Florida Small Cities Community Development Block Grant Program

Overview

The Community Development Block Grant (CDBG) Program is a federal program that provides funding for housing and community development activities. Congress created the program when it passed the Housing and Community Development Act of 1974.

The program, which is administered by the United States Department of Housing and Urban Development (HUD), consists of two components:

FloridaCommerce administers the State Program in Florida through the Small Cities CDBG Program. This is a competitive grant program that awards funds to units of local government in small urban and rural areas. FloridaCommerce receives between 18 and 26 million dollars annually from HUD to award subgrants to eligible units of local government.

The program provides an excellent opportunity for communities to obtain funds for projects that they cannot otherwise afford. CDBG funds can also provide administrative support for local governments that may not have the staffing resources necessary to administer their projects. Examples of CDBG-funded projects include:

• Water and Sewer Improvements,
• Rehabilitation of Substandard Housing,
• Street and Sidewalk Improvements,
• Economic Development Activities that Create Jobs for Low-and Moderate-Income People,
• Downtown Revitalization, including Facade Improvements, Streetscaping, and Underground Utilities,
• Park Facilities and Community Centers, and
• Drainage / Stormwater Improvements.

Small Cities Community Development Block Grant Application Cycle

Funding is available for the Neighborhood Revitalization, Housing Rehabilitation, and Commercial Revitalization program areas. Non-entitlement units of local government are eligible to apply for funding in any of the three program areas if they have an open CDBG subgrant in one of the three areas.

FloridaCommerce also has funding available in the Economic Development program area for job creation and/or retention activities. Non-entitlement units of local government that have an open Neighborhood Revitalization, Housing Rehabilitation, Commercial Revitalization, or Economic Development subgrant are eligible to apply for Economic Development funding.

Academy Sports + Outdoors, a leading sporting goods retailer, supports community initiatives by providing donations to registered 501(c)(3) organizations. Their focus is on promoting safety and responsibility in sports and outdoor activities. Proposals must foster community engagement and must not be affiliated with religious or political groups. Events should take place in areas with Academy stores, ensuring a positive local impact while encouraging active lifestyles and connection among community members.

The United Way of St. Lucie & Okeechobee offers Community Impact Grants aimed at enhancing health, education, and financial stability in the community. Nonprofits serving these counties are encouraged to apply, provided they meet specific eligibility criteria, including being a 501(c)(3) organization and having operational experience of at least two years. This initiative focuses on addressing critical needs such as food security and housing assistance, fostering a sustainable and impactful community.

The TD Charitable Foundation has been dedicated to improving community quality of life since 2002, contributing over $254 million to non-profit organizations. They fund initiatives aligned with their corporate citizenship goals, focusing on Better Health, Connected Communities, Financial Security, and Vibrant Planet. Special consideration is given to programs that support inclusivity for diverse and historically underserved communities. Their commitment to enhancing lives through targeted grants reflects their core values and social responsibility.

The TD Bank Community Sponsorships Program, supported by the TD Charitable Foundation, provides funding for events and activities that positively impact communities from Maine to Florida. This initiative aims to enhance community awareness and foster partnerships among diverse groups, promoting economic development, cultural enrichment, and social responsibility. Organizations can apply for funding to support community-oriented programs, with applications reviewed quarterly. It's essential to submit applications at least 90 days before the event deadlines.

The PNC Foundation aims to enhance the lives of individuals in local communities through partnerships with nonprofit organizations. Their focus includes promoting educational opportunities, particularly for early childhood education, and supporting economic development initiatives. Grants are available for organizations that benefit low- to moderate-income families and enhance community growth. The foundation prioritizes programs that foster sustainability and diversity, ensuring a lasting impact on the communities they serve.

The PNC Foundation's Grow Up Great Grant is a significant initiative aimed at enhancing educational opportunities for children from birth to age 5. With a commitment of $500 million, this program focuses on improving school readiness through support in vocabulary development, social-emotional learning, and the arts. By partnering with community-based nonprofits, PNC aims to foster stronger, smarter, and healthier communities, ensuring a brighter future for the next generation.

The Indian River Lagoon Water Quality Improvement Grant supports local governments and nonstate entities in enhancing efforts to safeguard the Indian River Lagoon. The AFM: Tau Grants provide unrestricted operating support to nonprofits serving marginalized groups, including BIPOC, LGBTQ+, and individuals with disabilities. These grants aim to strengthen organizations by funding strategic planning, technology upgrades, and essential infrastructure costs. Eligible organizations must meet specific criteria, such as not having received funding in previous cycles and ensuring diverse leadership. This initiative reflects Allegany Franciscan Ministries' commitment to fostering equitable and caring communities.

