Conference and Event Stipends

Enhancing opportunities to attend disability-related events.

TCDD has funding available for Conference and Event Stipends to support people with developmental disabilities (DD) and family members attending disability-related events in Texas. Stipends are also available to support disability-related speakers at events.

Funding for these stipends is made available to TCDD through a grant from the U.S. Administration for Community Living (ACL), Department of Health and Human Services, Washington, D.C.

Stipend Intent

Conference and Event Stipends enable people with DD and their family members to attend established in-state professional or informational events such as conferences, workshops, seminars, or legislative advocacy training sessions. These events should provide participants with information and awareness about best practices in services and supports to people with DD or directly promote self-advocacy and self-determination. TCDD believes that participation in such events enhances opportunities for people with DD to exercise choice and control in their lives and can promote independence, productivity, and community inclusion of people with DD.

The stipends are limited to Texas residents who are not eligible for conference, workshop, or training reimbursement from other organizations of which they are an employee or a member. 

Stipend Requirements

 Applications must: 

• demonstrate that the event has educational or advocacy objectives related to DD issues;
• outline how the stipend will be used consistent with the TCDD mission, philosophical principles, goals, and objectives;
• provide assurance that funds will be used only to support the participation of people with disabilities that meet the federal definition of a developmental disability, or family members of persons who have DD, and who have no other organizational or agency source of funding to attend the event;
• provide assurance that a priority will be given to people who have not previously received TCDD stipend support; and
• describe the potential recipients of the stipend and how recipients will be selected for stipend support.

Translation & Interpretation Stipends

Reducing language barriers to access services and supports.

TCDD has funding available to support translation and interpretation services to reduce linguistic barriers among individuals with developmental disabilities (DD) and families to access services and supports in Texas. Funding for these stipends is made available to the TCDD through a grant from the U.S. Administration for Community Living (ACL), Department of Health and Human Services, Washington, D.C.

Stipend Intent

TCDD stipend support is available to organizations or agencies to translate printed materials or provide verbal or American Sign Language (ASL) interpretation services to reduce linguistic barriers and support people with DD and families. Translation may be offered to improve understanding and access to services and support or to inform people with DD and their families about their rights.

These stipends are intended to help reduce linguistic barriers so that all people with disabilities are fully included in their communities and exercise control over their own lives.

Stipend Requirements

The request must demonstrate that:

• the materials and messages translated with these funds are consistent with person-centered and family-centered philosophy;
• the outreach strategies will have the greatest impact to reach and include unserved and underserved populations in Texas; and
• the materials and messages are consistent with the mission, philosophy, goals, and objectives of the Council.

Limitations

TCDD stipends are intended to provide support to individuals and family members who would otherwise be unable to participate. Stipend awards should prioritize Texas residents who have not previously attended the event.

Terms

Multiple applications from an organization may be considered until the maximum allowed funding amount is reached.

Requests for Reimbursement (RARs) and activity reports must be submitted within 30 days after the translation or interpretation is completed. Payments are made based on reimbursement after the event is conducted. Documentation and receipts are required for all expenditures.

2026-2027 Effective Advising Framework Implementation Grant, Year 2-3

The Effective Advising Framework (EAF) supports the development and implementation of an individual student planning system within the context of a comprehensive school counseling program. The EAF also aims to foster innovation and promotion of promising and proven career and technical education (CTE) programs, which may include nontraditional fields. This includes the development, implementation, and adoption of career pathways aligned to high-skill, high-wage, or in-demand careers and industries.

Each school system that successfully completed the requirements of the 2025–2026 EAF Implementation Grant will participate in this grant project to continue implementation of an effective advising system for either Year 2 or 3 of implementation. School systems will reconvene a steering committee to oversee implementation and the continuous improvement of the school system’s individual student planning system.

The steering committee must include representation from both elementary and secondary levels and consist of, at minimum, a certified professional school counselor, an administrator, a representative from Career and Technical Education, and a representative of special populations. The committee will be led by an EAF Project Lead, who must be a certified school counselor or an administrator. The EAF Project Lead will work in close collaboration with an EAF Coach, identified by the Education Service Center (ESC), who will support the district throughout the grant period. The EAF Coach will monitor progress and provide ongoing coaching and support aligned with the Effective Advising Framework.

During this grant period, school systems will continue to implement EAF priorities aligned to the essential actions and key practices of the Effective Advising Framework across grades 5–12. The focus of this phase is to strengthen the quality and consistency of individual student planning, measure its impact when implemented with fidelity, and build sustainable advising systems. School systems will prioritize integrating effective advising practices into staff roles, districtwide data systems, and communication structures to support long‑term implementation.

2026-2027 ESC Texas Instructional Leadership (TIL) Mentorship Grant

Program Purpose, Goals, and Objectives

The purpose of this grant is to provide for ESC-to-ESC mentorship with regards to ESCs’ efforts to implement Texas Instructional Leadership (TIL) training in their regions for the benefit of campuses and school systems participating in school improvement activities. The participating ESC will provide yearlong guidance, training, and coaching to other ESCs to support building, developing, and deploying their TIL teams. One ESC will receive grant funds to provide mentorship support to nineteen other ESCs.

