Hogg Foundation for Mental Health

The Hogg Foundation for Mental Health was established in 1940 at The University of Texas at Austin by the children of Texas Governor James Hogg. For over a quarter of a century, the Hogg Foundation was guided by the passion and insight of the Governor’s daughter, Miss Ima Hogg, who actively promoted the foundation and encouraged its staff to pursue a bold, new vision. Today the Hogg Foundation is based at The University of Texas at Austin Steve Hicks School of Social Work and is funded through an endowment created by gifts from the Hogg family and managed by The University of Texas/Texas A&M Investment Management Company.

The Hogg Foundation is inspired by Ima Hogg’s vision for a Texas that supports and promotes mental health, resilience, and well-being. Miss Ima was ahead of her time in believing that mental health was just as important as physical health. She believed all people should have access to community-based resources to support mental well-being and live fulfilling lives, and she championed supports in everyday environments like schools, workplaces, places of worship, and homes.

Stephany June Bryan: Bold Spirit of Achievement Scholarship

The Hogg Foundation for Mental Health is offering ten $5,000 scholarships in honor of Stephany June Bryan to individuals facing personal and financial barriers to achieving their educational or career goals due to the impact of living with a mental health challenge and/or supporting a loved one with a mental health challenge.

You do not need to be enrolled in a program at the time you submit your application. However, you will need to provide enrollment verification and/or a certificate of completion when/if it is awarded.

Texas Education Agency 

The Texas Education Agency (TEA) administers federal1 and state grant awards to its subgrantees2 to carry out a program. Such entities include primarily school systems (referred to as local educational agencies [LEAs] in statutes), including independent school districts and charter schools; education service centers (ESCs); and, to a lesser degree, institutions of higher education (IHEs), nonprofit organizations (NPOs), and other statutorily allowable organizations. The following Program Guidelines apply to all eligible subgrantees for the designated grant program.

ESC Texas Instructional Leadership (TIL) Lead Grant

This grant seeks to provide ongoing support and skill building opportunities to ESCs to allow them to grow their internal systems and structures to train, support, and coach ESC TIL coaches.

BlackRock Future Builders

BlackRock Future Builders is a $100 million philanthropic initiative funded by The BlackRock Foundation to expand economic opportunity and power the next generation of America’s skilled trades workers. Through this Request for Proposals (RFP) process, The Foundation seeks to support U.S. nonprofit organizations (i.e., registered 501(c)3 organizations) delivering or supporting high‑quality skilled trades training.

This competitive grant opportunity operates in parallel to other BlackRock Future Builders partnerships and is intended to surface additional, regionally grounded solutions across the skilled trades ecosystem. Organizations may propose direct worker training programs or capacity‑building efforts that enable systems to function more effectively and at greater scale. This first round RFP will be administered by Jobs for the Future (JFF), a national nonprofit that transforms U.S. education and workforce systems.

Focus Areas and Solutions

Applicants may propose worker training or capacity‑building solutions aligned to skilled trades workforce development.

• Worker training interventions may include direct service proposals such as pre-apprenticeship or career navigation programs, workforce training programs, apprenticeship programs, or wraparound participant supports that are supportive of training persistence and completion.
• Capacity-building interventions are organizational and system-focused, rather than in direct service of participants, and may include, but are not limited to, proposals such as ecosystem-building, demonstration projects, technology or tool adoptions, or research, among others.

Leadership is about making a positive difference and can be developed through education, observation, experience, and by working with leader mentors. Service learning provides excellent opportunities for students to develop as servant leaders. Only one team from each school may be nominated.

Texas Education Agency (TEA)

The Texas Education Agency is the state agency that oversees primary and secondary public education. It is headed by the commissioner of education. The Texas Education Agency improves outcomes for all public school students in the state by providing leadership, guidance, and support to school systems.

Special Education Family Engagement and Outreach

This initiative is designed to provide programs, resources, and an overall strategy for fostering authentic collaboration among schools, families, and communities in Texas around topics in special education. By establishing strong internal processes with strategic and timely cross-communications, we will increase knowledge and understanding of special education services while improving buy-in and support from all stakeholders. 

2026-2027 Effective Advising Framework Implementation Grant, Year 2-3

The Effective Advising Framework (EAF) supports the development and implementation of an individual student planning system within the context of a comprehensive school counseling program. The EAF also aims to foster innovation and promotion of promising and proven career and technical education (CTE) programs, which may include nontraditional fields. This includes the development, implementation, and adoption of career pathways aligned to high-skill, high-wage, or in-demand careers and industries.

