advances the arts in our state by providing leadership that champions creative expression, diverse programming, equitable access, lifelong learning, and the arts as a celebrated contributor to the quality of life for all the people of Maryland.

The Council comprises an appointed body of 17 citizens from across the state, 13 of whom are named by the Governor to three-year terms that may be renewed once. Two private citizens and two legislators are appointed by the President of the Senate and by the Speaker of the House. All councilors serve without salary.

To carry out its mission, MSAC awards grants to not-for-profit, tax-exempt organizations for ongoing arts programming and projects. MSAC also awards grants to individual artists and provides technical and advisory assistance to individuals and groups. MSAC reserves the right to prioritize grant awards.

Mission and Goals

MSAC’s mission is to advance the arts in our state by providing leadership that champions creative expression, diverse programming, equitable access, lifelong learning, and the arts as a celebrated contributor to the quality of life for all the people of Maryland.

MSAC’s most recent strategic plan outlines five goals:

Arts in Education Program Overview

The Arts in Education (AiE) Program is designed to promote, strengthen, and enhance the arts and arts education in Maryland’s schools, nonprofits and other community settings. To accomplish its mission, the AiE Program:

• Identifies and provides access to educational arts resources available outside the school system
• Offers financial and technical support for arts education programs in schools and community settings for the benefit of youth, adults, teachers, and communities.
• Assists in the professional development of teaching artists
• Stimulates support for integrating the arts as a vital and effective element in the curriculum

Arts in Education Grant

The Arts in Education Grant is a grant program of the Maryland State Arts Council that provides matching funds to eligible Maryland-based non-profit organizations and government entities to financially support educational engagements led by Teaching Artists on MSAC’s Teaching Artist Roster.

To streamline the payment process for independent artists and organizations, MSAC acts as the financial intermediary for the Arts in Education Grant. The awarded site organization will pay MSAC for the amount they normally would pay out of pocket to the Teaching Artist. MSAC then pays the Teaching Artist the total cost of their approved budget for MSAC funding. The Arts in Education grants must be matched dollar for dollar.

With this model Teaching Artists are the sole recipients of grant monies, not the site organization.

The Maryland General Assembly created the Maryland Affordable Housing Trust in 1992 to make affordable housing more available throughout the State of Maryland. The Trust is governed by a Board of Trustees and staffed by the Maryland ​Department of Housing and Community Development. A portion of the interest generated by title company escrow provides the funding for the Maryland Affordable Housing Trust.​

Program Goals and Objectives

MAHT generally uses its funds to provide housing for households earning less than 50% of area:or Statewide median income, whichever is higher, by:

• funding capital costs of rental and ownership housing;
• providing financial assistance for nonprofit-developer capacity building;
• funding supportive services for occupants of affordable housing; and
• funding operating expenses of housing developments.

Battlefield Preservation Fund

Grants from the Battlefield Preservation Fund will serve as a catalyst to stimulate efforts to preserve battlefields, viewsheds, and related historic structures and to leverage fund-raising activities.

Eligible Activities

National Trust Preservation Fund grants are awarded for planning activities and education efforts focused on preservation. Grant funds can be used to launch new initiatives or to provide additional support to on-going efforts.

Supporting existing staff (nonprofit applicants only) or obtaining professional expertise in areas such as architecture, archaeology, engineering, preservation planning, land-use planning, and law. Eligible planning activities include, but are not limited to:

• Hiring a preservation architect or landscape architect, or funding existing staff with expertise in these areas, to produce a historic structure report or historic landscape master plan.
• Hiring a preservation planner, or funding existing staff with expertise in this area, to produce design guidelines for a historic district.
• Hiring a real estate development consultant, or funding existing staff with expertise in this area, to produce an economic feasibility study for the reuse of a threatened structure.
• Sponsoring a community forum to develop a shared vision for the future of a historic neighborhood.
• Organizational capacity building activities such as hiring fundraising consultants, conducting board training, etc.

