The Community Foundation of the Rappahannock River Region

The Community Foundation is a devoted advocate for the vitality and well-being of the Rappahannock River Region. We are a 501(c)(3) nonprofit that manages and distributes charitable giving in the counties of Stafford, Spotsylvania, King George, and Caroline, and the City of Fredericksburg.

Scholarships

One of The Community Foundation’s strategies for preserving and growing the quality of life in our region is supporting higher education for area students. Generous individuals and families, companies and organizations establish endowed scholarship funds and the proceeds from these funds benefit deserving students. Donors work with foundation staff to determine appropriate criteria for each fund. The Community Foundation currently administers more than fifty scholarship funds.

The Randy and Tina Harris Family Scholarship Fund

The Randy and Tina Harris Family Scholarship Fund is responsive to workforce readiness needs. This scholarship will be available on a rolling basis, students may apply at any time. Randy, a member of the Board of Governors at The Community Foundation starting in June 2022, owned two businesses in the area until 2021, Ultimate Subaru and Ultimate Buick GMC. As an active businessperson, philanthropist and retiree, he seeks to give back to the community he calls home. Tina and Randy have been friends to the foundation through leadership and participation, also contributing to the Virginia Education Improvement Scholarships Tax Credits and through the Randy and Tina Harris Family Charitable Fund.

While it is common for students to go to college after high school, earning a college degree isn’t the only option after high school, nor is it the right option for everyone.

The trades are vital, though often underappreciated, career fields that are essential for the functioning of society. Skilled trades are the backbone of our society and can be lucrative, stable career opportunities. In areas like construction, manufacturing, technology and medicine there are trades where people are able to make significant contributions to our world.

African Americans are very underrepresented in these fields. To ensure the brightest future possible, it’s crucial for African Americans interested in the trades to have the financial resources necessary to further their education.

Randy’s father, James Harris, had a successful career as a machinist and welder. He demonstrated that a college degree was not a necessity for a successful career. This scholarship was created for those African American students like James Harris, who are inspired to develop their talents in trades or taking non-traditional paths to further their education.

The In-N-Out Burger Foundation supports organizations that aid children and youth affected by abuse and neglect, offering grants ranging from $5,000 to $50,000. Eligible nonprofits must be 501(c)(3) registered, operational for at least two years, and demonstrate a commitment to the foundation's mission. Applications are considered for traditional, capital, and program support, focusing on sustainable solutions and clear objectives. Organizations must operate in areas with In-N-Out Burger locations to qualify.

The State-Local Partner Mentorship (SLP-M) program aims to establish local arts agencies in Glenn, Kings, and San Joaquin counties, where none currently exist. This initiative supports existing State-Local Partners in fostering new agencies that will enhance arts and cultural activities across these communities. Eligible applicants must have a history of arts programming, nonprofit status, and be current grantees in the CAC State-Local Partners Program, ensuring strong support for local artists and organizations.

The Readings & Workshops Mini-Grants provide funding for individual readings and workshops, ranging from $150 to $450 per session. Open to New York State and California organizations, these grants support writers' participation in events. Eligible organizations include colleges, cultural centers, and libraries. Priority is given to those serving diverse audiences and presenting in underserved areas. The application process requires details about the writer and event dates. Grant amounts are capped annually, and matching funds are encouraged.

The Region Grants Open Grant Round: Hunger Relief, sponsored by the Land O'Lakes Foundation, aims to combat food insecurity in rural communities. Grants between $1,000 and $20,000 are available for organizations supporting food banks, meal programs, and community gardens. With a total investment of $500,000 annually, this initiative prioritizes nonprofits with 501c3 status serving specific regions in the East and West. The program seeks to enhance the vibrancy of member-owner communities while fostering educational and community vitality.

The Wonderful Company is offering the Central Valley Community Grants, providing up to $1 million in funding for projects that enhance the health and well-being of rural communities in the San Joaquin Valley. With a history of over $8.5 million granted to nonprofits and schools, this initiative supports equitable living conditions. Eligible applicants include 501(c)(3) organizations, local governments, and schools committed to making a tangible impact in their communities.

