Purpose
This funding opportunity invites grant Applications requesting funding from the Zoonosis Control Branch. The purpose of this program is to provide Sterilization services for cats and dogs owned by the general public at minimal or no cost.
Program Background
Due in part to pet overpopulation in Texas, it is estimated that over half a million animals are euthanized annually at a cost of over $20 million. These figures do not include animals that are abandoned and die from starvation, disease, or trauma. Stray animals can represent public health threats through a variety of diseases such as rabies, toxoplasmosis, plague, and parasitic infections. Failure to sterilize pets is a major cause of pet overpopulation. The cost of Sterilization could be considered cost prohibitive to many pet owners.
The 75th Texas Legislature designated funds under Texas Health and Safety Code Section Chapter 828, Section 828.014 to be used to make grants to eligible organizations that sterilize animals owned by the general public at minimal or no cost.
Creating Health Access for Next Generation Equity (CHANGE) Grant Program
Launched in 2023, the AstraZeneca Foundation’s signature Creating Health Access for Next Generation Equity (CHANGE) program works to improve access to quality healthcare.
Beginning April 1, 2026, the AstraZeneca Foundation will accept grant requests of $200,000 - $220,000 for review and consideration for its next cohort of CHANGE grant awardees. Organizations receiving funding in 2026 may be considered for renewed funding on an annual basis for two additional years, contingent upon meeting objectives, funding availability and approval by the Foundation’s Board of Trustees.
The intent of the grants is to provide general operating support for organizations working in innovative, collaborative ways at the community level to help improve access to quality healthcare in their community during the grant year and beyond. Our aim is for funded organizations to maximize the benefit to community members and community-based organizations and to work toward continuing their services beyond potential AstraZeneca Foundation funding.
