Program Description

The Unified Champion Schools grant provides funding to support statewide Unified Sports, comprehensive early child development to adult transition programs with data-based health, social, leadership, transition, and athletic programs for students with intellectual disabilities.

The intent of the grant program is to expand the reach of the Special Olympics Unified Champions project. This project uses sports as a catalyst for social inclusion that extends beyond the playing field and into classrooms and communities to promote long-term success of students with intellectual disabilities.

The Texas Unified Champion Schools (UCS) program emphasizes three core components: Inclusive Youth Leadership, Unified Sports & Activities, and Whole School Engagement. Authentic social inclusion is the overall project goal. With awarded funds, the grantee will expand the number of campuses that are able to participate in the program.

Instructional Materials: Tucker's Law Grant

Program Description

The Instructional Materials: Tucker’s Law Grant represents the commitment to increasing fentanyl abuse prevention and drug poisoning awareness in school systems through the creation and dissemination of evidence-based instructional materials. As established in Texas Education Code (TEC) §38.040 school systems are to annually provide to students in grades 6–12 research-based instruction on fentanyl abuse prevention and drug poisoning awareness.

Beryl M. Klare Scholarship Endowment

Beryl Klare created a scholarship for residents of the City of Wabash, Indiana, who are accepted into and attend an accredited post-secondary educational institution, including career training and academic degrees. Having no children of her own, she used her will to fulfill her wishes to financially assist students who want to obtain a higher education, including academic degrees and vocational training. When she passed away in 1968, her scholarship became a reality.

Gene Custer is a lifelong Wabash County resident and farmer and a generous supporter of charitable causes. Gene established the Custer Scholarship Fund to help deserving students pursue post-secondary education. The award is given based on work experience or engagement in extra-curricular school, religious, or community activities; and a character of talent, ambition, initiative, and kindness.

Dr. Howard and Helen Liebengood Scholarship Fund

The Dr. Howard and Helen Liebengood Scholarship is awarded to students who are residents of Kosciusko County graduating in the top 20% of their high school class. Dr. Liebengood was a veterinarian in Silver Lake and did much to support youth, 4-H programs, and his hometown. This renewable scholarship helps promising students who have financial need.

Paul Thomas Reahard Memorial Scholarship Fund

Paul Reahard taught English, creative writing, and theatre arts at Whitko High School where he was the recipient of the prestigious Dekko Foundation Teacher of the Year Award in 1996. His parents created this scholarship to carry on their son’s legacy of bringing out the best in students and awakening the spark of creativity within themselves. Selection will be based on academic performance, and financial need. Community service, work experience, or an indication of interest in and dedication to activities in performing arts, drama, theater, English literature, or creative writing are contributing factors.

Richard L. and Marna L. Hettmansperger Scholarship Endowment

When their Methodist Church building closed, the Hettmanspergers put the money from the sale of the church to work as a scholarship for graduate students who want to prepare for missions, ministry, or one of the helping professions, such as social work, counseling, nursing, public health, and education.

Wabash Baking Powder Company Scholarship

The Wabash Baking Powder Company Scholarship was established to preserve the company legacy as a flourishing enterprise and was once the largest private brand baking powder factory in the world, producing not only baking powder, but a variety of flavoring extracts, gelatin extracts, powdered skim milk, and cocoa for over 200 companies. The Wabash Baking Powder Company was located on the northwest corner of South Wabash Street and Water Street. The building was directly on the Wabash & Erie Canal and was believed to have originally been a warehouse for the import and export of Canal goods and merchandise.

Great American Main Street Awards

Main Street America celebrates communities whose successes serve as a model for comprehensive, preservation-based revitalization efforts in their historic downtowns and commercial corridor districts with the Great American Main Street Awards (GAMSA).

Winners represent the diversity of communities in the Main Street America network — small towns, mid-sized communities, and urban commercial districts from every region in the country — and demonstrate the power of the Main Street Approach™. Since the inception of the Great American Main Street Awards in 1995, 118 Main Street programs have been honored.

