State Homeland Security Program – Competitive National Priority Area Projects

The purpose of this announcement is to solicit applications for projects that support state and local efforts to prevent terrorism and targeted violence and prepare for the threats and hazards that pose the greatest risk to the security of Texas citizens. The Office of the Governor (OOG), Public Safety Office (PSO) provides funding to implement investments that build, sustain, and deliver the 32 core capabilities essential to achieving a secure and resilient state. Funding under this announcement will be awarded on a competitive basis for projects supporting FEMA designated SHSP National Priority Areas.

This funding supports state, tribal and local preparedness activities that address national and state-priority preparedness gaps across selected core capabilities where a nexus to terrorism exists. All investments must be consistent with capability targets set during the Threat and Hazard Identification and Risk Assessment (THIRA) process, and gaps identified in the Stakeholder Preparedness Review (SPR).

The State Homeland Security Program (SHSP) is intended to support investments that improve the ability of jurisdictions to:

• Prevent a threatened or actual act of terrorism;
• Protect its citizens, residents, visitors, and assets against the greatest threats and hazards;
• Mitigate the loss of life and property by lessening the impact of future catastrophic events;
• Respond quickly to save lives, protect property and the environment, and meet basic human needs in the aftermath of a catastrophic incident; and/or
• Recover through a focus on the timely restoration, strengthening, accessibility and revitalization of infrastructure, housing, and a sustainable economy, as well as the health, social, cultural, historic, and environmental fabric of communities affected by a catastrophic incident.

Many activities which support the achievement of target capabilities related to terrorism preparedness may simultaneously support enhanced preparedness for other hazards unrelated to acts of terrorism. However, all SHSP projects must assist grantees in achieving target capabilities related to preventing, preparing for, protecting against, or responding to acts of terrorism.

Additionally, PSO expects to make available approximately $1.5 - $2 million to state agencies in support of 10 – 15 projects under this solicitation and the SHSP-LETPA solicitation.

State Homeland Security Program – LETPA Projects (SHSP-L)

The purpose of this announcement is to solicit applications for projects that support state and local efforts to prevent terrorism and targeted violence and prepare for the threats and hazards that pose the greatest risk to the security of Texas citizens. PSO provides funding to implement investments that build, sustain, and deliver the 32 core capabilities essential to achieving a secure and resilient state.

Per Congressional mandate (911 Act), at least twenty-five percent (25%) of the combined Homeland Security Grant Program funding must be used for Law Enforcement Terrorism Prevention Activities (LETPA). FEMA has increased this requirement to 35%. This solicitation supports state, tribal and local preparedness activities that continue to build law enforcement capabilities to prevent terrorist attacks and provide law enforcement and public safety communities with funds to support critical prevention and protection activities. All LETPA investments must be consistent with capability targets set during the Threat and Hazard Identification and Risk Assessment (THIRA) process, and gaps identified in the State Preparedness Report (SPR).

The State Homeland Security Program-LEPTA (SHSP-L) is intended to support investments that improve the ability of jurisdictions to:

• Prevent a threatened or actual act of terrorism; and/or
• Protect its citizens, residents, visitors, and assets against the greatest threats and hazards;

Prevention is defined as the capabilities necessary to avoid, prevent, or stop a threatened or actual act of terrorism.

Many activities which support the achievement of target capabilities related to terrorism preparedness may simultaneously support enhanced preparedness for other hazards unrelated to acts of terrorism. However, all SHSP-LEPTA projects must assist grantees in achieving target capabilities related to preventing or thwarting an initial or follow-on terrorist attack.

CFCC: Solomon Valley Community Foundation: Fine Arts Future Development Scholarship

Graduating high school seniors in the Solomon Valley area, including Mitchell, Cloud, and Jewell Counties, that are pursuing a major in Instrumental Music or Art.

The Community Foundation of Western Massachusetts administers over 160 scholarships. Some of the funds help students from a particular school or area; others provide financial assistance to those pursuing a specific field of study; still others assist students that are most in need. Students who apply to the Scholarship program may be eligible for many of these funds. 

Scholarships are provided for one academic year and are not automatically renewed each year. You can reapply to our program every year you are going to attend college, and the application you submit that year will be considered for all scholarships for which you are eligible.

Carol Craig Scholarship Fund

Supporting residents of Franklin, Hampden or Hampshire County.

Additional Guidelines

• Students can receive up to $3,000 in scholarships from the Community Foundation.
• Scholarship awards could impact the financial aid offered by a college, and students are advised to check with their college financial aid offices about this.
• Scholarships may be used to offset tuition, fees, room and board, and other items included as part of the cost for attending the institution. Some part and/or all the award could be considered taxable income. It is advisable students check with the college or tax accountant regarding this matter.

Scholarships

The CBCF scholarship is open each year. Scholarships awarded will be for the following academic year. Scholarships are available only to students who graduated from a high school in one of the counties in the CBCF Service Area: Aransas, Bee, Jim Wells, Kleberg, Nueces, Refugio and San Patricio. Thanks to our generous donors, the Coastal Bend Community Foundation (CBCF) offers scholarships to students from over 100 funds. 

Flinn - Dorothy and John Flinn Memorial Scholarship

This scholarship is exclusively available to a Sinton or Taft ISD graduating senior, with a minimum 2.0 GPA, and the student must complete an essay on the applicant’s community service.

This scholarship is exclusively available to high school graduates from our Coastal Bend seven-county service area (Aransas, Bee, Jim Wells, Kleberg, Nueces, Refugio, and San Patricio) who plan to enroll or are enrolled in a Texas public university or college pursuing a bachelor’s degree in education, with a concentration or certification in special education, leading to a career as a Special Education Teacher. Applicants must have a 3.5 high school GPA (unweighted).

Booker T. Washington Scholarship

For African-American graduating high school seniors from Saline County High School.

Background

The Booker T. Washington scholarship fund was started with the proceeds from the sale of the former Booker T. Washington Negro Center, located at 345 N. Front. It was designed for African American children and was founded as a private enterprise by Miss Janet Porter in 1939. After her death in 1943, the center was operated by the Porter family with aid from the Community Chest. In 1978 the City completed construction of the Carver Center, and the Porter family felt the Booker T. Washington Center was no longer needed. They closed the center, donating all the equipment to the Carver Center, and the property was given to the YWCA. The Y sold the property and used the proceeds to establish the Booker T. Washington Scholarship Fund.

Geographic Limitations

• Students graduating from any Saline County high school.

Renewals

Scholarship recipients are eligible to apply for renewal by meeting the following:

• Recipient must be enrolled as a full-time student and provide a copy of their transcript.
• Recipients must be in good standing and maintain a minimum 3.0 cumulative GPA.
• Recipients may receive this scholarship for a total of 4 years.

Renewals

Scholarship recipients are eligible for renewal for up to three years providing the recipient satisfies one of the following criteria:

• Enrolled full-time at an accredited post-secondary institution and maintain a cumulative GPA of 3.0 (on a 4.0 scale); OR
• Remain in good professional standing as determined by existing yearly evaluation procedures completed by USD 327.
