Charitable Contributions

Costco Wholesale’s primary charitable efforts specifically focus on programs supporting children, education, and health and human services in the communities where we do business. Throughout the year we receive a large number of requests from nonprofit organizations striving to make a positive impact, and we are thankful to be able to provide support to a variety of organizations and causes. While we would like to respond favorably to all requests, understandably, the needs are far greater than our allocated resources and we are unable to accommodate them all.

Grant Applications

If the request is under consideration, you may be contacted by staff for any additional information needed. Applications are reviewed within 4-6 weeks, and decisions are made based on several factors, including: type of program; identified community need not otherwise available; indication that evidenced based data will establish measurable results of intended outcomes; community collaboration; broad base of financial support; project budget and operating expenses.

Mission

The DanPaul Foundation will use its resources to help train teachers and parents in early childhood development, protect children from abuse and neglect, stimulate children's personal social responsibilities, and offer them opportunities for enrichment and growth.

The Foundation will also encourage children to be concerned and informed about the environment and the underprivileged, particularly with regard to clean air and water, and adequate housing and nutrition for all.

Beliefs

The DanPaul Foundation believes that children should have ample opportunities for enrichment in their lives, and thus strives to provide many different ways to enrich and expand children's minds through direct programs and monetary support to organizations doing similar work.

We have provided or currently provide grants related to the following program areas:

• Workshops, Conferences, + Seminars: We strive to offer educational workshops, conferences, and seminars for parents and teachers on topics related to early childhood development.
• Student Scholarships: We aim to help students attending post-secondary education institutions by providing need-based and academic scholarships.
• Scientific Endeavors: We desire to advance scientific endeavors which seek to improve the quality of life for everyone in the world.
• Clean Air + Water: We hope to pass on knowledge and practical life skills to youth regarding their personal responsibility to the environment, teaching them about issues surrounding clean air and water.
• Child Advocacy: We believe in protecting children from abuse and neglect and particularly love to support programs that provide education and assistance to children as well as organizations advocating or caring for vulnerable children.
• Homelessness: We want to encourage young people to take a personal interest in seeing that adequate housing and proper nutrition, especially for the underprivileged and homeless, are available.
• Poverty + Neglect: We seek to help those in poverty as well as educate youth about their responsibility to consider the underprivileged and take care of those most in need of life's basic essentials like adequate housing and proper nutrition.
• Refugee Enrichment: We wish to help refugee youth by supporting programs that provide them enrichment and help them transition to life in a new country.

The DanPaul Foundation provides grants to 501(c)3 tax-exempt non-profit organizations as defined by the IRS. The Foundation is interested in providing funding to programs that directly serve the health, education, development, and welfare of the world's youth.

Grants range from a few hundred dollars up to $15,000 per calendar year.

Exelon Directs Corporate Giving To Four Key Areas:

We fund programs that deliver measurable, sustainable improvements in the communities we serve. We invest in organizations that have proven track records in these areas:

Through our Building Exelon’s Future Workforce focus area, Exelon funds organizations, institutions, and programs that offer Science, Technology, Math, and Engineering (STEM) education and enrichment opportunities for students; scholarship and mentoring support to increase the number of students graduating with college degrees in STEM fields, STEM career and technical education, occupational skills training programs for older youth and adults, and assistance to remove barriers to employment. The following list includes a selection of strategies that Exelon and its operating companies support to build Exelon’s future workforce:

• Out-of-school education & enrichment programs such as summer or after school STEM programs and clubs,
• STEM career exposure opportunities for students such as career fairs and field site visits,
• Novel in-school STEM learning opportunities such as mobile labs and science outreach,
• K-12 STEM teacher training and professional development opportunities,
• STEM classroom resources and lab equipment,
• High school STEM trades career and technical education and training programs,
• Community college-based STEM trade education, training, and apprentice programs,
• Postsecondary scholarships for students majoring in STEM fields,
• STEM career mentoring and tutoring,
• STEM trade occupational skills training programs for adults and older youth, and
• Employment barrier removal assistance services.

