Robert & Pauline Hoover Scholarship Fund

The Robert and Pauline Hoover Scholarship was established in 2006 as part of Robert’s estate plan after he died. Robert had a degree in banking from Columbia University in New York City. When he finished his graduate degree, he came back to his native Chester Township to engage in farming and banking. Robert was the North Manchester Kiwanis Star of Service recipient and had a passion for civic and business affairs.

John L. Eckert Memorial Educational Scholarship Endowment

Family and friends of John Eckert established The John L. Eckert Memorial Scholarship Endowment to memorialize the life of John and his dedication to education. Mr. Eckert was Manchester Community School’s superintendent from 1982 to 1992. From 1971 to 1982, he was the superintendent for the Rochester Community School Corporation, and before that Mr. Eckert was a teacher for Huntington Community Schools and for Southwood High School.

Community Foundation for Northeast Florida

Thanks to generous donors, The Community Foundation offers several scholarships each year that benefit students in Northeast Florida who are seeking post-secondary degrees.

Byon M. Morris Scholarship

The Byon M. Morris Scholarship will provide $4,800 ($1,200 per year for 4 years) to support tuition, books, fees, room & board, and degree-related expenses for one graduating senior who has attained Scouting’s highest ranks. One Eagle Scout (Boy Scouts) or one Gold Award winner (Girl Scouts), who demonstrates an aptitude and desire to succeed, will receive the scholarship. In selecting the successful candidate, the review committee will consider academic achievements, leadership experience, desire for personal growth and financial need.

Community Foundation of Noble County

At the Community Foundation of Noble County we are passionate about making Noble County an even better place to call home. Awards $2,500 one-time for a high school senior from Noble County to pursue a career in the medical field, with preference given to East Noble applicants.

Purpose of Scholarship

To provide scholarship assistance for BOCES 2 Career and Technical Education students planning to pursue post-secondary education.

This scholarship is a one-time award and is not renewable.

Donor Information

This scholarship was established in 1979 to honor Victor Salitan. Victor served for 30 years as a school district attorney for several school districts and specifically for the Monroe 2-Orleans BOCES.

The MetLife Foundation Legacy Endowed Scholarship Program was established by the MetLife Foundation to provide need-based scholarship support to college junior enrolled at US four-year HBCUs. Successful applicants must be currently pursuing a STEM, business, finance, or accounting degree, as a full-time student at a four-year HBCU.

For Monroe County high school seniors pursuing skilled trades.

The Fiscal Year 2026 United States Marine Highway Program (USMHP) aims to reduce congestion on land by designating Marine Highway Routes, enhancing alternatives to land transportation. Administered by the U.S. Department of Transportation, this program encourages the use of Marine Highway Transportation, supporting projects that promote expansion and development of this sustainable transport option. Eligible projects may include innovative logistics solutions that alleviate traffic and contribute to environmental sustainability.

This funding opportunity from the U.S. Department of Energy aims to enhance oil and gas recovery and improve produced water management through innovative research and development projects. With a focus on unconventional reservoirs, the initiative seeks to deploy advanced technologies that can significantly increase recovery efficiency, which currently averages below 10%. Additionally, it supports the validation of water treatment technologies to mitigate environmental impacts and ensure safe water management practices.

NASA is seeking innovative proposals for Early Stage Innovations in In Situ Resource Utilization, specifically focusing on Lunar Water Purification. This initiative invites U.S. institutions of higher education to submit projects that address critical civil-space needs. Awards, anticipated to begin in June 2027, will support groundbreaking research in space technology. Collaboration among faculty is encouraged, and proposals must be submitted through the NSPIRES system.

The Early Stage Innovations (ESI26) program by NASA invites U.S. institutions of higher education to propose innovative, early-stage space technology research. Focused on technologies with low Technology Readiness Levels, the program emphasizes civil-space applications. Proposals should address specific topics, including advancements in hypersonic flows, autonomous technologies for lunar and Martian environments, and new materials for aerospace applications. The Veterans Legacy Grants Program (VLGP) offers funding up to $400,000 to eligible entities for cemetery research related to Veterans’ interred in national, State, or Tribal cemeteries. It aims to create educational materials promoting community engagement and understanding of Veterans' histories. Administered by the Department of Veterans Affairs, the program provides resources for educational institutions to enhance public knowledge and appreciation of Veterans’ contributions and legacies.