The Region Grants Open Grant Round: Community Vitality, supported by Land O'Lakes Foundation, aims to enhance the vibrancy of dairy communities in the East and West Regions. With a total investment of $500,000 annually, grants ranging from $1,000 to $20,000 are available for organizations focused on rural development, education, and community resources. Eligible applicants must have a 501c3 status and serve specific geographic areas, ensuring support reaches those in need.

The PLTW Engineering - New Program, supported by Burns & McDonnell, aims to empower U.S. students through STEM education. By offering at least one PLTW Engineering course in the 2026-2027 academic year, schools can enhance their curriculum and foster critical skills. This initiative not only increases access to valuable programs but also prepares students for future challenges in college and careers, ensuring they thrive in an evolving world.

The PLTW Engineering - Program Expansion initiative aims to enhance STEM education by increasing access to Project Lead The Way (PLTW) programs in communities served by Burns & McDonnell. This partnership focuses on empowering students through real-world learning experiences, helping them develop essential skills for future careers. Starting in the 2026-2027 academic year, grants will support schools in expanding their existing PLTW Engineering programs to foster greater participation and engagement in STEM fields.

The PLTW Gateway - New Program, in partnership with Burns & McDonnell, aims to enhance student engagement in STEM by providing teachers with essential resources and support. Starting in the 2026-2027 academic year, eligible schools can apply for grants to introduce and expand PLTW programs, fostering real-world skills through applied learning. This initiative targets schools with significant free and reduced-price lunch populations, promoting equity in education across various U.S. counties.

The BURGER KING Scholars: General Track offers scholarships for high school seniors and past recipients who plan to pursue undergraduate studies at accredited institutions. Administered by Scholarship America, this initiative has awarded nearly $64 million to over 55,000 students across North America, embodying the Burger King Foundation's commitment to education and opportunity.

The Anne Koepfinger Inspiring Educators Memorial Award

Anne Koepfinger, a dedicated Special Education teacher, devoted over 28 years of her life to teaching and positively impacting the lives of countless students with learning disabilities. Her unwavering commitment to education and profound influence on students left an indelible mark on the community.

In remembrance of Anne’s remarkable contributions, her family recently established The Anne Koepfinger Inspiring Educators Memorial Award through The Community Foundation. This scholarship serves as a beacon of hope and encouragement, designed to inspire students to follow in Anne’s footsteps and pursue careers in the field of education.

The Koepfinger family recognized that the best way to honor Anne’s memory was to support and uplift the next generation of educators. They understood that the impact of a dedicated and passionate teacher reaches far beyond the classroom. A scholarship in Anne’s name would not only serve as a tribute to her life and work but would also empower aspiring educators to make a meaningful difference in the lives of future students.

The legacy of a beloved educator continues to inspire and touch the lives of students through this scholarship.

The Baron P. “Deuce” Braswell II Memorial Scholarship Fund

This scholarship fund was created in memory of Baron P. “Deuce” Braswell II of Spotsylvania. Baron was the son of Baron Purnell Braswell and Gwendolyn Sue Braswell and he died tragically January 20, 2006. He was a junior and an honor student at Courtland High School. Baron was a very spiritual person and was an active member of the football, basketball, baseball and track teams, known for thanking God for his athletic abilities.

The Betty Booker Lontz Scholarship Fund

This scholarship fund was established in August 2013 by Betty Lontz, a life-long swimmer and devoted and beloved swim instructor. Growing up in Bon Air, Virginia, Betty’s parents collaborated with four other families to build the Bon Air Pool. By 5 years old, she was swimming with the Midgets – children several years older – rather than the Mites. By age ten, she was swimming on a National championship relay team and, though the expense of the trip prevented it, invited to the 1960 Olympics.

Betty began teaching swimming when she was 14 years old. She trained with the West Hampton College swimmers while in high school and took a job at the pool at The Homestead when she graduated. The late 1960’s found Betty at Fort Lee, Virginia teaching lifeguarding skills to returning Vietnam veterans preparing for the United States Special Services. It was there she met her first husband, Bill Lontz. Having been known to say, “If I can find a guy who can out swim me, I’ll marry him,” she was true to her word and married him after two dates. They were married 39 years until his death in 2007.