Through our Energy Empowerment in Our Communities focus area, Exelon funds organizations and programs that improve the quality of our environment; promote environmental education, conservation, and preservation; develop cleaner sources of energy; protect endangered species; and beautify neighborhoods. Examples of programs that Exelon and its operating companies support through Energy Empowerment grants include, but are not limited to, the following strategies:

• Alternative energy development, installation, and education,  
• Vehicle electrification,
• Climate resilience or adaptation initiatives and education,
• Endangered species protection, wildlife conservation, promotion of biodiversity,
• Landscape and watershed conservation, restoration, and preservation,  
• Neighborhood beautification and green space initiatives, and
• Environmental and energy efficiency education and outreach.  

Through our Enrichment through Local Vitality focus area, Exelon funds a broad range of organizations and institutions that create local employment opportunities, support families, foster resilience, and strengthen communities. Examples of ways in which Exelon and its operating companies support Enrichment through Local Vitality include, but are not limited to, the following strategies:

• Anchor institutions such as universities, colleges, hospitals, and other organizations that provide employment opportunities, economic benefit, and enrichment in communities,
• The establishment and promotion of business districts,
• Projects carried out through community development corporations,
• Community-based programs and nonprofit organizations,
• Emergency preparedness programs, resiliency hubs, and resources that promote public safety,
• Programs that increase local economic investment and employment opportunities, and
• Local Chambers of Commerce.

Exelon believes that our lives are enriched and our communities are strengthened through individual interactions and collective experiences with the arts. Through our Equal Access to Arts and Culture focus area, Exelon funds cultural institutions with broad public exposure and programs designed to make arts and culture more accessible to a wider and more diverse audience. Exelon and its operating companies support a broad range of programs that promote Equal Access to Arts and Culture, including, but not limited to, the following strategies:

• Arts education and enrichment for all ages carried out through schools, community programs, arts institutions, and other organizations,
• Community-based exhibition spaces such as galleries, theaters, performance spaces, and specialty museums,
• The acquisition and exhibition of culturally and locally relevant arts content, and
• The establishment and promotion of theater and arts districts.

Mission

The mission of the Hearst Foundations is to identify and fund outstanding nonprofits to ensure that people of all backgrounds in the United States can build healthy, productive and satisfying lives. Through its grantmaking, the Hearst Foundations support well-established nonprofit organizations that address significant issues within their major areas of focus—culture, education, health and social service—and that primarily serve large demographic and/or geographic constituencies. In each area of funding, the Foundations seek to identify those organizations achieving truly differentiated results relative to other organizations making similar efforts for similar populations. The Foundations also look for evidence of sustainability beyond their support.

Whether providing a scholarship to a deserving student, supporting a rural health clinic or bringing artists into schools so children can see firsthand the beauty of the arts, the Foundations’ focus is consistent: to help those in need, those underserved and those underrepresented in society. Since the Foundations were formed in the 1940s, the scale and capabilities of the grant making have changed, but the mission has not.

Culture Grant

The Hearst Foundations fund cultural institutions that offer meaningful programs in the arts and sciences, prioritizing those that enable engagement by young people and create a lasting and measurable impact. The Foundations also fund select programs nurturing and developing artistic talent. Supported organizations include arts schools, ballets, museums, operas, performing arts centers, symphonies and theaters.

Funding Priorities in Culture

In the recent past, 25% of total funding has been allocated to Culture. Organizations with budgets over $10 million have received 60% of the funding in Culture.

The Hearst Foundations are only able to fund approximately 25% of all grant requests, of which about 80% is directed to prior grantees and about 20% is targeted toward new grantees.

Michael & Susan Dell Foundation Grants

The Michael & Susan Dell Foundation only accepts unsolicited proposals for specific areas within the education, family economic stability and childhood health sectors in select countries where we work, namely the United States, India and South Africa.

As a guideline, the foundation does not fund more than 25% of a project’s budget or more than 10% of an organization’s total annual operating expenses.

The Michael & Susan Dell Foundation has always recognized the power of providing grants to partner organizations that we knew were already working hard to improve the lives of urban children living in poverty. By aligning with organizations that are already making a difference, we continue to make an immediate impact on the lives of thousands of children.