Education and Outreach

Support for preservation education activities aimed at the public. The National Trust is particularly interested in programs aimed at reaching new audiences. Funding will be provided to projects that employ innovative techniques and formats aimed at introducing new audiences to the preservation movement, whether that be through education programming or conference sessions.

Guidelines

Grants from National Trust Preservation Funds (NTPF) are intended to encourage preservation at the local level by supporting on-going preservation work and by providing seed money for preservation projects. These grants help stimulate public discussion, enable local groups to gain the technical expertise needed for preservation projects, introduce the public to preservation concepts and techniques, and encourage financial participation by the private sector.

A small grant at the right time can go a long way and is often the catalyst that inspires a community to take action on a preservation project. Grants generally start at $2,500 and range up to $5,000. The selection process is very competitive.

Established in 1958, the Georgia-Pacific Foundation sets aside resources to improve life in the communities where we operate. We’ve worked with thousands of outstanding community-based programs, service projects and disaster relief efforts, focusing our investment in four areas we believe make the most impact:

Background

The Foundation seeks to be responsive to community issues and needs. Our process is highly competitive and is open to new projects and new organizations. The following summary, Examples of our Grant-Making, is offered to help guide applicants. While this is not intended to be an exhaustive description and may, as appropriate, change over time, we hope that the following will suggest the kind of meaningful work in which the Foundation is seeking to invest.

Generally, the Foundation looks to support work that improves the lives of DC-area residents, with a particular emphasis on vulnerable and underserved individuals. We encourage organizations that provide comprehensive services and work towards systemic change, which addresses all levels of, and all who are affected by, the issue. The goal is that all in the region become self-sufficient and lead healthy, fulfilling lives. We search for nonprofits that also employ effective partnering and show cultural competence in engaging effectively with communities and people of various cultures and socio-economic backgrounds. On occasion, the Foundation invests directly in strengthening the nonprofit sector by helping current grantees to build organizational capacity and by supporting advocacy and other efforts.

Grants are made in five program areas:

Arts and Humanities

The Foundation recognizes the intrinsic value of the Arts and Humanities, as well as their power to innovate and create social change. The funds distributed support an array of artistic disciplines, as well as organizations that promote the humanities. These nonprofits demonstrate the depth and breadth of their initiatives, including how to meaningfully engage communities that have been historically underrepresented in the Arts and Humanities.

Community Services - The Community Services portfolio includes, but is not limited to:

• Community Development
  • The Foundation seeks to ensure access to safe housing and economic development across the region. These awards support affordable housing production and preservation, services for people experiencing homelessness or housing instability, programs to address wealth disparities, as well as civic engagement and volunteerism.
• Children, Youth and Families
  • Grants in this area help young people improve their academic performance, gain employment, develop relationships with trusted adults and make connections to the larger community. The Foundation prioritizes programs that promote youth voice, empowering young people to advocate for change within their schools and communities.
• Justice
  • The Foundation seeks to ensure access to justice for all individuals in order to create a more equitable region. These grants support civil legal aid, services to survivors of violence, efforts to help people stay out of the criminal justice system and advocacy for system reform.
• Workforce Development
  • The Foundation supports organizations that focus on specific fields and career pathways as well as those that concentrate on broader job- and career-readiness.
• Capacity Building
  • The Foundation supports capacity building organizations that improve the sustainability, quality and impact of nonprofits in the region.

Education

The Foundation recognizes that a high-quality and equitable education system can reduce barriers to opportunity and transform lives. These grants aim to ensure that from the first day children enter an early childhood setting, to the day they receive a technical certificate or a degree, they are receiving an education that is founded in strong relationships, responds to their unique needs, and equips them with the skills they need to thrive and succeed in life.

Environment

The Foundation strives to restore and protect our region’s natural resources so that all individuals can have equal access to clean water, air and land. These grants focus on the restoration and protection of local parks, the Anacostia and Potomac rivers, and the Chesapeake Bay watershed. Grants to environmental education and stewardship programs for people of all ages create greater awareness of the dangers of an unhealthy environment and the need to protect open natural spaces.

