Proposition 4 Grant Program

The objectives of the Safe Drinking Water, Wildfire Prevention, Drought Preparedness, and Clean Air Bond of 2024 (“Proposition 4”) are to target the most urgent climate needs by investing in preventing devastating wildfires, providing clean, safe drinking water, and boosting water supplies, and protecting California’s iconic landscapes. Proposition 4 project investments aim to assist communities that have been historically underserved by allocating a minimum of 10 percent of available funds to severely disadvantaged communities and a minimum of 40 percent of available funds to disadvantaged communities. 

The Conservancy has approximately $11 million available for local assistance grants over the life of its Proposition 4 Grant Program. The minimum local assistance grant amount is $50,000 for implementation projects.

Riverside, California 501(c)(3) nonprofits serving Latino communities with programs in areas like leadership, economic mobility, education, health, housing, environment, racial equity, immigrant inclusion, or storytelling can access funding through Inland Empire Community Foundation’s CIELO Fund. Both grant opportunities allow organizations to submit funding requests for projects and activities that advance Vibrant Health for Inland Empire community members and align with IEHPF’s mission, vision, and priorities.

Healthy Organizations Grant Summary

The Healthy Organizations grants provides funding and support to nonprofit organizations addressing the social drivers of health (SDOH) for Inland Empire community residents who are experiencing the poorest health outcomes in low-income communities, rural or remote areas and/or communities with a Healthy Places Index (HPI) score lower than 25. These investments focus on supporting projects and activities that improve the nonprofit’s internal capacity to work effectively and develop strong programs, finances, leadership and infrastructure that will be sustained beyond the one-year lifecycle of the grant.

Healthy Organizations grants are awarded twice a year and have a one-year grant lifecycle. Awards will range from $5,000 - $20,000, although exceptions may apply. Organizations may only apply once per calendar year and must address at least one of the IEHPF’s priority Vital Conditions.

To apply, organizations will complete a brief Eligibility Quiz to determine eligibility and submit a Letter of Inquiry (LOI) with a brief description of the project or activity they hope to fund with the Healthy Organizations grant. IEHPF staff members will then will review the LOI and determine if the organization will be invited to the full application on a rolling basis, but by the invitation deadline below.

Please note that organizations are encouraged to submit their LOIs early to allow for greater time to complete an application, if invited. However, as long as an organization submits an LOI by the deadline, their project will be considered for funding.

Healthy Communities Grant Summary

Healthy Communities grants provide funding and support to nonprofit organizations, collaboratives or networks addressing regional health needs, social drivers of health (SDPH) and systems change efforts for Inland Empire community residents who are experiencing the poorest health outcomes in low income communities, rural or remote areas and/or communities with a Healthy Places Index (HPI) score lower than 25. The grant focuses on supporting projects and activities that improve the organization or network’s capacity to effectively advocate for better health policies, strengthen regional workforce development efforts (especially in health, social services and for the purposes of Medi-Cal retention) and focus on improving population health outcomes that can be sustained beyond the one-year lifecycle of the grant.

Healthy Communities grants are awarded twice a year and have a one-year grant lifecycle. Awards will range from $20,000 - $75,000, although exceptions may apply. Organizations may only apply once per calendar year and must address at least one of the IEHPF’s priority Vital Conditions.

Vibrant Health Fundraising Training Program

The Vibrant Health Fundraising Training Program (2026 Spring) is designed to equip nonprofit fundraising leaders and staff who have experience in donor development with the tools and knowledge to improve their donor cultivation and stewardship skills and processes necessary for increasing financial resources available for advancing Vibrant Health.

The goals and objectives of the program include the following:

Training Participants

Organizations will be able to select (1) staff member to participate in a 7-session enhanced fund development training program and one 2-hour individual coaching session.

In total, 20 organizations will be selected for this training opportunity. This is not a grant with direct funds but is a no-cost training program valued at $2,500 per person.

SA Recycling is a leading metal recycler, operating over 70 facilities across multiple states. Committed to environmental sustainability, the organization promotes recycling to conserve natural resources and reduce production costs. They actively engage with local communities through job creation and support for various programs, including law enforcement and non-profit organizations. SA Recycling also contributes to community well-being via service and monetary donations, striving to enhance the quality of life for employees and their families.

The Dolores Zohrab Liebmann Fund Fellowships provide financial support for U.S. citizens pursuing graduate studies in various fields at accredited institutions. The fellowships cover tuition and offer an annual stipend of $18,000 for living expenses. Candidates must demonstrate financial need and have an outstanding undergraduate record. Applications are submitted through the dean of the university, with deadlines in January and notifications by mid-June. This program honors Dolores Zohrab Liebmann's legacy of supporting education.

The S. Mark Taper Foundation, established in 1989, is a private family foundation committed to improving lives through support for nonprofit organizations in Southern California. It funds projects in arts, education, health, and more, with grant sizes ranging from $50,000 to over $100,000. Eligible organizations must be 501(c)(3) certified and serve specific counties. Notably, those receiving funding in the past three years are ineligible to apply.

The Rose Hills Foundation Grant aims to foster a healthier and more equitable Southern California by funding nonprofits that address critical needs in the community. Eligible organizations must be 501(c)3 registered and aligned with the foundation's focus areas. While the foundation aims to assist various groups, it has specific exclusions, such as for-profit entities and political activities.

Riverside, California 501(c)(3) public charities can access funding through Union Pacific Foundation for safety, workforce development, community vitality, and environmental sustainability projects. Eligible nonprofits serving Union Pacific communities may receive US $5,000 - US $30,000 for direct services or capacity-building efforts that advance diversity, equity, and inclusion for broad, underrepresented local populations.

With a focus on diversity, equity, and inclusion, this unrestricted grant program provides essential operating support to organizations tackling pressing community issues. In 2025, IECF will distribute $500,000 to empower local nonprofits, ensuring they can effectively fulfill their missions and enhance their impact across various sectors.

The Brinker International Charitable Giving Program focuses on giving back to communities through support for kids, hunger, and education. Organizations eligible for funding must be 501c(3) non-profits and submit requests at least six weeks prior to events. The program does not support individuals, political or religious organizations, or explicit discrimination policies. Funding is provided through monetary donations or in-kind contributions like dining certificates.

The California Energy Commission (CEC) has allocated up to $59,484,345 for the GFO-24-603 program aimed at enhancing the reliability of electric vehicle (EV) charging infrastructure.