Foundation priorities:

We fund social enterprises that directly serve or impact children or youth from urban low-income communities in the areas of education, health, and family economic stability (including livelihoods and financial inclusion). These social enterprises may be structured as for-profit or nonprofit entities.

Partnerships

We collaborate with a range of organizations focused on creating opportunities for children and families living in urban poverty, with a deep emphasis on measuring impact. Our funding advances projects already making an impact in education, health, and family economic stability. Through these enduring and long-standing partnerships, we create lasting change together.

The Sidney Stern Memorial Trust is devoted solely to the funding of charitable, scientific, medical and educational organizations.

The Board endeavors to support soundly-managed charitable organizations that give service with a broad scope, have a substantial effect on their target populations, and contribute materially to the general welfare. The Board does not discriminate on the basis of ethnicity, race, gender, sexual orientation or religion.

Sourcing & review

Projects are sourced from public applications and a global network of partners and donors. They are narrowed down to a group of finalists whose ideas are representative of a broad range of geographies and issue areas while elevating leaders with proximity to the communities they serve.

Idea shaping & investment support

Each finalist project goes through a rigorous ideation, due diligence, and investment support process, to ensure their proposal is achievable and compelling.

Funding & launch

Finalist projects are presented privately to groups of donors and are then publicly unveiled at TED. Funded projects then pursue their plans and share regular updates on key milestones reached with donors and the public.

Grants are made at the Foundation’s discretion based on our current funding strategies focused on housing, jobs and hunger.

Helping Build Stronger Communities

Mission

The Mission Statement of Vulcan Materials Company states that Vulcan “will be a good corporate citizen in each community in which we operate. We will support and take an active part in public and charitable projects.” Vulcan established the Vulcan Materials Company Foundation in 1988 to assist in carrying out that mission. Because contributions made by the Foundation are corporate-based business dollars, it is essential that they be made in a planned and consistent manner that best serves the combined interests of Vulcan and the communities in which we operate.

Support Priorities

The Foundation supports many types of worthwhile organizations that enhance the quality of life in Vulcan’s communities. The Vulcan Materials Foundation focuses on three areas in particular:

• Working with schools;
• Supporting environmental stewardship; and
• Encouraging employee involvement.

Education

A major focus of the Foundation is to play a part in maintaining or improving the quality of life and standard of living through the support of education.

The Foundation will consider proposals that provide public education programs and projects that enhance the quality of learning for all students. The Foundation works to support efforts to improve educational systems and individual schools in Vulcan’s communities by partnering with public schools located in its operating areas. Vulcan has adopted 230 schools in its communities through support from the Foundation. It is Vulcan’s goal to increase the number of its school partnerships every year.

The Foundation is also interested in efforts to encourage young people to develop an interest in math, science and business. The Foundation, therefore, gives consideration to proposals designed to help maintain students’ curiosity and excitement about the world of math and science and to explore the world of industry and business. The Foundation is particularly interested in helping young people and their teachers understand the relevance of math and science to society, and supports efforts to link these subjects to their application in the workplace. The Foundation also will consider programs designed to educate our students about the vital role of business and industry in society.

Higher education will play an increasingly critical role in helping the economy effectively compete in the global market. The Foundation recognizes the invaluable contributions made by institutions of higher learning in educating the nation’s future workforce.

The Foundation will consider proposals from those institutions located in states where the Company has facilities, particularly proposals that focus on science and engineering or improving public education. Although proposals for capital improvements will be considered, the Foundation prefers to fund projects that directly affect the outcome of the educational process, such as scholarships and science and technology programs.

Environmental Stewardship

The Foundation supports the philosophy that economic development and environmental stewardship have common goals. Responsible economic growth provides the resources necessary to be a good steward of the environment, while this stewardship helps to sustain growth.

There are important links between industry, the environment and technological innovation. A society that is better informed about environmental issues will be able to participate more effectively in public policy debates. Grantmaking will focus on organizations and programs that seek to develop an understanding of the connection between environmental stewardship and sustainable development. 

The Foundation will consider supporting those environmental organizations that adhere to fact-based, balanced environmental principles.

Employee Involvement

Vulcan has a history of encouraging its employees to participate in volunteer activities in their communities. We recognize that our workforce offers a unique resource to provide leadership in the communities where we operate. Thus, high priority will be given by the Foundation to proposals from those organizations in which company employees are actively involved, especially in our focus areas of education and environmental stewardship.