Health & Wellness

The Foundation takes a holistic view of health and wellness to ensure that across the region people of all ages can live healthier lives, regardless of income or zip code. These grants include healthcare provision and supportive services, food and nutrition, as well as coalition building and advocacy.

Max and Victoria Dreyfus Foundation Grant

The Foundation will consider requests to support museums, cultural and performing arts programs; schools and hospitals; educational, skills-training and other programs for youth, seniors, and persons with disabilities; environmental and wildlife protection activities; and other community-based organizations and programs.

Centene Charitable Foundation

Successful corporate citizenship happens when companies invest in the local organizations that know their communities best. The Centene Foundation works with our local partners on initiatives that focus on inclusion, the whole person and community development.

Introduction to the Chesapeake Bay Trust

The Chesapeake Bay Trust (Trust) is a nonprofit, grant-making organization dedicated to improving the bays, streams, rivers, forests, parks, and other natural resources of our local systems, from the Chesapeake to the Coastal Bays to the Youghiogheny River. The Trust, supported in large part by Maryland’s Chesapeake Bay License Plate and partnerships with other regional funders, engages and empowers diverse groups to take actions that enrich natural resources and local communities of the Chesapeake Bay region. Since 1985, the Trust has awarded over $140 million in grants to municipalities, nonprofit organizations, schools, and public agencies throughout the Chesapeake Bay watershed.What this fundsThe Environmental Education Grant Program funds programs and initiatives that advance environmental literacy and result in students having the knowledge, skills, attitudes, and motivation to take informed and responsible actions to protect and improve the environment.Project Types and Funding Availabilityhe Trust has made available $290,000 for this grant program in Fiscal Year 2025. Individual applications may be submitted for amounts detailed below.Track 1 Meaningful Watershed Educational Experience (MWEE) ImplementationApplicants may request up to $40,000 per year for up to three years for projects that focus on piloting (one-year requests) or embedding systemic (multiyear requests) MWEEs into school district’s curriculum. Connectivity, Climate, Communities Fund

To make the highest possible impact on the climate and biodiversity crises, The Nature Conservancy (TNC) is committed to advancing solutions and supporting partners throughout the Appalachians to connect and conserve vital wildlife habitat, build resilience to the impacts of climate change, and generate new job and recreation opportunities for communities.

Approximately one-third of the U.S. population lives in or within 100 miles of the Appalachians, including an estimated 36 million people that rely on the region for sources of drinking water. The landscape contains the world's largest remaining expanses of temperate broadleaf mixed forest and provides habitat to a wide diversity of plants of animals, many of which are listed as rare, threatened, or endangered. Conserving this landscape is critical for nature and for the people that live and work there.

However as climate change drives ecosystem instability, plants and animals are shifting their ranges northward, and people are having to find ways to adapt to complex and intertwined challenges. TNC and many others have been working to conserve vital Appalachian habitats for decades. Now we must ramp up our efforts and coordinate with partners across the Appalachians for maximum impact.

To succeed in these efforts, TNC’s Connectivity, Climate, Communities Fund offers two grant programs for conservation and community organizations, municipalities, Federally Recognized Tribal Nations, and local and state agencies in the Appalachians who are working to protect and conserve this region:

• The New York Climate Resilience Grant Program

Resilient and Connected Appalachians Grant Program

The Resilient and Connected Appalachians Grant Program provides grants of up to $100,000 for fee and easement acquisition projects throughout the Appalachians.

Equitable Conservation and Community Benefits

Conservation organizations are increasingly acknowledging the importance of incorporating social equity in their missions, partnerships, and projects and evolving how they work to have better outcomes for people and nature.

TNC defines community benefits as the positive outcomes that directly result from or are included within conservation projects as experienced by local communities and people. This is particularly important for historically marginalized communities, communities with limited access to nature, communities experiencing heightened impacts of climate change due to systemic underinvestment and poor infrastructure, and Indigenous communities. 