The young couple moved to Europe for two years, where Betty started another swimming program. On returning to Virginia and the Fredericksburg area, she was instrumental in establishing the pool at Curtis Park. Her well-known Fredericksburg Swim School business (originally called Country Swim School) began in 1975. Over the years, Betty taught swimming and water safety skills to more than 10,000 children -- including some who became Olympic caliber swimmers.

Betty Lontz passed away on November 5, 2015. She attributed her lifetime of swimming with her resiliency in the face of the genetic condition Amyotrophic lateral sclerosis, or ALS. “Wellness is my story,” said Betty. She believed that, “it’s just smart for people to stay healthy.” In the face of growing social issues that stem from illness, it just makes sense for people to preserve and grow an asset like physical health. On the individual, societal and global levels, the study of wellness is a key to vitality and well-being, including reducing costs to society. “Pathology is important, but promoting good health and preventing illness make so much sense.”

Each year, at least two $500 scholarships will be given to area graduating high school seniors.

The Brandon Thomas Lawn Memorial Scholarship

This scholarship is in memory of Brandon Thomas Lawn who attended Colonial Forge High School in Stafford County. Brandon was the victim of a work related summer job accident and passed away on August 12, 2003. He was an active Master Altar Server at St. William of York Catholic Church. Brandon demonstrated a deep love of family and faith in God. He was quick to help and listen to others and will be remembered as an individual who strived to achieve. He held a GPA of 4.3, an SAT score of 1440, and was an active member of the National Honor Society.

Brandon’s favorite sport was wrestling. He received three varsity letters in wrestling, one in cross-country, and three academic letters. He was the Commonwealth District Champion for the 2001-2002 season and placed fifth in AAA State Wrestling Competition in the 2002-2003 season. Brandon volunteered as a coach for younger children in other wrestling programs in the Stafford County community. Brandon dreamed of attending the United States Air Force Academy. Brandon was known to his close friends for “doing the right thing, no matter what anyone else thinks.”

The Brian Conner Memorial Scholarship Fund

This scholarship is in memory of Brian Conner, a 1995 graduate of Courtland High School. The fund will provide scholarships to graduating seniors of Spotsylvania High Schools who have lettered in cross country or long distance track, who have exhibited leadership abilities, and who have demonstrated a desire to exceed expectations in all endeavors. Brian loved long distance running and received 12 Varsity letters for cross-country, indoor and outdoor track. He also received an academic letter for his high scholastic achievements. Brian is remembered for his motivation and his desire for individual and team success. He encouraged others to excel through his own performance, his compassionate manner and caring smile. He attended Mary Washington College for two years until joining the United States Marine Corps in 1997. The Marines considered him a leader with character.

The Craig “Cujo, Jr.” Bennett Scholarship Fund

Established in June 2015, the Craig “Cujo, Jr.” Bennett Scholarship is awarded to a graduating senior who has excelled in the face of adversity. This scholarship was established in memory of Craig Daniel Bennett, known as Cujo, Jr – a reference to his father’s flight call sign and to the way a seemingly harmless and vulnerable young person could grow into a passionate and powerful individual. Challenged by extensive multiple physical issues, he defied the negative predictions of skeptical doctors again and again. Craig sometimes encountered people who had difficulty seeing past his wheelchair to who he really was – for them he was a source of surprise and, once his dynamic personality made itself known, a source of inspiration. Craig was a goal-oriented fighter who whitewater rafted the New River and was elected Homecoming King at Bluefield College. He had dreams of walking to receive his diploma and of sky diving.

Craig wanted to be seen as “normal”. Those who knew him saw more than that, he was extraordinary.

Knowing that his life expectancy was shorter than average, Craig asked his parents to establish a scholarship in his memory. Craig Daniel was the recipient of a Bootstrap Scholarship, which is given to nominees that demonstrate the effort and will to succeed in the face of adversity. Award winners are chosen by how well they demonstrate the concept of "pulling yourself up by your bootstraps." The Craig “Cujo, Jr.” Bennett Scholarship Fund also recognizes a student who uses determination and force of will to overcome odds, to meet hardship and to succeed in achieving their dreams.