Selection Criteria: Semifinalists and winners are selected from a nationwide pool of applicants by a jury of Main Street professionals and leaders in the fields of community and economic development and historic preservation. Criteria for winning GAMSA include: strength of the Main Street program in spurring community transformation, commitment to historic preservation, innovative programming, implementation of cross-sector partnerships, community outreach and stakeholder engagement, and ensuring their downtown districts are for everyone. 

Accolades & Ceremony: Semifinalists are promoted through Main Street America’s digital channels and receive media relations support. Winners also receive a short documentary film, a plaque, communications and media relations support, prominent placement on the Main Street America website for two years, and recognition at the 2027 Main Street Now Conference in Detroit, Michigan.

Texas Reads Grant

Goals and Purposes

This grant program funds public library programs to promote reading and literacy within local communities. Programs may be targeted to the entire community or to a segment of the community.

Programs focusing on community engagement or involving collaboration with other community organizations are strongly encouraged. The agency may designate specific funding priorities for each grant cycle in response to identified needs. If this occurs, staff will provide details of funding priorities and scoring implications to applicants and to the peer review panel.

These programs must meet the following LSTA goal as identified in the 2023-2027 LSTA 5-Year Plan

Focuses

Programs can be focused on the following reader groups, (examples provided are from past TSLAC Texas Reads subrecipients):

TSLAC Special Projects Grant

Goals and Purposes

This grant program provides funds for efforts that will significantly expand library services to include all members of the library’s community, particularly community members who experience barriers when accessing the library and its resources. It enables libraries to develop programs for populations with special needs or those having difficulty using the library. Programs that focus on community engagement or that involve collaboration with other community organizations are strongly encouraged. Programs must emphasize improved services by the library to its patrons.

The proposed program must meet the following LSTA goals as identified in the 2023-2027 LSTA 5- Year Plan (https://www.tsl.texas.gov/ld/pubs/lstaplan/5yearplan):

Goals

• Through Texas libraries, Texans will have access to digital resources and services needed to help them navigate the digital information landscape successfully.
• Texans will have access to library materials and services that support literacy and educational attainment, especially early childhood and family literacy, workforce readiness, and lifelong learning.
• Texans will receive library services from trained library staff that effectively respond to community needs.

Established in the Constitution of Texas, the governor's responsibilities include ensuring the enforcement of state laws, the power to either approve or veto bills passed by the Texas Legislature, overseeing state agencies, issuing executive orders, proposing and overseeing the state budget, and making key appointments to state offices.

General Victim Assistance Grant Program

Purpose

The purpose of this program is to provide services and assistance directly to victims of crime to speed their recovery and aid them through the criminal justice process.

Services may include the following:

Responding to the emotional and physical needs of crime victims;

• Assisting victims in stabilizing their lives after a victimization;
• Assisting victims to understand and participate in the criminal justice system; and
• Providing victims with safety and security.

This solicitation is for programs seeking to provide general victim services to broad categories of victim populations that may include victims of commercial sexual exploitation or trafficking, including emergency and long-term residential (shelter) for children and transition-age youth as well as drop-in centers.

Texas Health and Human Services

Texas Health and Human Services, also known as the Texas Health and Human Services Commission (HHSC), helps more than 7.5 million Texans every month. The agency supports the needs of mothers, children and families through programs such as Medicaid, CHIP, SNAP, women’s health and behavioral health services.

HHSC provides long-term services and supports for seniors and people with disabilities, and operates state supported living centers for residents with intellectual and developmental disabilities and state psychiatric hospitals. HHSC also regulates health care providers, professions and facilities to protect the health and safety of Texans.

