The Community Development Block Grant (CDBG) program provides federal funding to non-entitlement cities and counties to improve infrastructure, support community facilities, and strengthen local economies in ways that primarily help low-to-moderate income people while addressing local health and safety concerns. Project awards are available in several categories for a wide range of community development initiatives.

CDBG Competitive Cycle allows communities to apply for improvements to nearly any publicly-owned facility or infrastructure, as well as the clearance of vacant, dilapidated buildings.

The General Infrastructure category helps improve local, publicly owned streets, drainage, bridges, and other infrastructure activities. Reliable and sustainable infrastructure helps support the business community as well as residents. This excludes drinking water and wastewater projects which the applicant should apply for under the water/wastewater program. The CDBG-funded construction budget cannot exceed $500,000 total or $5,000 per household benefiting.

Helen H. Glaser Student Essay Award

To encourage medical students to write scholarly essays relevant to medicine. Winning essays will be published in an issue of The Pharos.

Only one entry may be submitted per student.

Requirements

• Essays must be written while the student is in medical school, must be the work of a single author, and must be an original work. The essay must not be offered to, or published by, any other journal or entered in any other contest prior to submission or during, the AΩA selection process.
• The essay must be related to medicine.
• Essays should not be fictional or written in first person, but academic/scientific in theme.
• The essay must not exceed 15 double-spaced pages of 12-point type with minimum 1-inch margins, exclusive of reference listing. The author’s name and essay title must be on each page, and all pages must be numbered.
• Unique references, numbered consecutively, should be limited to 20. (Reference citation of a website is not acceptable unless a site is the sole source of the information or has official academic credentials. Examples of acceptable sites are official government web pages such as that of the National Institutes of Health.)
• The Pharos Editorial Board suggests that authors review George Orwell’s “6 Rules for Writing”.
• Essays that are not selected as award recipients may be submitted to other contests/publications after the winners are announced.
• Essays not meeting all requirements will not be considered.

Downtown areas help define communities and invigorate tourism. The State of Missouri Department of Economic Development (DED) administers the Downtown Revitalization Program to assist with impactful downtown improvement projects to revitalize the cultural heartbeat of communities through redevelopment. These projects eliminate slum and blight conditions on the front and selected side facades of eligible buildings in core downtown areas, and address code violations for commercial structures. Sub recipients are prohibited from using Downtown Revitalization program funds for improvements within residential portions of mixed-use buildings. Project buildings must be situated within a downtown target area, as defined by the community, in which at least 25% of all buildings are judged through individual surveys and documentation to be in either fair or poor condition.

The Industrial Infrastructure program will assist local governments in the development of public infrastructure that allows industries to locate new facilities, expand existing facilities, or prevent the relocation or closing of a facility. The Industrial Infrastructure Program involves participation from both the application sponsor (city/county) and the participating business. Eligible applicants include non-entitlement Cities and Counties.

Grant funds may be used for public streets, water or sewer lines, engineering and other public facilities necessary to support the private sector project. A public entity must own the facilities to be funded.

Emergency funding is available for projects that address a serious and immediate threat to the health and welfare of the community. The condition must be of recent origins (within 18 months of the event that caused the emergency), and the applicant must demonstrate that other financial resources are not available to address the need. All proposed activities must meet applicable CDBG eligibility requirements and a national objective. Emergency projects are typically evaluated under the Urgent Need national objective. Proposals are accepted at any time, but must be submitted within the required 18-month period. CDBG staff will review the proposal for eligibility and then invite the community to apply if conditions are met. 

To apply for an emergency project, please first reach out to the CDBG Project Development team for consult on the project. This will help ensure eligibility. Once the approval has been given for submitting an application, one of the team members will provide an application. It is encouraged to also reach out to the environmental review team to better understand what is needed and what can be waived for the emergency project.

William D. and Sallye T. Coleman Memorial Scholarship

This fund provides financial scholarships to deserving young men and women who attend public high school in Roanoke City and members of High Street Baptist Church.

