Eligible local units of government are counties, cities, or incorporated towns not located within an entitlement community. Unincorporated areas must apply through the county in which they are located. Eligible planning activities consist of all costs associated with data gathering, study, analysis, and preparation of plans and the identification of actions to implement such plans.
Economic Recovery Plan identifies strategies to recover and bolster the local economy in the aftermath of the COVID-19 pandemic.
Arts and Creativity Program
The arts are essential for just, vibrant, and thriving communities. The power of creativity is a force for transformation, creating vitality and amplifying the voices of those who are often unheard.
Arts organizations, artists, creative workers, culture bearers (those who practice, share, and teach cultural traditions and art forms) help us envision and realize a shared future of equity, inclusion, and belonging.
Barr’s Arts + Creativity program seeks to invest in bold ideas and leaders, driving toward a future in which the arts are a living, breathing force, constantly evolving and igniting our collective imagination.
Arts & Creativity Strategies
To achieve our goal of elevating the arts and enabling creative expression to engage and inspire a dynamic, thriving Massachusetts, we pursue three strategies:
About
Established in 1968, the VCA is the state agency dedicated to investing in the arts of Virginia. Through allocations made possible by the National Endowment for the Arts and the General Assembly, the VCA utilizes investments to empower arts leaders, arts educators, and arts practitioners. In doing so, we create a virtuous cycle of those who not just participate in and appreciate the arts, as stated in our enabling legislation, but those who serve as change agents and advance the Commonwealth of Virginia.
Mission Statement
To invest in the arts in the Commonwealth of Virginia.
Capacity Building Grants

Capacity Building Grants help Virginia arts organizations enhance artistic quality, strengthen community engagement, and improve management capabilities by providing access to external expertise.