Geographic Funding Priorities

In addition to the corporate headquarters, located in Birmingham, Alabama, there are eight Construction Materials divisions. Further, Vulcan has 423* active aggregates facilities located in 22 states, the District of Columbia, U.S. Virgin Islands, Canada, and Honduras, Mexico and the Bahamas. Regarding proposals submitted to the Foundation, first consideration will be given to those organizations that will benefit the communities where Vulcan employees live and work. The Foundation’s giving program is decentralized to spread ownership of the program to a wider base. Because unit managers are directly involved with the communities where they do business, decentralization enables the Foundation to be more informed about, and to better address, local needs. Proposals submitted to the Foundation should be sent directly to the charitable contributions officer in the appropriate geographical area.

Department of Youth Rehabilitation Services

The Department of Youth Rehabilitation Services (DYRS) is responsible for the supervision, custody, and care of young people charged with a delinquent act in the District of Columbia in one of the following circumstances:

• Youth who are detained in a DYRS facility while awaiting adjudication.
• Youth who are committed to DYRS by a DC Family Court judge following adjudication.

Youth can be initially committed to the agency until the age of 18 and may remain in the care of DYRS until the age of 21. The agency provides comprehensive support services to committed youth in our secure facilities as well as within the community. DYRS is designed to help young people get on the right track and successfully transition into adulthood. DYRS works with fellow District agencies, community partners, and juvenile justice experts to achieve these goals. We collaborate to implement innovative, research-based models that align with best practices in the juvenile justice and youth development fields.

Mission: The mission of the Department of Youth Rehabilitation Services is to give court-involved youth the opportunity to become more productive citizens by building on the strengths of youths and their families in the least restrictive, most homelike environment consistent with public safety.

Intensive Mentoring for Oasis Youth Leadership Program

The Department of Youth Rehabilitation Service (DYRS) Intensive Mentoring Program for At-Risk Youth seeks to ensure at-risk youth, who live in communities that have experienced high rates of gun violence and crime, receive the support they need to thrive despite adversity. By intentionally enhancing youth pro-social attitudes, creating safe spaces to practice prosocial behaviors, and cultivating connections to supportive adults and environments that sustain their growth, we aim to increase protective factors and build youth resilience to navigate challenges, enhance workforce participation, and engage positively in the community. DYRS seeks to fund programs that deliver multifaceted programming to address the holistic needs of youth; demonstrated proven results in youth outcomes; and employ a cohort approach.

Our Mission

Our mission is to continue and further the philanthropic legacy of Gardner Cowles, Jr. and the Cowles family, which includes promotion of education, social justice, health, and the arts.

The Founder

The Cowles Charitable Trust was first established in 1948 by Gardner “Mike” Cowles, Jr. (1903-1985). Born into the Cowles publishing family of Des Moines, Iowa, Mike was the youngest of Gardner Cowles and Florence Call Cowles’ six children. A newspaper editor and publisher by trade, he was committed to his family’s traditions of responsible, public-spirited, and innovative journalism as well as philanthropy. 

The Cowles Charitable Trust supports the arts, education, the advancement of ethical journalism, medical and climate research.

Event Sponsorship

Fundraising events are an important part of nonprofit support. Insperity provides event sponsorships to approved charities to assist them in meeting their financial and community goals.

Community Progress Makers Fund

Community Progress Makers is a Citi Foundation initiative aimed at supporting local community organizations connecting low-income communities to greater social and economic opportunity. The Foundation first launched the Community Progress Makers initiative in 2015 with a vision of empowering local community organizations to grow their transformative impact through unrestricted, trust-based funding. The Foundation is committing an additional $50 million to support a fourth cohort of Community Progress Makers. Through an open request for proposals (RFP) process, the Foundation will select 50 community organizations to receive the following over three years: 

• $1 million in unrestricted grant support
• Access to technical assistance from national experts and leading researchers
• Opportunities to connect and share learnings through webinars and local and national gatherings

Selection Priorities

For this funding opportunity, the Citi Foundation will prioritize organizations that demonstrate:

• Deep connections to the communities served
• Track record of partnering with other community organizations and stakeholders to achieve positive change
• Utilization of data to inform planning and the capacity to collect, analyze, and share data, results, and learnings
• Track record and innovative vision in one of the following areas of work: 
  • Affordable Housing and Access, such as efforts to promote housing affordability; home ownership; and resident support services to help people more easily access employment, education, health, and childcare.
  • Economic Development, including the provision of technical assistance to small businesses; commercial corridor revitalization efforts; and green economy strategies that promote job creation.
  • Financial Health, such as efforts in delivering financial coaching; integrated financial capability services; and savings and asset building strategies.
  • Workforce Readiness, including organizations preparing young people and/or adults for careers and entrepreneurship.

The Lawrence Foundation is a private family foundation focused on making grants to support environmental, human services and other causes.

The Lawrence Foundation was established in mid-2000. We make both program and operating grants and do not have any geographical restrictions on our grants. Nonprofit organizations that qualify for public charity status under section 501(c)(3) of the Internal Revenue Code or other similar organizations are eligible for grants from The Lawrence Foundation.  

Grant Amount and Types

Grants typically range between $5,000 - $10,000. In some limited cases we may make larger grants, but that is typically after we have gotten to know your organization over a period of time. We also generally don’t make multi-year grants, although we may fund the same organization on a year by year basis over a period of years.

General operating or program/project grant requests within our areas of interests are accepted. In general, regardless of whether a grant request is for general operating or program/project expenses, all of our grants will be issued as unrestricted grants.

Background

The Foundation seeks to be responsive to community issues and needs. Our process is highly competitive and is open to new projects and new organizations. The following summary, Examples of our Grant-Making, is offered to help guide applicants. While this is not intended to be an exhaustive description and may, as appropriate, change over time, we hope that the following will suggest the kind of meaningful work in which the Foundation is seeking to invest.

Generally, the Foundation looks to support work that improves the lives of DC-area residents, with a particular emphasis on vulnerable and underserved individuals. We encourage organizations that provide comprehensive services and work towards systemic change, which addresses all levels of, and all who are affected by, the issue. The goal is that all in the region become self-sufficient and lead healthy, fulfilling lives. We search for nonprofits that also employ effective partnering and show cultural competence in engaging effectively with communities and people of various cultures and socio-economic backgrounds. On occasion, the Foundation invests directly in strengthening the nonprofit sector by helping current grantees to build organizational capacity and by supporting advocacy and other efforts.

Grants are made in five program areas:

Arts and Humanities

The Foundation recognizes the intrinsic value of the Arts and Humanities, as well as their power to innovate and create social change. The funds distributed support an array of artistic disciplines, as well as organizations that promote the humanities. These nonprofits demonstrate the depth and breadth of their initiatives, including how to meaningfully engage communities that have been historically underrepresented in the Arts and Humanities.

Community Services - The Community Services portfolio includes, but is not limited to:

• Community Development
  • The Foundation seeks to ensure access to safe housing and economic development across the region. These awards support affordable housing production and preservation, services for people experiencing homelessness or housing instability, programs to address wealth disparities, as well as civic engagement and volunteerism.
• Children, Youth and Families

Education

The Foundation recognizes that a high-quality and equitable education system can reduce barriers to opportunity and transform lives. These grants aim to ensure that from the first day children enter an early childhood setting, to the day they receive a technical certificate or a degree, they are receiving an education that is founded in strong relationships, responds to their unique needs, and equips them with the skills they need to thrive and succeed in life.

Environment

The Foundation strives to restore and protect our region’s natural resources so that all individuals can have equal access to clean water, air and land. These grants focus on the restoration and protection of local parks, the Anacostia and Potomac rivers, and the Chesapeake Bay watershed. Grants to environmental education and stewardship programs for people of all ages create greater awareness of the dangers of an unhealthy environment and the need to protect open natural spaces.

Health & Wellness

The Foundation takes a holistic view of health and wellness to ensure that across the region people of all ages can live healthier lives, regardless of income or zip code. These grants include healthcare provision and supportive services, food and nutrition, as well as coalition building and advocacy.