Each school system that successfully completed the requirements of the 2025–2026 EAF Implementation Grant will participate in this grant project to continue implementation of an effective advising system for either Year 2 or 3 of implementation. School systems will reconvene a steering committee to oversee implementation and the continuous improvement of the school system’s individual student planning system.

The steering committee must include representation from both elementary and secondary levels and consist of, at minimum, a certified professional school counselor, an administrator, a representative from Career and Technical Education, and a representative of special populations. The committee will be led by an EAF Project Lead, who must be a certified school counselor or an administrator. The EAF Project Lead will work in close collaboration with an EAF Coach, identified by the Education Service Center (ESC), who will support the district throughout the grant period. The EAF Coach will monitor progress and provide ongoing coaching and support aligned with the Effective Advising Framework.

During this grant period, school systems will continue to implement EAF priorities aligned to the essential actions and key practices of the Effective Advising Framework across grades 5–12. The focus of this phase is to strengthen the quality and consistency of individual student planning, measure its impact when implemented with fidelity, and build sustainable advising systems. School systems will prioritize integrating effective advising practices into staff roles, districtwide data systems, and communication structures to support long‑term implementation.

2026-2027 ESC Texas Instructional Leadership (TIL) Mentorship Grant

Program Purpose, Goals, and Objectives

The purpose of this grant is to provide for ESC-to-ESC mentorship with regards to ESCs’ efforts to implement Texas Instructional Leadership (TIL) training in their regions for the benefit of campuses and school systems participating in school improvement activities. The participating ESC will provide yearlong guidance, training, and coaching to other ESCs to support building, developing, and deploying their TIL teams. One ESC will receive grant funds to provide mentorship support to nineteen other ESCs.

In 2022, the WPF moved from a membership-only model to the opportunity for ANY individual, family, or business with a passion to support the critical needs of women and children in our region, to contribute and have a direct impact on the well-being of women and children in the Texas Panhandle… in all areas of life. 

Our Mission

To transform the lives of women and children in the Texas Panhandle through fundraising, grant-making, and advocacy.

Grant award amounts will vary between $2,500 and $10,000. WPF is focused on the needs of women and children that serve an urgent or critical need and/or demonstrate unique solutions to time-worn problems and/or engage in bold new ventures. Eligible programs will address one or more of the focus areas described below, in a manner that creates impact, shows innovation, and involves others in a collaborative manner.

Organizations or programs should address:

Self-sufficiency: Programs that provide women with the skills and resources to be economically independent and self-sufficient. Examples of such programs may include but are not limited to:

• Access to emergency shelter or affordable housing;
• Access to affordable, quality day care and after school programs for children;
• Prevention of or assistance in overcoming homelessness or poverty;
• Transportation assistance;
• Education and training programs targeted toward job skills, budgeting and money management, parenting skills, etc.

Health and Safety: Programs that support the health and well-being of women and children and allow them to live in homes and communities without fear of violence. Examples of such programs may include but are not limited to:

• Healthcare-related education and awareness programs;
• Access to preventive medical screenings;
• Low or no-cost medical services for uninsured or medically needy women and children;
• Programs that instill leadership and build esteem in women/children.

Special Education Consolidated Grant Application (Federal)

IDEA-B Formula provides supplemental resources to help school systems ensure that eligible students (ages 3 through 21) with disabilities are provided with a free appropriate public education as required by federal statute. 

IDEA-B Preschool: provides supplemental resources to help school systems ensure that eligible students (ages 3 through 5) with disabilities are provided with a free appropriate public education as required by federal statute.

IDEA-B Discretionary Deaf helps ensure that eligible students (ages 3 through 21) with disabilities are provided with a free appropriate public education as required by federal statute.

• The grants in the Special Education Consolidated Grant Application (Federal) provide financial assistance to school systems to help them ensure that:
• They identify and provide a free appropriate public education (FAPE) to students with disabilities who are eligible for special education and related services.
• They protect the rights of students with disabilities and the rights of their parents3
• They design individualized education programs (IEPs) that meet the needs of students with disabilities and prepare those students for further education, employment, and independent living.

The Greater Houston Community Foundation (GHCF) administers a variety of unique scholarship funds that grant over $5.7 million annually to college students. The scholarship funds have been established by thoughtful and generous donors and each has a unique set of eligibility criteria and award structure.
