Outcome

This program is designed to stimulate the local economy by addressing urgent or compelling community needs. The goal is encouraging innovation, the timely implementation of CDBG eligible projects, and cost effectiveness. The project requires an upfront investment of local and other funds for planning, project design and permitting that is substantially equivalent to the required 10% local match.

The project must be an eligible public facility improvement under the Community Infrastructure, Community Enrichment, or Local Priorities program. All required project activities leading up to bidding must be complete prior to submission of the application including but not limited to project design, environmental review, acquisition and permits. CDBG funds may only be used for construction or demolition. 

Nonprofit 501(c)(3) organizations addressing hunger, housing, employment, or education in Chesterfield County, South Carolina can apply for up to US $1,000 in Community Impact Funding. Regional Planning Program

This program is designed to provide CDBG funds to Councils of Governments to assist local governments in developing plans and building local community development capacity. Specific activities related to the State’s Consolidated Plan may be required. The planning assistance is not limited to the jurisdiction of the applicant and will include both regional and local planning and technical assistance activities. However, planning activities should only be conducted in non-entitlement communities.

Requirement

One applicant from each regional planning district may apply for this assistance. Each of the counties within a regional planning district must enter into an Intergovernmental Agreement to apply for and implement regional planning assistance grants. This Agreement will designate a lead county to apply for the grant to comply with all requirements of the application and grant, and it should be reviewed each year and updated as necessary to make sure it reflects current officials and jurisdictions.

ECCF Women in Philanthropy (WiP)

This program is designed to address unique local and regional needs and priorities for addressing those needs through community development, including projects that reflect priorities established in conjunction with the S.C. Department of Commerce Business Incentives & Community Development Division. Projects may reflect community development needs that are not typically funded through the other State CDBG programs and generally should not be funded by other HUD partner programs, such as HOME and NHTF (affordable housing), ESG (homelessness) or HOPWA (special needs). These funds will be used for alternative grant activities and partnerships that meet the community development needs of eligible municipalities. Local Priority projects could include historic preservation, innovation, energy conservation, parks, and trails/greenways. New or expanded public service activities are also eligible. Community Enrichment Grants

Outcome and Priorities

This program is designed to fund public facilities, services and other activities that strengthen existing communities and support a high quality of life within the following state priority areas:

• Economic competitiveness and resiliency
• Education and workforce development
• Safe and healthy communities

Project investments should contribute to quality of life and the long-term vitality of communities. Activities must have the broad support of citizens and local businesses. Buildings and brownfield sites should be owned by the local government. Note that costs for operating or maintaining public facilities are not eligible for CDBG, so building projects must demonstrate financial viability. Equipment for public service activities must be for new or expanded services and generally associated with a significant capital investment in facilities. Only major pieces of equipment that have a durable life of five years will be considered for funding.

Projects that result in a more viable regional infrastructure solution or that provide new access to services near business centers where it is cost effective to address a documented health threat

Upgrades to infrastructure to address quality standards where there are only general health concerns or provide new services that are not near business centers when it is cost effective to address a documented health threat

Nonprofit 501(c)(3) organizations and government entities serving Duke Energy communities can seek up to US $20,000 for workforce development, K–12 energy education, climate resiliency, and inclusion programs. With a mission to strengthen communities, Duke Energy Foundation provides Chesterfield County, South Carolina nonprofits with rolling, program-specific funding that demonstrates measurable community impact.

Eligible 501(c)(3) nonprofits and government entities in Chesterfield County, South Carolina can apply for Duke Energy Foundation’s Local Impact Grants, awarding up to US $20,000 for community-focused projects. Funding supports workforce development, K–12 energy education, climate resiliency, disaster preparedness, economic development, and opportunity and inclusion initiatives in communities served by Duke Energy.

W. Thomas Musser Memorial Charitable Fund

Mission Statement

This fund has been initiated in memory of W. Thomas Musser (Tom Musser) and will provide grants to charitable organizations whose missions and activities most closely reflect those that Tom believed in and supported during his life time. A component of the fund will also be used to provide scholarships to individuals pursuing post-secondary education.

Scholarship

The W. Thomas Musser Memorial Scholarship Fund has been established to honor the life and legacy of W. Thomas (Tom) Musser. Tom believed deeply in the importance of education and life-long learning. 

National Academy of Construction

Purpose: The purpose of the Academy is to establish a body of acknowledged construction industry leaders and to provide them recognition through election to the National Academy of Construction. It also offers their collective experience and expertise for the improvement of the industry. The Academy shows recognition to fresh and novel industry achievement with appropriate awards programs. Another important purpose of the Academy is to provide a network system of linkage between past and present participants in the construction industry.

NAC Scholarship

• Members of the National Academy of Construction (NAC) established this scholarship to provide funding for undergraduate and graduate students pursuing a bachelor’s or master’s degree in construction or a closely related field and who intend to pursue a career in the construction industry.
• NAC’s mission is to recognize and honor individuals from all disciplines in the industry for their distinguished contributions to the industry and to share this reservoir of expertise as a service to the nation, including service contributions. It is one of the nation’s esteemed construction industry institutions, characterized by its extensive and diverse expertise, proven leadership, and trusted judgment.
• NAC is committed to diversity and inclusiveness in the construction industry. The intent of this scholarship is to provide financial support for two semesters for deserving students who plan to pursue careers in the construction industry, thus giving back to the profession some of the benefits that its members have received.

Since the scholarship program’s inception in 2020, NAC has awarded 36 scholarships worth over $203,000 to students from across the country.

Only one applicant is permitted from each university. There are no exceptions to this requirement. If more than one application is received from a university, the university will be notified and asked to choose one applicant.

Scholarship recipients will be invited to attend the NAC Annual Meeting. NAC will cover registration for this event and work with the recipients, their universities and others to identify sources of funding to cover travel expenses to attend. Attendance at the Annual Meeting is not required.

Mission Statement

The sole purpose of this fund shall be to support agencies and other charitable causes as recommended by the Fund Advisors and approved by the Board of the Community Foundation.

Wyndall Ivey Scholarship

The scholarship has been established in memory of Attorney Wyndall Ivey, a 1992 graduate of Sidney Lanier High School (Lanier Academic Motivational Program), the University of Alabama at Birmingham, and Washington and Lee University School of Law. Eligible applicants must have a minimum 3.5 GPA on a 4.0 scale and plan to attend an accredited two-year or four-year college or university. Two $500 scholarships will be awarded.

The Tom Woodward Memorial Visual Arts Scholarship

The Tom Woodward Memorial Visual Arts Scholarship benefits students pursuing postgraduate studies at an accredited two-year or four-year college, university, or trade school. Art is not a required major for eligible applicants. This scholarship is renewable.

Traditional arts are expressions of shared identity that are learned as a part of the cultural life of a particular group. This shared identity may be rooted in family, geographic, tribal, occupational, religious, or ethnic connections, among others. As expressions of a living culture, traditional arts have been handed down from one generation to the next and reflect the shared experience, aesthetics, and values of a group. Traditional arts are dynamic, reflecting change and individual innovation over generations of practitioners.

This grant ensures that South Carolina’s many living traditions remain vibrant, visible parts of community life by supporting nonprofit organizations and units of government seeking to promote and sustain the traditional arts practiced across the state. South Carolina’s cultural landscape encompasses diverse artistic traditions and practitioners, including indigenous, longstanding, and more recently-arrived art forms and communities.

Attending four-year university, two-year college or trade school in the upcoming semester, majoring in Business, Sciences, Computers, Christian Religion, Literature, Pre-med, Medical Field, or Engineering.