Cosmetology Scholarship

At a very early age in Alabama, Lee Essie Smith was a self-taught musician. After losing her mother as a young teenager, she began putting her God-given musical talent to work as a pianist for several churches. By the time she graduated from high school, she had learned the cosmetology trade and met Charlie McMillan, Jr.

After his wife’s death, Mr. McMillan continued his community service with the Democratic Party, Habitat for Humanity and Mt. Olive Baptist Church as an usher. Although he did not serve very long in the military, Mr. McMillan continues to exemplify the values and physical energy of the “Army Strong” slogan. He is the patriarch of the family – always dapper – and a regular attendee at church services.

Joey R. Ventura Tradesman Award

Awarded by Connor Arthur Lynskey Memorial Scholarship Fund

Established in memory of Connor Arthur Lynskey, a special young man who was active in his community, excelled academically, was sports-minded and had an extraordinary way about himself. Connor was a graduate of Holland Patent Central School District in 2017. He aspired to be a physician and was attending premedical school when a drunk driver took his life on August 11, 2018. This award is also given in loving memory of Joey R. Ventura (1992-2021), an accomplished welder and welding instructor who unexpectedly passed in July of 2021 at the age of 28 years old.

Candidates are identified through an open application process.

Alex Shives Scholarship Application Guidelines

The purpose of the Fund is to distribute scholarships to assist qualified recipients in their pursuit of higher education who have graduated or will be a graduating senior from either Papillion LaVista or Papillion LaVista South High School and who have participated on the boys or girls golf team at either high school.

The Fund shall annually distribute one (1) scholarship in the total amount of $2,500, split evenly per semester (i.e., $1,250 Fall Semester, and $1,250 Spring Semester).

The Sarpy County Bar Association Scholarship Fund makes this scholarship available to students studying criminal justice, criminology, sociology, psychology, or pre-law

The John J. and Doris M. Buford Legacy Scholarship is available to graduating high school seniors or full-time college students studying in the fields of Nursing and Pre-law.

This scholarship was established to honor the memory of John F. Burt of Neshoba County. Mr. Burt was raised during the depression and as a result he was resilient, a hard worker and resourceful. He learned the importance of sharing with those in need. He served in the US Navy during WWII where he strengthened his beliefs about patriotism, commitment and service. After the war, he and his wife opened a grocery store where he continued to be in service of others. God, family, and fellowship were priorities of Mr. Burt’s; he was always willing to be of service to anyone he considered family and at times to complete strangers. Obviously, Mr. Burt’s experiences shaped his moral code and guided the compass of his life.  Scholarship funds to be used towards fees for tuition and/or books only.

Sterling High School Alumni Association Scholarship Fund in Memory of Dwight David Huggins

Dwight David Huggins (Class of 1962) contributed to this scholarship with a gift from his estate in 2024. His intent was to assist deserving African American/Black students residing in Greenville County, in need of financial assistance to be able to attend institutions of higher learning while seeking to become lifelong learners and productive, self-sufficient members of our society. The preference for descendants of Sterling High School Alumni and Israel Metropolitan AME church is in recognition of him being a former member of both organizations.

John I. Smith Charities Scholarship

Established in 1989 by John I. Smith Charities to provide educational incentives and financial assistance to individuals residing in government-subsidized housing with the goal of helping students achieve self-sufficiency and become contributing citizens of the community through educational attainment.

Funding Amount

• $800.00 per semester for up to 4 years.
• At least one scholarship will be awarded annually.
• Award amount and number of awards are determined annually based on the Community Foundation of Greenville’s Spending Policy for Endowment Funds.
• Scholarship funds will be paid per semester to the approved educational institution in the name of the student and applied only to the costs of tuition, room, and board, or required fees.

Greenville County Fire Chiefs’ Association Scholarship

In 1995, the Greenville County Fire Chiefs’ Association established a scholarship fund to promote higher education for firefighters and their spouses or children.

Funding

• A minimum of $5,000 will be awarded annually and the number and amount of each award will be determined annually.
• Scholarship funds are paid to an approved educational institution in the name of the student.
• Scholarship funds are awarded for one academic year and are not subject to automatic renewal.