Max and Victoria Dreyfus Foundation Grant

The Foundation will consider requests to support museums, cultural and performing arts programs; schools and hospitals; educational, skills-training and other programs for youth, seniors, and persons with disabilities; environmental and wildlife protection activities; and other community-based organizations and programs.

Philip L. Graham Fund Grant

Named for the late Publisher of The Washington Post and President of The Washington Post Company (now Graham Holdings Company), the Philip L. Graham Fund devotes its resources to the betterment of the Washington, D.C., metropolitan area. The Fund awards several million dollars in grants annually to groups providing educational, health, community enrichment, and arts programs and services to communities in and around Washington, D.C.

What We Support

Understanding the broad and changing needs of the communities in and around Washington, D.C., the Philip L. Graham Fund is dedicated to supporting organizations that provide a wide array of direct services to individuals and families. The Fund awards grants across four focus areas and a geographically vast area that includes 10 counties in Virginia and Maryland as well as the District of Columbia.

The Fund is always looking for innovative and efficient organizations to support. Over the past several decades, the Fund has invested tens of millions of dollars in the physical infrastructure, information technology, and transportation needs of local nonprofit organizations. The Fund’s five-member board prefers to fund requests for one-time projects or expenses, but does occasionally award grants for program and general operating expenses.

In 2017, the Philip L. Graham Fund awarded $4.1 million in grants to 138 organizations across Virginia, Maryland and the District of Columbia. Twenty grants went to first-time grantees. Together, grants in the Health & Human Services and Education focus areas represented 84% of the Fund’s giving last year.

From its inception, the Fund’s mission has been to use its resources for the betterment of the Washington, D.C., metropolitan area. In the past, the Fund also worked to foster improvements in the fields of journalism and communications. Grantees include large, regional organizations as well as small, community-based groups; all share a commitment to our community.

Health & Human Services

The Health & Human Services segment of the Fund’s portfolio is the largest portion of the Fund’s giving and includes a wide array of services designed to ensure everyone in the greater metropolitan area has access to the tools necessary for healthy and productive living. Nonprofits providing shelter, food, medical care, and workforce development programs to members of our community are a high priority for the Fund as well as efforts to increase access to fresh foods, legal services, routine primary care and dental visits, and comprehensive behavioral health services for children and adults.

Education

The Philip L. Graham Fund is committed to supporting efforts to advance and expand educational offerings for children and adults in the Washington, D.C., metropolitan area. The Fund gives high priority to programs that improve public education and adult literacy.

Arts & Humanities

From its earliest days, the Philip L. Graham Fund has supported both large and small arts organizations in and around Washington, D.C. Many of the city’s largest and most innovative theater companies, museums, dance companies, and arts education programs can trace their earliest funding back to the Graham Fund. The Fund remains committed to supporting longstanding organizations devoted to bringing high-quality and unique programs to the community and to seeking out new organizations bringing fresh ideas and offerings to the metropolitan area. The Fund is specifically interested in arts programming that shows a clear intersection with one of the Fund’s other focus areas.

Community Endeavors

Recognizing the importance of Washington, D.C., to the nation and the world, the Fund considers requests from institutions that tell the stories of our country’s history, values, and accomplishments and strengthen the greater metropolitan community as a whole. This includes support for a broad spectrum of organizations, such as institutions of national significance located in the metropolitan area, improvement of local parks and playgrounds, and efforts to help our community through programs that strengthen families and neighborhoods.

The majority of our grants are made in the U.S. However, like Dr. Scholl, we recognize the need for a global outlook. Non-U.S. grants are given to organizations where directors have knowledge of the grantee.

Out-of-School Youth Program T.E.C.H. FORCE: Training for Emerging Cyber Heroes Grant

The District of Columbia Department of Employment Services (DOES) will issue a Request for Applications (RFA) for the Office of Out of School Youth (OSY) T.E.C.H. FORCE: Training for Emerging Cyber Heroes Grant. 

T.E.C.H. FORCE, is an innovative workforce development initiative designed to equip out-ofschool youth with critical IT and cybersecurity skills that align with the high-demand technology sector in the District. This program will provide participants with hands-on technical training, industry-recognized certifications, and direct pathways to employment in IT support, networking, and cybersecurity.