The Neighborhood Builders Program, supported by Bank of America, empowers 501(c)(3) nonprofits through a two-year leadership development initiative. Participants receive funding, training, and networking opportunities to enhance their impact in communities. Since its inception, the program has invested over $346 million, training more than 4,000 leaders. The initiative focuses on advancing social mobility and economic opportunities, ensuring affordable housing, and fostering resilient communities. This program is vital for nonprofits aiming to strengthen their leadership and community engagement.

The Youth Violence Prevention Initiative Grants, offered by the Roy A. Hunt Foundation, aim to reduce youth violence in high-risk areas across the U.S. With $3.4 million allocated annually, the foundation prioritizes support for proven-risk youth through measurable strategies. Funding ranges from $25,000 to $75,000 per project, emphasizing community-driven partnerships and evidence-based programs. Note that proposals related to youth suicide, child abuse, and domestic violence are excluded from consideration.

The National Estuary Program Watersheds Grant Program, administered by Restore America’s Estuaries and supported by the EPA, funds competitive projects addressing critical threats to estuaries. The Gratitude Fund

Graduating high school seniors pursuing an undergraduate degree in nursing and attending school full time. Must maintain a B average.

Also open to healthcare professionals pursuing a degree in nursing and attending school on a part-time or full-time basis, must maintain a B average.

The Housing for Everyone Grant Competition, part of the 2026 Initiative, aims to support eviction prevention in low-to moderate-income communities. This 20th annual initiative recognizes the destabilizing impact of eviction and displacement on families, which leads to job loss, school disruptions, and health issues. By funding innovative organizations, the competition seeks to provide stability for renters, enabling them to stay in their homes and communities.

The Florida Financial Literacy Initiative Grants, established by the Florida Literacy Coalition in partnership with Wells Fargo, aim to enhance financial literacy among participants in adult education and family literacy programs. Grants of up to $5,000 will support these programs in integrating financial education into their curricula. 2025 Urban & Community Forestry Natural Disaster and Recovery Supplement

The scope of this program is designed to improve and reestablish urban forests in 56 peninsular Florida counties that were negatively impacted by Hurricanes Idalia, Helene, and Milton. These efforts will emphasize not just tree planting but also pruning and efforts to enhance urban forest resiliency through strong planning methods. The primary purpose is to not just replace lost canopy, but to ensure that the urban forest is more resilient to future storms, enhancing the likelihood of long-term recovery. The State of Florida anticipates an allocation of $1,500,000 to applicants through this funding opportunity.

Tau Grants are intended to strengthen the health and well-being of communities across our six-county region. These grants specifically support small nonprofit organizations that expand access to healthcare services or promote economic mobility. We are especially interested in organizations that both serve and are led by people from historically marginalized communities, including BIPOC (Black, Indigenous, and People of Color), LGBTQ+ individuals, people with disabilities, and immigrants. Tau Grants provide unrestricted general operating support to help these organizations thrive.

General operating grants strengthen the organization’s overall mission and goals and further its charitable purpose. The focus is not on specific projects or programs. Examples include strategic planning, technology upgrades, audits, and infrastructure costs such as utilities, rent, and personnel.

Examples may include organizations focused on:

• entrepreneurship
• social assistance
• financial literacy

The Smithsonian Marine Station Postdoctoral Fellowship Program offers 1-2 year fellowships for research in marine ecosystems, particularly focusing on the Indian River Lagoon. Candidates can explore topics such as seagrass biology, marine microbiology, and ocean acidification. Fellows receive an annual stipend of $57,000 plus allowances for health and research expenses. Eligibility varies by academic level, with senior fellowships available for those with a Ph.D. for at least 7 years. A confocal microscope is available for selected research.

The Curtis and Edith Munson Foundation offers grants focusing on the conservation of natural resources in eastern North America and the Caribbean Basin, particularly in the U.S. Key areas include marine resource management, South Florida ecosystems, and Alabama environmental issues. Grants are site-specific, require a 1:1 match, and are not available for individuals or capital campaigns. Initial inquiries should be submitted by the first or second Friday of April or September.

The Short-Term Fellowship Program at the Smithsonian Marine Station in Fort Pierce, FL, offers graduate students and postdoctoral researchers opportunities to conduct marine science research year-round. With stipends of $3,000 per month for terms ranging from one to six months, fellows gain access to essential research space and equipment. Applicants should collaborate with their advisors before arrival to ensure resources are available, making this fellowship a valuable resource for advancing marine science research.

Scholarships

The CBCF scholarship is open each year. Scholarships awarded will be for the following academic year. Scholarships are available only to students who graduated from a high school in one of the counties in the CBCF Service Area: Aransas, Bee, Jim Wells, Kleberg, Nueces, Refugio and San Patricio. Thanks to our generous donors, the Coastal Bend Community Foundation (CBCF) offers scholarships to students from over 100 funds. 

Flinn - Dorothy and John Flinn Memorial Scholarship

This scholarship is exclusively available to a Sinton or Taft ISD graduating senior, with a minimum 2.0 GPA, and the student must complete an essay on the applicant’s community service.