RCA program funding will support projects that demonstrate meaningful community engagement, work with those historically excluded from conservation, and lead to a fairer distribution of benefits for people and communities.

Some examples of community benefits include improved and greater access to nature, protection of drinking water sources, recreational and resource-based economic opportunities, flood mitigation, engagement in cross-cultural initiatives, or protection of lands that will meet community-defined conservation needs. We encourage projects with meaningful community benefits that are integrated with the land protection goals.

Project Evaluation

Projects will be evaluated  according to their capacity to deliver land protection outcomes aligned with the program goals, including:

• Location:
  • the project is located within TNC’s Appalachians Program boundary and is in or near a mapped focal area.  Projects outside of focal areas will also be considered.
• Resilience:
  • the percentage of the total project area that is part of the Resilient and Connected Network.
• Connectivity:
  • adjacency to protected lands or other attributes that will lead to landscape connectivity over time (e.g., the project is a necessary acquisition for advancing a local or regional plan that aims to protect a critical conservation corridor).
• Collaboration:
  • evidence of engagement with other organizations, community groups, or local governments (including, but not limited to, shared funding).
• Community:
  • project elements that directly engage and or benefit people, especially vulnerable or marginalized communities.
• Timeline:
  • the project will close within 12 months from the start of the grant agreement term.
• Feasibility:
  • likelihood that the project will close and the costs seem reasonable.

About

Baltimore Children & Youth Fund (BCYF) is a nonprofit organization stewarding public funds to ensure our children and youth are healthy, ready to succeed in school and live in stable, safe and supportive families and communities.

Grassroots Fund 

BCYF intends to award five-year grants in the amount of $50,000 per year to twelve (12) eligible organizations. In addition to financial support, organizations awarded a grant from the Grassroots Fund will also receive rigorous capacity-building support to help them sustain and grow.

Maryland State Arts Council

The Maryland State Arts Council (MSAC) advances the arts in our state by providing leadership that champions creative expression, diverse programming, equitable access, lifelong learning, and the arts as a celebrated contributor to the quality of life for all the people of Maryland.

The Council comprises an appointed body of 17 citizens from across the state, 13 of whom are named by the Governor to three-year terms that may be renewed once. Two private citizens and two legislators are appointed by the President of the Senate and by the Speaker of the House. All councilors serve without salary.

To carry out its mission, MSAC awards grants to not-for-profit, tax-exempt organizations for ongoing arts programming and projects. MSAC also awards grants to individual artists and provides technical and advisory assistance to individuals and groups. MSAC reserves the right to prioritize grant awards.

MSAC’s mission is to advance the arts in our state by providing leadership that champions creative expression, diverse programming, equitable access, lifelong learning, and the arts as a celebrated contributor to the quality of life for all the people of Maryland.

MSAC’s most recent strategic plan outlines five goals:

• Increase Participation: Broaden MSAC’s constituency, providing avenues designed to increase pathways to engagement.
• Provide Intentional Support: Embrace thoughtful and targeted approaches to serving known and yet to be known MSAC constituents.
• Build Capacity: Work strategically to further build organizational and governance capacity to ensure that MSAC is capable of vigorously delivering on its mission.

Maryland Touring Grant Overview

The Maryland Touring Grant provides funding to eligible Maryland-based nonprofit organizations to support the presentation of artists listed on the Maryland Performing Artists Touring Roster.The Maryland Touring Roster is a list of juried Maryland-based artists who have a demonstrated history of successful, professional touring engagements.

The Maryland Presenting & Touring Program, consisting of the Maryland Touring Grant and the Maryland Touring Roster, is designed to spark and promote the artistic collaboration between Maryland touring artists and Maryland presenters with the goal to increase opportunities for professional performing artists to obtain successful touring engagements. 

About CFAAC

Our mission is to inspire and promote giving in Anne Arundel County by connecting people who care with causes that matter.

CFAAC is a tax exempt, 501(c)(3), publicly supported philanthropic organization with the long term goal of building permanent funds that provide support to local nonprofit organizations through grants and special projects.