The Fingerprinting Infrastructure Modernization program aims to enhance child welfare systems by modernizing fingerprinting and background check processes. It supports state and tribal agencies in implementing mobile and office-based Live Scan stations to expedite caregiver approvals. Key outcomes include reduced turnaround times for background checks, increased accessibility to qualified caregivers, and improved placement of children in safe homes, aligning with the ACF's initiative to strengthen child welfare and expand family options.

Brian Crawford Memorial Scholarship

Provides a scholarship for Oklahomans who attended high school at Prague, Paden, Seminole, Shawnee, Meeker, Choctaw, Dale, Tecumseh, Bethel or Chandler in Oklahoma or have played in the Brian Crawford Memorial Tournament.

The Barbara Berger Clark Memorial Nursing Scholarship

The family of Barbara Berger Clark created this scholarship in her memory to support the next generation of nurses who share her commitment to public health and to serving their communities. Open to all nursing students, including those entering the field later in life or as a second career, this scholarship especially honors those who share Barbara’s commitment to public health nursing, prevention, and advancing health equity.

Number of recipients and individual total award amounts vary annually. Award paid in the Fall and divided equally between the Fall and Spring semesters. Award renewability varies and is dependent on the length of the recipient’s program of study. Minimum award size $5,000.

Mildred Culbert Kelly & Fred W. Kelly Non-Traditional Student Scholarship

Mildred Culbert Kelly and Fred W. Kelly never had children, but they were generous with contributions of time and talent to church and community groups that focused on youngsters.

Prior to his death in 1989, Mr. Kelly had been employed as an insurance agent and later purchased the Wheeler Insurance Agency which he owned and operated until his retirement in 1977. He was a founding member and past president of the Optimist Club and he assisted in establishing Big Brothers and Big Sisters of Saginaw and the READ Saginaw program.

Mrs. Kelly retired from the Accounting Department at Chevrolet Saginaw Grey Iron Foundry after 39 years of service. She volunteered at First United Methodist Church as director of the Children’s Choir, the Interpretive Choir and the Sacred Dance Group for many years. She was also a volunteer at READ Saginaw and Delta College Channel 19 and was a past president of the Opti-Mrs. Club. She died in 2000 at the age of 94.

Music Scholarship

At a very early age in Alabama, Lee Essie Smith was a self-taught musician. After losing her mother as a young teenager, she began putting her God-given musical talent to work as a pianist for several churches. By the time she graduated from high school, she had learned the cosmetology trade and met Charlie McMillan, Jr.

After his wife’s death, Mr. McMillan continued his community service with the Democratic Party, Habitat for Humanity and Mt. Olive Baptist Church as an usher. Although he did not serve very long in the military, Mr. McMillan continues to exemplify the values and physical energy of the “Army Strong” slogan. He is the patriarch of the family – always dapper – and a regular attendee at church services.

Nexteer Scholarship

The Nexteer Scholarship Fund mission is to help high school graduates in financial need through a scholarship program for residents of Saginaw, Midland and Bay Counties who are pursuing a career in engineering or general business. The goal is to help deserving individuals within our community achieve their career goals – an objective which has the added benefit of improving the community-at-large. 

Nexteer draws upon a 100 year heritage of vehicle integration expertise and product workmanship. The company has a strong foundation and a reputation for providing dependable steering solutions and enduring customer relationships.

Optimist Club of Saginaw – “Officer Ed” Nowaczyk Scholarship

The “Officer Ed” Scholarship is sponsored by the Optimist Club of Saginaw in memory of Edwin F. Nowaczyk, a longtime member of the Optimist Club and School Safety Officer for the City of Saginaw Police Department. Better known as “Officer Ed” to the thousands of children who loved and worked with him, Officer Ed was responsible for the school pedestrian and traffic safety programs. He was also instrumental in developing the school safety patrol program.

Although Officer Ed may be best remembered for his involvement with child safety programs, he also served as accident investigator, police community relations specialist and juvenile investigator with the Police Department. During his 38 years in law enforcement, Officer Ed received several letters of commendation and was the first recipient of the Saginaw Police Department’s “Lifetime Meritorious Service Award.”