DOES OSY invites applications from experienced training providers that can deliver certification-based instruction, integrate work-based learning opportunities, and establish employer partnerships to facilitate job placement. Training providers will be responsible for preparing youth for in-demand IT careers through a combination of classroom instruction, practical lab experience, and career readiness coaching.

Participant Advancement, Training, and Higher Education (PATH) Grant

The District of Columbia Department of Employment Services (DOES) will issue a Request for Applications (RFA) for the Office of Workforce and Federal Programs Out-of-School Youth (OSY) Program, Participant Advancement, Training, and Higher Education (PATH) Grant. The RFA will be online on the Serve DC Grants Clearinghouse and on the DOES website at the following page: https://does.dc.gov/page/grant-opportunities.

DOES OSY provides occupational skills training, career awareness counseling, work readiness modules, basic education, GED preparation, supported internship experiences, as well as vocational skills training. Out-Of-School programs serve young adults ages 16- 24 who are no longer attending secondary or post-secondary school. It is a training vehicle that assists youth in achieving short and long term educational and employability goals through relevant occupational skills training and guidance.

DOES OSY is seeking applications from qualified organizations to provide services to District youth, ages 18-24, through its Participant Advancement, Training, and Higher Education (PATH) Grant. The purpose of PATH is to support the delivery of innovative workforce solutions that will drastically improve opportunities for youth between the ages of 18-24 years old to successfully enter and remain in the 21st-century workforce. Each participant will engage in a maximum of 28 weeks of instruction, training, and subsidized internship experience that leads to full-time unsubsidized employment.

Providing Older Workers Employment Resource (P.O.W.E.R) Senior Work Readiness Program Grant

The District of Columbia Department of Employment Services (DOES) will issue a Request for Applications (RFA) for the Office of Workforce and Federal Programs Providing Older Workers Employment Resource (P.O.W.E.R.) Senior Work Readiness Program Grant. The RFA will be online on the Serve DC Grants Clearinghouse and on the DOES website at the following page: https://does.dc.gov/page/grant-opportunities.

DOES, through its Office of Workforce and Federal Programs, is seeking applications from qualified organizations to develop and implement an innovative training program designed for workers aged 50 and older as they transition into the workforce. The program should focus on preparing participants for careers in one or more of the District’s six high-demand industries: construction, infrastructure (including transportation, energy utilities, and energy-efficient technologies), hospitality, law enforcement, healthcare, and information technology (IT). Applicants should propose a comprehensive approach that integrates credential-based workforce readiness training with a wide range of career and supportive services to ensure successful employment outcomes for participants.

Adult and Family Education (AFE) Consolidated Competitive Grant

The Office of the State Superintendent of Education (OSSE) is the District of Columbia agency responsible for the supervision of adult education and adult literacy. OSSE will award on a competitive basis both federal and local funding to eligible providers that have demonstrated effectiveness in providing adult education activities.

Eligibility and Selection Criteria:

An eligible provider is an organization that has demonstrated effectiveness in providing adult education activities to eligible individuals and may include:

• 1) a local educational agency;
• 2) a community-based organization;
• 3) a faith-based organization;
• 4) a volunteer literacy organization;
• 5) an institution of higher education;
• 6) a library;
• 7) a public housing authority;
• 8) a public or private nonprofit organization that is not described above and has the ability to provide adult education and literacy activities to eligible individuals;
• 9) any other organization or entity;
• 10) a consortium, of agencies, organizations, institutions, libraries or authorities described above;
• 11) a partnership between an employer and an entity described above.

Grant funds will be awarded to eligible providers with demonstrated effectiveness to offer Integrated Education and Training (IE&T) programs, inclusive of:

• 1) adult education and literacy activities
• 2) workforce preparation activities
• 3) workforce training
• 4) digital literacy and digital skills training
• 5) supportive services
• 6) transition services to District residents with basic skills deficiencies, limited English proficiency and barriers to employment to pursue their desired career paths.

Funding will be used to serve eligible District residents from July 1, 2025 through September 30, 2026.