The John C. Neal Scholarship Fund

This scholarship was established by Union Bank and Trust in recognition of President John C. Neal on the occasion of his retirement. In recognition of his 25 years of service at the bank, Union and The Community Foundation intend for this new fund to reflect Mr. Neal's commitment and dedication to our region by supporting the further education of area students with a passion for service to their communities.

"If you were to look up the definition of a true community banker, you would most likely find a picture of John Neal as an example," said G. William Beale, president and CEO of Union Bankshares Corporation. "

John was instrumental in the growth of Union in the Fredericksburg region when he first joined in 1991 and later brought the same commitment and dedication to his role as bank president. John has always understood that in order for a community bank to grow, it has to help the community it serves grow."

Linda and Billy Beale Scholarship

The Linda and Billy Beale Scholarship Fund was created to support charitable projects in the community that has been home to their family for many years. Friends and colleagues know Linda and Billy as individuals who are deeply engaged in the fabric of the region – and especially Caroline County – through the business community, through their civic and social lives, and through their family’s involvement in their church and schools.

When thinking about a focal point for their charitable giving through this scholarship fund, the Beale’s were drawn to the school athletic “families” that have meant so much to them and their children over the years. Billy served as assistant baseball coach from 1999 to 2003 and Linda served as assistant volleyball coach from 1998 to 2006. The family also has history of involvement with Caroline Little League that began when their son played t-ball in the 1980’s and continued through their daughter’s service as a board member as an adult. The Beale's continue to show their support by participating in Little League special events today.

The Martha S. Daltan Scholarship Fund was established by Martha’s husband, Gerry, and children, Ashley and Michael.

The Mary E. Berger Scholarship Fund

The Mary E. Berger Scholarship was established with a gift from Mary E. Berger and a future gift by the estate of Mary E. Berger to assist high school students who wish to attend college or university or professional school to pursue studies in art, music, history, political science, English, journalism and related liberal arts subject.

The Molly Gill Memorial Scholarship Fund

The Molly Gill Memorial Scholarship is awarded to any area graduating high school senior who has excelled with a physical disability.

This scholarship was established in memory of Molly Gill, who was a quadriplegic as the result of an accident. Molly faced her daily challenges with courage, and a determination to further her education and become independent. Molly Gill embraced the goodness of each day and her spirit is best summarized by the following quote: “I can always say, ‘what if?’ But, I wouldn’t have gotten anywhere with that."

The Walton Mahon Scholarship Fund

This scholarship fund was created in March 1991 by Union Bank and Trust in recognition of the many years of devoted service which Mr. Walton Mahon gave to the bank. Mr. Mahon worked for Union Bank and Trust for 42 years, serving as President for 25 of those years. He continued to lead the bank after his retirement for another 9 years as a member of the Board of Directors, serving the bank for over 50 years in all.

With their gift, Union Bank and Trust wished to support the college or university education of a Caroline County student or students wishing to pursue a career in business.

The William and Susanna Botts Scholarship for Immigrants

The Botts family has been supportive of and advocates for the immigrant community for many years. Susanna taught English as a Second Language in Stafford County schools for eleven years until her retirement in 2010. Since that time, she has continued to work part-time with county ESL students; in addition, she has worked with immigrant families in their homes. Bill provided legal assistance to lawfully represent immigrants in civil matters for many of his 40 years as a legal aid attorney. In 2002, while Executive Director of Rappahannock Legal Services (now Legal Aid Works), he encouraged the Board of Directors to give up all federal funding for the legal aid program so that the organization could represent undocumented immigrants as well. Since 2016, he has served as a volunteer attorney for Baptist-based LUCHA Ministries Immigration Legal Services.

Bill and Susanna have also worked together through Catholic Charities to assist endangered children to come to the United States as refugees from Guatemala, Honduras, and El Salvador. They have worked through their church, Fredericksburg United Methodist, tutoring ESL students at Hugh Mercer Elementary School. All of their efforts have been informed and inspired by their experiences on over a dozen church mission trips to Central America and Mexico.

The Botts believe supporting the educational dreams of immigrant youth will serve not only the immigrant community, but also the community at large. The William and Susanna Botts Scholarship for Immigrants will award at least two annual scholarships of $1,000 to support high achieving and or/highly motivated immigrants or refugees in our community.
