The Community Health Assessments / Community Health Improvement Plans (CHA / CHIP) Development Support Grant Program is designed to provide financial and technical support for the completion of CHA and CHIP.

This program responds to the ongoing need for strengthened local public health infrastructure and planning capacity, especially among counties with limited resources. It also aligns with the California Department of Health Care Services (DHCS) expectations for Medi-Cal managed care plans to engage in meaningful collaboration with Local Health Jurisdictions.

Purpose

The program supports counties in assessing public health needs and developing responsive plans to address them by way of the CHA/CHIP process. This effort encourages joint planning between managed care and public health departments to reduce siloed systems, enhance population health outcomes, and align with the DHCS Quality Strategy and Bold Goals.

The 2026 National Urban and Community Forestry Challenge Cost Share Grant Program aims to tackle economic, health, and environmental issues in communities through innovative tree resource utilization. The Cook Inlet Beluga Whale (CIBW) Prey and Salmon Productivity Monitoring project at Joint Base Elmendorf-Richardson (JBER) aims to assess prey species composition critical for the endangered CIBW. This initiative will inform environmental management decisions, support compliance with the Endangered Species Act, and contribute to understanding factors affecting CIBW population recovery. The project spans 18 months, with potential follow-on periods, focusing on the ecological dynamics of salmon and other prey species in JBER waters.

By supporting jurisdictions and birthing facilities involved in AIM, the program seeks to promote quality improvements in maternal health care, ensuring safer births and better health for mothers and infants.

Elaine R. “Boots” Fisher Award

Elaine R. “Boots” Fisher was the wife of former National and Northern District of Ohio Chapter President Stanley M. Fisher. Sadly, in 1989 “Boots” Fisher succumbed to illness. The Elaine R. “Boots” Fisher Award is presented as a memorial to the outstanding and unselfish contributions made by “Boots” Fisher to improve the quality of life and opportunities of all persons. She gave of herself willingly to help others to overcome adversity.

The award is intended to stimulate, encourage and recognize exemplary community, public and charitable service by members of the Federal Bar Association. Nominations should demonstrate:

• Continuous general or specific contributions to community, charitable or public service;