Based on continued funding availability, sub-grantee performance, and student progress and outcomes during and at the end of this grant period, providers with evidence of demonstrated effectiveness may be eligible to receive continuation funding, if available, for up to three additional years.

Available Funding for Award:

*Based on the availability of funding, approximately $5M to $6.8M will be awarded by OSSE AFE in response to this RFA. This includes approximately $1 million in AEFLA Federal funds, $3.5 to $4 million in AFE State, Local, Gateway to Careers, and Connect2Tech DC Local funds, and $2.3 million in *Connect2Tech DC Federal funds.

OSSE expects to award multiyear funding to up to ten eligible providers of demonstrated effectiveness to serve 100 to 125 students each (up to 1,000 students annually) at a cost of $500,000 - $680,000 per year, with a per customer amount of $5,000 - $6,800. Grant awards will be for one year (July 1, 2025 through June 30, 2026). Based on sub-grantee performance, student outcomes, and the availability of funding, providers may be eligible to receive continuation funding for up to four additional years:

• July 1, 2026 – June 30, 2027
• July 1, 2027 – June 30, 2028
• July 1, 2028 – June 30, 2029.

The above timeline represents a four-year grant cycle. OSSE AFE will conduct a new grant competition in FY 2028-2029 for funding from the period of July 1, 2029 – June 30, 2034 (five-year grant cycle) to continue to implement IE&T+D program models, as applicable.

Overview

The Department of Employment Services (DOES) connects District of Columbia (District) residents, job seekers, and employers to opportunities and resources that empower fair, safe, and effective working communities. DOES provides a range of programs and services to jobseekers, including job development, job search assistance, self-directed job search, vocational training, apprenticeship, unemployment insurance, transitional employment, and referrals to supportive services and educational programs.

The Office of Youth Programs (OYP) develops and administers workforce development programs for District youth. OYP provides occupational skills training, work experience, academic enrichment and life skills training to facilitate the development of work habits and skills that are essential for success in the workplace.

Currently, pursuant to the Youth Employment Act of 1979 (D.C. Law 3-46; D.C. Code § 32- 245), OYP conducts an evaluation of the summer program. OYP would like to explore the impacts of these summer programs further and is seeking qualified applications from providers to conduct research on the Mayor Marion S. Barry Summer Youth Employment Program (MBSYEP) and the Career Ready Early Scholars Program (CRESP).

High-Need Healthcare Career Scholarship Program 

The District of Columbia, Department of Health (DC Health) is requesting proposals from qualified applicants to provide services in the program and service areas described in this Notice of Funding Availability (NOFA). This announcement is to provide public notice of DC Health’s intent to make funds available for the purpose described herein. The applicable Request for Applications (RFA) will be released under a separate announcement with guidelines for submitting the application, review criteria and DC Health terms and conditions for applying for and receiving funding.

Funding Opportunity Description:

DC Health is seeking proposals for a scholarship program to support District of Columbia residents in high-demand healthcare training to address workforce shortages for Home Health Aides, Certified Nurse Aides, and Emergency Medical Technicians.

Community Partnership Award

The Mutual of America Foundation Community Partnership Award recognizes outstanding nonprofit organizations in the United States that have shown exemplary leadership by facilitating partnerships with public, private or social sector leaders who are working together as equal partners, not as donors and recipients, to build a cohesive community that serves as a model for collaborating with others for the greater good.

Each year, the Mutual of America Foundation sponsors a national competition in which hundreds of organizations demonstrate the value of their partnership to the communities they serve, their ability to be replicated by others and their capacity to stimulate new approaches to addressing significant social issues.

Six organizations are selected by an independent committee to receive the Community Partnership Award.

• The Thomas J. Moran Award is given to the national award-winning program and includes $100,000 and a documentary video about the program.
• The Frances R. Hesselbein Award is given to a partnership that is addressing social challenges in more than one community, or which demonstrates the potential to be replicated in other communities. This recipient receives $75,000.
• Four other organizations are named Honorable Mention recipients for their programs, and each receives $50,000.

Since its inception in 1996, the Community Partnership Award has recognized 262 partnerships from cities and towns across America. Like so many of our clients working in the nonprofit community, Mutual of America is dedicated to having a direct, positive impact on society.