Established in 1998, CFAAC is one of the largest funders of nonprofit organizations in Anne Arundel County. CFAAC distributes nearly $2.3 million in grants each year to a variety of nonprofit organizations. 

With support from local donors, we have created a permanent endowment whose earnings will be used to reinvest in the community year after year. As the endowment grows, so will our ability to provide support for community projects that need our attention. 

We are committed to increasing access to high quality capacity building training for nonprofit professionals to ensure more effective and efficient nonprofits in the county. 

History of the Fund for Anne Arundel

One of CFAAC’s primary goals is to increase the dollars that the foundation has available to strategically align grantmaking with the most critical needs in the county. The Fund for Anne Arundel is a fund created to help meet critical needs and improve the quality of life for all county residents, now and in the future.

As federal, state, and local funding support for nonprofits continues to decline for countless reasons, individual donors and community foundations are being called on, now more than ever, to fill the gaps so that nonprofits can continue to provide essential community services.

In 2017, CFAAC was awarded a $300,000 Challenge Grant from the Deerbrook Charitable Trust to begin building the Fund for Anne Arundel. In 2018, CFAAC Board Trustee, Jim Humphrey added another $150,000 to the challenge, which effectively turned this opportunity into a 3:1 match! To date, CFAAC has raised over $600,000 to support the Fund for Anne Arundel.

In the summer of 2019, a committee of community leaders and CFAAC Board of Trustee members and staff, convened to develop a strategic and comprehensive grantmaking approach to meet the needs of Anne Arundel County. Through a review of the most recent community needs assessment, the committee determined that the first focus area for grantmaking will support nonprofit organizations that address the needs of children in Anne Arundel County.

Fund for Anne Arundel

The Fund for Anne Arundel was created to help meet critical needs and improve the quality of life for all county residents, now and in the future. The Fund for Anne Arundel will make grants to programs that prioritize the health of children and families. This includes access to physical, mental, and behavioral health programs.

Examples include, but are not limited to, programs that:

• Ensure equitable access to comprehensive primary health care services for children that are family-centered, coordinated, compassionate, and culturally competent,
• Foster healthy social and emotional development and support positive parent-child relationships,
• Improve caregiver understanding of what it means to support optimal child health, as well as social, emotional, physical, and cognitive development,
• Promote an understanding of and treatment for improved mental health, focusing on loneliness, anxiety, depression and/or suicide prevention,
• Encourage regular preventative health, developmental, and behavioral screenings to learn about and celebrate developmental milestones, identify any delays and challenges early, and provide families with supports and services as needed so all children stay on track for success,
• Support families in accessing healthy food, nutrition education, and other resources.

Operating Assistance Grant

The Maryland Department of Housing and Community Development is committed to assisting Maryland’s local governments and nonprofit organizations build capacity to achieve their community revitalization and economic development goals. Operating Assistance Grants include funding for Technical Assistance and Main Street Improvement Program Grant.

The Technical Assistance Grant (TAG) program assists local governments and nonprofits with operating costs associated with local housing and community revitalization efforts. The activities that funds are being requested for should be completed within one year.

Eligible Activities

Grants can be used for operating expenses only. Operating costs can include salary, professional services contracts, technology costs, or other costs related to administering the Technical Assistance Grant program. The requested funds should support projects and/or activities that align with the goals and outcomes of the applicant’s annual work plan and contribute to the transformation strategy of the community. All projects and/or activities should be completed within one year; a funding match is not required. 

Capital project costs are not supported through TAG; however, other DHCD programs do support capital costs, such as State Revitalization Programs​.

Additional consideration will be given to initiatives that address the overarching priorities of the Moore-Miller Administration, including ensuring that all those who want to live in Maryland can do so. In addition, priority consideration will be given to those projects and places that reflect the core objectives of MD DHCD, including to create great, lovable places and to right the wrongs of the past. Great places – lovable places– result from consistent targeted investment in locally-driven and inclusive community reinvestment plans.

