 The Texas Department of Housing and Community Affairs (the Department or TDHCA) announces an annual Notice of Funding Availability for Emergency Solutions Grants (ESG) funds for street outreach, emergency shelter, homeless prevention, rapid re-housing, Homeless Management Information System (HMIS), and Administration.

This grant project will enable ESC 10 to develop the online account system, website, approval criteria, and other procedures that will support the providing of funding to parents of eligible first‑ through third‑grade students to purchase approved tutoring services in reading (the Parent Access to Supplemental Supports [PASS] program). The implementation of this project will ultimately support students who are required by law to receive reading intervention or accelerated instruction due to below‑grade‑level reading performance.

The Texas Education Agency (TEA) administers federal1 and state grant awards to its subgrantees2 to carry out a program. Such entities include primarily school systems (referred to as local educational agencies [LEAs] in statutes), including independent school districts and charter schools; education service centers (ESCs); and, to a lesser degree, institutions of higher education (IHEs), nonprofit organizations (NPOs), and other statutorily allowable organizations. The following Program Guidelines apply to all eligible subgrantees for the designated grant program.

Program Purpose

House Bill (HB) 22, passed by the 85th Texas Legislature in 2017, established the Local Accountability System (LAS) to allow districts and open-enrollment charter schools to develop local accountability plans for their campuses. Local accountability plans can capture and showcase outcomes aligned with locally determined needs and strengths.

Susan G. Komen Career Catalyst Research (CCR) Grants

Susan G. Komen Career Catalyst Research (CCR) Grants foster promising breast cancer researchers who are in the early stages of their faculty careers by providing support for up to three years of “protected time” for research career development under the guidance of a Mentor Committee. We seek to support those who will emerge as the next key leaders in the fight against breast cancer.

CCR Research Focus: Research projects must be hypothesis-driven, breast cancer-focused studies. They may be considered basic, translational, clinical and/or population science in nature and should align with Komen’s research priorities and mission to save lives from breast cancer.

Rob-See-Co Library Grant

In recognition of National Library Day, Rob-See-Co, an independent seed company located in Elkhorn, Neb. is proud to announce the continuation of its Rural Library Grant program.

Originally launched in 2023 to commemorate the company’s 10th anniversary and honor Agnes Robinson’s dedication to the rural library in Waterloo, NE, the program continues to hold special meaning. Agnes, great-grandmother of Jim Robinson, CEO of Rob-See-Co, was a passionate advocate for rural libraries. Today, the program extends support to libraries across rural communities within the company’s footprint. 

The focus areas for grant distributions from the Rob-See-Co Rural Library Grant program will assist local libraries with expanding book collections, core educational programs for adults or children, and computer or software upgrades. Examples of this would be new books, expansion of school visits or field trips, digitizing research materials, support for funding traveling exhibits and speakers.

Rob-See-Co will award ten grants to selected rural libraries across CO, IA, KS, MD, MI, MN, ND, NE, OH, OK, PA, SD, TX and WI. Funds may be used for core educational, preservation and interpretive purposes, including collection development, facility improvements, traveling exhibits, guest speakers, staff training, programming, and publications. 

Hogg Foundation for Mental Health

The Hogg Foundation for Mental Health was established in 1940 at The University of Texas at Austin by the children of Texas Governor James Hogg. For over a quarter of a century, the Hogg Foundation was guided by the passion and insight of the Governor’s daughter, Miss Ima Hogg, who actively promoted the foundation and encouraged its staff to pursue a bold, new vision. Today the Hogg Foundation is based at The University of Texas at Austin Steve Hicks School of Social Work and is funded through an endowment created by gifts from the Hogg family and managed by The University of Texas/Texas A&M Investment Management Company.

The Hogg Foundation is inspired by Ima Hogg’s vision for a Texas that supports and promotes mental health, resilience, and well-being. Miss Ima was ahead of her time in believing that mental health was just as important as physical health. She believed all people should have access to community-based resources to support mental well-being and live fulfilling lives, and she championed supports in everyday environments like schools, workplaces, places of worship, and homes.

Stephany June Bryan: Bold Spirit of Achievement Scholarship

The Hogg Foundation for Mental Health is offering ten $5,000 scholarships in honor of Stephany June Bryan to individuals facing personal and financial barriers to achieving their educational or career goals due to the impact of living with a mental health challenge and/or supporting a loved one with a mental health challenge.

You do not need to be enrolled in a program at the time you submit your application. However, you will need to provide enrollment verification and/or a certificate of completion when/if it is awarded.

ESC Texas Instructional Leadership (TIL) Lead Grant

This grant seeks to provide ongoing support and skill building opportunities to ESCs to allow them to grow their internal systems and structures to train, support, and coach ESC TIL coaches.

BlackRock Future Builders

BlackRock Future Builders is a $100 million philanthropic initiative funded by The BlackRock Foundation to expand economic opportunity and power the next generation of America’s skilled trades workers. Through this Request for Proposals (RFP) process, The Foundation seeks to support U.S. nonprofit organizations (i.e., registered 501(c)3 organizations) delivering or supporting high‑quality skilled trades training.

This competitive grant opportunity operates in parallel to other BlackRock Future Builders partnerships and is intended to surface additional, regionally grounded solutions across the skilled trades ecosystem. Organizations may propose direct worker training programs or capacity‑building efforts that enable systems to function more effectively and at greater scale. This first round RFP will be administered by Jobs for the Future (JFF), a national nonprofit that transforms U.S. education and workforce systems.

Focus Areas and Solutions

Applicants may propose worker training or capacity‑building solutions aligned to skilled trades workforce development.

• Worker training interventions may include direct service proposals such as pre-apprenticeship or career navigation programs, workforce training programs, apprenticeship programs, or wraparound participant supports that are supportive of training persistence and completion.
• Capacity-building interventions are organizational and system-focused, rather than in direct service of participants, and may include, but are not limited to, proposals such as ecosystem-building, demonstration projects, technology or tool adoptions, or research, among others.

Service learning provides excellent opportunities for students to develop as servant leaders. Only one team from each school may be nominated.

The Texas Education Agency is the state agency that oversees primary and secondary public education. It is headed by the commissioner of education. The Texas Education Agency improves outcomes for all public school students in the state by providing leadership, guidance, and support to school systems.

Special Education Family Engagement and Outreach

This initiative is designed to provide programs, resources, and an overall strategy for fostering authentic collaboration among schools, families, and communities in Texas around topics in special education. By establishing strong internal processes with strategic and timely cross-communications, we will increase knowledge and understanding of special education services while improving buy-in and support from all stakeholders. 

2026-2027 ESC Texas Instructional Leadership (TIL) Mentorship Grant

Program Purpose, Goals, and Objectives

The purpose of this grant is to provide for ESC-to-ESC mentorship with regards to ESCs’ efforts to implement Texas Instructional Leadership (TIL) training in their regions for the benefit of campuses and school systems participating in school improvement activities. The participating ESC will provide yearlong guidance, training, and coaching to other ESCs to support building, developing, and deploying their TIL teams. One ESC will receive grant funds to provide mentorship support to nineteen other ESCs.
