Community College Grant for Development and Creation of an MTA

A. Program Description

The Illinois Department of Commerce and Economic Opportunity (the "Department" or "DCEO") is issuing this Notice of Funding Opportunity ("NOFO") to support the design and construction of a 22,225 square foot facility, within the campus existing footprint, for the creation of a Manufacturing Training Academy (MTA) to provide workforce training programs.

The goal of this program is to support the design and construction of a 22,225 square foot, higher education facility for the creation of a Manufacturing Training Academy, within the campus' existing footprint. This grant will support a community college, located in Will County, Illinois, using capital funds to design and construct an MTA. The MTA will provide a flexible, district-wide training hub to support multiple employers, significantly expanding capacity in high-demand fields, including advanced manufacturing, welding, HVAC, electrical systems, and industrial maintenance, areas where employer demand continues to outpace available talent.

This Manufacturing Training Academy will represent a transformational investment in workforce development, economic growth, and educational access for Will County and the State of Illinois. Through community partnership, the MTA will deliver scalable, industry-driven training that meets immediate employer needs while building long-term career pathways for students.

In addition to grant funds, the awarded grantee must commit to project investment to ensure programmatic quality and long-term sustainability. The awarded grantee will be required to commit to hiring full-time faculty members to support increased enrollment and expand program offerings, curriculum development and implementation based on the needs associated with regional workforce institutions, and investing in the necessary specialized equipment for the MTA to be successful. Examples of the specialized equipment may include welding booths, CNC machining, robotics, and automation.

Dunham Foundation Capacity Building Grant

The Dunham Foundation offers Capacity Building Grants to help local nonprofits strengthen their resource development and build effective fundraising strategies that advance their mission. These grants support the hiring of grant writing consultants on a contractual basis or investing in organizational tools that help improve partnership development and cultivate more effective donor relationships. By investing in your organization’s infrastructure, we help you create sustainable funding streams that support your long-term impact in the community.

This fund provides support through two categories: The Grant Writer Resource Fund and the Community Relations Fund. One application serves both funding opportunities.

Grant Writer Resource Fund

We recognize that many nonprofits have staff who juggle multiple responsibilities, including grant writing. This task may not be their area of expertise; however, it is necessary for the organization to remain financially healthy. The Dunham Foundation has created an opportunity for nonprofits that do not have a grant writer on staff to apply for funds – up to $5,000 – that support a contractual grant writer.

Community Relations Fund

The Dunham Foundation also established the Community Relations Fund to strengthen the relationship-building and outreach efforts essential for long-term sustainability. This fund will equip nonprofit leaders with resources to deepen community engagement, improve partnership development, and cultivate donor relationships.

Examples of relationship-building tools could include projects such as:

• Website upgrades/updates
• Graphic and video assets for marketing and fundraising purposes
• Donor Constituent Relationship Management (CRM) system
• Gift management software

The Jean Griswold Foundation

The Jean Griswold Foundation (JGF) is a non-profit organization dedicated to supporting Caregivers through educational opportunities and scholarships. 

Our Mission

The mission of the Jean Griswold Foundation is to support Caregivers by providing educational scholarships* to enable them to further their training, enhance their careers, and better assist the clients they serve.

By offering educational scholarships*, our Foundation will not only make a positive impact on the Caregivers themselves, but also the clients they assist and the home healthcare agencies where they are employed, as well as help advance the overarching home-care industry.

Scholarships will be paid directly to the federally accredited educational institutions of the winning Scholars’ choosing.

Empowering Caregivers Through Education

The Jean Griswold Foundation Scholarship Program awards scholarships to deserving Caregivers who wish to further their education in a care-related field. Applicants do not have to be associated with Griswold in any way, and the funds will be paid directly to the institution where the caregiver will be receiving education.

Community Foundation of the Fox River Valley

The Community Foundation of the Fox River Valley is a public charitable foundation based in Aurora, Illinois, dedicated to improving quality of life across the Fox River Valley, including the Greater Aurora area and Kane and Kendall counties. The Foundation partners with donors to fulfill philanthropic goals by managing charitable funds and distributing grants and scholarships that address local needs in areas such as education, health and human services, arts and culture, and community development, while ensuring responsible stewardship of resources to create lasting community impact.

Aurora Area Retired Teachers’ Association Scholarship Endowment Fund

The Aurora Area Retired Teachers’ Association (AARTA) has been working for retired teachers in Kane County for over fifty years. Due to their continued interest in education, members of the AARTA created the Aurora Area Retired Teachers’ Association Scholarship Fund in 2010 to assist students attending a two-year college, or a professional, trade or vocational school. In 2016, the fund was established as an endowment. Eligibility is restricted to students who reside within the Community Foundation service area and within the boundaries of the following school districts: East Aurora 131, West Aurora 129, Kaneland 302, Batavia 101, Geneva 304 or St. Charles 303. This fund also provides a meaningful way to honor the lives of former members of the Aurora Area Retired Teachers’ Association who have passed away.