Pediatric Tele-Connectivity Resource Program for Rural Texas

Executive Summary

The Texas Health and Human Services Commission (HHSC), the System Agency, is accepting applications for the State Fiscal Year 2026 Pediatric Tele-Connectivity Resource Program for Rural Texas Grant Program. The purpose of this program is to connect Rural Hospitals (RHs) and Rural Health Clinics (RHCs) with (i) pediatric specialists and pediatric subspecialists who provide Telemedicine Medical Services (TMS) or (ii) an institution of higher education that is a member of the Texas Child Mental Health Care Consortium established under Chapter 113 of the Texas Health and Safety Code. Applicants should reference Section II, Scope of Grant Project, for further detailed information regarding the purpose, background, eligible activities, and program requirements.

Nonprofit Security Grant Program (NSGP)

Purpose

The Public Safety Office (PSO) is soliciting applications for projects that support physical security enhancements and other security activities to nonprofit organizations that are at high risk of a terrorist attack based on the nonprofit organization's ideology, beliefs or mission.

The Nonprofit Security Grant Program (NSGP) seeks to integrate the preparedness activities of nonprofit organizations that are at high risk of a terrorist attack with broader state and local preparedness efforts. The NSGP also serves to promote emergency preparedness coordination and collaboration activities between public and private entities.

Texas Workforce Commission

Texas Workforce Commission (TWC) is the state agency charged with overseeing and providing workforce development services to employers and job seekers of Texas. TWC strengthens the Texas economy by providing the workforce development component of the Governor's economic development strategy. Texas boasts an incredibly skilled workforce ready to attract enterprise to the Lone Star State. By focusing on the needs of employers, TWC gives Texas the competitive edge necessary to draw business here.

Lone Star Workforce of the Future Fund

The Lone Star Workforce of the Future Fund (LSWF) is a program to increase the supply of qualified workers for entry-level to mid-level jobs in high demand occupations. In doing so, LSWF will ensure that the Texas workforce is capable of filling available and emerging jobs in this state. Grants may be awarded to public junior colleges, public technical institutes, and nonprofit organizations with an active and current TWC account number to develop and administer training programs to support this goal.

40% of project funding must come from a source other than state government. At least 50% of program participants must be placed into high demand occupations that earn a self-sufficient wage. Program participants must be placed into occupations occurring in the private sector.

The Texas Education Agency is committed to relentlessly focusing on students in low-performing schools. To this end, the Division of System Support provides competitive grant opportunities and technical assistance with the intent to empower and support school systems with the planning and implementation of comprehensive and bold school actions.

This project partners matched technical assistance providers with campuses (school systems) awarded school action fund grants to provide grantees with targeted technical assistance. The technical assistance is intended to support effective implementation of grant proposals.

This initiative is designed to provide programs, resources, and an overall strategy for fostering authentic collaboration among schools, families, and communities in Texas around topics in special education. By establishing strong internal processes with strategic and timely cross-communications, we will increase knowledge and understanding of special education services while improving buy-in and support from all stakeholders.

Family Place Libraries™ Grant 

The Family Place Libraries Training Institute (Family Place) provides theoretical grounding and practical training for library staff in family-centered library services. By expanding the traditional role of children's services, Family Place participants build on the knowledge that good health, early learning, parent or guardian involvement, and supportive communities play a critical role in young children's growth and development.

Family Place participants will be able to create the network that families need to nurture their children's development during the critical first years of life. Family Place provides training and resources to help participants redesign their library environment to:

• Create a welcoming and developmentally appropriate environment for children beginning at birth.
• Connect parents with the resources, programs, and services offered at the library and other family service agencies.
• Connect with non-traditional library users.
• Ensure children have access to resources that will allow them to enter school ready and able to learn.

The Family Place Libraries model was developed by the Middle Country Public Library in Centereach, New York. Currently, there are 126 Family Place library locations in Texas. 

Applicants may submit an application to become a new Family Place Library or expand their current program to an additional location. 