Washington Goes Purple Scholarship

This scholarship is open to students that reside in Washington County, MD, are continuing their education, and have been affected by substance use.

Washington County Arts Council, Inc. Foundation Scholarship Fund

The Washington County Arts Council, Inc. welcomes all applicants interested in pursuing a 2- or 4-year degree, or a certificate program, from an accredited educational institution with an emphasis on the arts. All students, including those individuals who have pursued a non-traditional education path, will be considered for this scholarship.

This scholarship will be awarded to deserving students who are graduating from a WCPS high school, or are a non-traditional learner with equivalent education, who have been accepted into a trade school/program/apprenticeship, or who have enlisted in the military. 

Women’s Philanthropy Fund

In 2008, Amarillo Area Foundation and a group of community-minded women established the Women’s Philanthropy Fund (WPF) to address the needs of women and children in the Texas Panhandle. In 2022, the WPF moved from a membership-only model to the opportunity for ANY individual, family, or business with a passion to support the critical needs of women and children in our region, to contribute and have a direct impact on the well-being of women and children in the Texas Panhandle… in all areas of life. 

Our Mission

To transform the lives of women and children in the Texas Panhandle through fundraising, grant-making, and advocacy.

Grant award amounts will vary between $2,500 and $10,000. WPF is focused on the needs of women and children that serve an urgent or critical need and/or demonstrate unique solutions to time-worn problems and/or engage in bold new ventures. Eligible programs will address one or more of the focus areas described below, in a manner that creates impact, shows innovation, and involves others in a collaborative manner.

Organizations or programs should address:

Self-sufficiency: Programs that provide women with the skills and resources to be economically independent and self-sufficient. Examples of such programs may include but are not limited to:

• Access to emergency shelter or affordable housing;
• Access to affordable, quality day care and after school programs for children;
• Prevention of or assistance in overcoming homelessness or poverty;
• Transportation assistance;
• Education and training programs targeted toward job skills, budgeting and money management, parenting skills, etc.

Health and Safety: Programs that support the health and well-being of women and children and allow them to live in homes and communities without fear of violence. Examples of such programs may include but are not limited to:

• Healthcare-related education and awareness programs;
• Access to preventive medical screenings;
• Low or no-cost medical services for uninsured or medically needy women and children;
• Programs that instill leadership and build esteem in women/children.

Special Education Consolidated Grant Application (Federal)

IDEA-B Formula provides supplemental resources to help school systems ensure that eligible students (ages 3 through 21) with disabilities are provided with a free appropriate public education as required by federal statute. 

IDEA-B Preschool: provides supplemental resources to help school systems ensure that eligible students (ages 3 through 5) with disabilities are provided with a free appropriate public education as required by federal statute.

IDEA-B Discretionary Deaf helps ensure that eligible students (ages 3 through 21) with disabilities are provided with a free appropriate public education as required by federal statute.

• The grants in the Special Education Consolidated Grant Application (Federal) provide financial assistance to school systems to help them ensure that:
• They identify and provide a free appropriate public education (FAPE) to students with disabilities who are eligible for special education and related services.
• They protect the rights of students with disabilities and the rights of their parents3
• They design individualized education programs (IEPs) that meet the needs of students with disabilities and prepare those students for further education, employment, and independent living.

Taka Domingo HLP Vocational Scholarship

The HLP Hamakua Community Foundation is a non-profit organization that was formed to benefit the people of Hamakua. Taka Domingo was one of the original board members when HLP was established after the closure of sugar. He was an electrician and County Councilman representing the Hamakua District. The Taka Domingo HLP Vocational Scholarship was established after his death in August 2016. 

Individual award amount: $2,000. 

Possible trades include: welding, tourism, fire science, electrical, early childhood education, agriculture, auto body, auto mechanics, diesel mechanics, carpentry, culinary and others not listed.

Pre-clinical Investigation of anti-TFPI-mediated Rebalancing Mechanisms in Non-Hemophilic Bleeding Disorders

There remains a scientific gap in understanding of the role of anti-TFPImediated hemostatic rebalancing in the context of inherited or non-hemophilic bleeding disorders. This competitive grant program encourages competitive submissions focsed on generating preclinical/foundational data exploring the therapeutic potential and mechanisms of TFPI modulation in bleeding disorders other than hemophilia.

Funding

• Individual projects requesting up to $50,000 USD will be considered. Request for study drug or compound is allowed (max $50,000 USD), additionally to the study project costs.
• Maximum project length is 1 year.

Crown Castle Scholarship

Benefiting Crown Castle interns OR dependents of Crown Castle employees.

Award Amount

• Three (3) scholarships awarded annually
• $10,000 divided evenly between the fall and spring semesters
• Recipients may reapply for up to 3 consecutive years.

What can this scholarship be used for?

• The scholarship will be mailed directly to the student's college to be used towards tuition, required academic fees, and/or book expenses.
• Scholarship funding cannot be distributed directly to the student. Funding cannot be used for room and board, rent, meal plans, parking passes, or other similar living expenses.