We achieve our vision by centering the leadership and expertise of Black people and people of the global majority in the Washington, DC region who live at the sharpest intersection of systems of oppression, in particular race, class and gender identity. We build relationships to transform how philanthropic, nonprofit and government resources are deployed to disrupt institutions and structures that perpetuate anti-black racism and other intersectional discriminatory harms. We share power and decision-making and we support organizations that build the people’s power to demand and achieve justice. We take risks that others are not willing to take and we are comfortable seeding bold ideas and sparking innovation. We speak our truth and support platforms for communities to tell their own truths, and we heal ourselves and facilitate healing in our communities.

Funding Priorities

if will provide funding support for organizations that are:

• committed to racial equity and are operationalizing it
• undertaking community organizing or community engagement, and
• undertaking advocacy.

if will support the organizing of low-income patients/clients, workers, community members, immigrants, and others. if will also support community-based organizations and nonprofits that use advocacy strategies with a racial equity lens at the local, state and regional levels.

Advocacy for local, state, and regional policy change and systems reform is essential to achieve the change we envision. if defines advocacy as efforts to create local, state and regional policy change and systems reforms that benefit Black, Indigenous, Latinx, Asian/Pacific Islander, and people of color communities in the Washington, DC region. Activities could include community engagement and organizing among residents in low-income neighborhoods, development of policy recommendations, policy implementation and monitoring, budget and policy analysis, coalition or network building, convenings, stakeholder engagement and collective problem solving among diverse groups, campaigns, media and communication.

Community Investment Tax Credits support 501(c)(3) nonprofit organizations by awarding allocations of State tax credits for use as incentives to attract contributions from individuals and businesses to benefit local projects and services.

Community Investment Tax Credits complement other State funding programs which offer resources to assist communities with revitalization efforts. As part of an annual, competitive application process, 501(c)(3) nonprofit organizations apply to the Maryland Department of Housing and Community Development for tax credit allocations. The Community Investment Tax Credit program has leveraged nearly $27 million in charitable contributions to approximately 700 projects across the State.

Businesses and individuals that donate $500 or more to a qualified organization’s approved project(s) can earn tax credits equal to 50% of the value of the money, goods or real property contribution. These tax credits are in addition to the deductions on both Federal and State taxes as a result of the charitable contribution.  Visit GIVE Maryland for information on specific projects and donate now to nonprofits that have available tax c​redits.

Individuals and businesses must use the tax credits against taxes owed for the year in which the contribution was made and may not be used retroactively for taxes from a prior year. An​y individual or business contemplating making a donation is encouraged to consult with their accountant or tax professional for information about their specific tax benefits.

• Increased housing production, including mixed-income, middle market and affordable housing.
• Increased household and generational wealth building, such as through homeownership, legacy homeowner renovations, and small business development.
• Accelerated elimination of vacant properties, particularly in Baltimore City.

Program Goals

The Capacity Building Grant Program is an annual program of the Chesapeake Bay Funders Network (CBFN). It seeks to support the capacity of organizations working at the intersection of natural resource and community well-being. “Organizational capacity” is defined as activities that strengthen an organization to help it better fulfill its mission. Organizations that are strong and healthy are more effective in carrying out their missions and are more consistent and sustainable partners.

What does this program fund?

Capacity-building projects should address challenges to improve an organization or local government’s long-term effectiveness. Applicants can focus on building their own internal capacity or building capacity for other organizations or local governments.

Examples include:

• Contractual support for organizational effectiveness assessments.
• Support for conducting enterprise risk management, including scenario planning.
• Strategic plan development or refinement.
• Fundraising plan development.
• Technology or database assistance.
• Operational process improvements.
• Staff training.
• Board development.
• Shared technical assistance models.
  • This category covers both technical assistance providers offering services to multiple nonprofits / local governments, or groups of organizations jointly seeking support for shared needs.
• Collaboration and mergers.

How much can be awarded?

Funding requests will generally not exceed $40,000 for non-profits and $150,000 for local governments. Requests may exceed these levels with additional justification.