Texas Department of Agriculture

The Texas Legislature established the Texas Department of Agriculture (TDA) in 1907. The agency's key objectives are to promote production agriculture, consumer protection, economic development and healthy living. The agriculture commissioner oversees the agency and is elected every four years. The current commissioner, Sid Miller, was first elected in 2014 and began his third term serving Texas agriculture in January 2023.

TDA is a diversified state agency that provides value-added services through our regulatory and marketing and initiatives.

Community Development Block Grant (CDBG) Program for Rural Texas

The primary objective of the Community Development Block Grant program is to develop viable communities by providing decent housing and suitable living environments, and to expand economic opportunities principally for persons of low- to moderate-income.

The Community Development Block Grant (CDBG) Program for Rural Texas includes: Community Development Fund; Downtown Revitalization Program; Colonia Fund - Construction; Colonia Economically Distressed Areas Program; State Urgent Need (SUN) Fund.

Community Development Fund

The Community Development Fund is the largest fund category in the TxCDBG Program. This fund is available through a competition in each of the 24 state planning regions. Although most funds are used for Public Facilities (water/wastewater infrastructure, street and drainage improvements and housing activities), there are numerous other activities for which these funds may be used.

Funds are allocated to each state planning region to ensure a broad geographic distribution of funds as described in the one-year action plan. Additional funds deobligated from previous awards may be made available using the same formula. Funds allocated to a region that does not have an eligible application to fund will be reallocated to other regions to maximize the number of awards granted.

The Texas Department of Housing and Community Affairs (the Department) announces a NOFA in HOME funds for Single-Family housing programs under the Persons with Disabilities (PWD) set-aside under a Reservation System. These funds will be made available to HOME Reservation System Participants with a current Reservation System Participation (RSP) Agreement. The following activity types are eligible uses of HOME funds awarded under this NOFA: (1) Homeowner Reconstruction Assistance (HRA) and (2) Tenant-Based Rental Assistance (TBRA).

The Texas Department of Housing and Community Affairs (the Department) announces a NOFA of approximately $1,000,000 in HOME funds for single family housing programs under the Contract for Deed (CFD) set-aside under a Reservation System. These funds will be made available to HOME Reservation System Participants with a current Reservation System Participation (RSP) Agreement. 

The Texas Department of Housing and Community Affairs (TDHCA or the Department) announces a NOFA in HOME funds for single family housing programs under the general set-aside utilizing a reservation system. These funds will be made available to HOME Reservation System Participants after a Reservation System Participation (RSP) Agreement has been ratified. The following activity types are eligible uses of HOME funds awarded under this NOFA: (1) Homeowner Reconstruction Assistance (HRA), and (2) Tenant-Based Rental Assistance (TBRA).

TexTreasures Grant

TexTreasures Grants are designed to help libraries make their special collections more accessible for the people of Texas and beyond. Activities considered for possible funding include: 

• digitization
• microfilming
• cataloging

There are two options for funding under the TexTreasures program:

• TexTreasures Basic which will award grants of up to $10,000 to small libraries (serving a population of up to 25,000) with little or no experience with digitization. Funding will support vendor contract services to increase access to collections with local or regional significance. 
• TexTreasures Original which will continue to support libraries seeking to provide access to special or unique collections of statewide interest and greater complexity. The maximum award is $40,000 for applications from single institutions and $50,000 for collaborative grant projects.

The purpose for the support adoption grant program is to provide critical resources for pregnant women who are considering adoption and support for children awaiting placement with adoptive parents in accordance with Government Code 402. 

The purpose of this project is to support the implementation of the Effective Schools Framework (ESF) and Effective District Framework (EDF) by campuses and school systems throughout the state. Support will include the development and implementation of training, tools, resources, and platforms to support the implementation of the ESF and EDF. This project will also provide support to low performing schools by providing resources and support for continuous improvement efforts to reduce the number of low-performing campuses in the state. This project will include logistics and operations for training, events, and School Improvement and District Strategic leadership touchpoints.
